Scotty Hancock and the CRIMINAL JUSTICE
FOUNDATION
Scotty Hancock served in
the U.S. Army and was work-
ing for the Floyd County Sher-
riff, Tim Burkhalter, when he became the first recipient of
Rome Rotary’s $1,500 Criminal
Justice Scholarship.
It helped him earn a two-year Associate’s Degree in Criminal Justice at
Georgia Highlands College and provided the impe-
tus to go on to BA and MA degrees in management

Hancockthree jobs. He said that Sherriff Burkholter told him he needed more
education to advance just at the time the Rome Rotary Criminal Justice Scholar-
ship Foundation was created. He credits Rome Rotary with getting him on the
road to his advancement and accomplishments. “How can I ask my children to do
something I haven’t done?” in regard to their going to college.“
Mr. Hancock is now Director of the Floyd County Emergency Management Agency and
has won almost every award in sight for his work, both professionally and within the commu-
nity. He was elected EMA Director of the Year by his peers.
Rome Rotarian Greg Sumner was one of the founders of the Community Criminal Jus-
tice Scholarship Foundation which gives a barbeque honoring all law enforcement members
annually. This year’s $1,500 scholarship was presented to Georgia Highlands College and the
Foundation by President Janice Wright and was in honor of former Chief Justice of the Geor-
gia Supreme Court and Rome Rotarian, Norman Fletcher.
Perhaps Mr. Hancock’s greatest success will be the completion of the Floyd County
communications’ radio towers. Currently, all police, fire and emergency personnel use differ-
ent radio systems that are old and run on a single tower on Mount Alto.
A SPLOST product that created 600 jobs, the new communications system has been a
massive undertaking. The $27 million state-of-the-art digital radio system will have 10 towers
scattered around the county when it is completed in January, 2013. The coverage has multiple
redundancies built in so every part of the county and all the services can stay in touch with
each other.
Mr. Hancock says, “We have learned a lot. Towers are starting to go up and shipments
of equipment are on the way.” Never one to overlook all opportunities, he reports there will be
plenty of room on those towers to rent space to cellular companies.

an F-2 tornado hit Rome and
Floyd County. Six busi-
nesses and 23 homes were
badly damaged. This storm
was one of two of such size
in one year. Mr. Hancock
and the EMA were invaluable
in dealing with the damage
and the citizens affected.

GRSP STORIES—SARA J. HONDROU Australia — University of Georgia It's true; this year really has been one of the best years of my life. I really can't express how thankful I am to Athens Rotary Club and the whole pro-gram for giving me this amazing opportu-nity. It really is a once in a life time ex-perience. I have met so many amazing people throughout the year, each who have had their own impact on me. They have all helped me grow as a person and opened my eyes to other possibilities. All the students this year have been amazing. We all get along so well and although we come from different back-grounds and cultures, we are all so similar. I know that I have made friends for life here and I can't wait to travel and see where they all come from. My host family here has been incredible. I cannot thank them enough for what they have done. Deborah is one of the most amazing people I have ever met, her energy is just awesome and she has done so much for me this year, more than I think a host family is supposed to do! She has taken me to parts of America that I didn't think I would get to see and happily invites me to so many of her events which are always a lot of fun. Deb and Peter let me into their home and made me feel comfortable straight away. They both have busy lives so I really appreciate what they have done for me this year, giving up their time to make this a great experience. I know that I will be close with them forever and it will be very hard to leave them. Living in America has been so much fun. A lot of aspects are the same as home but then there are parts that are completely different. I love the southern hospitality. Everyone is so welcoming and kind, which is not something you find just anywhere! I'll admit that adjusting when I first came here was difficult, I wasn't used to sharing a room and not having a car but everyone here helped me through and I am very thankful for that, especially for all the lifts people have given me! The American college life has been like nothing else. It is very different to University back home. I have attended UGA this year and I love it. The spirit of the school is something else. Everyone gets into the sports and events going on around campus and I just love the real college feel that the school has to it. I have come to like American football and I am now a proud supporter of the Dawgs. I can't wait to see how they do this season. America is so huge that I will definitely need to come back to explore more but all the places I have been I have enjoyed tremendous amounts; I can't wait to see more of America. I am going to miss it here very much. This second semester has gone way to fast and I really wish I could stay longer but I am looking forward to the next stage of my life. I want to thank the GRSP program for everything, all the weekends and lovely Rotarians for letting us stay in their homes and all the Rotarians that let me into their lives. I also want to let all the other GRSP's know how much I will miss them and can't wait to reunite one day, we all know it will always be amazing if we are just all together! It really has been in-credible.

Since Rotary e-club has changed its site, I’m getting very few make-ups from
members. Before the average was five to ten a week; that’s dropped to one or
two. Either few are worried about attendance or they are not getting to me.
