1. Introduction, Purpose and Proposed Project: Allegany Wind LLC is proposing to construct a wind-powered, electric generating project in the Town of Allegany (Cattaraugus County, New York) to begin in 2011. The project will include approximately 29 wind towers, a system of gravel access roads, a buried electrical collection system, substation, a 6,000 square-foot (SF) Operation and Maintenance (O&M) building, and a temporary 5 acre construction staging area located on Chipmunk Road. The wind turbines will generate approximately 2.5 megawatts (MW) of power each, equating to a maximum capacity of approximately 72.5 MW. Access to the proposed tower sites is located off of Nichols Run Road and Chipmunk Run Road. Approximately 8.2 miles of gravel access roads will be constructed to access the sites. Access to the O&M building will be provided off of Chipmunk Road while access to the substation will be provided off of Camelback Lane or Riverside Drive. Refer to Figures 1 and 2 for the regional location map and proposed tower locations. During construction there will be temporary increases in truck traffic on area roadways served by the project. The purpose of this evaluation is to document the existing transportation conditions in the area and identify probable local travel routes, constraints, and proposed improvements. It is noted that this evaluation does not identify a specific regional routing plan for the wind farm site and that the future transportation provider for the project should document potential regional constraints such as bridge restrictions as the project is progressed. However, it is assumed that the wind tower components will be shipped to the local transportation network via Interstate 86 (NY Route 17). It is recommended that the transportation provider determine if some of the heavier wind farm components such as the transformer can be regionally shipped to the site via the existing railroad line that runs through Olean located to the north of the project site. 2. Methodology A field inventory, photo log, and visual assessment was conducted to evaluate possible travel routes. Sample roadway characteristics and conditions were documented. Representatives were contacted including the Cattaraugus County Civil Engineer and the Town of Allegany Highway Superintendent to understand jurisdictional concerns and permit requirements. Research was conducted on wind turbine transportation requirements, and a potential worst-case design vehicle was evaluated to identify possible intersection improvements. 3. Vehicle Types The number, size and type of trucks depend on the specific project and the equipment being hauled. Turbine components and associated truck trips can generally be classified as follows: Wind Turbine Equipment

• Blade Sections – Blades are transported on trailers with one to three blades per vehicle. Blades typically control the length of the design vehicle, and the radius of the curves along the travel route to the site. Specialized transport vehicles are designed with articulating (manual or self steering) rear axles to allow maneuverability through curves.

• Tower Sections – Typically transported in three to four sections depending on the supplier. Towers generally can control the height and width of the design vehicle dimensions.

• Nacelle – The turbine and related elements are typically the heaviest component transported.

• Hub and Nose Cone – Typically transported with one or more of the same element on a vehicle. These elements are not critical elements related to design vehicle dimensions.

Construction Equipment and Materials

• Construction of Site Roads – Conventional trucks carrying stone, gravel and miscellaneous construction equipment.

• Crane – For assembly of the wind towers, cranes are transported in sections over numerous trips to the site. Assembled cranes may be crawled between tower sites.

• Concrete trucks for tower foundations. • Construction staff and other incidental truck trips.

4. Trip Generation The following table represents an order-of-magnitude estimate of the total number of loaded truck trips entering the project site associated with construction of the towers. This trip generation estimate does not include the trips associated with the construction of the access roads.

Design Vehicle Research Transportation of turbine components and associated construction material involves numerous conventional and specialized transportation vehicles. Wind turbine components (such as the tower sections, blade sections and nacelle) are transported separately. The actual dimensions and specifications of the design vehicles may vary, depending on the specific type of truck and trailer arrangement used for transport. For planning purposes, worst-case transport requirements are based on the Nordex N100 (2.5 MW) Turbine. However, market availability of wind turbines could dictate the use of an alternate turbine from the proposed Nordex N100 machine. Any turbine ultimately selected will be of similar technology, size, appearance, operating characteristics, and approximate generating capacity. The following table summarizes the blade length for the Nordex N100 turbine with a 327-foot (99.8 m) hub height.

This table shows that the blade length for the Nordex N100 is 160-feet. Therefore, for the purpose of this route analysis, design vehicles were developed assuming a 160-foot trailer with and without a manually controlled articulated rear axle as shown in the following drawings. The minimum turning radius requirements will ultimately be dependent on the wind turbine supplier selected. Both design vehicles were used to determine the worst-case scenario for each intersection.

6. Route Evaluation An initial evaluation of the potential local routing plan was conducted by traveling area roadways and documenting existing conditions. Probable travel routes, constraints, and potential improvements were then identified. The following table summarizes the results of the existing conditions inventory. Refer to Figure 3 for roadway grades on the probable travel routes.

