PRESIDENT’S REPORT 2017

I have pleasure in presenting the President’s Report for 2017.

It has, once again, been a successful and rewarding season, but at the same time provided us with many challenges, especially in the amount

of time that our volunteers have to contribute during the season.

I would like to take this opportunity to thank the members of the Rowing Tasmania Committee for their contributions during the year, and all

other volunteers of Clubs, Schools and other Rowing Associations that have contributed to our season.

One of the major achievements of the Committee during the season was the finalisation of the new position of State Development and Pathway

Officer. This position is jointly funded by Rowing Tasmania, Tasmanian Institute of Sport and Rowing Australia. Because of the generous

sponsorship of Hancock Prospecting Pty Ltd to Rowing Australia, this has made additional funds available to the Pathway Program from which

we benefit. The services provided by this new position are available to all Clubs and Schools. Grant Pryor was appointed to this position, which

commenced on the 1st January 2017.

During the season the new 5 year Strategic Plan was completed and approved by the Committee and circulated to the rowing community.

Thank you to Peter Volker and Julian Joscelyne who took the lead on this project, and the other members of the rowing community who

contributed. This is a living document that the Committee reviews on an ongoing basis at it meetings where its performance is updated on

each criteria.

Congratulations to all rowers who competed at State Regattas and National Championships, where once again our medal tally exceeded the

previous year.

Congratulations to Georgia Nesbitt and Sarah Hawe who were selected in the National team and represented Australia overseas, and Henry

Youl who represented Australia in the World Rowing Under 23 Championships.

Individual achievements and awards are detailed further later in this report but I would like to take the opportunity to congratulate all who

were nominated for these awards.

Congratulations to North Esk Rowing Club who won both the State Pennant and Hydro Cup and to The Friend’s School, the winner of the

School Pennant. Congratulations also to the individual winners, Clubs and Schools who competed at our State Championships.

Once again, this season there has been continuing development of our own rowing course and facilities at Lake Barrington. The four launching

pontoons have now been replaced, the accommodation facilities at Davies Bay Lodge have been upgraded and general repairs and

maintenance have been carried out on buildings and grounds.

We also have an ongoing program in place for the replacement or maintenance of the varied equipment that we use for conducting regattas

and general maintenance to our facilities.

Once again we have been successful in obtaining a grant from the Tasmanian Community Fund, which is for the re-development of the boat

park and the replacement of the boat racks. We would like to thank this organisation for their continuing support, with this particular project

resulting in racking to hold twice the number of boats previously provided for.

Life Member of Rowing Tasmania, Jack Ellings, passed away during the season. Jack was a past President of Rowing Tasmania and a staunch

volunteer to Rowing Australia and the Reeconian Rowing Club. Jack was posthumously awarded the Order of Australia for his services to

rowing, youth and the community.

Our condolences go to the families and immediate rowing families of all other members of the rowing community that have passed away

during the season.

At our previous AGM David Schier was awarded Life Member of Rowing Tasmania for his enormous contribution to the sport. Congratulations

to David on his Life Membership.

During the season both Jan and Wally Croswell have retired from their duties at the lake, on behalf of the whole rowing community I would

like to thank them for their contribution and friendships that we have shared over the years. I welcome Lisa as our cleaner and Rolly as our

groundsman and I am sure you will all welcome them in the coming season.

A special thank you to Robert Tenbensel who has served on the Committee and also on the Executive as our Financial Manager. Robert has

resigned his position due to ever increasing personal and business duties, I would like to personally thank Robert for the enormous contribution

that he has made during the years especially in finance and governance issues.

Our sport only operates on the generosity of our vast number of volunteers who contribute in so many ways, not only at State level but out

there in Club and School land.

major event and subsidise their fundraising for the coming season.

Regatta Manager’s Report 2017

A good season with entries slightly down but equivalent to the previous year. The number of entries in regattas was

sometimes up, and sometimes down. This was mainly due to some schools choosing to attend certain regattas, but not all.

Overall it was a good season with only a small amount of racing missed due to weather.

