Social, Organisational and Cultural Change: Contemporary Challenges for

Contemporary policing is often perceived as being in a state of change. Discourse on such matters
largely focuses upon changes to the challenges facing the police in terms of operational complexities
of law enforcement, the harshening of the financial landscape and the demands of providing
legitimate policing to increasingly complex communities. Such issues are undoubtedly significant,
and this paper will adopt a slightly different focus with which to engage with them. Taking as its
starting point the concept of late modernity, it will explore the growth of neo-liberalism as a driver
for wholesale changes in the way that police organisations orientate themselves to both the state
and wider society. In doing so, it will detail changes to the remit of policing, the organisational
structure of policing and the new cultural context in which it exists. In doing so, it will pay particular
attention to the growth of broadly managerialist functions within policing and the increasing
influence of professionalisation agendas.
Measuring Cop Culture: A Quantitative Approach (kl. 10:00-10:25 í N101)

Police work in the 21st Century is facing various new challenges such as demographic change and
mass migration, as well as stressors that are part of police work itself and have always been an issue
(e.g. confrontation with violence). These conditions shape the organizational culture of the police,
but the culture and its associated values also influence the way police deal with these challenges.
The investigation of such relationships requires an appropriate instrument for measuring
organizational culture and in particular the so-called Cop Culture.
For this purpose, we have identified 22 values that are considered specific of Cop Culture (including
masculinity, loyalty, humor, solidarity, responsibility, and justice). In our quantitative questionnaire
study, a sample of 151 German police officers described their last organizational units in terms of
how typical these values are. The inspection of item properties showed that 20 values are suitable
for further statistical analysis. Besides calculating a Cop Culture total score, we conduct a factor
analysis and identify four internal dimensions: a) conservative-male culture, b) institutional
patriotism culture, c) team culture, and d) diligence culture. In order to examine the effect of group
characteristics on Cop Culture, we use linear multiple regression analyses. Significant explanatory
variables are average age of the group, percentage of men, and service in a problematic district.
Overall, our results indicate that Cop Culture is a measurable group characteristic, which is
substantially affected by the composition and the operational area of the organizational unit.
Afbrot og löggæsla í fjórum norrænum eysamfélögum (kl. 10:00-10:25 í M101)

Norræna sakfræðiráðið (Nordisk Samarbeidsråd for Kriminologi) setti saman vinnuhóp norrænna
fræðimanna árið 2015. Markmiðið var að rannsaka á hvern hátt fámenn eysamfélög á norðurslóðum
takast á við afbrot og refsingar (Kriminalitet, frihedsberövelse og kontrol i nordiske öysamfund).
Löndin eru Grænland, Ísland, Færeyjar og Álandseyjar og í hópnum voru fræðimenn frá þeim öllum,
auk aðila frá Danmörku og Noregi. Á margan hátt eru löndin ólík en þau eiga sér samt ýmislegt
sameiginlegt fyrir utan að vera eysamfélög. Grænland og Færeyjar eru enn nátengd Danmörku og
réttarvörslukerfi þeirra er danskt og starfsliðið danskir embættismenn þótt fjöldi innfæddra í
starfsliðinu hafi vaxið á allra síðustu árum. Ísland á hinn bóginn á síðan sín sögulegu og
menningarlegu tengsl við gömlu herraþjóðina Danmörku og Álandseyjar búa við sjálfstjórn í nánum
tengslum við Finnland. Í erindinu verður greint frá ýmsum einkennum eysamfélaganna fjögurra
varðandi afbrot og löggæslu. Hvaða lærdóma geta aðrar þjóðir dregið af sögu eyríkjanna fjögurra?
The De-/centralization of Policing Systems in a 21st Century Nordic Region: A
Comparative Study of Police Organization in Norway and Sweden (kl. 10:25-

This study, advancing an international political-legal approach to policing, examines the
reorganization of police forces in two Nordic countries since the end of the Cold War in the early
1990s up to the present. It investigates the influence of the international agenda and global security
threats on the organization of police forces in two member states of the Nordic Council, chosen
because of their differing association with European Union (EU) and North Atlantic Treaty
Organization (NATO): Norway (NATO member state since 1949 and non-EU country) and Sweden (EU
member state since 1995 and non-NATO country). Based on a perspective centering on central and
regional police agencies in the two respective countries, this comparative research investigates how
the Swedish and Norwegian governments’ negotiations and agreements with EU and NATO have
affected restructuring the relationships between Nordic and international security agencies.
While the study concentrates on major police reforms in the two Nordic countries within a broader
context of European police governance, its multilevel scope makes an important methodological
contribution to the existing literature.
Birtingarmynd, umfang og eðli brota vegna dreifingar á kynferðislegu myndefni
(kl. 10:25-10:50 í M101)

