Project Data A Road Safety Audit for the intersection of Boston Worcester Turnpike (Route 9) and Lyman Street was held on July 18, 2012 at the Department of Public Works in Westborough, MA. As indicated in Table 1, the audit team consisted of representatives from State, Regional and Local agencies and included a cross-section of engineering, planning and emergency response expertise.

Background The Federal Highway Administration defines a Road Safety Audit (RSA) as the formal safety
examination of an existing or future road or intersection by an independent, multidisciplinary team. The purpose of an RSA is to identify potential safety issues and possible opportunities for safety
improvements considering all roadway users. A Road Safety Audit was scheduled for the intersection of Boston Worcester Turnpike (Route 9) and Lyman Street as required by MassDOT Highway Safety Improvement Program (HSIP) guidelines. The intersection has been identified as a high crash location in the Central Massachusetts Regional Planning Commission (CMRPC) region and is scheduled to be reconstructed in 2015 by the MassDOT Highway Division potentially using HSIP funds (Project File No. 604864). 25% design plans for the project were submitted to MassDOT in 2011, and the general scope of the proposed improvements was discussed at the audit. The RSA is intended to identify potential short and long term safety improvements that can be made at the intersection, which can then be incorporated into the planned reconstruction project to the greatest extent practicable.
Project Description The intersection of Boston Worcester Turnpike (Route 9) and Lyman Street, shown in Figure 1, is located in the north-central portion of Westborough. Route 9 is under MassDOT jurisdiction and is functionally classified as a Principal Arterial, while Lyman Street is under local jurisdiction and is classified as an Urban Collector. Route 9 is an important regional roadway, providing access from Westborough to Shrewsbury and Worcester to the west and to Framingham, Natick and ultimately Boston to the east. Lyman Street is a north-south roadway that provides access to Northborough to the north and connects to East Main Street (Route 30) approximately 2,000 feet south of Route 9, with Route 30 providing access to the town center of Westborough.
Route 9 and Lyman Street form a 4-way intersection under traffic signal control. Route 9 eastbound generally provides two through lanes, which expands to four lanes at Lyman Street with a left turn lane, two through lanes, and a shared through-right lane. The shared through-right lane begins approximately 800 feet in advance of Lyman Street in advance of several commercial driveways near the intersection. The three eastbound through lanes continue for approximately 1,500 feet beyond Lyman Street before a lane merge back to two lanes. Route 9 westbound provides a similar cross-section, with a left turn lane, two through lanes, and a shared through-right lane. The westbound shared through-right lane begins

approximately 850 feet in advance of Lyman Street and also provides access to several commercial driveways near the intersection. The three westbound lanes continue for approximately 700 feet beyond Lyman Street before a lane merge back to two lanes. The widened intersection approaches provide a striped edge line between two and four feet in width on Route 9, and no shoulders or edge lines on Lyman Street. Route 9 is median divided along its entirety, with a concrete barrier creating the median separation in the vicinity of Lyman Street. Guardrail and a crash cushion form the nose of the median at Lyman Street, and a small flush cobblestone area is provided to guide turning and U-turning vehicles. A widened pavement area is provided on the westbound departure side of the intersection for eastbound to westbound u-turns, but is not provided on the eastbound side for westbound to eastbound u-turns.
Lyman Street north of the intersection provides one lane in each direction, which widens to a two lane approach for approximately 200 feet in advance of Route 9 with a left lane and a shared through-right lane. Lyman Street south of the intersection between Route 9 and Route 30 provides one through lane in each direction, with left turn lanes provided to access commercial properties along the corridor. The approach at Route 9 provides three lanes – a left lane, a through lane, and a shared through-right lane. Observations on the day of the audit reveal that the right lane acts as a de facto right turn lane.
The traffic signal operates with exclusive left turn phases for Route 9, and protected/permissive left turn phasing for Lyman Street. No pedestrian pushbuttons or pedestrian signals are provided. No sidewalks are provided along Route 9 or Lyman Street, and no crosswalks are provided at the intersection.
Land use in the area is primarily commercial, with residences along Lyman Street north of the intersection. Figure 2 below illustrates the specific businesses immediately adjacent to the intersection.

