Dear RRR Residents,It is the end of another year and your RRR Board of Directors has made

Our new community manager, Kiel McElroy, with Spectrum Association Management has been sensitive and attentive to all of our needs and requests and worked tirelessly to bring our community on line. For that we are very grateful.

It takes volunteers to run our Home Owners Association, and next month will be our 20th Annual Meeting! We rotate every other year with two and three positions for the members of the Board of Directors along with several committees to help our subdivision run smoothly and save money. Everything we do on our own, helps save HOA $$$ by not hiring an outside company or paying our management company to do it.

This coming year there will be three positions on the board open to any of you who feel you can donate your time and energy in helping make RRR a better place to live. We also have a pool, landscaping and social committee which all need volunteers. If you are interested in getting involved in your community, this is a great place to start.

Please consider running for the board at our next annual meeting this coming January! The position is for two years and might be the best decision you have made in a long time! Getting to know your community, helping resolve issues, and improving our subdivision can be very rewarding. I know! Hello Enclave Residents!There is both bad news and good news to report from the

Enclave’s Fall Clean Up Day. The bad news is the turn out by residents was extremely low. The good news is that our volunteers from National Junior Honor Society from Ridgeview Middle School were good natured and a great help. Otherwise, we had the least amount of garbage to pick up since the Board started this event. So, thank you for doing your part on a day to day basis – it makes the Enclave a cleaner neighborhood in which we live. The next Clean Up Day is tentatively scheduled for Saturday, March 29, 2014.

In the last newsletter, it was mentioned that the Board of Directors was voting to address the funding of the resealing of the Enclave Roads. For those of you who are new to our small community within a community, we own the roads because of the gates and the width of the streets. Therefore, the City of Round Rock nor Williamson County will have nothing to do with our road maintenance. This puts the burden on homeowners. So for 2014, you can expect to see a dramatic increase in the Enclave’s HOA dues. A letter should be coming out with the next billing from PAMco. As of this writing, The City of Round Rock has imposed mandatory water restrictions. In December, you should not be doing much watering. If you feel the need to water, note that Texas A&M Agrilife Extension for Williamson County recommends watering an established lawn every 4 to 5 weeks during the dormant period if adequate rainfall does not occur. If you choose to water more frequently, please see the City’s website for your watering days/times:

As a reminder, our Friends at PAMco, the Enclave’s management company, are sponsoring a Holiday Lights Contest with 2x$50 gift cards as prizes. Judging will take place on or around December 16th. Like our property inspections, we will not know exactly when they are coming – but they are coming!! The Judges will consist of Doug’s children who are looking for something creative – not the “Clark Griswold” type of lighting. Homes with any kind of Holiday lighting/decoration will be considered. (Hint: Doug has indicated his kids like the color purple and princesses) This contest is only open to Residents of the Enclave @ Round Rock Ranch, a.k.a., Round Rock Ranch PUD#13 = all homes on Rosenborough and Briarton only.

In an effort to better ensure that access to the pool areas at Round Rock Ranch is restricted to current homeowners and residents, the Board of Directors requested for Spectrum to complete a purge of the pool card access system following the end of the 2013 pool season. As a result, all homeowners and residents will be required to have their pool cards registered and reactivated in order to be able to access the pool areas during the 2014 and subsequent pool seasons.

In order to have pool cards registered and reactivated, homeowners will need to provide their name, address, and pool card number(s) through any of the following means.

1. Send an email to [email protected]. (Recommended)

2. Send an email to [email protected]. Call Spectrum at 512-834-3900 and ask to speak with,

or leave a voicemail for, the Community Manager for Round Rock Ranch.

In addition, homeowners will be required to complete and return the required pool release and indemnification form to Spectrum. This form is available through www.roundrockranch.com in the Forms and Applications section. It is also available

Pool Card Reactivationto homeowners through their online account with Spectrum, in the Documents section.

Pool cards will only be activated for homeowners of record with the Association. If a renter of a home is requesting for the activation of pool cards they will need to provide a copy of their current lease showing that they are the current renter of the home. Please note, cards will only be activated if the owner is current on HOA dues. If you are not current on dues, you may still wish to get your card number on file so that they can be easily enabled when your account is current.

In the instance that a homeowner is unable to read the number on their pool card(s), the homeowner will be eligible to obtain a replacement card(s) at no cost. We will have a key exchange table at our annual meeting in January for your convenience. You may also mail in the illegible pool card(s) in order to receive a new card(s), or you may visit Spectrum’s office during regular business hours to exchange card(s).

The newsletter editor received an anonymous compliment this month. Below is what the compliment said.

I do not know who this couple is, nor do I know where they live in the RRR HOA. However, I saw them walking their dog the other day and noticed that he had a scooper and a (waste/trash) bag ... and she had a ‘reach and grab’ pick up stick and a trash bag. They were collecting any and all trash (including others’ dog waste) in the grassy areas along the sidewalk. I snapped a quick picture as I was driving by.

Compliments go out to this great couple doing their part to keep our neighborhood nice and clean. It takes everyone. If you know or see this couple out and about, give them a big THANK YOU for doing what they do.

Her favorite thing to do is go for a ride in the car , a Spa Day at the groomers, and loves to have her belly rubbed. She is sweet and funny always making her owners laugh.

Homeowner Open Forum :• A homeowner indicated her concerns about having

received 5 letters from the management company concerning various property upkeep issues. C.Goss indicated that she was not targeted for this. Over 400 similar letters were sent to homeowners. For several years, the previous management companies were not enforcing property maintenance, which has lead to an overall decline in the appearance of the neighborhood. This situation should improve as homeowners correct the problems.

Financial Review and Treasurer’s Report• C.Goss reported that the HOA Bank account as of 9/30/13

has a total of $38,095 after adjusting for un-cleared items and the Reserve account totals $119,376 after the $10,000 transfer was made in September. Unexpected expenditures have decreased over the last few months.

K. McElroy indicated that the HOA Accounts Receivable as of October 25 is $74,047.35, which is a decrease of $4378.66

since the end of August. This is a good trend. Since Aug 31, there were 185 owners that were $100 or more past due. As of October 25, that number has come down to 136.

Old Business• Amenity Center Monitoring Cameras: This is budgeted for

next year, so it will not be purchased until then.• Pool Cards – Off-Season Programming: K. McElroy will

place an article in each newsletter through the end of the year and a notice in the mailings of the new coupon books and Annual Meeting Notice about turning off the existing pool cards and reprogramming them before the next pool season.

• 2014 Budget – Review: C.Goss said the new budget includes more realistic estimates of costs and includes an increase in assessment of $1.00. This will produce a 3% increase in revenue. Board voted unanimously to approve the 2014 annual budget along with the $1.00 increase in monthly assessment.

New Business• Policy Resolutions – Updates following 2013 Legislative

Session• Spectrum has updated its documents to comply with 2013

State Legislative changes to policy resolutions. The list of 14

amended policy documents were approved by the Board by unanimous vote.

• Forced Maintenance Resolution (Includes grass, weeds, gutters, siding, improvements, vegetation, fences)

• 1st Report : 10 days to correct• 2nd Report : 10 days to correct• If unresolved, then HOA will contract to have violation

corrected after Board vote.

• The Board voted unanimously to approve the Forced Maintenance Resolution.

Fence Repairs – Gattis Pool and Miscellaneous Pickets• The Board approved repairs to be made by Viking Fence.Apache Trail Battery Operated Sprinkler Controllers• The Board approved unanimously to have these controllers

replaced with the proposal from Proscape.Fall / Winter Planting• We will move ahead on plantings of the flower beds along