Samkvæmt hegningarlögum er bannað að dreifa, selja, eða útbýta klámmyndum eða öðru
kynferðislegu myndefni á Íslandi. Þó svo lögin séu nokkuð skýr hvað þetta varðar þá hefur gengið illa
að ná utan um þau tilvik þar sem einstaklingur dreifir eða hótar að dreifa kynferðislegu myndefni
sem ekki er framleitt til dreifingar. Oftar en ekki er frekar litið á þessi tilvik sem blygðunarsemisbrot
eða kynferðislega áreitni frekar en dreifingu á klámi. Hér er skoðað hvernig tilvik þar sem
einstaklingur dreifir eða hótar að dreifa kynferðislegu myndefni af annarri manneskju án leyfis eru
skráð í kerfi lögreglu, eðli þessara mála og þróun. Gögnin byggja á tilkynningum til lögreglunnar á
höfuðborgarsvæðinu frá 2007 til 2019 þar sem einhver birtingarmynd á þessum brotaflokki kom fyrir
í bókun. Gögnin voru kóðuð í flokka eftir eðli brotanna, til að mynda hvort að þolandi hafi verið undir
lögaldri, hvort að efninu hafði verið deilt eða hvort að brotaþola hafi aðeins borist hótun um
deilingu. Niðurstöður sýna að töluverð fjölgun hefur verið á þessum málum á síðastliðnum árum. Að
minnsta kosti 155 brot voru tilkynnt lögreglu á þessu tímabili og í 32 þeirra var brotaþoli yngri en 18
ára. Myndunum hafði verið dreift í 91 máli og í 51 máli var tilkynnt um hótun myndbirtingar.
Police Scotland a Learning Organisation? A Critical Assessment of the Role of
Learning and Education for Police Officers and the Police Organisation (kl.

Police Scotland has devoted themselves to empower, enable and develop their people in the light of
the 21st century challenges they are facing. However, the best way to educate and train police
officers has not yet been identified. Research so far has been scarce and almost nonexistent in the
Scottish context. With the first policing degrees launching in Scottish Universities, changes to Police
probationer training across the UK and a growing interest in engaging with academic knowledge,
further research into the role of learning and education for police officers and the police
organization as a whole is key to identify best practice and opportunities for Police Scotland.
Especially taking into account their understanding of themselves being a professional learning
organization able to address current and future challenges.
Therefore, this project is exploring how Scottish police officers view their engagement with
education in relation to rank, years of experience and educational background, in what way officers
understand Police Scotland to be a professional learning organization, examine possible learning
from partner professions and policing students’ perspectives on the role of learning and education in
police officer development. To do this, a mixed- methodology approach (surveys, interviews and
focus groups) is adopted, engaging with Scottish police officers, professionals working in partnership
with Police Scotland and current policing degree students. Emerging findings from interviews and
focus groups will be presented.
The New Visibility of the Police and its Effect on Icelandic Police Officers: A
Dramaturgical Approach (kl. 11:00-11:25 í M101)

The rapid development of smartphone technologies and social media has resulted in the police
becoming more visible than ever before, and generated a phenomenon often referred to as ‘the new
visibility’. This research project sought to understand the effects the new visibility has on Icelandic
police officers through a dramaturgical approach, focusing on police officers’ use of impression
management. Three research questions were generated which all embodied the relationship
between the new visibility and impression management. The first research question sought to
understand the effect the new visibility has on police officers, the second focused on whether the
new visibility challenged police officers’ role changing behaviour, and the third examined whether
the line between front and back stage behaviour among police officers had become obscured
because of the new visibility. In order to answer these questions, ten semi-structured interviews
were conducted in Iceland over a two-week period. Results showed that the new visibility has both
positive and negative effects, that police officers tend to remain in their police role while off duty,
and that this new visibility, along with internal and external factors, obscures the line between front
and back stage behaviour among police officers.
Police Stress Studies Around the World – Measurements that Work (kl. 11:25-

Short description
Police work has become increasingly demanding and complex. Beside heightened pressure for
efficiency employees in the police service need to handle a wide array of operational and
organisational challenges in their profession (Shane, 2010; Berg et al., 2005).
The impact of work stressors on employees in the police is well documented and some tasks are
experienced as highly stressful (Violanti 2017; Webster 2014; Shane, 2013). The appearance of
policing is different around the world. In the Nordic countries and in England, the police occupation
has a calm, helpful and close-to-public appearance while in France, Spain and Italy, with more
militarised police organisations, the description and narratives are more aggressive and distanced
(Finstad 2018, Bradford et al 2016; Balko 2013). This scoping review aims to map and contextualise
existing empirical research of police stress and demands in policing around the world. We focus on
used measurements and how well they are working.
Method
We have made a systematic search in 10 databases consisting of a combination of subject headings
(where applicable) and text words for police and law enforcement combined with subject headings
and text words for stress, workload, and operational and organisational demands from inception to
June 2019. No language or other restrictions were imposed.
Originality
This scoping review contextualises the emergence of work stress among employees in police around
the world. As far as we know this is not been done before
Að hugsa eins Weisburd og Neyroud? Dæmi um hvernig nota megi gögn til að
þróa menntun og aðferðir lögreglu (kl. 11:25-11:50 í M101)

