• The network meeting is historic in that it is the first ever to include representatives of all squarely systemically reforming (Type II) mental health commissions (MHC) in the world today, possibly excepting California’s MHSOAC, which is predominantly though not solely a Type II MHC.

Australia established National Mental Health Commission (NMHC) on 23 January 2012

The NMHC is established to oversee Australia’s mental health system and use this perspective to provide advice to Governments to inform policy directions. It will not be assuming responsibility for service provision or policy and program implementation. The Commission will not be a fund-holding body.

Developing a Report Card Australia’s first Report Card on Mental Health and Suicide Prevention
Strategic Plan 2012-13 was released 1st August 2012.

• NZ MHC was the first Type 2 (system-focused reforming) Mental Health Commission in the world
• After 16 years in operation, the NZ Commission was disestablished on 30 June 2012. The role of Mental Health Commissioner has now moved under the aegis of the Health and Disability Complaints Commission.

The Canadian Commission was about to celebrate its 5th anniversary in September 2012. The commission operates with federal funding but at arm’s length from government, avoiding use of the term advocacy in favour of describing its own role to be that of trusted advisor.

The Commission had three key areas of interest :
Housing (“Chez Soi” program) - An extensive application of the “Housing First” program of social housing across several Canadian cities offering housing to up to 1000 people.
Stigma - The Opening Minds campaign is underway and attracted 1000 attendees to an international conference, whereas only a few hundred had been expected initially. This campaign particularly focuses on children and youth, overly stigmatizing general & mental health professionals and the media

Knowledge Exchange Centre - A mechanism designed to assist in getting evidence into practice. The Commission worked with the IIMHL to establish the International Knowledge Exchange Network (IKEN) : https://kec.mentalhealthcommission.ca/communities_initiatives/ikenmh/steering-committee
The strategy had raised expectations about the Commission and mental health reform, a challenge in the light of recent budget cuts. The Canadian Commission would shortly be releasing psychiatric safety standards for workplaces and a publication designed to make the case for investment in mental health promotion and related activities.

Hong Kong Learning about the evolving role of mental health
commissions with a view to determining the potential of such an entity in driving mental health reform in Hong Kong.
Exploring the possible role of and advocating for a
MHC as a potential key driver of such reform.
