WHEREAS, Section 14, paragraphs (i) and (m) of Republic Act No. 6975, asamended by Section 5, paragraph (a), sub-paragraphs (5) aad (8) of the Republic Act No.8551, empowers the Commission to 'approve or modi$r plans and programs on educationand training, logistical requiremeots, communications, records, information system,crime laboratory, crime preveution and crime reporting as well as prescribe minimumstandards for arms, equipment and uniforms and, after consultation with the philippineHeraldry commission, for insignia of ranls, awards and medals of honor,,;

WHEREAS, pursuant to the aforecited legal prescription, rhe PNP Uniform andEquipment Standardization Board (UESB) Resolution No. 2014-111 on the proposedstandard specifications for CCTV Wireless IP System for consideration and approval bythe commission to be used as basis in the procurement thereof;

WHEREAS, upon perusal the records, the absence of the 'Wireless Access point"(WAP) andlor router which are esseniial in the entire wireless system hence, should notbe referred to as a "system' but only as "Equipment";

WHEREAS, the PNP UESB has certified that the subiecr specifications is nottailored-fit to any manufacrurers brand of product;

WHEREAS, after thorough review and evalualion, the Commission finds rheproposed standard specifications for CCTV Wireless IP Equipment to be in order and inconformiry with the requiremeot of Republic Act No. 6975 as amended by Repubiic ActNo. 8551 the Government Procurement Act under RA No. 9481 and its ImplemenringRuies and Regulations (IRR), to meet the requirements of the Philippine National police;