Árið 2011 skrifuðu David Weisburd og Peter Neyroud grein hvernig hægt væri að byggja upp nýja
fræðigrein, lögreglufræði, sem myndi hafa í för með sér viðmiðsbreytingu (e. paradigm shift). Árum
saman hafa löggæsla og vísinda haft litla tengingu og því er nauðsynlegt, að þeirra mati, að lögreglan
eigni sér þessa þróun með því að leiða viðmiðsbreytingu á fimm sviðum. Þau eru 1) menntun og
þjálfun, 2) stjórnun, 3) samband akademíu og lögreglu, 4) þróun á starfsaðferðum og 5) fjárfesting í
rannsóknum. Í þessum skrifum Weisburd og Neyroud er að finna tækifæri og hvatningu sem færð
verða í íslenskt samhengi með hagnýtingu vísindalegra aðferða að leiðarljósi. Í fyrirlestri þessum
verða tekin dæmi um íslenskar rannsóknir, verklag og þjálfun þar sem leitast hefur verið við að stuðla
að vísindagrundaðri löggæslu (science based policing) með því að búa til nýja þekkingu, verklag og
innihald þjálfunar.

Challenges to Policing Hate (kl. 12:00-12:45 í N101)

Extremism
Using the Canadian experience as a jumping off point, this paper will highlight some common
barriers and facilitators of effective hate crime policing. According to the most recent national crime
victimization survey in Canada, 5% of all respondents believe that they have been a victim of a hate
crime. Yet, hate crimes account for less than 0.1% of all police-reported crimes (Juristat, 2018). Why
the significant discrepancy in reporting from the Canadian population? Results from the
victimization survey suggest that most respondents fail to report due to the perception that police
will not take the incident serious enough or the accused will not be adequately punished. Based on
37 semi-structured interviews with high ranking officers from 7 Canadian police services, findings
from our recently concluded study help us to unpack the apparent tensions between public
perceptions of how police respond to hate crimes versus how police officials believe they can
enforce hate crime legislation. Results suggest that police rely on strong community ties to help
identify and manage hate related events. However, there is a great deal of uncertainty among
officers as how to enforce Canadian hate crime legislation. Many officers perceive current laws to
be confusing and outdated (i.e. fail to address such acts as cyberbullying), and thus feel limited in
their charging capabilities. Implications from this study suggest that unified training and technical
assistance is needed to enhance the ability of police to identify and respond to hate crime. In turn,
this may help increase the public’s confidence in how police respond to hate crime in Canada.
Returnee Networks in Germany – Court File Record and Network Analysis to
Identify Key Actors (kl. 13:25-13:50 í N101)

From 2014 until 2019 over 1000 persons from Germany went to Syria/Iraq for jihad battle purposes,
one third came back and according to a statement from the Federal Criminal Police Office 702
persons are recorded as individuals who can be suspected to plan or carry out a terroristic attack. In
a qualitative court file analysis combined with a network analysis, the question of whether
radicalisation and subsequent departures to combat zones could have been prevented if radical key
figures had been removed from the network will be explored. To answer this question, we have
analysed the CVs of 58 Syrian travellers and returnees. A multi-level methodological triangulation of
the research styles of Grounded Theory (Strauss/Corbin 1998) and content analysis (Mayring 2015)
in combination with biographical and individual case analysis was chosen in order to gain the
deepest possible insight into the material. The focus was set on biographical data, such as the CV
and the indications of radicalization contained therein, but also on the networks of returnees and
the salafi network in Germany. Within the radical salafi milieu there are indeed individuals who
could be considered as key figures (e.g. preachers). With this method we can clarify the question of
how many of the returnees would probably not have left the country or would not have radicalized
in the first place if one of the key actors had taken of action.

Sagt verður frá rannsókn á dómum Hæstaréttar í málum þar sem sakfellt er fyrir nauðgun eða tilraun
til nauðgunar og brotaþoli er unglingsstúlka. Athyglinni er beint að kæru málanna, aðstæðum sem
kæra er sprottin úr og sálrænum viðbrögðum þolenda í tengslum við ákvörðun um að kæra. Hvað
leið langur tími frá broti til kæru? Hvert leituðu þolendur á því tímabili? Hver kærði? Hvaða hugsanir
fóru í gegnum huga þolendanna og hvernig leið þeim? Þá verður þeirri spurningu velt upp hvort
innleiða þurfi áfallamiðað réttarvörslukerfi í þessum brotaflokki.
„Lögreglan er sú eina sem skilur lögregluna“: Upplifun íslenskra lögreglumanna
á vinnustaðamenningunni (kl. 13:25-13:50 í M102)