Crash data were provided by the Westborough Police Department and summarized by MassDOT, showing a total of 88 reported and police documented crashes at the intersection within the period from January 2009 to December 2011. The data summary and collision diagram include additional data from the time period that was not included in the background information distributed to the audit team in advance of the audit. Crashes documented by operators only were not reviewed. The crash summary shows that 49% of the crashes were rear-end crashes. A closer review of the collision diagram shows that 19 rear-end crashes occurred on Route 9 eastbound, 12 occurred on Route 9 westbound, four on Lyman Street northbound and four on Lyman Street southbound. The majority of rear-end crashes did not involve an injury, indicating that these are likely low speed, low impact crashes. This may be the result of traffic congestion and driver frustration, where a driver accelerates in anticipation of a driver in front of them moving, or where a driver in queue accelerates at the beginning of the yellow clearance phase expecting the driver in front of them to also clear the signal during the yellow phase. It may also be the result of following drivers not anticipating a driver slowing to turn into a commercial driveway or stopping to let another vehicle exit a commercial driveway.
Commercial driveways are a factor in the crash history of the intersection, with 26 angle crashes attributable to vehicles entering or exiting the commercial driveways immediately adjacent to the intersection. Of specific note are the Mobil and Shell driveways onto the south leg of Lyman Street, where 13 crashes occurred. A crash summary and collision diagram are included in the Appendix.
The intersection ranks 185th on MassDOT’s statewide list of Top Crash Intersections from 2007 to 2009. The MassDOT ranking is based on the number of crashes in MassDOT’s database which can be georeferenced to a cluster area around the intersection. This cluster area experienced 64 crashes in the three year period, with ten of the 64 crashes involving an injury. The ranking is based on a weighted system which calculates the Equivalent Property Damage Only (EPDO) rating of the intersection. Fatal crashes are weighted 10 times and injury crashes are weighted 5 times. There were no fatal crashes at the intersection in the period. It was noted during the audit that the intersection ranked 80th on the previous year’s ranking, representing data from 2006 to 2008.
Speed regulations maintained by MassDOT Highway Division establish a 45 MPH speed limit for Route 9 and a 30 mph speed limit for Lyman Street. Complete speed regulations are included in the Appendix.

Audit Observations Following a brief introduction to the RSA process and a summary of existing geometry, crash and speed regulation information, the audit participants were asked to discuss safety issues at the intersection of Boston Worcester Turnpike (Route 9) and Lyman Street. Audit participants then conducted a site visit as a group, at which time they offered observations on safety concerns and deficiencies. A summary of those major safety considerations is as follows:
Traffic Congestion & Signal Operation – Several safety issues were related to traffic congestion, signal phasing and driver behavior.
o Audit participants familiar with the intersection stated that the capacity of the intersection is strained during peak periods. Although no specific data were provided to the audit team, it was noted that long queues develop on the Lyman Street approaches, and that vehicles typically spill back beyond the available storage in the southbound direction. The history of rear-end crashes may be the result of more aggressive drivers in queue planning to go through the intersection during the yellow clearance phase when a vehicle in front of them stops.
o It was noted that right turns on red are restricted from the Lyman Street approaches, which contributes to queues because right turning vehicles must wait for a green indication.
o It was also noted that confusion exists over the protected/permissive operation of the Lyman Street left turns, and that drivers unfamiliar with the intersection may either wait for the protected turn or may assume that the left turn is protected during the permissive phase. This may be a factor in angle crashes involving turning vehicles.
o The existing queue storage on the southbound Lyman Street approach is inadequate and should be increased.
Lane Designation – The designation of the outside lane on Route 9 in each direction as a shared through-right lane may cause confusion and be a factor in rear-end and sideswipe crashes at the intersection. It was noted that the Route 9 corridor varies between two and three through lanes near Lyman Street, and that vehicles in the right lane may assume that they are in a continuous through lane when instead they have to merge back into another lane after traveling through the intersection. Conversely, traffic utilizing the lane as a through lane may not be expecting slowed and stopped traffic related to turning movements to and from adjacent businesses. This may be a factor in the significant history of angle crashes at commercial driveways.
Cut-through Traffic/Access to Abutting Properties – It was noted that right-turning vehicles that are prevented from making a right turn by a red signal and/or a stopped through vehicle utilize the commercial driveways on the corners as cut-throughs. This is possible with the Mobil station on the southwest corner, the Shell station on the southeast corner, and the Burger King on the northeast corner. This may also be a contributing factor in the significant history of angle crashes near

