Introduction

I. In order to promote transparency and accountability in the working of every

Public authority and to empower the citizens to secure access to information

under the control of each public authority, the Government of India have

enacted “The Right to Information Act, 2005”, (RTI Act) which came intoForce

on 15.06.2005. In accordance with the provisions of section 4(1) (b) of this

Act, Directorate of Sports, Punjab has brought out this manual for Information

and guidance of the stakeholders and the general public.

II. Section 4 of RTI Act 2005

1. Every Public Authority shall:-

a) Every Public Authority shall maintain all its records

duly catalogued and indexed in a manner

b) 17 Manuals

c) Publish all relevant facts while formulating important

policies or announcing the decisions which affect public

informed

d) Provide reasons for its administrative or quasi-judicial

decisions to affected persons

2. Every Public Authority shall provide as much information Suo -motu to the

Public at regular intervals through various means of communication,

including the internet (Clause b of Sub-Section 1)

3. Every Information shall be disseminated widely (Sub-Section 1)

4. All materials shall be disseminated taking into consideration the cost

effectiveness, local language and the most effective method of

communication in that local area and the information should be easily

accessible

III. The purpose of this manual is to inform the general public about Authority’s

organizational set-up, functions and duties of its officers and employees,

records and documents available with it

IV. This manual is aimed at the public in general and users of the services,

andProvides information about the schemes, projects and programmes

beingimplemented by the Authorities.

1) Vision

1.1 Sports for development of a physically for nation with a strong sporting culture, and a leader amongst sporting nations.

2) Mission

2.1 To achieve excellence in sports by identifying and nurturing

sports talent amongst the youth of India and to develop such talent

into national and international competitiveness.

2.2 To uphold high ethical standards in sports through anti-

doping measures, deterrent measures to prevent fraud of age and

sexual harassment of women in sports.

3) Objectives

3.1 To develop sports culture in the State by providing improved sports infrastructure facilities in rural & urban areas.

3.2 To popularize sports and increase participation of all sections in Sports.

3.3 To raise the standard of sports in the State.

3.4 Special focus on Anti-doping measures in Sports and elimination of unethical practices.

4) Functions

4.1 Framing Proposals to receive funds from the Centre and State Govt. to implement schemes of the Department.

4.2 To establish Coaching Centers, Sports Academies and Centers of Excellence.

4.3 To improve skill of sportspersons by providing latest sports equipment and coaching facilities.

4.4 To organize Sports competitions at Block, District, State, National and International level.

4.5 To provide cash incentives/awards and employment opportunities to outstanding sportspersons.

4.6 To further strengthen the Olympic Movement by involving maximum number of youngsters in sports .

4.7 Strengthen Anti- Doping measures and Dope testing.

4.8 To set up a Premier Institute of Sports to train International level players

2. Joint Director Sports As head of the office, the Joint Director will assist to Director of Sports and will take care of the following functions as per notification No.

8/64/92-5Edu-7/1829 dated 31-3-1993.

(i) Supervision of work of coaches. (ii) Organisation of competitions.

(iii) Procurement and distribution of sports equipment.

(iv) Strengthening of infrastructure.

(v) Distribution of awards, certificates, scholarships etc.

(vi) Keeping liaison with various sports organisations in the state.

(vii) Supervision of the work of Deputy Directors/District Officers/

Assistant Director.

3. Deputy Director Sports To supervise the work of all DSO’s/coaches and administration of the offices falling in their jurisdictions and to ensure proper implementation of the departmental schemes for the development

of sports in the State.

4. Assistant Director Sports The Assistant Director Sports will perform the duties as entrusted to him by head of the department time to time.

5. District Sports Officer Drawing & disbursing officer of their district, responsible for implementation of all departmental schemes constituted for the development of sports in the State.

6. Superintendents Will perform the duties as entrusted to him by (Grade-1) head of the department time to time.

7. Superintendent Will perform the duties as entrusted to him by (Grade-2) head of the department time to time.

8. Senior Auditor Deals with Audit and Accounts matter and supervise the work of the Junior Auditor and submits the files to Director Sports through & Assistant Director and Joint Director Sports, Punjab.

9. Store-Supervisor Supervise the work of the Stores and physical verification of all the stores at headquarter and district headquarters.

