• Could pay tax if not in army (freedoms)
• Tanzimat – reforms- gives minorities too much power
• Young Turks (1908-1918) – too anti-minority
• Foreign Invaders convince minorities to rebel, Ottomans lose cntl• Egypt (autonomous),
Greece, Tunisia, Libya• Nationalism- French Revn.