commercial driveways. It was noted that the Shell station installed video cameras to capture license plates and have the local police notify vehicle owners.
Pavement Markings - Pavement markings are faded at the intersection, which decreases visibility of defined lane use. This may be a factor in sideswipe crashes at the intersection.
Pedestrian Accommodation - Pedestrian signals are not provided at the intersection, which requires pedestrians to cross concurrently between gaps in traffic. Sidewalks and crosswalks are not provided at the intersection, but audit participants noted that pedestrians regularly cross the intersection, and one such crossing was observed during the audit. The pedestrian crossed the eastbound departure lanes, waited in the cobblestone area at the nose of the median, and then crossed the westbound approach lanes while westbound traffic was stopped. It should be noted that the median area is inadequate for pedestrian refuge.
Bicycle Accommodation – Existing shoulder widths are not adequate for bicycle travel, and no specific accommodations are provided as part of the existing traffic signal operation. A bicyclist was observed during the audit crossing the intersection at the same time and following the same pattern as the pedestrian described above.
Pavement Condition – Rutting and settlement of the pavement exists on the intersection approaches, potentially exacerbated by heavy vehicle traffic along Route 9.
Drainage/Ponding – It was noted that certain areas experienced ponding as a result of drainage deficiencies in the past, but that this situation was improved following a pavement overlay along Route 9.
Turning Radii – The curve radius exiting the Burger King driveway onto Lyman Street is inadequate, and there is evidence of vehicles driving over the asphalt berm and grass area at this driveway exit, as seen in the photo at right.
U-turn Area – The westbound-to-eastbound U-turn area is inadequate for large trucks to complete the turn.

Cobblestone Area – The cobblestone areas at the nose of the medians on Route 9 are in poor condition, with an uneven surface created by settlement and movement of the cobblestones.
Advance Street Name Signs – The lack of advance street name signs was noted as a safety issue, but following the audit it was confirmed that advanced street name signs are provided on both Route 9 approaches to Lyman Street.
Lane Control Signs - It was noted that the lack of lane control signage increases the potential for conflicts for approaching drivers, which may be a factor in rear-end and sideswipe crashes.

Potential Safety Enhancements After the site visit, audit participants returned to the meeting location, where a summary of the proposed design was presented and the audit team was asked to discuss the safety issues and consider improvements. Audit participants were encouraged to consider both short and long term improvements for each issue. Each improvement considered has been categorized as short-term, mid-term, or long-term based on the definitions shown in Table 2. Additionally, a cost category has been assigned to each improvement based on the parameters set forth in Table 2.