The IT environment developed considerably throughout the season thanks to the efforts of Fred Slamen who made it a

personal project. The development of an intranet, permitting electronic relay of results from the finish tower to the central

office, allowed for efficient and speedy display of results. The NBN is now in place, or soon will be, so further developments

will be possible next season

The continued support of the Ulverstone Scouting group in manning and womaning the boat holding at the start was

greatly appreciated. Rain or shine, they were there doing their bit – a great effort. The club support of the rostering of

other jobs – boat driving and numbers – was also very efficient with volunteers coming forward at all times. This is a critical

task and the regatta cannot proceed without this support. The assistance of Peter George in organising the boat driving

roster is greatly appreciated.

The Regatta Management database – rp7 – continues to be an extremely efficient regatta organiser which enables all the

paperwork to be achieved efficiently and quickly. We have been working with the programmer behind this software and he

is planning to work on a rowing score similar to the one used here to simplify the seeding process. I look forward to him

having some success in this area.

Finally, thanks again to the many hours provided by the on-water Boat Officials and Referees and to the many people giving

time to help in the Office. The time provided by all the volunteers helps the Regattas run as smoothly as they do. A regatta

would simply not happen without the support and generous offer of time from these people. In addition, as all our regattas

are now managed by Rowing Manager and rp7, a number of other volunteers have up-skilled in the office so that they are

available for other non-pennant regattas such as Schools regattas and Masters regattas, as well as the odd occasion where

Bernadette and myself are unable to be present.

Executive Officer’s Report.

Once again it has been a very busy rowing year both on and off the water with Rowing Tasmania (RT) undertaking many

projects both large and small. This allows our sport to be in my opinion well-resourced and be in a strong position for the

future in so many areas, including the facilities at Lake Barrington, our volunteers, Boat Race Officials, Staff and the

relationships with not only our sponsors but our partners including Rowing Australia, The Department of Sport &

Recreation, The Kentish Community and Rowing Australia.

As mentioned in the Presidents Report our facility at Lake Barrington has also been a busy venue with a very successful

rowing season, the Dragon Boat and Canoe bodies also using the course and the motorsports fraternity conducting a

number of hill climbs. Both the Davies Bay and Barrington Lodges have had an increase in usage from not only rowing but

also community groups and members of the Public. This year we also had a wedding in the Reeconians Centre which could

be the start of a new market for the Complex. In late November of 2016 Parks and Wildlife installed a Traffic Counter at the

top of the entrance road and this has given Rowing Tasmania information on the number of vehicles that attend regattas

and also an overall number of cars that drive into the complex. The biggest regatta was North West Schools with 1589

vehicle movements over the two days, the Head of the River had 1167 vehicle movements for a one day regatta and for the

6 month period there was a total of 13700 vehicle movements in total coming into the complex. At the time of writing the

Boat Rack Replacement Project is well underway with the rack construction nearly completed and the first pod will be in the

ground from early September with a completion date by the Australian Masters Games in late October. I would like to

acknowledge the generous support the Tasmanian Community Fund plus Chris Symons for the design and layout of the site

and Mick Goodger for his counsel and ongoing assistance. The old racking (35 plus years) held approximately 200 boats and

we will end up with a capacity of just under 400 boats which will allow for future growth and a lifespan which may well

exceed 40 years. Our long time caretakers Jan and Wally Croswell have both made the decision to “leave the Lake” with

Wally retiring and Jan having a change of direction, I would personally like to thank them for not only their years of services

but also for being a part of the rowing family and we look forward to seeing them both at our regattas into the future. I

would like to welcome Lisa-Marie Hayward and Rolly Oceans and I am sure they will both enjoy their time at Lake

Barrington.

In regards to the Strategic Plan one of the areas that was identified in the consultation phase of the project was

“communications”, our social media platforms are showing continual growth and reach. Our website once again has had a

solid year with visits increasing and information being updated regularly. The news section of the website plus emails to

clubs and schools is the primary method of communication and I would urge the Clubs and Schools to distribute this

information to your respective membership as you receive it so the information is seen in a timely manner by the members.

Rowing Australia, The Tasmanian Institute of Sport and Rowing Tasmania have entered into a unique partnership agreement

in regards to the Tasmanian Pathway Program which is a “customised” state based program and is designed to develop and

give young athletes the opportunity to progress in the High Performance Pathway Program. Grant Pryor has joined RT as

the State Development and Pathway Officer and he will be working alongside the TIS and Rowing Australia, our clubs,

schools and coaches to support our athletes to realise their representative goals. I would like to thank Rowing Australia’s

CEO Michael Scott, Jaimie Fernandez Deputy Performance Director, Rowing Tasmania’s Grant Pryor and the TIS’s, Alisa

Denne, Brendan Long, Brett Crow and the Institute’s Director Paul Austen for their involvement in this exciting partnership.

