3. Report of the main results of the Roundtable
The “Workshop on Commons governance and sustainable use” was organized by the
University of Córdoba within the framework of the “Sustainable Land Management
Network - SULANET” project during the 20th and 21st March, 2018. The event took
place in a different place each day (on the Campus of Rabanales and on the Faculty of
Law and Business and Economic Sciences), aiming to involve as many attendants as
possible from different graduate and postgraduate studies.
This Workshop was meant to be a continuation of the work and debates opened last year
in the “Seminar on commons and communal properties: new and old tools for a
sustainable land management” organized within the framework of the SULANET
project, too, which took place on April, 18th 2017.
On this occasion, five different speakers with very different backgrounds and from
different fields were invited to participate in the workshop, which was intended to be an
interdisciplinary event, once again. Every conference was focused on a different aspect
of “commons”. Nevertheless, the all of them specifically faced some of the challenges
posed by the sustainable use of the land.
In the opening session, Prof. Dr. Antonio Ortega Santos, from the Department of
Contemporary History of the University of Granada, shared the main results of the
project “Mediterranean mountainous landscapes: an historical approach to cultural
heritage based on traditional agrosystem - MEMOLA”, funded by the FP7 of the
European Commission. He exposed some of the activities carried out in Sierra Nevada
(Granada) linked to the recovery of traditional irrigation systems that have been
abandoned for several decades.
On his turn, Dr. Alberto Bernabé Salgueiro proposed an explanation of the commons
from an anthropological point of view and, more specifically, from the point of view of
the local communities.
On the second day, Calixto Escariz, expert lawyer, exposed the legal regime of the
forests exploited by local communities and pointed out the differences between several
types of legal ownership. He also explained the intricacies of the legal procedure
allowing claiming the collective ownership of these forests.
In the second place, Sergio Couto, from the TICCA Consortium, stressed the
importance of the Governance model in the conservation of land, natural resources and
other commons.
Finally, Marcos Celeiro, from the Comunidad de Vilar, shared the real experience of a
local community that owns common forests which are directly exploited by the
members of the community according to traditional rules.
Every presentation was followed by a round of questions and answers, which made
possible for the public to take part in the debate.