10. Senior To provide advance coaching to players at District/ Coaches/Coaches/ Block and village level coaching centres and the Jr. Coaches duties assigned to them by the head of the department.

11. Senior Assistant Senior Assistant of the department works under the supervision of the branch superintendent and perform all the duties assigned to them by Director of Sports. All the files of the assistants come through the superintendent incharge and put up to Director Sports through proper channel.

12. Senior Scale Perform duties with the head of the department. Stenographer 13. Junior Scale Perform duties with the Joint Director.

District Sports Officers.

15. Junior Assistant/Clerk They work under the supervision of branch supervisors and perform duties assigned to them by the head of the department.

17. Ground Supervisor To supervise the work of ground markers/ games boys/ Peons who prepare grounds/ courts for the

plying purpose.

3.1 Process of decision making: The Department of Sports, Punjab has decentralized its powers to expedite decision

making process. Files relating to following subjects are approved by Director Sports

Punjab.

1. Approval of tour programs and counter-signature of T.A. Bills.

2. Sanction of leave.

3. Matters relating to transfers/shifting of headquarter.

4. Deputation for training abroad/within India.

5. Deputation of officers to other departments/organizations.

6. Cases of re-employment and extension of Group A& B Officers.

7. Proposals for creation/abolition of Group A and B posts.

8. Continuance of Group ‘A’, ‘B’, ‘C’ and ‘D’ posts.

9. Representations against adverse remarks recorded by officers in ACR’s.

10. Property returns cases of Group ‘A’ & ‘B’ officers under Conduct Rules.

11. Confirmation.

12. Retirement.

13. N.O.C. for passport.

14. Issue of N.O.C. to Group ‘A’ and ‘B’ officers.

15. Constitution of departmental committees.

16. Proposal to initiate disciplinary proceedings, comments etc.

17. Enquiry reports/comments in complaint cases required to be sent to Govt.

18. Premature retirement of Group ‘A’ & ‘B’ officers.

19. Cases regarding sanction to investigations by A.G. Punjab of claims of pay and allowances

under P.F.R. and sanction of ad-hoc payments etc.

43. Issue of defence sanction on the recommendation of Legal Remembrance.

Remaining subjects other than mentioned above are routed through the Administrative

Department of Sports.

Decision on important matters are taken at the level of Minister of Sports in consultation with

the Secretary Sports. All the officers and employees of the Department are accountable to the State

Govt. and to the public. 3.2 Final decision making authority:

PUNJAB SPORTS COUNCIL

SERVICE RULES

(Common Cadre)

1.3 SHORT TITLE. COMMEMCEMENT AND APPLICATION

1.3.1 These rules may be called the Punjab State Sports Council (common

cadre) Service Rules, 1977.

1.3.2 These shall come into force at once.

1.3.3 These shall apply to all the posts specified in appendix ‘A’ to these rules.

Provident that in the case of employees appointed on deputation

from Government Department, Local Bodies or Government Undertakings

these rules shall apply to the extent specified in their terms and conditions

of Deputation agreed upon with the Government Department, Local

Bodies or Government Undertaking concerned.

1 DEFINITIONS

1.4.1 In these rules, unless the context otherwise, requires:-

1.4.2 “Council” means the Punjab State Sports Council.

1.4.3 “GOVERNMENT” means the Government of the State of Punjab in the

Sports Department.

1.4.4 “MEMBER” means a person duly appointed under the relevant provisions

of the constitution.

1.4.5 “PRESIDENT” SENIOR VICE PRESIDENT” “VICE-PERSIDENT”,

SECRETARY” AND “JOINT SECRETARY” means President, Senior

Vice President, Vice President, Secretary and Joint Secretary of the

Council respectively.

1.4.6 “EXECUTIVE COMMITTEE” means committee consisting of senior

Vice President as its Chairman and not more that five other members of

Sports Council to be appointed by the Govt.

1.4.7 “DIRECT APPOINTMENT” means the appointment made otherwise than

by promotion within the service or by transfer or on deputation of a person

already in the service of Govt. or any other Institution.

1.6 Words and expressions used in these rules but not defined shall have the

meaning assigned to them in the Punjab General Clause Act, 1898.

