As per G.O. Ms No.86 dt.03-03-2006, parking area for schools,

colleges and other educational buildings is 30% against total built up

area of the school in GHMC limits, and 20% for other municipalities

Schools having large open spaces should open the gates and allow

the parking inside

Schools not having open space, to look for leased open land nearby

They should erect sufficient number of traffic signage boards/Zebra

crossings at their school premises for effective regulation of school

traffic

concerned school managements should plan for staggering of

school opening as well as closing timings.

Guidelines to be strictly followed for carrying school children to and from

schools in different categories of Contract Carriages like motor

cabs / maxi-cabs / omni buses etc.

Hon’ble Supreme Court of India was pleased to issue elaborate instructions in

W.P. (Civil) 13029 of 1985 regarding steps to be taken for transport of school

children to and from schools in school buses. In view of the said orders of

Hon’ble Supreme Court of India, the following guidelines are being issued for

carrying school children to and from schools in different categories of motor

cabs / maxi-cabs / Omni buses etc. :

1. There must be appropriate permit for the vehicle issued by

competent authority as ‘passenger transport vehicle’.

2. ‘On School Duty’ must be permanently written on the back and

front of every vehicle carrying such school children.

3. No such vehicle shall carry children in excess of its permitted

seating capacity. No child should be allowed to sit on the lap of

others, if any.

4. There must be a First-aid box and drinking water strictly in the

vehicle.

5. The seat belts, wherever applicable, must be fastened properly.

6. School name and telephone no. must be displayed.

7. Every vehicle for carrying school children must be driven by a

driver, who has minimum 5 years of experience in driving such

categories of vehicles and must not have any record of previous

traffic offences.

8. Whenever a contract carriage is used for carrying school children,

the owner of the vehicle must give intimation to the O.C. of local

police station as well as to D.C. (Traffic), / S.P. of the district

indicating the name of the driver and particulars of the vehicle etc.

9. There must be an attendant in every such vehicle to ensure safe

travel of the children and render adequate assistance for safe

embarking and dis-embarking of the children.

AMENDMENT

(4) In rule 185 of the said rules, after clause (f), the following clause, shall be inserted,

namely: (g) Additional conditions for the Educational Buses ( Both schools & Colleges) :

1. School/Colleges name with address, telephone number shall be displayed on the vehicle.

2. The age of the driver appointed, shall not be more than 60 years/ shall maintain a health card for each driver

3. The management shall appoint the driver who have minimum 5 years of experience and get the license particulars verified with the concerned RTA offices to confirm genuineness.

4. The vehicle shall be inspected by the principal and the parents committee every month to verify the mechanical condition and maintain its separate register and a complaint book.

5. An Emergency exit shall be provided in the vehicle and the words “ EMERGENCY EXIT ” shall be displayed prominently in the vehicle.

6. Provide suitable parking place and embark or disembark within the school premises.

7. The vehicle shall carry a complete list with address particular.8. The bus shall have one fire extinguisher. 9 The vehicle shall have amber flashing lights on the top of the four

corners.10. The vehicle shall have a board “ SCHOOL BUS” OR “COLLEGE BUS ” in

prescribe form.11. The Driver shall undergo one day refresher training course

organized by JTC/DTC/RTO.12. The doors with safe locking/ windows horizontal bars with gap not

exceeding 31 cm.13. At least one spare bus for every 10 buses.14. Road safety classes every year for the student in consultation with

Transport department, Police department.15. The first step of the foot board at a height of not exceeding 325

mm and provide hand rails along the steps.16.One teacher and a parent to travel in the bus from the starting point

to end point every day by turns and see that safe embarking and disembarking is taken place.

Date: 17-07-2019 PRESS NOTE

Today i.e., on 17th July 2019 Hyderabad Traffic Police conducted a meeting

with the school Managements, Parents and other Stake Holders at Ravindra Bharathi,

Lakdi-ka-Pool, Hyderabad for ensuring safety of students during their travel to and from

schools.

In this august programme, Sri. Anjani Kumar, IPS., Commissioner of Police,

Hyderabad City Police delivered keynote address on Road Safety. Addressing the gathering

CP, Hyderabad City told that Hyderabad Traffic Police is organizing

the necessity of observance of Traffic Rules and Regulation by School Managements,

Parents and Drivers to safe guard the safety of school going children. C.P., Hyderabad City

emphasized on strict observance of Motor Vehicle Rules and requested all the

Managements and Parents to impart traffic education to students from their childhood

itself as they are the future of our country.

Sri. Sunil Sharma, IAS., Principal Secretary Transport & R&B, Smt. Amrapali

Kata, IAS., Addl. Commissioner GHMC, Hyderabad, Sri. K.S. Khan, RM, TSRTC, Sri.

Panduranga Naik, Joint Transport Commissioner attended the programme on this occasion

delivered valuable speeches. Telugu Film Actor Sri Manchu Vishnu attended as a special

guest and addressed the gathering and delivered a motivational lecture on road safety and

how safety measures save precious lives if everyone wear helmets and seat belts. He

requested all school children to respect their parents, teachers and elders and follow traffic

rules from their childhood. All the distinguished guests emphasized for adherence and

following of Traffic Rules for safety of children and their transportation to schools, the role

of drivers in safe transportation, safety precautions by school managements etc.

Sri. L.S. Chowhan, IPS, DCP (Traffic-I) welcomed the guests and the

gathering. This Awareness Programme was presided over by Sri. Anil Kumar IPS., Addl. CP,

Traffic, Hyderabad. Sri. A. Bhaskar., Addl. DCP(Traffic-I) presented Power Point

Presentation on Road Safety precautions, which should be taken by School Managements,

Drivers and Parents. Through this presentation Hyderabad Traffic Police requested all the

stake holders to take necessary steps to ensure the safety of transport of School going

Children. Addl. CP, Traffic told the audience that this year so far 5138 cases were booked

against the vehicles carrying school children. He advised the drivers not to drive in

drunken condition. He reiterated the instructions issued by Hon’ble Supreme Court

regarding school children carrying vehicles. All such vehicles must have fitness certificates.

Later in the programme, Sri. Anil Kumar IPS., Addl. CP, Traffic, Hyderabad had an

interaction with the school managements and answered all their queries regarding the

change of school timings, diversion of traffic, illegal parking, placing of signages and Zebra

Line markings etc. He ensured that these matters will be taken up with the concerned

authorities. Sri. K. Babu Rao, DCP (Traffic-II) proposed vote of thanks.

In this awareness programme 560 representatives from School

Managements, 100 auto drivers of 10 unions, 500 school children and 640 parents and (all

together 1800 persons) from different parts of the city participated. Hyderabad Traffic

Police will cover maximum number of schools this year and will conduct more programmes

in schools in future to bring awareness among school managements and students. In last

academic year 2018 – 2019, Hyderabad Traffic Police covered 2,67,000 students.