Markmið þessarar rannsóknar var að skoða lögreglumenninguna á Íslandi og hver viðhorf
lögreglumanna eru á henni. Áhersla var lögð á að kanna hver einkenni íslenskrar lögreglumenningu
er og hvort hún sé frábrugðin erlendum menningum. Faar rannsoknir hafa verið gerðar a
lögreglumenningu a Islandi en þær sem hafa verið gerðar hafa einblint mest a stöðu kynjanna enda
er það mikið ahyggjuefni. Það hefur verið erfitt að útskyra lögreglumenningu kynjanna og hefur
karlmennskan verið algeng i þeirri umræðu. Konur komu seint inn i starfið og þvi hefur menningin
motast af karlmönnum og er þvi menningin ennþa mjög karllæg i dag. Við framkvæmd
rannsóknarinnar var eigindlegri aðferð beitt þar sem tekin voru hálfstuðluð viðtöl við átta íslenska
lögreglumenn. Niðurstöður rannsóknarinnar leiddu í ljós að viðhorf lögreglumanna til
vinnustaðamenningarinnar er mjög jákvæð þar sem góður starfsandi og samvinna virtist einkenna
menninguna. Sýndu niðurstöður þó einnig fram á neikvæð birtingarform menningarinnar þrátt fyrir
að lögreglumennirnir tengdu þau birtingarform ekki við menninguna sjálfa. Lögreglustettin virðist
vera ihaldssöm og stjornast enn af karlaveldi. Lögreglukonur þurfa að sanna sig meira i starfi en
karlar og ekki treyst fyrir öllum hlutverkum starfsins. Ut fra niðurstöðum rannsoknarinnar kom i ljos
að mikið alag er i starfinu en voru viðmælendur bjartsynir a að komandi kynsloð nyti ser þau salrænu
úrræði sem standa til boða betur en sú gamla. Ljost var að lögreglan litur a sig sem eina stora
fjölskyldu og upplifðu nokkrir felagslega einangrun fra samfelaginu. Viðhorf samfelagsins til
lögreglunnar var að mati lögreglumannanna mjög jakvætt og upplifa þeir ekki fjandsemi fra
almenningi. Niðurstöður sýndu einnig að ólík menning er á milli starfsstöðva og öðruvísi álag hjá
lögreglumönnum sem starfa á höfuðborgasvæðinu eða út á landi.
International Student Exchanges at Police University College in Finland (kl.

In this presentation, you will learn about the Erasmus+ study opportunity at Police University College
in Tampere. We will go through the course offerings and you will hear what it is like to study in
Finland. The presentation is especially beneficial for any students interested in participating in a
student exchange in Finland.
The presentation will also discuss some of the whys and hows of internationality in police education.
What is the added value in developing the students’ international competences? In Finland, basic
police education has been on Bachelor level (EQF 6) since 2014, ie. every new police officer receives
higher education. Developing the students’ intercultural competences through mobility was on the
agenda from the beginning, as internationalization is seen as an integral part of higher education as
well as essential in the growing demands of the police profession. The first long-term exchanges
under the Erasmus+ scheme took place in Autumn 2019.
„Ég ætlaði aldrei að kæra“ (kl. 14:00-14:25 í M101)

Í erindi sínu fjallar lögreglustjórinn á Norðurlandi eystra um breytt verklag og viðmót lögreglu og
ákæruvalds er kemur að rannsókn kynferðisbrota á Akureyri og afgreiðslu málanna með hliðsjón af
stöðu og þörfum þolenda brotanna. Gerð verður grein fyrir þeim breytingum sem þegar hafa
innleiddar og forsendum þeirra, en jafnframt fjallað um þær breytingar sem talin er þörf á að gera í
þessum brotaflokki til að stuðla að vandaðri málsmeðferð og til að styðja við þolendur í kæru- og
málsmeðferðarferlinu. Þá verður skýrt frá niðurstöðum rannsóknar sem gerð var á reynslu kærenda
nauðgana af réttarvörslukerfinu á í málum sem felld voru niður.
Offender Profiling: A Study of Violent Offenders in Sweden (kl. 14:00-14:25 í

Criminal profiling methods have been shown to be useful in predicting offender characteristics based
on crime-scene and victim characteristics. However, a limited amount of studies within this field
have been conducted in a Swedish cohort. In this study, data on 12 offenders with a conviction for
murder, manslaughter or attempted murder or manslaughter from a metropolitan city in Sweden
were analyzed. Court documents were used to gather information on offenders, crime-scene, victim,
and offender-victim relationships. A two-step cluster analysis was used to determine if common
characteristics were amongst them in order to form profiles. The outcome was two profiles; the
more prominent one characterized by a young male, single, unemployed, with a history of substance
abuse and violent criminality, using a knife against friends or acquaintances. That profile was also
comparable to a profile from a previous study done within the same cohort. The collective aim of
these studies is to build a longitudinal database on violent offenders in this city, which hopefully
could aid the Swedish Police to possibly identify suspects in future violent crimes.
The Long-term Consequences of Arrest and School Sanctions (kl. 14:25-14:50 í