Previously I mentioned the relationships that RT is establishing and we are fortunate to have MaST as a partner who has a

keen interest in the safety of both our athletes and coaches. Over the last twelve months there has been a number of

instances, primarily in regards to lighting on both rowing shells and coaches boats not being to the recommended standard.

I would urge all Clubs, Schools , Coaches and athletes to make sure that you can be seen and to appreciate that there are

other users of the States waterways and you have a duty of care for the safety of yourself, your fellow club members and

from a coaching perspective the athlete(s) that you are coaching. During the coming six months there will be the

opportunity for the rowing community to have input into a review of lighting for rowing shells. MaST once again have

requested from all Clubs and Schools and updated Safety Management Plan for the coming season.

It is a dangerous practise to individually thank those that are involved in our sport so I will thank all of you who are involved

in our affiliated clubs, schools, our supporters, staff , parents , BRO’s , coaches and athletes for the many hours that you put

into our sport.

We have a sport that is well resourced and I would suggest be the envy of many other sporting associations.

State Development and Pathway Officer Report 2017

State Pathway Program

Following Rowing Australia’s review post RIO Olympics 2016, a bespoked Pathway Program was implemented

in each state. In Tasmania the three partners, RA-RT-TIS designed a program to work with schools and clubs to

enhance the development of young athletes and to give those athletes the opportunity to progress their

rowing careers to the highest level.

Presentations of the State Pathway Program were delivered at forums in Hobart, Launceston and Ulverstone.

The key components of the program are, Club & School based participation, Talent Identification, Talent Squad

Selection and NTC Development Squad selection.

The role of SDPO includes working with clubs & schools to bring students into club based programs, assist with

daily training environment, identify & prepare Tasmanian athlete rankings, assist development of athletes to

progress to the Talent Squad & NTC Development Squad, plan & coordinate coaching seminars and oversee

Coach Accreditation.

Talent Squad Selection

SDPO prepares annual athlete ranking data for a minimum of 40 underage athletes and presents a

recommendation list of the top 10 male & female athletes to State Pathway Program partners for consideration

of inclusion in the Talent Squad.

Recommendations are based on outcomes from NTID testing, regular 30 min. ergometer monitoring (IPM), 2K

ergometer test results and assessment of performance at Regattas, Time Trials and Camps.

This year sixteen underage rowers have accepted offers to participate in the Talent Squad. The successful

athletes are Nick Cash, Jared Weisse, Jack Barrett, Joseph Wilson, Angus McGlashan, Connor Ryan, Lars

Gillingham, Chris McGuiness-Terry, Lucas Wigston, Nat Graham, Amy Bain, Rebecca Bye, Amelia Chilcott, Kate

Hall, Katie King & Lucy Southcott.

Tasmanian Interstate Regatta Team

Rowing Tasmania Board endorsed the selection of the following crews, scullers, coxswains and coaches to

represent Tasmania in the Interstate Regatta at Sydney International Rowing Centre, Penrith NSW on Sunday

National Underage Selection Trials

Following the Australian Rowing Championships in April several Tasmanians attended trials at SIRC for National

Team selection later in the month.

Henry Youl trialed for Men’s U23 team, Nick Cash, Jared Weisse, Lars Gillingham, Jack Barrett, Joseph Wilson &

Connor Ryan for Men’s U19 team plus Amelia Chilcott & Meg Messer for Women’s U19 team.

All athletes gained valuable experience and acquitted themselves well at trials.

Although initially missing selection in a sculling boat, Henry Youl was subsequently invited to further trials and

gained his second successive selection in the Australian U23 Team as stroke of M U23 4+, finishing a creditable

fifth at the U23 World Championship.

At Junior Trials, Buckingham’s Nick Cash & Jared Weisse reaffirmed their National Junior Pair Championship

status. Unfortunately the pair’s winning time was short of the selection benchmark, but they were invited to

further trial against the eventual Australian Junior Four representative crew.

Similarly, after missing selection in the Junior Quad, Ulverstone’ s Joseph Wilson & North Esk’ s Jack Barrett

were also invited to further trial against the Australian Junior Double representative crew (who have recently

become 2017 World Junior Champions).