3.2 NUMBER AND CHARACTER OF POSTS

The service shall comprise the posts shown in Appendix “A” to these

Rules,

Provident that nothing in these rules shall effect the inherent right

of Government and Council as the case may be to add to or reduce the

number of such posts or to create new posts with different designations

and scales of pay whether permanently or temporarily.

3.3 NATIONAL, DOMICILE AND CHARACTER OF CANDIDATES

APPOINTED IN SERVICE.

3.6 No candidate shall be appointed to the service unless he is:-

A citizen of India, or

A citizen of Nepal, or

A subject of Bhutan, or

A Tibetan refugee, who came over to India before 1st

January, 1962 with

the intention of permanently settling in India, or

A person of India origin who has migrated from of Pakistan, Burma, Sri

Lanka and East African countries of Kenya, Uganda and the United

Republic or Tanzania (formerly Tanganika and Zanzibar) with the

intention of permanently settling in India.

Provident that a candidate belonging to Categories (b), (c), (d) and (e)

shall be a person in whose favour a certificate of eligibility has been

issued by the Govt. of India.

5. DISQUALIFICATIONS

a) No person who has entered into or contracted a marriage with a person

having a spouse living, or

b) Who having a spouse living has entered into to contracted a marriage with

any person, shall not be eligible for appointment to the service.

Provident that the Government may if satisfied that such marriage

is permissible under the personal law applicable to such persons and the

other party to the marriage and that there are other grounds for so doing,

exempt any person from the operation of the rule.

6. AGE

(1) No person shall be recruited by direct appointment to the service who is

less than eighteen years or more than thirty five years of age on the

date of appointment or unless he is within such age of minimum and

maximum age as may be specifically fixed by Government and Council as

the case may be from time to time.

(i) Provident that the conditions of upper age limit may be relaxed upto 45

years in the case of a person already in employment of the Punjab

Government, other State Governments or the Government of India.

(ii) Provident further that in the case of candidates belonging to scheduled

castes and other backward classes, the upper age limit shall be such as

may be fixed by the Government from time to time.

(2) In the case of demobilized Armed Forces personnel the upper age limit

shall be such as has been prescribed in the DEMOBILIZED ARMED

FORCES PERSONNEL SERVICE RULES, 1968 as amended from time

to time.

7. APPOINTING AUTHORITY

a) The appointment to the post of Joint Secretary shall be made by

Government.

b) Appointment to the post of Assistant Secretary shall be made by the

Senior Vice-President.

c) Appointment to the post of Superintendent/Deputy

Superintendent/Assistant/ Accountant/ Senior Scale Stenographer shall be

made by the Vice-President.

d) Appointment to the posts of Steno-typist, Clerks, typist, driver, peons and

chowkidars shall be made by the Secretary, Punjab State Sports Council.

6.1 METHOD OF APPOINTMENT

The appointment to the following services shall be made in the following

manner namely:-

(1) Joint Secretary

i) By promotion of Assistant Secretary provident the person to be considered

for promotion must have an experience of 5 years as Assistant Secretary.

ii) Provident that the Govt. may fill this post by transfer or by deputation of

any officer in service of State Govt. or Govt. of India working in the scale

of Rs. 350-900 or equivalent to it, has administrative.

experience of 5 years. The qualifications should be at least M.A. and must

have passed Punjabi upto matric standard.

(2) Assistant Secretary

i) By promotion of Superintendent and Deputy Superintendent provided the

person to be considered for promotion must have an experience of three

years as Superintendent and/or 5 years as Deputy Superintendent.

ii) Provident that if a suitable candidate is not available in the

Superintendent/Deputy Superintendent grade, the Govt. may fill this post

by transfer or by deputation of any officer already in service of State

Govt./Semi Govt. Undertaking. The qualifications should be atleast B.A.

and must have passed Punjabi upto Matric.

Note 1: In case of direct recruitment, persons who have not passed Punjabi upto matric

standard shall not be eligible for appointment in the service of the

Council.

Note 2: All promotions shall be made by selection on the basis of seniority-cum-merit

and seniority alone shall not give any right of appointment.

Note 3: 50% of the vacancies shall be filled by promotion where there is provision of

filling the posts by promotion.