Many scholars and practitioners emphasize the crime-preventive role of formal sanctions imposed
on young offenders by official institutions such as law enforcement agencies and schools. The
negative experience of formal sanctions is believed to deter individuals from further misbehavior.
Punitive interventions may, however, have the unintended consequences of increasing future crime.
According to labeling theories, the stigma attached to formal sanctions negatively impact self-image
as well as educational and employment opportunities, which in turn weaken internal and external
control to subsequent crime. The lecture presents recent empirical findings on the long-term impact
of punitive interventions in adolescence (being arrested and expelled or suspended from school).
The study also tests if these interventions have different consequences for young women and young
men, which is important as gender has largely been ignored in previous research testing labeling
theory. The study uses data from Add Health, a large nationally representative sample of individuals
in the United States who were in Grades 7 to 12 in the 1994-1995 school year. The adolescents were
followed into young adulthood with four in-home interviews, until the participants were aged 24-32.
The findings indicate that punitive interventions in adolescence do not have a deterrence effect, but
in fact amplify adult crime. Policy implications of the findings will be discussed.
„Hvað finnst þer eg ætti að gera?“ (kl. 14:25-14:50 í M101)

Sagt verður frá starfsemi Bjarmahlíðar og þeim úrræðum sem þar eru til staðar. Rætt verður um
mikilvægi þess að þolendur upplifi sig örugga og að þeim sé sýnd virðing og skilningur þegar þeir hafa
stigið það skref að leita sér hjálpar. Farið verður yfir fjölda og eðli mála fyrstu átta mánuði
Bjarmahlíðar og að auki segir teymisstjóri frá sinni upplifun af samtölum við þolendur og þeirri sýn
sem þeir hafa á kæruferlinu og því sem eftir fylgir.
Rannsókn á málum nefndar um eftirlit með lögreglu (kl. 14:25-14:50 í M102)

Um langt skeið var enginn sérstakur vettvangur fyrir borgarann til að bera fram kvörtun vegna starfa
lögreglu, teldi hann lögreglu hafa brotið á sér við framkvæmd starfa sinna. Úrræði borgaranna voru
þar af leiðandi óljós og þótti því vera mikil þörf á því að stofnaður yrði sérstakur vettvangur sem
borgarar gætu leitað til í slíkum aðstæðum. Þann 1. janúar 2017 hóf nefnd um eftirlit með lögreglu
störf og hefur hún það hlutverk að taka á móti kærum og kvörtunum á hendur lögreglu og koma
þeim í réttan farveg. Í lokaverkefni mínu til ML gráðu í lögfræði við Háskólann í Reykjavík,
framkvæmdi ég rannsókn á þeim málum sem borist höfðu nefnd um eftirlit með lögreglu, frá því hún
hóf störf og þar til 1. september 2019.
Helstu niðurstöður rannsóknarinnar voru að þörf er á sérstökum vettvangi fyrir móttöku kæra og
kvartana á hendur lögreglu, líkt og nefnd um eftirlit með lögreglu er. Aukning hefur verið á fjölda
mála sem berst með hverju starfsári nefndarinnar og eru þau mörg hver ólík í eðli sínu. Allt frá því að
varða minniháttar kvörtun yfir í það að innihalda alvarlegar ásakanir í garð starfsmanna lögreglu. Þá
má sjá ákveðna þróun hjá nefndinni varðandi aukna greiningu á erindum og að hún hefur á sama
tíma í auknu mæli ekki talið tilefni til að senda erindi til meðferðar. Ljóst er að nefndin hefur unnið
þarft verk og augljóslega verið sá vettvangur sem borgaranum hefur hingað til skort, til að koma á
framfæri kvörtunum sínum vegna refsiverðrar háttsemi eða ámælisverðrar starfsaðferðar
starfsmanns lögreglu.
The 2017 French Riots and Trust in the Police. A Quasi-experimental Approach

On February 2, 2017, French police officers brutally abused a young black man, leading to the first
wave of 2017 French riots. The present study exploits the coincidence that the focal event occurred
during the survey period of the European Social Survey (ESS) 2016 (Nov. 11, 2016 – March 11, 2017)
in France, thus providing the basis for a Natural Experiment on the effect of media reporting on
police misconduct on trust in the police. Data is analyzed by means of a Regression Discontinuity
Design (RDD) as well as more conventional regression analyses with heteroskedasticity-robust
standard errors. In line with procedural justice theory as well as institutional theory, the present
study finds support for the notion that this special case of police misconduct did decrease trust in
the police. In addition, people reporting a migrant background show even less trust in the police
after the event. Frequency of different media consumption does not appear to explain deterioration
of trust in the police after the event. The results of this study increase the internal and external
validity of the assumption that trust in the police can be explained not only by personal experiences,
but also by the perceived unfair treatment of others. Results are robust to various placebo tests.
There is some evidence that the effect seems to be short-lived, although the data basis is limited in
this regard. Several fruitful approaches for future studies are discussed.
Þarfnast lög um nálgunarbann breytinga vegna stafrænnar þróunar? (kl. 15:00-