The local routing plan also evaluated all roads in the project vicinity for bridge restrictions to ensure that the preferred and alternate routes can accommodate the design vehicles. A list of bridge restrictions are referenced in Table 4 and are shown on Figure 4.

Based on this assessment, there are several route options from Interstate 86 to each of the proposed wind tower access roads. It is assumed that the wind components will typically be delivered directly to the tower sites and that the staging area will be used primarily to store spools of cable, set up the construction trailers, park vehicles and dozers, etc. Refer to Figure 5 which shows the preferred local travel route of the wind components, as well as other potential alternate routes for each site. The Preferred Access Route is considered the most probable route for access to each site. It is noted that some of geometric constraints for the alternate route options are provided to illustrate why the Preferred Access Route was identified as the most desirable route to the wind turbine sites. The preferred route option to the proposed O&M building and the substation are also shown on Figure 5. 6A. Preferred Wind Turbine Access Route:

To Wind Turbine Sites 1E-18E: Use the eastbound Exit 23 off ramp from Interstate 86. Turn right onto US Route 219 and travel southbound through the Allegany Indian Reservation and into the Town of Carrollton. Turn left onto Old Route 219/Main Street and continue southbound into the Village of Limestone. Turn left onto Church Street and travel eastbound toward the Town of Allegany. Church Street turns into Nichols Run Road. Continue eastbound on Nichols Run Road and turn left onto Chipmunk Run Road. Travel northbound on Chipmunk Run Road and turn right into the site access road. To Wind Turbine Sites 1W-11W: Use the eastbound Exit 23 off ramp from Interstate 86. Turn right onto US Route 219 and travel southbound through the Allegany Indian Reservation and into the Town of Carrollton. Turn left onto Nine Mile Road (turns into County Road 30) and travel eastbound. Turn right onto Chipmunk Road (County Road 30) and travel southbound through the Town of Carrollton. Continue southbound and turn left into the site access road. To Wind Turbine Sites 1W-11W: Use the eastbound Exit 23 off ramp from Interstate 86. Turn right onto US Route 219 and travel southbound. Turn left onto Nine Mile Road (turns into County Road 30) and travel eastbound. Turn right onto Chipmunk Road (County Road 30) and travel southbound through the Town of Carrollton. Chipmunk Road turns into Chipmunk Run Road. Continue southbound and turn right onto Nichols Run Road. Continue westbound on Nichols Run Road and turn right into the site access road. In addition, the design vehicles may have difficulty traversing a significant 12% grade located on Chipmunk Road prior to the wind turbine site access roads (as shown on Figure 3).

To Wind Turbine Sites 1E-18E: Use Exit 24 from Interstate 86 and travel southbound on NY Route 952W. Turn left onto NY Route 417 and travel eastbound into the City of Olean. Turn right onto NY Route 16 and travel southbound through the City of Olean and southbound and westbound through the Town of Olean into the Town of Allegany. Turn right onto Nichols Run Road and travel west. Turn right onto Chipmunk Run Road and travel north to the site access road. Turn right into the site. To Wind Turbine Sites 1W-11W: Use Exit 24 from Interstate 86 and travel southbound on NY Route 952W. Turn left onto NY Route 417 and travel eastbound into the City of Olean. Turn

Turn right onto Nichols Run Road and travel west through the Chipmunk Run Road intersection. Travel west on Nichols Run Road and turn right into the site access road. Alternate Access Route #3 Constraints: A review of the intersection geometry indicates that the Exit 24 ramps may need to be improved to accommodate the design vehicle travel paths. In addition, the design vehicle travel paths will also impact non-participating parcels located in the City of Olean at the NY Route 16/NY Route 417 intersection.

6E. Alternate Wind Turbine Access Route #4:

To Wind Turbine Sites 1E-18E: Use the railroad station located adjacent to Constitution Avenue in the City of Olean to transport the wind tower components. Turn left onto Constitution Avenue and travel eastbound. Turn right onto Buffalo Street and travel southbound. Bear left onto Wayne Street and travel eastbound toward NY Route 16. Turn right onto NY Route 16 and travel southbound through the City of Olean and southbound and westbound through the Town of Olean into the Town of Allegany. Turn right onto Nichols Run Road and travel west. Turn right onto Chipmunk Run Road and travel north to the site access road. Turn right into the site. To Wind Turbine Sites 1W-11W: Use the railroad station located adjacent to Constitution Avenue in the City of Olean to transport the wind tower components. Turn left onto Constitution Avenue and travel eastbound. Turn right onto Buffalo Street and travel southbound. Bear left onto Wayne Street and travel eastbound toward NY Route 16. Turn right onto NY Route 16 and travel southbound through the City of Olean and southbound and westbound through the Town of Olean into the Town of Allegany. Turn right onto Nichols Run Road and travel west through the Chipmunk Run Road intersection. Travel west on Nichols Run Road and turn right into the site access road. Alternate Access Route #4 Constraints: A review of the intersection geometry indicates that the design vehicle travel paths will impact non-participating parcels at the Buffalo Street/Constitution Avenue intersection and impact utility and signal poles located at the NY Route 16/Wayne Street intersection. It is noted that the shorter but heavier wind tower components could still be transported via the railroad to minimize regional truck travel.