9. PROBATION OF PERSONS APPOINTED TO SERVICE

(1) Persons appointed to any service shall remain on probation for a period

of two years, if recruited by direct appointment and one year if recruited

otherwise:-

13.1 Provided that any period, after such appointment spent on deputation on

a corresponding or a higher post shall count towards the period of

probation.

13.2 In the case of an appointment by transfer any period of work in

equivalent or higher rank, prior to appointment to the service may, at the

discretion of the appointing authority be allowed to count towards the

period of probation and

13.3 any period of officiating appointment to the service shall be reckoned as

period spend on probation.

14.1 If in the opinion of the appointing authority the work and/or conduct or a

person during the period of probation is not satisfactory it may:-

15.1 If such person is recruited by direct appointment dispense with his

services, or revert him to a post on which he held lien prior to his

appointment to the service by direct appointment, and

17.1 if such person is recruited otherwise:

(i) Revert him to his former post, or

(ii) deal with him in such other manner as the terms and conditions of the previous

appointment permit.

(iii) On the completion of the period of probation of a person the appointing

authority may:-

(a) If his work and conduct has, in its opinion, been satisfactory, declare that he has

completed his probation period satisfactorily.

(b) If his work or conduct has not been, in its opinion, satisfactory:-

(i) Dispense with his services, if appointed by direct appointment or if appointed or

if appointed otherwise revert him to his former post, or deal with him in such

other manner as the terms and conditions of his previous appointment may

permit.

(ii) Extend his period of probation and thereafter pass such orders as it could have

passed on, the expiry of the first period of probation.

Provided that the total period of probation, including extension, if any, shall not

exceed three years.

10. SENIORITY OF MEMBERS OF SERVICE

The seniority-interse of members of the service shall be determined by the

length of continuous service on a post in the service.

(i) Provided that where there are different cadres in a service the seniority shall be

determined separately for each cadre.

(ii) Provided further that in the case of members recruited by direct appointment,

the ordder of merit determined by recruiting authority as the case may be shall

not be disturbed in fixing the seniority.

(iii) Provided further that in case of two members having been appointed on the

same date, their seniority shall be determined as follows:

(a) A member recruited by direct appointment shall be senior to a member recruited

otherwise.

(b) A member appointed by promotion shall be senior to a member appointed by

transfer.

(c) In the case of members appointed by promotion or transfer seniority shall be

determined according to the seniority of such members in the appointment from

which they were promoted or transferred, and

(d) In the case of members appointed by transfer from different cadres, their

seniority shall be determined according to pay, preference being given to a

member who was drawing a higher rate of pay in his previous appointment, and

if the pay drawn are also the same, then by their length of service in these

appointments and if the length off services is also the same an order member

shall be senior to a younger member.

11. LIABILITY TO SERVE

A member of the service shall be liable to serve shall be liable to serve at

any place whether within or out of the State of Punjab on being ordered to

do so by the appointing authority.

12. TERMINATION OF SERVICE AND RESIGNATION

(1) The service of any employee of the service may be terminated by the

appointing authority by giving him one month’s notice or pay in lieu

thereof.

Provided that

(a) No employee shall be entitled to the notice or pay in lieu thereof if he is

removed from service on account of misconduct established on record.

(b) No employee shall be entitled to one month’s notice or notice pay unless

and until he has been in service continuously for a period of three months.

(2) Where an employee wants to resign he has to give one month’s notice or

in lieu thereof he will deposit the amount short of notice period. An

employee leaving the service without giving proper notice shall be liable

to disciplinary action under the rules.

13. RETIREMENT

(a) Every employee appointed in the service shall retire on attaining the age of

58 years provided that the peons, chowkidars and other class IV servants

shall retire on attainment of age of 60 years.

(b) Nothing contained in (a) above shall effect the right of appointing

authority to require an employee to retire without notice or pay in lieu

thereof, on his being incapacitated for further continuance due to his

continued illness or accident. An employee may also be permitted to retire

at his request on the ground of his becoming incapacitated for further

continuance in service.

Provided that before acting under this clause the appointing

authority shall require the employee to undergo a medical examination by

such medical officer as it may nominate for this purpose.

14. DISCIPLINE AND APPEAL

(i) in the matter of discipline, punishment and appeals members of the service

shall be governed by Punjab Civil Services (punishment and appeals)

rules, 1970 as amended from time to time.

