    COMMEMORATION OF THE 135 ANNIVERSARY OF THE LATEPRESIDENT MANUEL LUIS QUEZON

    1. Pursuant to RepublicAct No. 6741 dated August 4,1989, August 19 of each year has been declaredas aworking holidLuis Quezon.working holiday for the entire nation to commemorate the 135th Birth Anniversary of the Late President Manuel

    2. This significant date in Philippine History marks the birth of a man who became the first CommonwealthPresident, the Father of Philippine Independence, Ama ng WikangFilipino, and considered as the greatest Filipinostatesman.3. To make this year's commemoration more meaningful, all public and private schools are encouraged tocarry out activities integrated in related subject areas such as Sibika at Kultura, Heograpiya, Kasaysayan at Sining(HEKASI), Araling Panlipunan, Values Education, Music, Arts, Physical Educationand Health (MAPEH), Filipino, andEnglish, during classroom discussionsto highlight the qualities andachievements of President Manuel L.Quezon asPresident and statesman.4. Attached is a copyof QuezonsCode of Citizenship and Ethics (Englishand Filipino versions) for the Filipinopeople, to be used as a learning resource for the young to re-learn the values of moral character, personaldiscipline, civic conscience, and the duties of citizenship as part of the Filipino heritage.5. Each Division is requested to submit report/documentation on the activities undertaken by the schoolsrelative to the said celebration addressed to the Special Programs and Projects (SPAPO), Department of EducationCentral Office (DepEd CO), Room 505 Bonifacio Building, DepEd Complex, Meralco Avenue, Pasig City withtelephone nos.: (02) 637-5834 or (02) 637-5832, copy furnished this Office on or before September 2,2013.6. Immediate dissemination of this Memorandum is desired.

    A,APRESCRIBING CERTAIN CIVICAND ETHICAL PRINCIPLES TO BETAUGHT IN

    ALL SCHOOLS IN THE PHILIPPINESWhereas, section five of Article X I I I of th e Constitution provides thai all schools shal l aim todevelop moral character, personal discipline, civic conscience, and to teach the duties ofcit izenship;Whereas, in order to comply w i t h the above constitutional provision, it is necessary lhat a Codeof Citizenship and Ethics be adopted and taught in the schools;Whereas, pending th e form ulation of such a code by a committee representing the variou selements of the community and the adoption thereof, it is essential that th e schools should atonce take steps in order to effectuate th e m and ate of the C onstitution in this respect;Now, therefore, I7 M a n u e l L, Que zon, President of the Philippines, by vir tue of Ih c powersvested in me un der the Co nstitution, do hereby direct th e Secretary of Public Instruction torequire ai l schools to leach th e fol lowin g civic and ethical principles, drafted by a group ofeminent citizens;1. Have faith in Divin e Providence tha t guides th e destinies of men and nations.2. Love you r country for i t is the ho me of your people, th e seat of yuur affections, and the sourceof you r happiness an d well-being. I ts defense is your pr im ary duty. B e ready at all limes tosacrifice and die for it if necessary.3. Respect the Constitution which is Ihe expression of your sovereign wil l . The government isyour government. It has been established for your safely and welfare. Obey the laws and see thatthey are observed by al l and that public off icials com ply w ith their duties.4. Pay y o u r taxes wil l ingly and promptly. Citizenship implies not only r ights but alsoobligations.5. Safeguard th e purity of suffrage an d abide by the decisions of the majority.6. Love and respect your parents. It is your d u ty to serve them gratefully and well .
