8 INTERNATIONAL RESEARCH & OPINION Role for community phannacists in drug fonnulaty development Community pharmacists play an integral part in the successful development of general practice drug formularies, according to the findings of project conducted at Brent and Harrow Family Health Services Authority (FHSA) in the UK. Formulary development within the FHSA was initially considered 7 years ago as an approach to encourage rational and cost-effective prescribing practices. However, because of variations between individual general practices and their populations, it was decided to focus on the needs of individual practices, rather than generalise across the FHSA population. Agreement by all healthcare providers The formulary project, which was first developed in 1991, involves pharmaceutical advisors and community pharmacists working together with general practitioners to compile and continually update practice formularies. The formularies comprise comprehensive disease management guidelines, including drug therapy, rather than simply lists of preferred medicines. Drug formularies have been constructed using the following steps. Agree on criteria for selecting drugs, based on efficacy, appropriateness, acceptability, safety and economy. Identify general practitioners' current prescribing practices, based on Prescribing Analysis and CosT (PACT) data and repeat prescribing practices. Consider local hospital policies and treatment guidelines. Reach an agreement or consensus on the formulary decisions. Agree on the how changes to prescribing practices should be implemented. Review prescribing practices on a regular basis to ensure that formulary guidelines are being adhered to. 'Ongoing monitoring of prescribing data and drug expenditure has provided strong evidence that this initiative has improved the quality of prescribing by GPs and contributed greatly to cost containment', concludes Anna Jenkins, a pharmaceutical advisor at the Brent and Harrow FHSA.