(ii) The authorities empowered to impose penalties under para (i) above and

appealate authority therefor in respect of the members of service shall be

as shown in appendix ‘B’ to these rules.

15. PAY AND ALLOWANCE

Employeesof the Council shall be entitled to such pay and allowances

(including travelling allowances, medical reimbursement, house rent

allowance, city compensatory allowance etc.) as may be admissible to the

Punjab Government (Civil Secretariat) employees of the relevant category

from time to time.

16. PROVIDENT FUND

The employees of the Council shall be entitled to the benefit of the

contributory Provident Fund as provided in the Employees Provident Fund

Scheme, 1952.

17. GRATUITY

On his retirement from service an employee may be granted a gratuity of

an amount equal to one month salary for each completed year of service

with the council provided that the total amount of gratuity shall not exceed

16½ times the amount of monthly salary admissible to him on the date

preceding the date of his retirement.

18. LEAVE AND JOINING TIME

Employees of the Council shall be entitled to such leave and joining time

as may be admissible to the Government of Punjab employees of relevant

category from time to time.

19. OATH OF ALLEGIANCE

Every member of the service, unless he has already done so, shall be

required to take oath of allegiance to India and to the Consitution of India

as by law established. 20. POWERS TO RELAX

Where the Government or the Council as the case may be is of the opinion

that it is necessary or expendient so to do, it may by order, for reasons to

be recorded in writing, relax any of the Provisions of these rules with

respect to any class or category of persons.s

21. INTERPRETATION OF RULES

If any question arises as to the interpretation of rules or their application to

a particular case the matter will be decided by the Government. 22. LIABILITY FOR VACCINATION AND REVACCINATION

Every member of the service get himself vaccinated or revaccinated

whenever Government/Council so directs by a special or general order.

PUNJAB STATE SPORTS COUNCIL

FINANCIAL RULES

(AMMENDED UPTO 19-7-2006)

(PRILIMINARY)

SECTION-1 SHORT TITLES

1.4 These rules shall be called the Punjab State Sports Council Financial Rules.

COMMENCEMENT

v. These rules shall come into force w.e.f. the date of approval of these rules.

DEFINITIONS

1.3 In these rules unless the context requires otherwise :-

(a) 'Council' means the Punjab State Sports Council

(b) 'Government' means the Government in Sports Department of the Punjab

Government.

(c) 'President', 'Senior Vice-President', 'Vice President', 'Secretary' and the

'Joint Secretary' means President, Senior Vice President, Vice President,

Secretary and Joint Secretary of the Council, respectively.

(d) 'Executive Committee' means Executive Committee of the Punjab State

Sports Council.

(e) 'Sports Bodies' means State Sports Associations, District Sports

Associations, Sports clubs etc.

AUTHORITY OF IMPLEMENT THESE RULES:

1.4 Any doubt arising at any time as to the interpretation of rules or their application

to a particular case the matter will be referred to the Senior Vice President whose

decision shall be final.

SECTION-2

1.5

a) The Council shall have an account in a bank as decided by the Executive Committee.

b) The Bank account shall be operated by cheques to be signed by the drawing

and disbursing officer of the Council. During his absence the cheque will be

signed by the Secretary.

c) Cash books and other registers as required for the proper maintenance of

accounts shall be maintained.

d) The funds of the Council shall be utilised for various purposes detailed in the

constitution of the Council or for any other purpose prescribed and approved

by the Senior Vice-President.

e) The power to sanction the expenditure without the approval of the Council on

any one item at a time shall vest in the following to the extent indicated

against each :-

f) The general annual statement of income and expenditure prepared by the

Council in the first meeting that may be held after the commencement of the

next financial year.

g) The Accounts of the Council shall be audited by the Chartered Accountant

yearly. The appointment and Audit fee of the Chartered Accountant shall be

approved by the Executive Committee.

*SECTION-3 12 FINANCIAL ASSISTANCE TO VARIOUS SPORTS BODIES:

For the purpose of financial assistance to the Sports Bodies, various games have been split into the following categories depending upon the number of team

members/number of participants in the State/National/Zone Championships and the likely

expenditure involved for holding/participating in such tournaments.