Stafræn tækni hefur umbylt samskiptum, bæði efni þeirra og formi. Í þessu hafa falist gríðarleg
tækifæri til framfara, en einnig möguleikar til þess að festa frekar í sessi skaðlega hegðun og
háttsemi. Hér verður fjallað um þau áhrif sem þessi þróun hefur á háttsemi sem skilgreind hefur
verið sem eltihrelli (e. stalking) og þær lagalegu áskoranir sem staðan felur í sér á Íslandi. Í ljósi
tækiþróunar og alþjóðlegra skuldbindinga sem Íslandi hefur undirgengist, sérstaklega hinn svokallaða
Istanbúl samning Evrópuráðsins um heimilisofbeldi, er spurningamerki sett við það hvort að íslensk
löggjöf veiti friðhelgi einstaklinga fullnægjandi vernd gegn eltihrelli háttsemi hvort sem hún á sér
stað sem þáttur í heimilisofbeldi eða ekki.

Það er ávallt erfitt að staðhæfa um liðna atburði og komast að niðurstöðu um sannleikanum í
sakamálum, hvað það var, sem raunverulega gerðist og hver var að verki. Við höfum reynt ótal
aðferðir við að benda á hinn seka eða tengja sakborning við sönnunargögn, sem geta sýnt fram á, að
hann hafi verið að verki. Áður fyrr beittum við sérstökum og lögákveðnum aðferðum við sönnun,
sem við höfum lagt af, og til langs tíma voru sjónarvitni talin eitt áreiðanlegasta sönnunargagnið.
Sagan sýnir okkur þó, að við getum ekki treyst framburði sjónarvitna nægilega og jafnvel heldur ekki
fingraförum manna, sem talið var lengi að væri hið fullkomna sönnunargagn. Í fræðilegri umræðu
hefur verið grafið undan vægi þessara sönnunargagna rétt eins og lygamælinum og við horfum fram
á tíma, þar sem reyna mun enn frekar á mannerfðafræðilegar rannsóknir á erfðaefnum og jafnvel
örverum til að benda á hinn seka. Þá eru jafnvel er uppi hugmyndir, að við getum með aukinni tækni
kannað hugarástand manna og heilastarfsemi, sem ætti að gefa vísbendingar um það, hvort
viðkomandi teljist sekur eða ekki um glæpinn, sem honum er gefið að sök.
Jacks of all Trades, Masters of Communication: the Art of Policing Rural Iceland

Rural police officers confront unique challenges, including covering vast areas, longer response
times, geographical and social isolation, different manifestations of criminality, lack of backup and
resources, and role conflicts. Nonetheless, relatively scant research exists on these dynamics and
most of our empirical knowledge of rural policing practices derives mostly from the US, UK, and
Australia. Moreover, although Nordic police research has notably increased in the last 15 to 20
years, rural policing in the North is vastly understudied. The aim of this study is to help address this
gap in the literature by documenting the unique demands and strategies of rural policing in Iceland,
a very sparsely populated country and where police officers do not carry firearms on their person
while on patrol. Our study involved semi-structured interviews with police officers of various ranks
who work, or have worked, in rural communities. Preliminary findings suggest that rural police
officers in Iceland tend to feel on their own and always on duty, leaving them exposed on and off the
job. To meet these demands, rural police officers use the environment and mobilize the community
to help. Highlighting a key difference between urban and rural policing, our respondents’ main
strategy is dialogue and negotiation and minimal use of force in order to build trust and support and
ensure a peaceful existence for everyone (i.e. “soft policing”).
Viðhorf til tengsla á milli aukins fjölda innflytjenda og aukinnar
hryðjuverkaógnar á Íslandi (kl. 15:25-15:50 í M101)

Fólksflutningar á milli landa hafa aukist á síðustu áratugum. Á síðustu 30 árum hefur orðið mikil
fjölgun á fjölda innflytjenda á Íslandi. Í stefnu íslenskra stjórnvalda er lögð áhersla á að aðstoða
innflytjendur við að aðlagast íslensku samfélagi. Niðurstöður erlendra rannsókna benda til að
fordómar og neikvætt viðhorf meðal innfæddra geti dregið úr aðlögun innflytjenda. Það virðist vera
að ótti fólks á Vesturlöndum um að aukin fjöldi innflytjenda leiði til hærri tíðni afbrota sé að aukast.
Þetta á sérstaklega við um óttann við að hækkandi hlutfall múslima meðal innflytjenda leiði til
aukinnar hættu á hryðjuverkaárásum. Stjórnmálafólk á Vesturlöndum hefur að einhverju leyti ýtt
undir eða nýtt sér þennan ótta, sem mögulega hefur enn frekar aukið áhyggjur almennings. Í
erindinu verður farið yfir rannsóknir á tengslum milli fjölda innflytjenda og hryðjuverkaárása í
móttökulöndunum. Jafnframt verður greint frá niðurstöðum nýrrar rannsóknar á Íslandi þar sem
viðhorf til þessara tengsla voru sérstaklega könnuð. Í rannsókninni er m.a. skoðað hvort upplýsingar
úr vísindalegum rannsóknum dragi úr ótta fólks á Íslandi, og hvaða þættir hafa áhrif á viðhorf fólks
um að fjölgun múslima leiði til aukinnar hættu á hryðjuverkum.
The ‘Power Few’ of Missing Persons Cases (kl. 15:25-15:50 í M102)

