The U.S. Maritime Administration is the agency within the U.S. Department of Transportation dealing with waterborne transportation. Its programs promote the use of water borne transportation and its seamless integration with other segments of the transportation system, and the viability of the U.S. merchant marine. MARAD works in many areas involving ships and shipping, shipbuilding, port operations, vessel operations, national security, environment, and safety. Fire Safety Guidelines for Holiday Displays The following are suggested guidelines for the arrangements of displays and decorations in federally occupied buildings. Decorations and displays within assigned space shall conform to the general use of space as appropriate. Where large groups of persons are expected to view displays, adequate provisions shall be made for emergency egress. Decorations and displays shall not involve lighted candles or other open flame or high heat producing devices. Except as noted in the paragraphs below, all decorations and displays in corridors, lobbies, or other public spaces and in cafeterias, auditoriums, or other places of assembly shall be constructed of noncombustible or flame-retardant materials and kept completely free and clear of any exit or access to an exit. Limited amounts of combustible or flammable materials shall be permitted for small displays or for elements in larger size displays were such materials do not present concerns for the occurrence or spread of a fire. Traditional Christmas decorations on office doors may contain limited amounts of combustible or flammable materials Noncombustible artificial Christmas trees are permitted in any size provided they do not interfere with any exit or access to an exit. Natural Christmas trees less than 4 feet in height may be brought into buildings for not more than 2 weeks provided they stand in water and are clear of any exit or exit lobbies. The property manager may permit the use of a natural Christmas tree exceeding 4 feet in height provided: The tree stands in water, The position of the tree is clear of exit routes by a distance equal to the height of the tree plus 6 feet, There are no other combustibles in the area likely to be ignited by fire in the tree, The maximum height of the tree does not exceed two/thirds of the ceiling height and, The tree is sprayed with an approved non-toxic flame retardant coating. Fire Alarm Replacement The building-wide project to update the fire alarm system is coming to completion. We thank you for your continued cooperation as we work to upgrade this vital system. 2nd Floor Conference Center Upgrades We are in the process of completing carpet replacements in conference rooms A, B, and C. Once completed, our rooms will have a vibrant and professional look to support your group session needs.

Calendar of Events

Know Your Occupancy Emergency Plan Each Courthouse and Federal Building is required to have an Occupancy Emergency Plan (OEP), to respond to any conceivable emergency and support the execution of Continuation of Operations Plans activities.

These plans are meticulously developed specifically for each building, in coordination with emergency preparedness professionals and are routinely inspected by regional safety personnel for effectiveness. In an emergency situation, your building manager will follow the OEP and coordinate with first responders to manage the situation. To get a copy of your building’s OEP, please contact your building manager.

So what is your role as a building tenant during an emergency situation?

Don’t panic. Instead follow your floor warden’s or first responders’ (police, fire department) instructions carefully.

If asked to evacuate, do so calmly and in an orderly manner. If able to do so safely, secure all confidential/classified matters and assist those in need .

Ten years ago, hours after Hurricane Katrina made landfall and went on to devastate the New Orleans and the U.S. Gulf Coast region, GSA coordinated efforts with emergency response agencies to provide more than $1 billion in supplies and services to the hardest hit areas and dispatch staff to assist in the recovery effort. The storm, which would become the costliest natural disaster and fifth deadliest in our nation’s history tested our collective resilience and reminded us about the importance of being prepared for emergencies.

In the years following Hurricane Katrina, GSA has worked diligently to build and sustain a comprehensive preparedness plan and identified ways to be more responsive to our customers during natural disasters. For example, GSA’s Disaster Relief Program provides federal state and local agencies with emergency related supplies, equipment and services. From transforming

our agency to accommodate a more mobile workforce, able to continue working from virtually anywhere, to positioning ourselves to better provide solutions and connect with our agency partners to coordinate an emergency response, GSA’s Office of Mission Assurance stands ready to face any challenge.

This year, with many meteorologists predicting the strongest El Niño since 1998, our region could expect abnormally heavy rain falls and potentially face the threat of flash floods and land slides that often accompany this weather phenomenon. I invite you to join me and take this opportunity to update your emergency plan and take stock of your supplies. If you don’t already have a plan or emergency kit, please read the article on page 3 or go to ready.gov/ to get helpful tips and hits on making sure that you too are prepared for an emergency.

Emergency Preparedness Kit & Plan By their nature, natural disasters and other emergencies, are unpredictable. However, here are a few practical and easy tips to prepare yourself and your family:

1. Have a Communications Plan - Make sure your family knows what to do get in touch with each other if you’re not all together during an emergency. Also, have a designated out-of-state point of contact and meet up location if you can’t or it’s unsafe to meet back home.

2. Make a Preparedness Kit - A well stocked emergency supply kit should have enough provisions to last you at least 3 days. It should include a first aid kit, medication, copy of important documents, batteries, cell phone charger, radio, cash, clothes, blanket, fire extinguisher, matches, personal toiletries, food, water, flashlight and a wrench or plier to turn off utilities. If you have pets, ensure that you are also

packing emergency supplies for them as well. Remember a little planning now, will pay off large dividends during an emergency. For a FEMA list of emergency supplies go to go.usa.gov/3SnWA.

3. Heed Evacuation Orders - Wildfires, tsunamis and earthquakes may all call for evacuation orders by emergency personnel. For your safety and wellbeing, follow their instructions and evacuate in a calm and controlled fashion. Yearly, lives are needlessly lost by people who failed to follow such warnings. In emergencies, every minute counts and your life is more valuable than physical possessions and property.

4. Stay Alert - Being informed of local weather conditions can help you monitor potential emergencies like flash flooding and landslides. For more emergency preparedness resources and tips for preparing yourself and your

Message from the Property Manager Protests in Oakland When there is the potential for protests to impact the building, the Federal Protective Service (FPS) may determine the need to restrict access. In coordination with the FPS and Designated Official, we do our best to keep tenants informed during these situations, but it can be difficult to know the risks that protests could impose. GSA uses the tenant information we have on file to notify occupants, so it is important for us to have current information for each tenant agency. Please contact our office to verify and/or update the point-of-contact (POC) information for your agency. We ask that POCs convey GSA notifications to their affected personnel onsite, and to ensure there is a backup for doing so when the POC is on leave. In addition to contacting the GSA office, tenants can call the Building Information Line, at (510) 637-1301, to check the status of building operations.

No Smoking 5th Floor North Tower Balcony

Just a friendly reminder that smoking on the 5th floor, North Tower Balcony, is not allowed. Please utilize the 5th floor, South Tower Balcony, designated smoking area and ensure that all smoking is done no closer than 25 feet from any doorways or openings around the building. Elevator Re-Carpeting

We are completing re-carpeting of elevator cabs in the conference center , and the north and south tower. We appreciate your cooperation as contractors work to complete this action. Removal of ATM Machines

Due to low usage and high cost for maintenance, PATELCO has decided to remove their ATM machines from our 5th floor main hall in the north and south towers . PATELCO apologizes for the inconvenience. ATM machines are available along the 13th street City Center pedestrian cause way.