3.4 Holding annual State Championships i.e. Senior, Junior and Sub-Junior.

(ii) Participation in International, Asian, Olympic, World or other

competitions.

(iii) Holding of National or International competitions. EXENT OF FINANCIAL ASSISTANCE TO THE SPORTS BODIES:

The financial assistance to the Sports Bodies shall be regulated as under :- 4.1 HOLDING OF STATE CHAMPIONSHIPS:

(b) 100% grant will be given to State Sports Associations for conducting State

Championships subject to the condition that atleast 2/3 of the affiliated

units whether district or clubs participate in the State Championships.

However, the Vice-President of the Council will have the power to relax

this conditions in exceptional cases.

(c) Men/Women or Senior/Junior/Sub-Junior or/and any other recognised

championships are to the treated separately for purpose of financial

assistance provided that if the venue for both/three is the same then for

each championship the financial assistance admissible shall be 75% of the

actual entitlement.

1 HOLDING OF NATIONAL/INTERNATIONAL COMPETITION

2. Men/Women or Senior/Junior/Sub-Junior championship are to be treated

separately for purpose of financial assistance provided that if the venue of both/three is

the same for each championship the financial assistance admissible shall be 75% of the

actual entitlement.

(iii) PARTICIPATION IN NATIONAL CHAMPIONSHIP:

Category of Game

'A' (i) 100% grant will be given to those teams which secure first

four positions in the Nationals.

(ii) 75% of the total admissible grant will be given to those

teams which reach the quarter finals and fail to win any

positions.

(iii) 50% of the total grant will be given to those teams which

just take part in the Nationals.

NOTE : Out of the above grant an amount equal to 50% of the total grant will bereleased

before the departure of the team for participation in the National and balance, if any, will

be released on return of the team after getting the performance of the team verified. Only

those championships will be considered for the purpose of grant-in-aid in which a

minimum of 10 State teams take part. No grant will be given for participation in

Zonal/Federation cup tournament. This expenditure shall include the following items :-

5.1 One way 2nd class railway fare including reservation charges of the team from

headquarters of the Sports Bodies to the venue of the National championships.

5.2 One way 2nd class railway fare including reservation charges to the Manager and

Coach accompanying the team from the Headquarters of the Sports Bodies to the

venue of the National Championships.

5.3 In case of Cycling one way 2nd class rail fare shall be paid each for the

transportation of cycles subject to the number of actual players for whom the

cycles are required to be carried.

5.4 Where the railway concession is not admissible both ways 2nd class railway

fare/bus fare will be paid by the Council to the State Associations for participation

in the National Championships.

NOTE :- The entitlement of financial assistance for the officials accompanying theState

teams shall be limited to the following extent :

1. Only for Men Team :

There Coaches upto 60 players 7.1 Ceremonial Kit @ Rs. 100/ per player. 7.2 Diet money @ Rs. 40/- per head per day.(Enhanced from 1-4-94) 7.3 Other Misc. expenditure relevant to the occasion.

The diet money shall be admissible for the traveling days only if the team is

provided free boarding by the organizing committee. If no board is provided then the diet

money shall be admissible both for the journey days and for the stay period at the place

of championships. The claimant Association shall have to attach along with request for

the financial assistance original circular letter issued by the Organizing Committee listing

the terms and conditions for participation.

IV) Participation in the International Tournaments/Meets/Abroad:

100% of the total expenditure i.e. misc. expenditure like entry/ admission fees,

pocket allowances, Air Port tax and ceremonial kit that the State Sports Associations may

have to pay to the respective National Federation provided the trip is approved by the

Punjab State Sports Council/All India Council of Sports/Department of Sports, Govt. of

India. No cost to Govt. basis cleared player will be considered on merit a Punjab player

who is cleared by the Govt. of India on No cost to Govt. basis will be entitled to financial

assistance from the Punjab State Sports Council only if he wins a medal in the said

international championship.

8.2 TERMS AND CONDITIONS FOR FINANCIAL ASSISTANCE : 11.1 The financial assistance will be granted subject to the following conditions. 12.1 The grantee shall submit the utilization certificate supported by the income and

expenditure statement duly signed by the chartered Accountant to the secretary of

the Council within one year of the sanction of the grant.