This paper tests the ‘power few’ concept regarding missing persons and the locations from which
they are reported missing. Data on missing persons cases were extracted from the record
management system of a Canadian police service and used to create datasets of all of the reports of
repeat missing adults (n=1943) and youth (n=6576). From these, the five locations from which
repeat missing persons were most commonly reported missing were identified (‘power few’
locations). Our study uncovers ten addresses (five for adults; five for youths) account for 45% of all
adult and 52% of all youth missing person reports. Even more striking, our data suggest that
targeting these top ten locations could reduce the volume of repeat missing incidences by 71% for
adults and 69% for youths. Results suggest that, just as crime concentrates in particular spaces and
among specific offenders, missing incidences also concentrate in particular spaces and among
particular people. In thinking about repeat missing persons, the present research offers support for
viewing these concerns as a behaviour setting issue – that is, as a combination of demographic
factors of individuals, as well as factors associated with particular types of places. Targeting 'power
few' locations for prevention efforts, as well as those most at risk within these spaces, may yield
positive results. Very little research has been conducted on how to more effectively target police
initiatives to reduce case volumes. Further, this is the first paper to successfully apply the concept of
the 'power few' to missing person cases.
Policing as Civil Commons: Knowing Good from Bad (kl. 16:00-16:25 í N101)

Experts in policing studies have been looking long and hard for ways to discern the nature and aims
of policing in the global societies in which they operate, as exemplified by James Sheptycki’s 2002
book, In Search of Transnational Policing. As a philosopher, I can contribute a relatively new concept,
i.e. John McMurtry’s “civil commons”, which emerged in the mid 1990s. Albeit widespread in the
humanities, medical and social sciences, policing studies seem not to have acquired it yet. “Civil
commons” is “the unifying concept to designate social constructs which enable universal access to
life goods.” Policing, under this perspective, ought to be one of the pivotal social constructs aimed at
securing “social harmony” and “safety”, as instructed by the United Nations in their monumental
Encyclopedia of Life Support Systems, which is the context in which McMurtry’s “civil commons” and
underpinning value theory (“Life-Value Onto-Axiology”) have been fully articulated in the years
2009–2011.
Fiskistofa á 21. öld: Áskoranir og tækifæri við eftirlit með nýtingu auðlinda
hafsins (kl. 16:00-16:25 í M101)

Fiskistofa gætir hagsmuna þjóðarinnar við verndun og ábyrga nýtingu auðlinda hafs og vatna.
Efnahagslögsaga Íslands er gríðarstór eða tæpir 760 þúsund ferkílómetrar. Árið 2018 höfðu um 1300
skip leyfi til veiða innan lögsögunnar og báru þau á land rúmlega milljón tonn af sjávarafla.
Eftirlitsverkefni Fiskistofu er því ærið og þörfin fyrir virkt eftirlit er mikil en þar sem fjöldi
starfsmanna við eftirlit er tiltölulega lítill þarf að hugsa út fyrir kassann, beita nýstárlegum aðferðum
sem m.a. fela í sér áhættumiðað eftirlit. Í kynningunni verður þannig fjallað um hvernig gögn
stofnunarinnar hafa verið hagnýtt til þess að koma auga á sérstaka áhættuhópa og hvernig miðlun
slíkra greininga hefur farið fram.
Þá hefur gagnsæi verið talin grunnstoð í fiskveiðistjórnun Íslendinga sem er undirstaða árangurs og
trausts í starfsemi Fiskistofu. Hefur stofnunin að því marki tekið að birta sífellt meira magn
upplýsinga um veiðar og vinnslu á vefsíðu sinni sem hefur vakið eftirtekt ekki bara þeirra sem hafa
afkomu sína af greininni heldur einnig fjölmiðla og alls almennings.
Þá verður einnig fjallað um samskipti og samstarf lögreglu og Fiskistofu í málum sem upp hafa komið
á undanförnum árum sem og hvernig samstarf við nágrannaríki okkar geta hjálpað til í sífellt flóknari
heimi alþjóðaviðskipta með sjávarfang.
Facing the Challenges of 21st Century Policing: The Role of Higher Academic
Education in Initial Police Learning (kl. 16:00-16:25 í M102)

