The Royal City resident was born here but moved to Melbourne, Australia as a youngster, returning when she was 12. As the oldest of seven children, she decided to go to high school in neighbouring Burnaby, graduating from Byrne Creek. Now 19, she’s studying at MTI Community College in the community sup- port and youth working diploma program in the hope of becoming a social worker. Come Aug. 12 and 13 in Merritt, though, Binns will be trying to win the title of B.C. Ambassador. The British Columbia Ambassador pro- gram is an annual event, open to any man or woman between the ages of 17 and 23, who has previously held an ambassador/ royal title in the province. Binns was a contestant in the Hyack Ambassador competition last year, winning the People’s Choice and Miss Friendship honours. During her tenure as a Hyack Ambassador, she was able to travel all across the Pacific Northwest, helping to promote the Royal City. When she found out about the B.C. Ambassador program, she decided to throw her hat into the ring, and she’s among 14 people vying for three winning spots. The three winning ambassadors will represent the youth of the province, pro- moting the pillars of education, motivation and self-esteem. Candidates are judged on a variety of items, with the key criteria focusing on public speaking, personal interviews, pre- sentation skills, a talent show and even an exam on the province, including current events. The City of New Westminster will be sav- ing a sizable chunk of change on its ambitious Westminster Pier Park project following the city’s approval for a low-cost loan from the federal gov- ernment. Alice Wong, minister of state for seniors, made the announcement atop the Front Street parkade, overlooking the park on Monday. Under the municipal infrastructure lending pro- gram, the city will borrow $6.3 million towards its one- third share of Westminster Pier Park. Provincial and federal grants will cover the rest of the $25.1-million project. The government loan means the city can borrow at about 3.5 per cent inter- est, fixed, over 15 years. Had the loan not been approved, the city would have had to borrow from the Municipal Finance Authority at a higher rate. “At 15 years, I think it would have cost us an additional $420,000 if we went through MFA,” said Gary Holowatiuk, the city’s director of finance.     Chelsey Binns knows a little bit aboutmoving around.

    The Royal City resident was born herebut moved to Melbourne, Australia as ayoungster, returning when she was 12. Asthe oldest of seven children, she decided togo to high school in neighbouring Burnaby,graduating from Byrne Creek.

    Jim Johnston has seen more changes inhis lifetime than most folks will ever see,but he has had no trouble keeping up withthe times.

    Johnston, 94, was born in Aberdeen,Scotland in March 1917. He moved toCanada in 1921, settling in Winnipeg withhis family.

    Johnston, who is comfortable using acomputer and keeping in touch with folksvia email, recalls how he and his brotherswould rig a little crystal set on top of amagnet before they had access to a battery-operated radio.

    Wed get Foster Hewitt and the hockeygames. Someone would touch it and thesound would be gone, he recalled. Thenthe radio came in, and youd just get intothe middle of something and the batterywould die.

    Johnston lived in Winnipeg during theGreat Depression. Back then, farm ownerswould sometimes pay people $2 a day forputting sheaves together and $3 a day forthrashing.

    I worked there during the Depression.Very tough times, he said. You could buya T-bone steak with all the trimmings forfive cents.

    Jobs were scarce, so Johnston mademoney doing odd jobs such as peddlingfood on the street and riding the railsto farms where jobs could sometimes befound.

    They had camps along the way. Youcould get some hot coffee. You rode up attop of the trains, he said Everybody waslooking for work.

    Johnston eventually got a job at theCanada Packers meat plant in Winnipeg. In1931 he joined the Queens Own CameronHighlanders of Canada.

    I started playing the bagpipes there.I ended up doing that for about 64 years.

    I tortured a lot of people, he laughed. Istopped on my 80th birthday.

    In 1937, Johnston moved up to theQueens Own Cameron Highlanders regi-ment and continued working at CanadaPackers.

    In 1939, Sept. 2, war was declared,he said. I joined up there with my dadthe next day. He was also a member of the

    Camerons at that time.Johnston got shrapnel in the arm while

    serving in Antwerp, Belgium. He wasshipped back to Britain, where he remainedin hospital for nine months.

    My arm was the size of my leg, hesaid about his injury. It was painful for awhile.