6F. Alternate Wind Turbine Access Route #5:

To Wind Turbine Sites 1E-18E: Use Exit 26 from Interstate 86. Turn right onto NY Route 16 and travel southbound through the City of Olean and southbound and westbound through the Town of Olean into the Town of Allegany. Turn right onto a new proposed access road from NY Route 16 that utilizes on old mining road. This new access road will connect to the access road for the wind tower sites. To Wind Turbine Sites 1W-11W: Use Exit 26 from Interstate 86. Turn right onto NY Route 16 and travel southbound through the City of Olean and southbound and westbound through the Town of Olean into the Town of Allegany. Turn right onto a new proposed access road from NY Route 16 that utilizes on old mining road. This new access road will connect to Chipmunk Run Road. Turn left onto Chipmunk Run Road and travel southbound. Turn right on to Nichols Run Road and travel west. Continue westbound on Nichols Run Road and turn right into the site access road. Alternate Access Route #5 Constraints: No geometric constraints have been identified.

6G. Alternate Wind Turbine Access Route #6:

To Wind Turbine Sites 1E-18E: Use Exit 26 from Interstate 86. Turn right onto NY Route 16 and travel southbound through the City of Olean and southbound and westbound through the Town of Olean into the Town of Allegany. Turn right onto State Line Road and travel north through the Nichols Run Road/Chipmunk Run Road intersection. State Line Road turns into Chipmunk Run Road. Travel north to the site access road and turn right into the site. To Wind Turbine Sites 1W-11W: Use Exit 26 from Interstate 86. Turn right onto NY Route 16 and travel southbound through the City of Olean and southbound and westbound through the Town of Olean into the Town of Allegany. Turn right onto State Line Road and travel north to the Nichols Run Road/Chipmunk Run Road intersection. Turn left onto Nichols Run Road. Travel west on Nichols Run Road and turn right into the site access road.

Alternate Access Route #6 Constraints: A review of the intersection geometry indicates that the design vehicle travel paths will impact non-participating parcels located at the NY Route 16/State Line Road intersection.

6H. O&M Building Access Route:

To O&M Building: Use the eastbound or westbound Exit 23 off ramp from Interstate 86. Turn right or left onto US Route 219 and travel southbound. Turn left onto Nine Mile Road (turns into County Road 30) and travel eastbound. Turn right onto Chipmunk Road (County Road 30) and travel southbound and turn left into to the O&M building/staging area. O&M Building Access Route Constraints: It is noted that the O&M building/staging area will be used primarily to store spools of cable, set up the construction trailers, park vehicles and dozers, etc. Therefore, these types of vehicles are not as large as the oversized component delivery trucks and will not experience the constraints associated with the wind tower component vehicles as detailed in the Alternate Wind Turbine Access Route #2 summary. However, while it is possible to access the O&M building/staging area from the north on Chipmunk Road, it may be difficult for certain types of vehicles such as construction trailers to navigate the steep vertical and curvilinear horizontal curves located between the O&M building and the wind turbine site access road to the south on Chipmunk Road (as shown on Figure 3). Therefore, it is recommended that the construction trailers and other similar transport vehicles be restricted from using Chipmunk Road to the south of the O&M building and utilize one of the preferred or alternative routes detailed above to access the wind turbine sites.

6I. Substation Access Routes:

To Substation (Option 1): Use Exit 26 from Interstate 86. Turn right onto NY Route 16 and travel southbound through the City of Olean and turn right onto McCann Hollow Road and travel west. Turn right onto South Avenue and travel north. Turn left onto Stoneybrook Road and travel west. Stoneybrook Road turns into Camelback Lane and continues northbound. Continue on Camelback Lane to the private land necessary to access the substation. To Substation (Option 2): Use Exit 26 from Interstate 86. Turn right onto NY Route 16 and travel southbound through the City of Olean and turn right onto Riverside Drive. Travel west and turn left onto Camelback Lane. Continue on Camelback Lane southbound to the private land necessary to access the substation. Substation Access Route Constraints: It is noted that the anticipated design vehicle destined to the substation will be primarily construction vehicles/delivery trucks associated with building the structure, and passenger vehicles. Therefore, these types of vehicles are not as large as the oversized turbine component delivery trucks. No geometric constraints have been identified. It is also noted that portions of Camelback Lane is a private road and that

Allegany Wind LLC anticipates entering into an agreement with the landowner to gain use of Camelback Lane during both construction and operation/maintenance of the substation.

