Whereby the Technical Regulation applicable to braking systems or her components for vehicular or trailer use, that are imported or nationally made for their use ormarketing in Colombia, is issued.

This technical regulation is applicable to brake systems and the following components of brake systems for use in motor vehicles or their public service as an individualboth trailers, they circulate on roads public or private national territory:

Hoses set up for the hydraulic brake system that usebrake fluid that is not derived from petroleum

Rubber seals for the cylinders of the hydraulic disc brakesystem

Friction material for brake system (bands, blocks, andbrake pads)

Wheel cylinders for hydraulic brake systems of Drumbrakes

Braking systems or their components subject to this technical regulation are those which aremanufactured, imported, or is intended for Assembly of motor vehicles for sale in Colombia, thedate of entry into force of the present resolution, is intended for original equipment orreplacement (spare parts), and are classified under the following tariff subheadings of Decree4589 of 2006, or the provision that in this matter modify it, add or replace:

Integrate braking systems components, already incorporated in vehicle, DONT NEED labels

Liquid for hydraulic brakes and other liquids prepared forhydraulic transmissions, without petroleum oils orbituminous mineral or with a content less than 70% of theweight of said oils

Vulcanized rubber tubes without hardening, reinforcements orcombined in any other way with textile material or accessories.

The other parts and accessories for the transport material ofsection XVII, of non hardened vulcanized rubber.

Friction garnishment (e.g.: sheets, rolls, straps, segments, discs,washers, plaques) without assembly for brakes, clutches or anyrubbing compound that has amianth (asbestos), even whencombined with textiles or other materials.

Applies to components of any type of brake system may it be hydraulic, pneumatic, air, mechanical,electromagnetic or combined.

Friction garnishment without assembly for brakes based on othermineral or cellulose substances even combined with textiles orother materials that do not have amianth (asbestos).


Brakes servo-brakes; their parts Mounted Brake Garnishment.Applies to components of any type of brake system may it be hydraulic, pneumatic, air, mechanical,electromagnetic or combined.


Parts of the hydraulic brake systems of motor vehicles. (MasterCylinders and wheel cylinders).

Applies only to master cylinders of hydraulic brake systems and wheel cylinders for hydraulic disc brakesystems.


Braking systems or their components that are incorporated in complete motor vehicles or their trailers or for assembling of vehicles to be imported as CKD and under the modality oftransformation or Assembly, which will be marketed also in Colombia, are the subject of this technical regulation. In these cases, compliance with the technical regulation may prove usingthe permanently of the supplier conformity declaration, signed in accordance with the technical regulation.

For use on a permanent basis of the supplier conformity declaration covered by this paragraph, the quality of assembler must be demonstrated before the authority of control andmonitoring of the technical regulation, and for these cases, set out in Decree 3273 of 2008, or in the provision to accordingly amend or substitute It will not require obtaining registration orlicensing of import to the Ministry of Commerce, industry and tourism.

General requirements that must befulfilled by the brake systemcomponents

The components that are a whole part of the brake systems includedin complete motor vehicles or their trailers do not require labeling

Liquids used in the hydraulic brakesystems for motor vehicles

According to Numeral 2.4 of Article 2 of the Agreement of Technical Barriers to Trade TBT of the WTO and pursuant to Article 8 of Ruling 562 of the Commission of theAndean Community, the technical prescriptions and their respective brake system component test dealt with in this Technical Regulation are based on ColombianTechnical Regulations NTC referenced in Article 35 and annexed to this Resolution

a) That the certificate is issued by a certification body accredited by the accreditation entity, for the purposes

of certification here considered.Accredited certification body will issue the certificate of conformity with the regulation technical, supported onresults of tests carried out in accredited to the accreditation body, or laboratory designated by the regulatorto the tests defined in this regulation. For the purposes of conformity assessment, accredited certificationbody may rely on any inspection agency accredited by the accreditation body.The tests carried out in accredited laboratory of property of the manufacturer or importer of the evaluated