    Johnston eventually retuned toWinnipeg

    and resumed work at Canada Packers. Itwas there that hemet his futurewifeWanda,whom he married on Dec. 13, 1946.

    We decided in December of 47 weshould come to B.C. We had had enoughof the snow piles, he said. We came toVancouver. I got a job at Canada Packershere. In 1949, I got a job at the B.C. Pen.

    The B.C. Penitentiary may belong gone in New Westminster,but its not forgotten.

    The British ColumbiaPenitentiary opened in NewWestminster in 1878, on a siteoverlooking the Fraser River. Itwas the first federal penitentiaryto open west of Manitoba andhoused those serving sentences oftwo years or longer.

    Jack David Scott wrote FourWalls in the West: The Story of theBritishColumbiaPenitentiary,which

    tells the story of the penitentiaryfrom its opening in 1878 to itsclosure 102 years later in 1980. Thenames of the chapters give read-ers an idea of the content inside:Bursting at the Seams 1955 to 1964;Calm Before Conflict 1964 to 1969;The Stormy 70s. Royal City resi-dent Jim Johnston started work-ing for the Penitentiary Service in1949, retiring in 1977. During his28-year career at the B.C. Pen, heheld assorted jobs.

    I was on the guard staff forawhile. Then I became one of thefarm bosses in charge of the live-stock and poultry. I had that for a

    number of years, he said. Theylooked after the animals, feedingthem, cleaning the barns. I had agang of nine to 10 people.

    Although his work crew wasarmed with knives on Tuesdays the day when seven pigs werebutchered weekly Johnstonwasnt fearful for his safety.

    You get used to it, he saidabout prison work. Like in thewar, you get used to things hap-pening. It was interesting work.

    Johnston has several photoalbums that are filled with imagesof the B.C. Penitentiary property.Some photographs show potato

    fields stretching up to theMcBrideBoulevard site that is now home ofthe Justice Institute of B.C.

    The penitentiarys farm had athousand or more chickens thatprovided eggs for the prison. Inaddition to growing food in itsfarms and orchards, pheasantswere hunted on the property.

    They sold the farm and I wentintothegreenhouse,saidJohnson,who was experienced in horticul-ture. It was the greenhouse thatsupplied all the flowers for thelawns and inside gardens.

    Johnston worked in the B.C.Pens greenhouse for a number of

    years. Having passed his horticul-tural exams, he taught horticul-ture to the inmates.

    I took over outside the walls,he said about penitentiary prop-erty located outside the prisonwalls. I was in charge outsidethe walls from the Fraser River toEighth Avenue.

    Located next to the WoodlandsSchool site, the B.C. Pen propertyalso stretched to the banks of theFraser River.

    I built the first wharf they hadthere, Johnston recalled. They

    Johnston was living in Vancouver whenhe started working at the B.C. Pen in NewWestminster; he soon moved to the RoyalCity, where he and Wanda raised their fourchildren.

    Johnstonworked at the B.C. Penitentiaryfor 28 years, retiring in 1977. His bagpipeexperience came in handy for the May 1980official closing ceremony of the B.C. Pen,where he led officials to the podium.

    I went to the front gate and playedAmazing Grace, he said. I went to the onetower and played the Lament.

    After retiring, Johnston was presidentand vice-president of the Century HouseAssociation board of directors for manyyears. He was also one of the founders ofthe Legion Highland Gatherings, whichwere annual events attended by pipe bandsfrom across B.C.

    I retired. We made a lot of trips. I wasinterested in the Highland Games, hesaid. The Legion pipe bands were in greatdemand.

    Johnston, who turned 94 in March,attributes his successful and long-lastingmarriage to open communication. Wandapassed away in 2008.

    We had a very good relationship. Wehad a good 63 years, he said. We just talk-ed things over. We did everything together.Thats the main thing. We took the kidswherever we went. We had five oclocksupper. We made rules it was easy toaccept. We never had any problems.

    Johnston has close relationships withhis children Joyce, Sharon, Jim and Elaine and gets daily calls and visits from hisoffspring.

    He also has seven grandchildren andtwo great-grandchildren (with another onthe way).

    Nowadays, Johnston still enjoys attend-ing the races at Hastings Track, bowling atLucky Strike Lanes and trying his luck atthe casino.

