Level 3 Teriary Prevention: Further intensified and individualized Intervention 5% of students.
Level 2 Secondary Prevention: Intensified, validated intervention 15% of students
Level 1 Primary Prevention: Schoolwide and classwide instruction 80% of students
• Special Education Services
• Weekly Progress Monitoring used to set individualized education program (IEP) goals, design individualized instructional programs, and monitor student response.
• When Progress Monitoring indicated the student achieves benchmark performance, student exits special education (returns to primary or secondary prevention) with ongoing Performance Monitoring.
• General Education Activities
• All students are screened to determine which students are suspected to be at risk.
• Students suspected to be at risk remain in primary prevention with Progress Monitoring which will either disconfirm risk (at which point they remain in primary prevention) or confirm risk (at which point they move to secondary prevention).
• Small Group Intervention
• Research based tutoring provided in small groups with weekly Progress Monitoring.
• At the end of tutoring trial, Progress Monitoring indicates students were responsive to Tier 2 tutoring (in which case student returns to primary prevention but Progress Monitoring continues) or students were unresponsive to Tier 2 tutoring (in which case students move to tertiary prevention (Special Education).