12.2 The records/ accounts of such Sports Associations shall be open to inspection by

an authorized representative of the Council.

12.3 The rules and regulations regarding the items of expenditure as determined by the

Council from time to time shall be observed by such Sports Association.

12.4 The amount of grant sanctioned may be advanced in one or more installments. 12.5 A representative of the Council shall be invited by the Sports Associations to

attend their Executive Committee meeting and General Body meetings.

12.6 A representative of the Council may attend State Championships or other

competitions/ tournaments, for which the grant is sought, as an observer.

12.7 A representative of the Council/ Sports Department shall be associated with the

selection of teams participating in the National/International Championships. 12.8 No grant-in-aid is admissible to those State Sports Associations whose office

bearers i.e. President/Secretary/General Secretary/Treasurer are holding offices in

more than one Association. Grant-in-aid will be released only to the recognized

Sports Bodies by the Govt. of India/Indian Olympic Association/Punjab State

Sports Council. 12.8 A lump-sum amount of Rs. 1.50 lacs each will be given to all the recognized

State Sports Associations every year for meeting the expenditure on

purposed mentioned in Section-3 (1.7 to 1.9). The expenditure over and

above the amount of Rs. 1.50 lacs will be met by the respective State Sports

Associations out of their own resources.

SECTION-4

13.4 FINANCIAL ASSISTNACE TO VARIOUS EDUCATIONAL

INSTITUTIONS

Financial assistance to the Educational Institutions may be given for the following

purposes and to the extent indicated against each:-

i) Purchase of Sports equipment - 10,000/-

ii) Construction/maintenance of play - 5,000/-

grounds

iii) Installation of tubewell for watering - 50,000/-

the playgrounds

14.2 FINANCIAL ASSISTANCE TO VARIOUS SPORTS CLUBS :

Established Sports clubs having suitable play facilities like playgrounds and

suitable building for Indoor Games may be extended financial assistance for

purchase of Sports equipment or for maintenance of playfields or building meant

for Indoor Games for holding Sports functions to the extent or Rs.25,000/- 14.3 INCENTIVES TO OUTSTANDING PLAYERS:

Incentives to Sports veterans and outstanding players may be given if the

sanctioning authority is satisfied about the suitability of the veteran/player for

such incentive in the shape of financial help. This will be subject to a maximum

of Rs. 15,000/- per year. 14.4 FINANCIAL HELP TO WIDOWS/ CHILDREN OF THE DECEASED

OUTSTANDING SPORTS MEN:

Financial help to the extent of Rs. 25,000/- maximum may be given to widows/

children of the deceased outstanding players in recognition of their services to the

country and for the settlement of their dependants.

14.5 FINANCIAL HELP TO THE COACHES OF THE SPORTS

DEPARTMENT WHO ATTEND TRAINING COURSES/SEMINARS

ABROAD AND IN INDIA:

Actual air fare to and from the place of training abroad and other expenses shall

be paid to the coaches of the Sports Department who are assigned the training courses

abroad and their names are sponsored by the Directorate of Sports.

However, if a coach has been sponsored for training/seminar abroad by the Sports

Associations/organization then he shall be reimbursed to the extent of 25% of the total

expenses upon air fare and board and lodging.

II) In case of attendance in a Seminar/training within India the Coach shall be entitled to

reimbursement of total expenses if his name is sponsored by the Directorate of

Sports/Government.

However, if a coach has been sponsored by Sports Associations/organizations for

seminar/Training within India he shall be entitled to the reimbursement of 50% of actual

expenditure incurred by him. in both the above cases the claimant shall have to

substantiate his claim by certificates and other relevant documents from the sponsoring/

receiving authority.

CONTINGENT EXPENDITURE

15.2 Contingent expenditure on the following items may be sanctioned by the respective

sanctioning authorities as on required basis .

XV) In emergent circumstances the Council may sanction loans and advances to

the Sports Department for holding tournaments and coaching camps.

XVI) Under special circumstances the Council may consider to provide financial

help to the Punjab Rifle-Shooting Association for the purchase of cartridges

for training the State shooters for participation in the National/International

competitions. The quantum of financial assistance shall be decided by the

Senior Vice-President of the Council.