    I do a lot in the garden, I do a lot in thehouse, he said. I still drive. I bowl and Iplay the horses. I go in to the den of ineq-uity. I am pretty lucky.

    Johnston continues to live in NewWestminster, though he admits its changedal lot through the years.

    New Westminster was a very quietplace, he said. We didnt have the sametraffic we have now. Theres been so muchthats changed.

  • The harmonized sales tax willbe going down in flames whenreferendum results are releasedat the end of the month, one pollsays. Or is that going down inflame-broiled burgers?

    Voters in NewWestminster res-taurant BurgerHeavens unofficialor (b)unofficial ref-erendum poll havevoted the tax downby a 2-1 margin.

    By the time thepoll closed Fridayafternoon, 426 burgereaters had cast yesvotes and 198 votedno.

    The question wasidentical to the onethat appeared on HSTmail-in ballots.

    Service managerSteve Domaas saidthe poll often got his customersdiscussing the tax and it appearsmost yes voters were largelyinterested in slapping the gov-ernments hand over its handlingof the HST.

    From the information wevegathered, its not so much theHST itself that people are goingagainst, its the way the govern-ment brought it in, in the firstplace, he said. Its like youforced us into it, and were goingto take it off.

    Domaas said this was some-what surprising. He figured, afterliving with the tax for more thana year, British Columbians wouldhave gotten used to paying it.

    BurgerHeavens salesdroppedoff by about nine to 12 per cent in

    the first three monthsafter the HSTs incep-tion, but things didreturn to normal, hesaid.

    Domaas said theturnout of 624 peoplewas also surprisinglylow, especially com-pared to past pollsthe restaurant hasconducted when thepoll typically getsmore responses inless time.

    For a lot of every-day people, theirview is that its notgoing to affect themthat much, he said.

    Theres a lot of people not vot-ing at all. Theyre saying I dontcare.

    And therein lies the reasonBurger Heaven conducts its(b)unofficial polls helping to re-

    engage British Columbians in thedemocratic process.

    Its very Canadian of us.Were apathetic. We dont voteenough. People dont show up.

    Were trying to get people inter-ested in it again, he said.

    HST referendum ballots hadto be returned to Elections B.C.by 4:30 p.m. last Friday in order

    to be counted. Results from thereferendum are expected in lateAugust.

    Hey, remember three years ago,when the stock market was in free fall,Europes finances were looking shaky,and any government help was uncertainat best?

    Welcome to 2008, Part 2.On Thursday last week,

    stocks did a double flip off thehigh board and headed for thebottom of the deep end. A one-day blipwould have been bad news on its own,but it was the capper to two weeks ofgradually crumbling stock prices, which

    were fuelled by a couple of months ofshaky economic forecasts, mostly badnews on job creation in the U.S., and aEuropean debt crisis thats spreading

    like chicken pox in a class-room of unvaccinated kids.

    Canada had a tough reces-sion but generally fared bet-ter, and has bounced back a

    little stronger, than our neighbour tothe south. Our housing market did notimplode. (But it might this time noth-ing like a financial panic to pop the

    housing bubble.)If there was a consensus about what

    caused the last recession, it was thatletting financial wizards do whateverthey want is not a good idea. That sell-ing homes to anyone with a pulse is notgood business sense. And that there wastoo much debt, both private and public,sloshing around.

    In three years, the sub-prime mort-gage part has pretty much taken care ofitself in the U.S. The other two parts?Not so much.

    The response of governments, athome and abroad, was to prop up andrestart the same system that got us intothis mess. A few new rules were passedhere, a few regulations there, but weupgraded from an Edsel to a Pinto, atbest. We need to look at the way oureconomy works and consider if it reallydoes. Work, that is. Is it doing what wewant it to do, and can it be changed forthe better?

    The old saying here is apt. Fool meonce, shame on you. Fool me twice

    Watchdog to monitormunicipal spending

    Municipal governmentsand the tax dollarsthey spend have beenthrust into the spotlight in recentweeks, and they are about todiscover that scrutiny of theirdealings is going to increase sig-nificantly.

    First came two reports bythe Canadian Federation ofIndependent Business.

    One showed that municipalgovernment spending in thelast decade has increased twiceas much as population growthand inflation. In one year alone(2008), municipal spendingincreased by almost 10 per cent,far greater than the 4.4 per centgrowth in population and infla-tion.