7. Constraints and Conceptual Improvements for the Preferred Access Route.

Each of the routes described above and shown on Figure 5 has a number of constraining features, particularly intersection turning radii. The path of the worst-case design vehicle was evaluated along the preferred travel route to identify conceptual intersection improvements required. Figure 6 shows the locations of the constraining intersections for the Preferred Access Route and the alternate access routes. An individual diagram was developed to show potential improvement areas for each of the constraints along the preferred travel routes as shown on Figure 7. This diagram shows approximate right-of-way and generally includes two improvement options for each of the intersections where applicable:

• Path Option A – Widening for an articulating design vehicle – This option shows

that an articulating design vehicle will require improvement on both the inside and outside curve of an intersection.

• Path Option B – Widening for a non-articulating design vehicle – This option

shows that a non-articulating design vehicle will require widening only on the inside of the curve.

The final limit of improvements may be a combination of widening on the inside and the outside of the curve and is expected to be within the areas shown on Figure 7. These limits will be confirmed with the final wind turbine supplier and transportation provider. It is also noted that Nichols Run Road has been posted for a 10 ton weight limit just west of Chipmunk Run Road due to rutting of the existing oil and stone surface from gas, oil, and timber truck activities located in the project vicinity. It may be necessary to improve some local road segments that provide access to the proposed tower locations, such as Nichols Run Road and Chipmunk Run Road. The extent of the roadway segment improvements will be verified with the contractor. The minimum site access road specifications shown on Figure 8 should apply.

8. Loads and Permits

Special hauling permits are required when loads exceed legal dimensions or weights. The following table summarizes these maximum legal dimensions for State Highways. Transport of the blades, nacelles, tower sections and crane will require a variety of special hauling permits. Actual loads will depend on the specific turbine supplier, crane equipment chosen, and degree of disassembly of the crane.

The types of permits depend on the characteristics of the vehicle and its cargo, number of trips, distance traveled, and duration. Nacelles can weigh approximately 182,000 lbs, and when combined with the transport vehicle, the total weight can exceed 200,000 pounds. When any vehicle exceeds 200,000 pounds, exceeds 16 feet in width or height, or exceeds 160 feet in length, special super load permits (PERMIT Type 1S) are required from the NYSDOT for each vehicle trip. The following list summarizes the driveway permits and special hauling permits that may be required for this project. Allegany Wind LLC will coordinate with the affected agencies and transportation providers to insure the all required permits are obtained.

Roadway Improvement/Driveway Permits • NYSDOT – A Highway Work Permit (PERM 33) will be required for any physical

improvements within the NYSDOT right-of-way. This will apply for state highway intersection or road improvements.

• Cattaraugus County – Based on conversations with the County Civil Engineer, no permits are expected for the Preferred Access Route.

• Town of Allegany – Based on conversations with the Highway Superintendent, no permits are required.

Overload Permits • NYSDOT – NYSDOT permit package outlines the guidelines, types and fees for various

special hauling permits. Based on this outline and discussions with NYSDOT special hauling permit representatives, it is expected that the project will require the Type 13 Jobsite permit to cover most of the special hauling trips (not including super loads). Type 13 permits are issued at 6 month intervals and can be extended for up to a maximum of one year. Several Type 1 permits for individual convoys may also be required such as the following:

• Town of Allegany – Based on meetings with the Highway Superintendent, specific overload permits required for transport vehicles will be developed for this project based on criteria similar to the NYSDOT permits.

9. Remediation Plan Specialized transport vehicles with numerous axles are designed to distribute the weight and minimize roadway impacts, nevertheless roadway impacts might occur. The condition of the transportation infrastructure will be left as good, or better than it was found at the beginning of the project. The basis for the remediation plan is a preconstruction photo log (see Appendix A), that establishes the pre-existing conditions. In addition to the photo log, a pre-construction video and an associated report outlining pre-construction conditions, including road culvert pipes and the reinforcement measures that will be employed along the haul routes will be provided prior to construction of the wind farm project. Allegany Wind LLC is committed to working with the Town, County, and State agencies to confirm necessary transportation improvements before and after completion of the project, and that such improvements will be stipulated in the project approval. This could include:

• Additional route and condition surveys. • Bonding of improvements. • Temporary removal of obstacles and replacement in kind. • Completion of improvements before the project. • Restoration after the project.

10. Conclusions The purpose of this assessment is to determine the probable local travel routes and potential improvements required for delivery of major wind turbine components during the construction of the Allegany Wind Power Project for the purpose of determining potential environmental impacts. A number of intersection and segment improvements have been identified. A logistics firm and/or transportation provider experienced with oversized loads will be engaged in the final routing and permit process.