learning in Scotland, Sweden and Finland) – participant perceptions of higher academic education’s
role in developing desirable attitudes, behaviours and skills in early career, 21st Century officers.
Methods
Qualitative, multiple case study; 48 1:1 semi-structured interviews, 6 focus groups. Stratified
sampling (strategic policy actors, policy influencers, policy implementers, students/recruits).
Main Results
• Policy decisions based on “professional judgement and experience than formal research” (Hough &
Stanko, 2019).
• In Sweden and Finland most participants believe 21st century police officers should have an equal
balance of theoretical knowledge and ‘craft’ knowledge. In Scotland, little value attached to
theoretical knowledge compared with ‘craft’ knowledge gained through experiential learning.
• Strategic actors in Sweden and Finland value academic accreditation - mixed opinions amongst the
students.
• Desire within Sweden and Finland to move towards a model of initial police learning closely
aligned with higher education, there is “currently little appetite” (Martin and Wooff, 2018) within
Scottish policing.
• Scottish model is providing recruits with system knowledge - Swedish and Finnish models providing
personal knowledge. Implications for the strategic direction of policing approaches (e.g. ‘abstract
policing’ (Terpstra and Fyfe, 2019) v community policing, in responding to 21st century challenges
will be discussed.
Rural and Remote Policing in Iceland: The Challenges and Impact of Managing
´Dirty Work´, Emotional Labour, and Professional Boundaries (kl. 16:25-16:50 í

This paper examines a small number of findings from an ongoing, qualitative study of the
experiences of police officers who are living and working in rural and remote areas of Iceland (Phase
One) Semi-structured interviews were conducted with twenty-one police officers contributing to a
comparative study of their work in urban (Phase Two) and rural districts across Iceland. Globally, the
experiences and perceptions of police officers who work in rural and remote areas are gaining
traction amongst social researchers. Ongoing analysis of our interview data suggests that police
officers who live and work in small communities describe the need to hide or mask their emotions
and feelings, both at work and also whilst off-duty. Officers working in the rural areas are usually
required to follow cases through from start to finish as well as attending serious incidents alone.
This is different from many of their urban-based colleagues who have access to local support and at
the end of their shift can usually ´blend´ back into a larger community. The masking of emotions by
those engaged in emergency response is not without physical and mental cost, and this will be
discussed further with regards to police officers working outside the cities and urban hubs in Iceland.
The study of such ´emotional labour´ within policing is a relatively new field and this current study
seeks to add pertinent research to the small but growing body of knowledge.
Rán á Íslandi, einkenni og tíðni (kl. 16:25-16:50 í M101)

Farið verður yfir rannsóknarverkefni sem unnið var sem MA ritgerð í félagsfræði við
Félagsvísindadeild Háskóla Íslands árið 2005. Rannsóknarefnið var rán á Íslandi. Á þessum tíma höfðu
rán á Íslandi lítið verið rannsökuð en umræðan um þau jókst á árunum 2003 og 2004 í tengslum við
aukningu sem varð í bankarána á þessum tíma. Í ljósi þess var talið mikilvægt að skoða nánar eðli og
einkenni rána á Íslandi. Sérstök áhersla var á þá aðila sem fremja rán.
Í þessum fyrirlestri verður farið yfir skilgreiningar, eðli og einkenni rána. Í öðru lagi verða rán á Íslandi
á tímabilinu 1999 til 2004 skoðuð útfrá lögreglugögnum. Í þriðja lagi, verður farið í eigindleg viðtöl
við 13 aðila á Íslandi sem framið hafa rán og rýnt í mögulega samnefnara þessarar tegundar
afbrotamanna. Að lokum verður farið í hver þróun rána seinust ára hefur verið.
Lögreglan sem kennari eða refsari? Sjónarhorn námskenninga á forvarnir og
refsingar (kl. 16:25-16:50 í M102)

Nám fer fram í hvert skipti sem lögreglan refsar fyrir brot, enda er hlutverk refsinga í hverju
samfélagi að kenna borgurum hvaða afleiðingar brot á samfélagssáttmálanum hafa í för með sér.
Lexían er samt ekki alltaf sú sem ætluð var, og þess utan fer nám einnig fram í hvert skipti sem ekki
er refsað, og slíkt nám er lögreglunni síður en svo óviðkomandi. Í erindinu verður farið yfir hvað
hugtakið refsing þýðir innan námskenninga, og kynntir verða nokkrir hugsanlegir vinklar á
hagnýtingu námssálfræðilegra grunnrannsókna til starfsþróunar lögregluþjóna og lögreglustarfs
almennt. Áhersla verður lögð á þá þætti sem styrkja eða milda áhrif refsingar á þá hegðun sem
refsingunni er ætlað að minnka. Niðurstöður rannsóknanna verða heimfærðar á löggæslu, með
sérstakri áherslu á umferðareftirlit. Í framhaldi af því verður fjallað um námið sem bæði felst og felst
ekki í því að verða refsað fyrir hin ýmsu brot. Að lokum verður kallað eftir umræðum um hlutverk
námssálfræðinnar við starfsþróun og daglegt starf lögregluþjóna, og velt verður upp spurningunni
um að hversu miklu marki lögreglan er refsandi yfirvald, og að hversu miklu marki hún er kennari.