    The other report showed thatcommercial businesses are beingsqueezed by steadily increasingproperty taxes. Business prop-erty taxes are now almost threetimes that of resident propertytaxes, which spells bad news notonly for those businesses butalso potentially for municipali-ties as well if businesses closeor relocate because of high taxlevels.

    Next was that dust-up overthe proposed two-cents-a-litre

    gas tax to help pay for theEvergreen transit line. MostMetro Vancouver mayors signedoff on the deal.

    B.C. Conservative leaderJohn Cummins said the mayorsshould scrap the tax and insteadlook inward to cut about one percent of their municipal budgets.The reaction from some mayorswas telling, in that they utterlydismissed the notion of cuttingspending.

    Next up was PhillipHochstein, president of theIndependent Contractorsand Business Association. Heappeared on CKNW and wrotean op-ed piece for The Provincenewspaper in which he pains-takingly made the case thatmunicipal politicians have soldout taxpayers by agreeing toridiculously generous collectiveagreements (when it comes tobenefits) with unionized staff.

    Hochstein took no issue withthe unions but aimed his criti-cism directly at the municipalpoliticians for agreeing to thecontracts.

    But another shoe is about todrop.

    Few will remember this, butPremier Christy Clark promised back when she was in the mid-dle of the B.C. Liberal leadershiprace to establish a new inde-pendent watchdog of municipalfinances if she won the leader-ship. Well, she won and, yes, sheis embarking on establishing theOffice of the Municipal Auditor-General.

    Re: Early detection helps fight oral cancer, TheRecord, Aug. 3. First off I would like to thank TheRecord for this well-written article on the importanceof early detection. However, I fear that I might havebeen misinterpreted over the phone, therefore Ihope I can make some clarification. I appreciate theopportunity to do so here.

    1. The velscope is not a diagnostic tool but rathera screening tool. If the loss of fluorescence is seenit merely suggests an area thats different from therest. It is not to confirm or suggest cancer.

    2. At Uptown Family Dental we perform a whitelight soft- and hard-tissue examination prior toscreening. I dont use the velscope on literally everysingle patient, but a high percentage of patients dohave the velscope examination as an adjunct.

    3. I also might have been misunderstood when Iwas quoted saying, It was a surprise to learn thatthey dont do this type of test everywhere. Myintention was: As a whole, we are making stridesin early detection and that I hope its made moreaccessible to the public in the future.

    in March of this year, and we have been apart of the community inNewWestminsterand Burnaby throughout our century ofexistence. We have been actively promot-ing and preserving our heritage by teach-ing our traditions in art (fabric, paintingand woodwork), cooking and folk dancingover the years, and supporting each otherin times of sickness or distress.

    Our members are shocked and sad-dened by the news of the terrible bomb-ing and shooting in Norway. Some of ourmembers are distantly related to people inNorway, because we are second, third andfourth generation Canadians, but otherswere born in Norway and still have strongties to their homeland with close familymembers who live there. Regardless of ourfamily connections, we are still part of theNorwegian brotherhood, and are deeplyaffected by these terrible events.

    It is inconceivable that such a peace-ful and progressive country should havesomething as terrible as this happen. Theperpetrator is unrecognizable to us as aNorwegian (or a Christian) because hisactions simply do not reflect the strengthof character typical of Norwegians.

    Our overloaded health-care system andprofessionals often get undeserved criti-cism. A vast majority of the profession-als working in our health-care system arevery hard-working and caring individu-als. Unfortunately, they rarely get creditfor doing a commendable job in a verydemanding and stressful environment.

    My elder brother, Gurbux Singh, in hislate 70s, and a longtime resident of Burnaby,suddenly began to have difficulty with hisbreathing on June 22.

    He was taken to the Royal ColumbianHospital in order to undergo some tests.The attending physician, a very kind cardi-ologist, immediately did appropriate testsand found out that my brothers arterieswere plugged up and he needed immedi-ate surgery. The hospital staff did a bypasswithin a few hours of his arrival. By takingimmediate action, they saved my brotherslife. To their great credit, the doctors, nursesand support staff provided excellent careto my brother before, during and after theoperation. Due to their timely and superbcare, my brother is making a fast recovery.My family is very thankful to the wonder-ful doctors, nurses and staff for saving mybrothers life and making his stay in thehospital a very pleasant one. It is a well-deserved compliment to them all.