The following improvements were suggested by audit participants to improve safety issues associated with the intersection of Boston Worcester Turnpike (Route 9) and Lyman Street.
Reconstruct the intersection to add capacity. As previously discussed, the intersection is scheduled for reconstruction in 2015, potentially using HSIP funds. The proposed design was presented at the meeting and includes dual left turn lanes in both directions on Route 9 along with three through lanes, with the right lane shared for right turning vehicles. Several audit participants expressed concern that without dedicated right turn lanes, the proposed design fails to provide adequate capacity for right turns and may not address the safety issues created by conflicts with turning traffic. MassDOT will utilize methods outlined in the Highway Safety Manual to determine if dedicated right turn lanes can be expected to reduce crashes on the Route 9 approaches. The designer should continue discussions with MassDOT and the Town to determine the feasibility and appropriateness of dedicated right turn lanes. The proposed design features a dedicated left turn lane, a through lane, and a shared through-right lane for Lyman Street in both directions, with increased storage capacity for turning vehicles. Reconstruction of the intersection is a mid-term, high cost improvement.
Provide protected only operation for left turns from Lyman Street. The proposed design provides added storage capacity and provides split phasing for the northbound and southbound Lyman Street approaches. This will reduce conflicts and confusion that exist today because of the protected/permissive operation. This is a long-term improvement that is incorporated into the overall improvements planned at the intersection. A change to protected only or split phasing is not recommended in the short term, because the reduction in left turn capacity would only further exacerbate queuing concerns along Lyman Street.
Restrict exits from the Mobil driveway on Lyman Street to right turns only. The Mobil gas station on the southwest corner of the intersection has separate entrance and exit driveways on Route 9, and a wide driveway allowing both entry and exit onto Lyman Street. It is recommended that markings and signage be installed to restrict vehicles from turning left out of the Lyman Street driveway. Widening of the Lyman Street approaches will require a turning vehicle to traverse more lanes for site access

and egress, which may create additional concerns; however, entrance should still be allowed at this time, as this is the only way for a vehicle from Lyman Street to enter the gas station. This is a short-term, low cost improvement.
Reapply pavement markings. This is a short-term, medium cost improvement that will be accomplished as part of the planned reconstruction project.
Provide bicycle accommodation. It was noted that improvements at the intersection provide an 8' shoulder and bike lane along Route 9 with a minimum 4' shoulder along Lyman Street, which meets state standards for bicycle accommodation. The project should also include detection of bicycles as part of signal operation. This is a mid-term, high cost improvement.
Consider pedestrian accommodation. The observance of a pedestrian crossing on the day of the audit spurred a debate amongst audit participants over the need to provide crosswalks and a pedestrian phase. The presence of a pedestrian crossing in an area where there are no sidewalks may draw pedestrians to walk along roadways that do not safely accommodate them, while the occurrence of crossings under existing conditions demonstrates a need for pedestrian accommodations. This potential improvement should be further studied and discussed with MassDOT and the Town of Westborough.
Rehabilitate pavement. Rutting and settlement of pavement is visible at the intersection. The pavement should be rehabilitated along the corridor, with the appropriate method determined by the design engineer based on the results of subsurface exploration. This is a mid-term, high cost improvement which should be done as part of planned improvements.
Improve the turning radius exiting the Burger King driveway onto Lyman Street. The existing driveway radius is inadequate, as evidenced by damage to the asphalt berm and grass. This is a short-term, low cost improvement.
Increase the U-turn area adjacent to the eastbound departure lanes for westbound to eastbound U-turns. It was noted that the existing area is inadequate. Proposed modifications should include study of truck turning paths to ensure that enough room is provided for a large truck to make this U-turn. The existing area adjacent to the westbound departure lanes for eastbound to westbound U-turns should be retained or replaced in kind. This is a mid-term, high cost improvement which should be done as part of planned improvements.
Repair or replace the cobblestone area at the nose of the Route 9 medians. These areas should be repaired as a short term improvement. It was noted that the cobblestone will be removed as part of planned improvements and will be replaced with asphalt.
Install lane usage signage. It was suggested that additional lane control signage is needed for all approaches. It is recommended that R3-8 series graphical signs be provided. This is a potential short-term, low cost improvement that should also be included in planned improvements.

Summary of Road Safety Audit Table 3 summarizes potential recommendations discussed by the audit team. The recommendations are categorized based on the potential safety payoff, as well as by time frame and cost. The safety payoff is a qualitative judgment of the effectiveness of the potential safety improvements. Each recommendation has a responsibility assigned to it stating whether MassDOT or the Town of Westborough would be responsible for implementing the recommended improvement. “Project” refers to improvements that are assumed to be included or could reasonably be accommodated as part of planned improvements at the intersection. Costs provided for “Project” improvements are an order of magnitude estimate which estimates the cost of the improvement if completed independent of the project.
