Hi everyone!Well I survived the school holidays and still think they should ban them...

Its been a super busy time, many events on around our region. I have spent time with a homeless person who was recently housed finally with housing sadly he was is a bad state. Forrest Community Option have really had there hands full assist-ing our friend, but it saddens me greatly knowing there are many more of him in our area. Over 400 homeless people are amongst us each day in the Riverina and it is a sad number to say. If every person spent one hour a week taking the time to look around and see or ask what they can do to help would’nt be a lovely place to be?

I have also been busy with school holi-days spending some time at the Quinty Bake House and I must confess it was alot of fun seeing so many kids having fun... at the end of the day they got to take home a baked package of goodies they made I will be booking my children into the next session, great value for the dollar spent!

Brunslea Park had their Expo which was very informative, worth talking to Sam about some of the deals they have going and I was surprised to learn that for every block of land sold $250 is donated - hats off to Brunslea Estate.

Next on my agenda I would personally like to thank the many businesses who support Riverina News, the friendly faces of the public who manage to make me smile and to the traffic inspectors who are consistant with my parking fines! (thank you)

Riverina Rockfest is kicking along well with a lot of great talent entering. 2nd of No-vember sees round 4 being a totally un-der 18’s gig so if you under 18 and want to come along its $10 at the door.

“As an island nation, ports are our gateway to the world. Well-planned and productive port freight corridors are vital to man-age Australia’s forecast growth in trade and remain competitive with overseas markets,” said Mr Martin.

Key actions in the strategy include using trade forecasts to inform long-term integrated plans, re-views of regulatory processes, ap-plying leading practice policies, optimising performance and ef-ficiency, sharing learning and ex-ploring new technologies.

A steering committee has been established to guide implementa-tion of the strategy. A technology working group, comprising repre-sentatives of four major ports, Ports Australia, government and indus-try, is also exploring opportunities to improve port related supply chain performance.

NTC Project Director, Ian Hunter, said ports face common transport and infrastructure policy challeng-es and will benefit from greater collaboration.

“Some great work has already been done to develop and imple-ment integrated plans and policies for ports. We now have an oppor-tunity to leverage the strengths of Australia’s federation by working together to share research, knowl-edge, expertise and learning,” he said.

Mr Hunter has worked at the NTC for nearly five years on a diversity of projects, including leading sup-ply chain pilot studies on intermod-al, grain, meat, livestock and coal supply chain. Prior to the NTC, Mr Hunter’s work background includ-ed roles in mining, manufacturing and the agricultural sectors.

Regulations next step in his-toric National Heavy Vehicle

Regulator reformThe NTC is consolidating national regu-lations to underpin the Heavy Vehicle National Law, in conjunction with the National Heavy Vehicle Regulator Project Office.

The regulations will be submitted to the Standing Council on Transport and Infrastructure for approval at the end of November. This deadline has been brought forward to give states and territories more time to make system changes, update training manuals and guidance materials.

“The NTC has mobilised and reprior-itised its resources to support the time-ly implementation of this historic re-form,” said NTC Project Director, Sarah Jones.

“NTC also hosted a series of workshops involving governments and industry which helped to resolve outstanding technical issues consistent with agreed national regulatory policy. I’d like to thank everyone for their commitment and contribution.”

From January 2013, the National Heavy Vehicle Regulator will commence op-erations, including administration of the Performance Based Standards scheme and the National Heavy Vehi-cle Accreditation Scheme. More infor-mation is available from the National Heavy Vehicle Project Office website.

Hey Fisho’sYou have to be kidding is a sound that commonly rings out around the shores of Blowering dam at this time of year. Sit at the few boat ramps dot-ted around the dam and you will soon see the frustrated expressions on the faces of the fisho’s who are echo-ing these words across the dam. The cause of these outbursts of disbelief is the big golden footballs cruising the shallows. In fact they are actu-ally golden perch or more commonly known as yellowbelly or Yella’s. Why the sounds of frustrated fisho’s bounc-ing across the water, well if you have ever stood on the bow of a boat and cast small lures into the shallows close to the sparsely distributed structure or along any drop-off you will know the picture I am trying to paint. Just imag-ine what us fisho’s call a perfect day. Glassy calm water, clear enough to see at least ten feet below the surface with a good pair of spotters polarized sunnies, The sound of the braid as it shoots out through the guides of your six foot six inch spin rod. Then that very satisfying plopping noise as your lure hits the imaginary spot on the water that you were targeting. A few cranks of the reel handle and the world as you knew it suddenly changes, a flash of gold under the lure and for a split second your heart stops there it is the monster from the deep that is just about to smash your dreams and send you slightly crazy. A big Yella rolls just behind your lure and disappears back into the depths and the two mates you have standing in the boat next to you both magically as if they were one echo that sound across the dam, you have to be kidding amongst other words. The reason for the frus-trated faces at the boat ramp is that this is usually the scene for the rest of the day. When these big Yella’s start to move this picture is repeated time and time again and it is experienced by many fisho’s that frequent the dam. It is spawning time for these big Yella’s and they tend to school up at this time. A rise in water temperature and the longer day light hours as well as the dam being at a height where the fish can get up into the warm wa-ter and feed on the abundance of small offerings. Tadpoles, small frogs and tiny redfin fry that have just re-cently hatched are just a small part of what’s on the menu and this is where the problem lies. With the abundance of food offering easy pickings and the Yella’s in spawning mode chasing lures are not high on their priority list. You will have to think long and hard to come with ways to outsmart these shy fish. Small lures and delicate pre-sentations are the order of the day if you are working on the theory that they will feed through the day. Stick with natural or subdued colours and extremely slow retrieves will be the order of the day. I like to cast a lure that has the ability to suspend at the

