Risk assessment aims to anticipate and thus prevent accidents & harm

To prevent accidents and have effective risk

assessments we need to understanding:

- What sort of accidents (can) happen

- How accidents happen

- Why they happen i.e. causes

- What can be done to fix the causes

The terms 'safety' & ‘accident’ are taken to include occupational ill health

A risk assessment is simply:

- a careful examination of

- what, in your work, could cause harm to people,

- so that you decide whether you have done enough or should

- do more to prevent harm.

The main steps are:

Making judgements about risk

Level of

High Actions required as a matter of priority.

If the costs are clearly very high and the reduction in risk only small, then it is likely that the

risk is already ‘as low as is reasonably practicable’ and further improvements are not required. In

other circumstances the improvements may be relatively simple or cheap to implement and the

risk reduction significant; here the risk is unlikely to be ‘as low as is reasonably practicable’ and

improvement is required.

Recognised good practice (identified in industry codes, by benchmarking, etc) is invariably

based on ‘as low as is reasonably practicable’ and often provides a sound basis for actions to be

decided. Where the situation is complex, it may be difficult to reach a decision on the basis of

good practice alone and the principles of ‘as low as is reasonably practicable’ will need to

carefully considered and applied.
