LOCATION: Southwest corner of the intersection of Portsmouth Boulevard and Jolliff Road

PROPOSAL: An application for the creation of a planned unit development consisting of a mix of commercial uses and various types of residential uses on six separate parcels totaling 439 acres. The current zoning of the property is B-2, General Business District (87 acres) and A-1, Agricultural District (352 acres). The proposed zoning is PUD, Planned Unit Development.

COMMISSION DISCUSSION:

Commissioner Johnson stated that Dock Landing Road and Jolliff Road corridors needed this project and felt that it would help to recover lost revenue.

Commissioner Papasodora-Cochrane stated that a portion of the property was inconsistent with the Comprehensive Plan and that the proffers for surrounding schools were inadequate. Impact on schools was a major issue among the Commissioners.

Chairman Whitted was also concerned about the impact on schools and the flex parcel but said the pros of this application, by far, outweighed the cons. He said we needed more jobs in Chesapeake and more of a tax base. He explained there would be better places to shop with more variety making it more desirable along the Western Branch and the Portsmouth Boulevard Corridor.

COMMISSION VOTE:

Commissioner Van Laethem moved that R(PUD)-11-01 be APPROVED. Commissioner Small seconded the motion. The motion was carried by a vote of 7 - 2. Commissioners Papasodora-Cochrane and Kish voted against the motion.