depth that you require and it must have a very good action at a very slow speed this will be ideal for the Yella’s that you can see working the shallow fringes of the dam. For those fish that you can’t see, bib-less crank baits such as a jackal in the TN 60 size will do the job. The big trick when using these jackals in this situation is retrieving very slowly so as not to make too much com-motion. I have found that when the Yella’s are in this frame of mind noise and vibration will scare them off. A great option at this time of year is the Daiwa woofer which is a lure made by jackal and has a very dull sound unlike the sharp rattle noise of the standard jackal. The big Yella’s will often attack this lure over and above anything else due to its ability to be retrieved at a slow rate and produce this low dull sound. As we see the water temp rise we can expect to encounter more activity from these big fish and with a bit of luck they will become less cautious and hit our lures with a bit more ag-gression. If you are not into lure fish-ing do not despair as these fish will quite often pick up well presented bait especially if it is unwaighted and presented in a manner that looks natural. All of this finesse style fishing is required because of the clarity of the water and the mind-set of the fish at the time. Another less complex approach is to troll the shallows using an electric mo-tor which will aid in the quite ap-proach that is essential. If you were to troll through the daytime I would start off with a cc minnow or an AC Invader in the 50mm size choos-ing a model that would achieve 20-30ft in depth and run the lures about one meter off the bottom. While you are trolling keep an eye on the shallow fringes of the dam for signs of cruising fish and if spot-ted start casting your suspending lures or try trolling a shallow running 8cm Nilsmaster Invincible in about a meter or so of water. Now if this all sounds a bit too much to get your head around give the night trolling a shot it also can be very produc-tive at times especially on the build up to the full moon. Start off early in the evening just before dark troll-ing a cc minnow in the 25ft version and later in the evening change to the cc minnow in the 12ft model or an OarGee plow 60mm in the 3.6mt model. After dark I suggest you per-sist with darker colours as they seem to be more consistent. Once the full moon has started to diminish do most of your trolling in the very early hours of the morning from midnight until about the time when the sun hits the water. Well I hope this is enough info to get you started on the elusive Yella’s this season so get out there and have a go.

Transferring your waste at Grega-doo is easy Saturday 27 October is Tip Free Day The next Tip Free Day on Saturday 27 October for resi-dents will also serve to showcase Wagga Wagga City Council’s lat-est major infrastructure upgrade at the Gregadoo Waste Management Centre. The $400,000 project to construct a shelter that covers the entire Trans-fer Station site provides weather protection for both staff and customers, as well as reducing instances of wind blown litter. “The continued investment into the Gregadoo Waste Management Centre by Council makes it a real leader in the industry,” said Geoff Veneris, Manager of Waste and Stormwater Services at Wagga Wagga City Council. “The Transfer Station is to-tally under cover and accessed by sealed roads, making it easy and clean for customers to dispose of their waste and maximise their recycling ef-forts.” The Transfer Station is an essential part of the Waste Management Centre’s role in reducing the volume of what goes to land-fill through the separation of waste

and increasing the opportunities to recycle and reuse. In addition to what is tradition-ally thought of in relation to recycling – paper, glass and plastic – the transfer station has separate bays for recycling e-waste, oil, batteries, metal, timber and green waste. “If the Tip Free Day on 27 Oc-tober is the first time residents have gone out to the Gre-gadoo Waste Management Centre, the transfer station is always manned by Council staff who will assist you in the correct usage of the different recycling bins,” continued Mr Veneris. Tip Free Day Information: Free entry to Gregadoo Waste Management Centre Day on Saturday 27th October 2012. Residents using cars, vans, utes and single axle trailers can dis-pose of general domestic waste including garden rub-bish, mixed recyclables and general household waste free of charge. The Wagga Wagga Model Railroaders will be holding their annual Model Train and Hobby Exhibitionon the 3rd and 4th Novem-ber 2012 at the Wagga Wagga Show Grounds, Kyeamba Smith Hall, thiswill be the 13th running of this exhibition. One of the featured layouts this year will be an “O” ScaleNew South Wales layout constructed in the 1940’s which was exhibited for a number of years andrecently brought out from retirement for the 50th an-niversary of the Liverpool Model RailwayExhibition held this year. As well as model train layouts on display there will be a childrens U-drivemodel train layout, model boats and vehicles, doll house materials, trade stands, secondhand standsand BBQ/food stall.