State Team and Winter Development Camps

In conjunction with our new pathway partners from TIS, we have conducted three camps this year. In January,

some 33 nominees attended our State Team Camp conducted at Lake Barrington, a change of venue from

recent years. State Selectors decided to conduct a pairs matrix as part of the selection process, determining LBI

as most suitable venue given fairness of buoyed lanes, accurate timing capabilities and team accommodation

facilities.

In a further departure from past norms, our two Winter Camps this year have been by selective invitation rather

than open attendance basis, providing a more performance focused group. Athletes whom were part of our

2017 State Team were extended invitations together with the top 20 ranked underage athletes from the

previous season. Additionally, coaches were requested to nominate other athletes whom were undertaking

suitable winter training programs and considered potential Talent & NTC Development Squad members. A

third camp (single sculls) is scheduled for September 9th- 10th coinciding with the conduct of the inaugural

Head of the Lake long distance eights event at Lake Barrington.

We would like to extend our appreciation to clubs who loaned equipment and to coaches, chaperones and

helpers whom availed their valuable time to make the camps successful.

Junior Pathway Camp

Our camp for eligible U19s will again be conducted during Term 3 holiday break, October 7th – 8th at Lake

Barrington. This camp will be open invitation although numbers will be limited to approximately fifty athletes +

coxswains & coaches. The camp is an initiative to encourage more of our top U19 School Rowers whom have

demonstrated their potential during the past rowing season via Regatta performances, Talent Identification and

Individual Performance Monitoring, to consider high performance rowing pathways.

Rowers will train with their peers, be exposed to a range of other coaches and generally gain a better

understanding of the further rowing opportunities available to them.

We also see Junior Pathway Camp as an opportunity to develop closer relationships between clubs & schools.

Coach Education

Rowing Australia Level 1 Coach Accreditation is now available on-line, allowing aspiring coaches access to the

accreditation process at their own convenience. Nationally 680 participants have enrolled with 561 (83%) having

completed the course to date.

Level 2 transition to an on-line system is currently in early stages of development, in the interim RT will

continue to deliver Level 2 courses.

In July RT presented our first “Introduction to Level 2” course at Lake Barrington with 18 participating coaches.

This Tasmanian initiative seeks to provide a more inclusive learning experience for participants, in a two day

live-in camp environment. We are confident of increased completion outcomes for the Level 2 accreditation

course as a positive consequence of this new approach. Participating coaches came away from the weekend

having achieved the “Tasmanian Intermediate Coaching Certificate” and are well equipped to subsequently

complete RA Level 2 at their own pace.

Quality presenters were a feature of the course which included sessions on Safety, Flexibility & Core Strength,

Rigging, Rowing Technique and Preparation of Effective Training Plans. Additionally, group sessions were

conducted on-water (coaches coaching coaches) plus fault identification and correction.

Our sincere thanks to course facilitator, Jim Guy and presenters Annabel Gibson, John Driessen, Brett Crow, Rob

Prescott and Ken Davey.

Tasmania currently has 85 Nationally Accredited Coaches, with a further 18 now pending Level 2 completion.

Another “Introduction to Level 2” course is in planning for October.

In conclusion, I would like to sincerely thank the Board of Rowing Tasmania for their confidence and trust in

appointing myself to the position and for the ongoing support of the Board, President Jim Gibson and

Executive Officer Rob Prescott.

TSRA President’s Report 19 August 2017

As TSRA Delegate to RT Council I have attended all Council meetings except when overseas. I have continued in my RT Council role as nominated School Rowing Coordinator, including providing Regatta Secretary support to the Sports Association of Tasmanian Independent Schools for the Head of the River Regatta. With Peter Volker, I also assisted in coordinating the process to develop the RT Strategic Plan.

