HLE Board Election info:
We had 2 open positions for the board.
We only had one nominee for position 6 - Robert Abernathy.
There is no one for Robert to run against therefore he will take position 6.
We had 2 nominees for position 3 - Waymond Wade & John Spears.
We will have an election for position 3.
Early voting for the HLE board will be Nov 14th, 15th & 16th from
8:30am - 4:00 pm at the POA office.
Election will be Nov 17th, voting will take place from 8am - 4:30 pm in the
POA office.
A Special Meeting will take place from 6pm - 6:30pm
in the HLE Clubhouse. The purpose of the Special Meeting is to vote for
POA Board Members.

2016 September Meeting
September 19, 2016
Called to Order: by Board President Robert Hartwick at 6:02 PM. Board Members present –Wesley Rus-
sell, Jack Barlow, Debbie Sharp, Robert Abernathy, and Cliff McKinney, Sr.
Approval of Minutes: A motion was made by Debbie Sharp, seconded by Jack Barlow to approve the Min-
utes from the Property Owner’s Association Board meeting held August 15, 2016. Motion carried.
Treasurer’s Report: by Debbie Sharp.
The Treasurer’s Report included the following financial reports:
Monthly Profit & Loss, August 2016;
YTD Profit & Loss Budget vs Actual, January through August 2016;
YTD Profit & Loss Prev Year Comparison, January through August 2016; and
Balance Sheet as of August 31, 2016.
Motion made by Wesley Russell to accept Treasurer’s Report, seconded by Cliff McKinney. Motion carried.
Guests:
Tim Smith, Lake Committee Chairman. The lake is down to approximately 9.5 feet.
The Lake Clean-up is scheduled for Saturday, October 22, 2016. The event will start at 7 AM.
Volunteers are needed along with ATVs and trailers. There will be free hot dogs for all workers. The
rain date is Saturday, October 29th.
Manager’s Report: by Stacy Cyz.
Delinquent accounts as of August 2016 are $15,866.72.
The Geotechnical Study (soil survey) for the proposed Jr. Olympic swimming pool was conducted on
September 8, 2016 by Grubbs, Hoskyn, Barton, and Wyatt Consulting Engineers. The geotechnical
work consisted of five (5) drilling samples approximately 10 to 20 feet deep. A laboratory testing of
the soil will be performed to determine the physical properties and engineering characteristics of the
subgrade and foundation soils. An engineering report of the findings will be prepared, to include
seismic site classification, construction criteria, site grading standards, and subgrade preparation de-
signs. During the drilling an irrigation line was damaged. Repairs have been made.
Motion made by Robert Abernathy and seconded by Jack Barlow to wax the clubhouse floor for the
upcoming holiday season. The cost is $1,072.50. Motion carried.
Board Topics: Old Business
The Waterfall Way wooden fence was damaged during storms the week of July 18th. Motion was made
by Wesley Russell to accept the bid of $1,650 to make repairs, seconded by Robert Abernathy. Mo-
tion carried.
Acquiring replacement trees for Boardwalk was tabled.
New Business
Needed street repairs for Peach Blossom and Lexington Avenue was discussed. Final decision was tabled
pending further information on various pavement types and costs.
Adjournment: A motion was made to adjourn the September 19, 2016 HLE Board Meeting, seconded, and
carried at 7:40 PM.

Lake Drawdown
Drawdown will begin approximately July 4, 2016. Plans are to draw the water level down 8 -
10 feet. Every effort will be made to
maintain this level until January 31, 2017.The Boat Launching Ramp
will be closed during this drop down.
NO FISHING ALLOWED
During the drawdown anyone caught fishing will receive a $150
admin fee
From June 27, 2016 to February 7, 2017 we will allow lake lot
properties to park boats in their driveway.
Please get in your applications for boat docks and retaining walls.
There will be a Hurricane Lake Estates neighborhood
ladies bible study on Wednesday, October 26. The study
is called "Twelve Women of the Bible". We will show the
DVD that goes along with the work book, have discussion
time and then have dessert and visit together. It's not
necessary to purchase the book but it will go a little more
in-depth than the DVD. We will begin at 6:55 p.m. and meet once a

Tennis Appreciation Program
Every Thursday beginning Oct 13th
through Nov 17th we will be

Association on Monday November 17, 2016 at 6:00pm at 6015 Worth Avenue, Benton, AR (POA
Clubhouse), for the sole purpose
Election of HLE Board Members.
Voting will take place at the POA office Monday November 17, 2016 from 8am - 4:30pm & in the HLE
Clubhouse from 6:00pm - 6:30pm