The exhibition is consid-ered one of the larger model train exhibitions in regional NSW, withexhibitors coming from NSW, Tas, Qld, ACT and Victoria. All members of the public are invited tocome along to the exhibi-tion. Entry cost into the ex-hibition will be $7 for adults and $3 for children.This year’s exhibition will be supporting the Wagga RDA.

LOCAL ORGANISATION AWARDED NSW YOUNG PEO-

PLE ARTS GRANT

Member for Wagga Wagga Daryl Maguire today announced that Wagga Wagga City Council for the Civic Theatre has been suc-cessful in its application for funding support under Arts NSW’s 2013 Arts Funding Program (AFP).

Mr Maguire said the NSW Government has approved a $6,350 Young People grant for the Civic Theatre's Access Program which provides students at public schools in the Riverina and South West NSW region with ticket and travel subsidies to attend live the-atre performances.

“The NSW Government has approved $466,674 in funding to be shared by arts and cultural organisations statewide to help pro-vide rich artistic experiences to disadvan-taged school students,” Mr Maguire said.

“Young People is an arts and education category under Arts NSW’s Arts Funding Pro-gram which is designed to provide opportu-nities for students who might otherwise not have an opportunity to access high quality arts and cultural activities,” Mr Souris said.

“The program recognises the importance of arts and creativity to lifelong learning by providing opportunities for deeper engage-ment with arts experiences.

“Young People grants can support school excursions to arts venues including theatres, performing arts centres, galleries and muse-ums. The funding can also assist with access to associated programs such as event dis-cussions and workshops, specially tailored guided tours, talks from artists involved in performances or exhibitions, or innovative education packs and resources.

“By providing increased access to high quality performances and exhibitions this program supports learning experiences that provide young people with opportunities to participate, discuss and reflect.”

Minister for the Arts George Souris said Arts NSW’s Arts Funding Program (AFP) plays an integral part in helping develop our State’s artistic community.

“The AFP is an important component of the NSW Government’s commitment to the Arts, providing program and project funding for arts organisations, and support for individu-als,” Mr Souris said.

“This support contributes to the profile of NSW as the cultural and creative capital of Australia and provides new opportunities for the people of NSW to participate in arts and cultural activities.”

“The NSW Government is committed to helping grow a creative, diverse and strong arts and cultural sector that encourages ex-cellence, innovation and boosts our econ-omy.

Twelve Charles Sturt University (CSU) students from the School of Human Movement Studies in Bathurst will fly to Samoa at the end of October to pro-mote the game of rugby union to pri-mary and high school students in the capital, Apia. Dr Matthew Winslade, lecturer at the School of Human Movement Studies will accompany and supervise the stu-dents. He said the University’s participa-tion is part of the Pacific in Union: Mass Participation Program – Rugby4Schools, which, in its initial phase in 2012, targets three countries; Papua New Guinea, Samoa, and the Solomon Islands. “The Pacific in Union program offers benefits for its students and for com-munities in the host nation, and is a wonderful opportunity for pre-service teachers from Charles Sturt University to gain international work experience and contribute to the development of individuals, the sport of rugby union, and the community of Pacific nations,” Dr Winslade said. “Our participation is possible because of the formal recognition by the Aus-tralian Rugby Union, the International Rugby Board and the Australian Gov-ernment of the University’s capac-ity to provide expertise that promotes the objectives and desired outcomes of the Australian Sports Outreach Pro-gram’s Pacific Sports Partnerships.” The students’ work experience trip to Samoa is supported by CSU Global, and is possible due to the CSU Faculty of Education Pre-service Teaching pro-gram. Its key objectives are to:Give students a valuable insight into teaching in a different cultural con-text;Make a contribution to the schools where CSU students are assigned and to build an ongoing relationship be-tween the Bathurst education commu-nity and Samoan schools;Gain a greater appreciation and un-derstanding of schooling in a different cultural setting;Acquire an increased capacity to re-flect on teaching practices;Increase inter-cultural competence.Dr Winslade said the CSU students have attended professional development training in Bathurst and will attend a cultural awareness workshop in Samoa before they engage with school stu-dents there. “Our students will also be supported in their roles in the classroom and on the playing fields by Australian and Samo-an rugby union officials,” he said. “I believe the Pacific in Union program will make a genuine contribution to participating schools and will have a positive impact on all the students in-

volved in the program.” The Australian Rugby Union, the International Rugby Board and Australian government share the vision of using Rugby-based ac-tivities to help improve the lives of individuals, families and communi-ties in identified countries in Ocea-nia. The three organisations have entered into a partnership, with funding from AusAID through the Australian Sports Outreach Pro-gram’s Pacific Sports Partnerships to deliver this vision. The program is aligned with the United Nations Millenium Development Goals. The CSU students depart on Sat-urday 27 October and return on Saturday 17 November.