TSRA Regatta Program

The 5-regatta TSRA program was again very successful, with the Junior Sculling regattas providing additional competition for our U13, U14 and U15 rowers. Rower numbers and participation for the season were:

TSRA Schools Championship Regatta As noted above, this was a very large regatta, with heats on the Saturday and finals on the Sunday. It was excellent to see 30 schools represented, and the 176 race program was achieved thanks to good weather and excellent support from boatrace officials. Using the NW Schools Regatta as a qualifying regatta for single sculls entries assisted in making the program manageable. Congratulations to St Michael’s Collegiate School on winning both the Schools Board Shield (Junior Girls) and Megan Heritage Cup (Overall Girls’) trophies, to The Friends’ School on winning the TSRA Shield (Junior Boys’) and The Hutchins School on again winning the Mercury Cup (Overall Boys’). Special mention should be made of the Launceston College squad, winning the Jack Jeffries Shield (Schoolboys’ Quad Sculls), Bourke Cup (Schoolboy Fours, Firsts) and the John Campbell Shield (Schoolboy Eights). In the girls’ events, Launceston Church Grammar School won both the APPM Shield (Fours Firsts) and TSRA Shield (Fours Seconds), with The Friends’ School winning the TSRA Shield (Schoolgirl Eights). At the beginners’ end of the program, mention should be made of the Sheffield U13 girls winning the Cliff Hutton Shield for U13 double sculls. SATIS Head of the River Regatta Rowing Tasmania provided Regatta Secretary and Field of Play management for the 101st Head of the River, rowed in near perfect conditions on 18th March. It was excellent that a full program could be raced after a weather affected event in 2016. In the Schoolgirls’ Eights The Friends School rowed strongly throughout the race to hold off Launceston Church Grammar School who finished in second place by a narrow margin of just over 2 seconds with Fahan School in third position. The Hutchins School took out their fourth consecutive win in the Schoolboys’ Eights in a very fast time of 5.54.12 to hold off a very strong Scotch Oakburn College challenge by less than 2 seconds followed by The Friends School in third place. In the Under 16 Eights Scotch Oakburn College took out the boy’s event while St Michael’s Collegiate School won the girls’ race.

TSRA 2016-17 School Registrations

Member schools for the 2016-17 Financial Year were Devonport High School, Dominic College, Don College, Elizabeth College, Fahan School, The Friends School, Guilford Young College, Hobart College, The Hutchins School, Launceston Church Grammar School, Launceston College, Mt Carmel College, Newstead College, New Town High School, Ogilvie High School, St Brendan Shaw College, St James’ College, St Mary’s College, St Michael’s Collegiate School, St Patrick’s College, St Virgil’s College, Scotch Oakburn College, Sheffield District High School and Ulverstone High School. Non-member schools whose students rowed included Hellyer, Queecy, Riverside, Rosny, Star of the Sea and Taroona.

The Committee note that we now have a much more comprehensive members register, are copying in school sports staff to all relevant emails, and thus have a much clearer relationship between TSRA and schools. The 2017 AGM approved an amendment to the TSRA Constitution which will require schools to be members of TSRA in order for their enrolled students to participate in TSRA regattas. As noted above, 24 of the 30 schools represented in 2016-17 are members, and this will give a direct relationship between schools and the TSRA, improving duty of care and the transparent commitment of schools to the TSRA Constitution and Regatta Rules.

TSRA Regatta Management

Thank you to Karen Bain on doing a fantastic job as Regatta Secretary. Managing the regattas using Rowing Manager/ Regatta Pro 7 (RP7) for the second season worked very well, and we were able to arrange soft-copy certificates for all winning crews in the three major TSRA regattas. Karen is to be commended on her efforts to encourage composite crews, particularly in giving opportunities for eights, and to ensure younger rowers were not left “on the bank”.

TSRA Committee Business Management

The Committee has been active and effective in managing the program, and in dealing with a small number of issues which arose. The Constitution requires that the Committee meet at least twice between October and April of each year. The Committee met on 10 December, 28 January, 18 February and 1 June. The TSRA Financial Year is 1 June – 31 May. At 31 May 2017 the Association had no outstanding debtors or creditors, and holds an operating reserve which allows some support for improved infrastructure for regattas. Management of the Association’s financial transactions has been moved from cheque book to on-line banking which has improved efficiency, provides better descriptors of transactions and also provides more immediate opportunity to encourage payment of invoices by overdue Debtors. TSRA 2017-18 Committee At the AGM on 19 August the following were re-elected: President and Delegate to RT Council Julian Joscelyne Vice-President Katie Duncan Secretary Karen Bain Treasurer and Public Officer Peter Gibson Northern Representative Andrew Smith Southern Representative James Dalton Karen Bain was re-appointed as Regatta Secretary.