    The deputy minister ofcommunity services, DonFast, has quietly been lead-ing the consultation phase.It will continue throughthe upcoming Union ofB.C. Municipalities con-vention in the fall.

    The new office willlikely be modelled on theprovincial auditor-general,who is an independentofficer of the legislatureand who has the abilityto scrutinize governmentoperations and spendingdecisions.

    Some of the B.C. audi-tor-generals investigationshave led to embarrass-ments for the provincialgovernment over theyears. One has to assumethere is potential for amunicipal version to dothe same thing.

    Municipal politicianslove to insist they are themost accountable of allgovernment because theyare closest to the voters.But this is nonsense, ofcourse.

    Voter turnout in munic-ipal and school board elec-tions is even lower thanthose for provincial andfederal elections.

    As well, municipal gov-ernments garner nowherenear the media scrutinyaimed at other levels ofgovernment.

    A typical municipalitymay have a reporter fromthe local paper coveringthe council meetings, butsmall papers dont havethe resources to offer muchmore than that.

    By comparison, threetelevision stations, severalradio stations, four dailynewspapers and a host ofother news outlets coverthe B.C. government withdozens of reporters everyday.

    Its unlikely mediacoverage of municipalpoliticians will increaseany time soon, but thosepoliticians will soon findthemselves under thescrutiny of auditors whowill be able to walk intomunicipal halls all over the

    province and ask to see thebooks.

    Im not suggesting thata bunch of wrongdoingwill be discovered, but Idbe surprised if indepen-dent auditors dont lookaskance at some of thespending decisions thatoccur in city governmentsaround the province.

    Such issues as six-digitsalaries for managementstaff, expense accounts andtravel allowances for poli-ticians, and benefit pack-ages for unionized staffmay soon be on the tablein a way that we haventseen before.

    Those kinds of spend-ing items may be framedagainst the steady rise inproperty taxes, which isan issue that will grow inimportance in the monthsahead.

    Is that a bit of nervous-ness I detect in our towncouncillors and managersout there?

    I have to do two speeches, one aboutthree to four minutes on a topic Im pas-sionate about and another about two orthree minutes on where were from.

    The topic Im passionate about, thatones a secret, but when I talk about NewWestminster, Ill talk about its rich his-tory and the great sense of communitywe have here.

    For the talent show, Binns plans toshow off her salsa dancing.

    Binns said she has had nothing butsupport and encouraging words from herfriends and family.

    At first, you get a lot of Youre tryingto be a beauty queen, but once they findout what the competition is about, theyrealize theres a lot more to it, she said.This is a program that encourages youth

    to step out of their comfort zones and togo above and beyond to represent theircommunities and their province. It buildsconfidence and maturity among youth.

    My goal is to be a role model to theyouth of B.C. and to show that whenyou put your mind to it, you can achieveanything.

    As part of participating in the pro-gram, Binns also has to fundraise for thescholarships and bursaries that will bedistributed in August.

    Presently, shes raised $900, and shehopes to get into four figures before all issaid and done.

    The city is seeking the remaining $2mil-lion from a similar low-cost loan programoffered by the Federation of CanadianMunicipalities.

    The city purchased the abandonedindustrial brownfield site on the water-front between Sixth and Elliott streets,where construction is nearly done, in 2009for $8 million.

    The park, on schedule for its grandopening in September, will connect to theexisting Quayside esplanade and havepathways, a large gathering space, a build-ing that includes a concession and wash-

    rooms, grassy areas, lookout points andbridges that provide views of the water,an elevated viewing platform and twochildrens playgrounds.

    This is more than just a park, Wrightsaid. People in New Westminster aregoing to be living downtown and to livedowntown, they have no backyard or frontyard. They need space. They need a placeto teach their children how to ride a bicycleor rollerskate or play floor hockey. Thisis what they need, and this is what weregoing to get.

    Wong said the park is just what the fed-eral government had in mind for smart,targeted investments that improve sustain-ability and prepare communities for futuregrowth.

    This is a great example of how themunicipal infrastructure lending programis improving community infrastructurewhile putting Canadians to work, Wongsaid.