A new health facility complex at Charles Sturt University (CSU) in Bathurst is one step closer with a development application from the University presently being assessed by Bathurst Regional Council (BRC).

The $8.3 million project, which supports the University’s bid to establish a new rural medical school, will consist of over 30 rooms with state-of-the-art tech-nical amenities for student edu-cation and professional clinical services delivery.

The Vice-Chancellor and Presi-dent of CSU, Professor Andrew Vann, said, “The facility will de-liver a significant expansion of health services to our communi-ties, and provide an important inter-professional training facility for our health and nursing stu-dents.

“In addition, while many peo-ple are talking about the short-age of rural doctors, this facility is a practical demonstration of

Charles Sturt University trying to do something about that shortage. It is central to the University’s ambition to train a new generation of doctors and allied health professionals in an inter-disciplinary context designed to meet the rural health needs of the future.”

Mr Stephen Butt, Executive Di-rector of the CSU Division of Facilities Management, said, “Planning for the health facility project is well advanced, and following BRC approval, the University will call for tenders for construction before year’s end, with the aim to start con-struction early in 2013.”

The CSU development appli-cation is for the construction of a health services facility to be located within the Communi-ty Engagement and Wellness Precinct near the new dental clinic at the front of the

University campus, off Panora-ma Avenue in Bathurst. It will include:

nine allied health clinics to be used by University students treating patients in the fields of physiotherapy, podiatry, re-habilitation, nursing, occupa-tional therapy, sports science and human movement;

two group rooms for Univer-sity students treating patients in the fields of psychology, speech pathology, nutrition and dietetics;

Women’s Wellness Clinic for University nursing and mid-

wifery students specialising in women’s health issues to treat patients;

four allied health clinics for the use of private physiother-apy providers;

specialist rooms including testing clinic, biomechanics clinic, client kitchen and gym to be used by students and professional clinicians treat-ing patients in the facility;

eight GP clinics for doctors to treat patients;

a multi-purpose room for community education pro-grams;

a simulation suite;

two retail tenancies, includ-ing one as a wellness café; and a sealed car park.

This project was possible due to funding made available by Health Workforce Aus-tralia. It was announced in the 2012 federal Budget in May and welcomed by the University at the time. Read more here.

A Contemporary Art Performance Featur-ing Spectacular Projections on the Too-tool Silo The Cad Factory artists Vic and Sarah McEwan have collaborated with local students from the Greater Kengal Small Schools Network to create a unique and cutting edge contemporary perfor-mance event on Friday 26 October at the Tootool Silo.Vic and Sarah McEwan received an Ex-tended Residency in Schools grant which enabled the two artists to work for over three months with the students of Boree Creek, Milbrulong, Pleasant Hills and Yerong Creek Public Schools. The funding is a partnership be-tween Arts NSW, Australia Council for the Arts and the Department of Education and Communities in order for students to work with professional artists to create new work. Other important objectives of the funding is to provide insights into the working lives of artists and to encourage and develop future artists and arts audiences. Each school was given a topic relating to their community including living in a remote community/population drift, ageing population, people’s impact on nature and natures impact on people. Over eight weeks in Term 3 Vic and Sarah con-ducted workshops exploring these topics through conversations, drawing, song-writing, experimental music making and performance.The result of these workshops will be pre-sented at the Tootool Silo courtesy of GrainCorp supporting the event, where the artists will create huge, spectacular projections of the students work. The art-ists will use video mapping software to create a dynamic and cutting edge per-formance. This is a free community event and people are welcome to arrive at the silo from 6:30pm onwards for a BBQ, with all money raised going to support the Greater Kengal SmallSchools Network. The performance will take place once the sun has set, around 7:45pm. Both artists have enjoyed working on the project and Sarah McEwan says, “there’s some very talented and creative students in our community. It’s been great to share our knowledge and we’re amazed at how the students have embraced work-ing with us. It’s been such a fun experi-ence. The performance night will be a real celebration of the hard work the stu-dents, teachers, support staff and parents have put in to make this event possible.”Principal from Boree Creek PS Jennifer Lumsden said “Working with Vic and Sarah McEwan from The Cad Factory has been an amazing experience for our children.