Considerations for the 2017-18 Season

The 2017 TSRA AGM endorsed the following priorities:

A paramedic ambulance presence at all TSRA regattas

Funding support for an upgrade to the Finish Camera software and its integration with RP7

Purchase of additional Buoys and associated tackle to improve definition of the Franklin course (which would be available for other regattas)

Possible funding for a new rescue boat, noting RT advice that the Patterson is not in a condition to be transported by road, meaning TSRA would have only one RT rescue boat available for the Southern Junior Sculling and Southern Schools regattas.

Supporting initiatives to increase the number of qualified boatrace officials, particularly for school regattas, including a well-structured information/pathway resource developed by RT in consultation with TSRA to be available before the 2017-18 season.

A re-structure in the order of events at TSRA regattas in consultation with RT to ensure adequate time between events for same-age rowers and to address some equipment sharing/turnaround issues experienced this season.

A published information package and program for the Junior Sculling Camp, including a pre-registration arrangement for the discrete activities, and to give more prominence to the coach-the-coaches opportunity provided.

Support for a re-introduction of development sessions in the North and South with a focus of some on novice/parent/volunteer coaches.

Masters Commission Report.

FORMATION

At a meeting of representatives of most Tasmanian Rowing Clubs held at Ross on 14th August 2016, it was resolved to

support the proposal of Rowing Tasmania (RT), for the formation of the Master’s Commission. Those present also resolved

that the Commission comprise one representative from each club, and that a representative of Rowing Tasmania be

delegated to act as secretary to the Commission. These resolutions were accepted by RT, and during the remainder of 2017,

members from every club were appointed to the Commission.

COMMISSION’S AGENDA

The development of a points system for a State Master’s Pennant is under consideration.

Considerable progress has been made with changes and additions to the programs for races at State Pennant and

Championship Regattas, for the benefit of masters.

SELECTION POLICY

Thanks mainly to the hard work of a sub-committee formed to examine and recommend changes to the policy, a revised

Selection Policy document has been in place for 2016-2017. The members of this committee were Chris Potter, Fenton Jones

and Michele Duffy. It seems fair to comment that this remains an area of controversy, and it would not be surprising to see

the issue on the agenda of the next meeting. The policy document has previously been provided to RT.

SELECTIONS.

Nominations for Master’s representative crews were limited, and one “self-selected” nomination from Tamar RC was

withdrawn before the scheduled race-off. The only crew selected to represent Tasmania was for the Interstate Women’s

Quad. The crew comprised Jill Johnstone, Kim Badcock, Andrea Rippon and Cath Hughes. The crew acquitted itself well,

being “in touch” with crews in front of it and a considerable distance in front of the crew following it. The time they

recorded was not only creditable, but was such that it would have resulted in their achieving a medal in previous years.

It is hoped that Tasmania will be represented in all (four) Interstate event at Lake Barrington next May.

OTHER EVENTS.

Tasmanian Masters were present in good numbers at Lake Karapiro in April at the World Masters Games. All those present

performed at or above expectations, and many of our athletes won and otherwise medalled in various events.

Similarly, Tasmanian clubs were represented in many events at the Master’s Championships at Ngambie Lakes in May,

although numbers were reduced because not all rowers had returned from New Zealand. Again, considerable success was

enjoyed by our members. The medal hauls were so great that listing the successful competitors at either or both regattas

would be a process too lengthy to undertake

Nomination of Life Member:

Simon Burgess spoke to the nomination of Mr David Schier being elected as a Life Member of Rowing Tasmania.

Merv Tippett, Michael Banks and Bob Blake also spoke to the qualities of Mr Schier in relation to the Life Membership

Nomination.

Moved by Simon Burgess: “that in accordance with rule 30 of the Constitution, David Schier be elected a life member of

Rowing Tasmania Inc.”

The meeting noted that it is to be recorded in the Minutes, acknowledging and thanking both Rod and Annette Dolbel for

their many year of service to Rowing Tasmania, it is also recorded a vote of thanks to Councillor Bob Avery who resigned due

to work commitments

Declaration of the Pole:

Robert Tenbensel read a letter from the President which was sent out with the second Pole and the proposed the following

motion.

“that the AGM be adjourned to Friday the 16th of September 2016 at 8:00 pm to a place to be determined”
