H & S Road Safety Alert – Driving on gravel roads

Background

Driving is one of our high risk activities when performing work on Nokia Projects and in the month of July

we have had two (2) motor vehicle accidents; one in Lyambalya Ufipa (South Region) and one Kondoa

(Kilimanjaro Region).

Both accidents occurred on gravel roads and as such we want to encourage all drivers to take extra

precautions when driving on gravel roads.

When driving on gravel roads drivers must constantly evaluate the driving conditions and drive at a speed

that is generally safe for the prevailing conditions and not to exceeding 50km/hr.

The inherent route cause for both these incidents which occurred can be ascribed to one of the following:

Inadequate assessment of the risks and associated hazards

Travelling at speeds which are not safe for the road conditions.

Inexperience

Poor road conditions.

Driving is high risk activity and as such all Nokia employees and contractors have to implement

preventative measures to ensure that the risk is reduced and managed.

Action plan to avoid recurrence of vehicle accidents:

Increase driver safety awareness.

Drivers should take extra precautions when driving, ensure the following is done;

1. Vehicle Pre-ignition check is done and the checklist has been signed off

2. Journey Management plan has been done and signed off by line manager. (If travelling more

than 300km).

3. Ensure that the vehicle has been serviced in accordance with manufacturer’s specifications and

is defect free.

All drivers are to adhere to the Absolute rules related to driving

o Always wear seat belts when travelling in, or operating vehicles.

o Never work or operate a motor vehicle under the influence of substances (alcohol or drugs)

which are illegal or in excess of legal levels or where this impairs your ability to perform

tasks.

o Never exceed speed limits or travel at speeds which are dangerous for the type of road,

vehicle, or conditions.

o Never use a hand held phone whilst driving and only make calls by pulling over or using

hands free devices, when it is safe to do so.

o No passengers in the backs of Pick up Vans and trucks

o Always wear helmets when travelling on, or operating, a motorbike

The speed limit when travelling on gravel roads is hence forth not to exceed 50km/h.

All drivers to be medically fit to operate a motor vehicle

All drivers must be in possession of a valid driver’s license for the class and type of vehicle

All drivers have done 4x4 and defensive driver training and are certified.

All drivers (Nokia and Subcontractors) are to sign the communication register below.