Hello HLE residents! My name is John Spears, Jr. My
family and I moved to Hurricane Lake Estate in April
2013. I have a beautiful wife named Adrienne, whom I
have been married to for six years and an adorable three-
year old daughter named Gabrielle. My family and I
attend the Breath of Life Church in Bryant, Arkansas. I
enjoy reading, listening to music, photography, technol-
ogy, sports, and spending time with my family. I am
excited to have an opportunity to run for the Board of
Directors in our residential community.
I am a 32 years old and am a native of Pine Bluff. I have
a Bachelors of Science Degree in Mathematics from
Philander Smith College & a Masters of Science Degree
in Transportation Engineering from the University of
Arkansas. I am currently employed at the Arkansas State
Highway & Transportation Department as Traffic Engi-
neer. In addition to being an engineer, I am the sole pro-
prietor of Spears Computer World. I created this com-
pany to help non-profits and small business owners
obtain a quality web design at
an affordable price.

My family and I moved to Hurricane Lake Estates in March of 2013. My wife Kissmedge & I have 4 children: Rasia, DeShaud, Jarron & Isaiah. I served in the U.S. Navy
from 1988 until 1995, then went on to graduate from the University of Arkansas at Monticello & was employed at Georgia Pacific Paper Mill. Currently I am retired. The main attraction to moving to Hurricane Lake Estates was the lake. You can find me fishing almost every day of the week, except Sunday. On Sundays you’ll find me at Saint Marks Church in Little Rock. I would appreciate your vote for this board position. I love Hurricane Lake Estates and know I can help make positive changes in our community .

Social Committee News
Our July Luau was a huge success. We enjoyed great food catered from Bistro, while listening to music provided by a DJ. The entire event was sponsored by Fidelity.
Everyone had a great time, even if it did rain!
The Social Committee has lined out the 3rd Saturday Night Events for the rest of the year.
October 15th - Adult Halloween Party
October 22nd - Aaron Acosta magic show. A family friendly act beginning at 7pm in the HLE clubhouse. Seating is limited. Please RSVP to the POA office by Wednesday October
19th.Cost is $12 per person.
November- Mystery Dinner (an annual event!)
December - We need feedback from residents as to if you want an event or not. December is a very busy month for some, and a lonely month for others. Please let us know your wishes for this event.
All events will take place on The 3rd Saturday night and start at 7pm. RSVP is required.

This will be an incredible night designed just for our kiddos with
different abilities to enjoy the season without the hustle and bustle of

Lake Committee News
October 22, 2016 - Lake clean up day!!!
We need lots of volunteers. Let’s make this a great community project! Starting at 7am
we’ll work until we run out of steam. We’ll need ATVs with trailers. Please bring your
tools and gloves. There will be free hot dogs for all volunteers.

Fish Structure Donations Needed!!
Tree - $15 donation Bucket - $25 donation
The Lake Committee is asking for donations so they can purchase fish structures to be
used in Hurricane Lake. Please send all donations to the POA office and write
“Lake Committee” in the memo section of your check. (Please note these structures will be used in Hurricane Lake only)
Please contact the POA office if you want to build a dock or retaining wall during the draw
down.

Important POA Info: Below is clarification of an existing, ambiguous rule in the Bill of Assurance.
From the Bill of Assurance:
(b) Function of Architectural Control Committee. No improvement shall be constructed or maintained upon any Site and no alteration or
repainting to the exterior of a structure shall be made and no landscaping performed unless complete plans, specifications, and Site plans
showing the exterior design, height, building material and color scheme, the location of the structure plotted horizontally and vertically, the
location and size of driveways, the general plan of landscaping, fencing walls and the grading plan shall have been submitted to and ap-
proved in writing by the Architectural Control Committee.
(d) Definition of “Improvement”. Improvement shall mean and include all residences, buildings, roofed structures, parking areas, fences,
walls, hedges, mass planting, landscaping, poles, towers, antennae, driveways, lakes, swimming pools, tennis courts, signs, gazebos,
changes in any exterior color or shape, glazing or re-glazing of exterior windows with mirrored or reflective glass, and any other exterior
construction or exterior improvement which materially alters the appearance of the property. The definition does not include garden shrub
or tree replacements or any other replacement or repair of any magnitude which does not materially change exterior colors or exterior
appearances.
PLAYHOUSES
Playhouses existing and recorded on June 28, 2016 will be allowed as long as maintained. If property is sold or the title transferred the playhouse shall be removed and rights shall be revoked if the playhouse doesn’t meet the following listed criteria. This will be noted in the property file and new owners will have to comply with the rules set in place on insert date.
In cases of rental houses, when a tenant vacates the residence, the playhouse or play structure must be removed upon departure. This would include, but not be limited to, homeowners who vacate a home to begin renting the house to a new tenant.
ACC Committee approval is required and a written and signed approval will be issued if approved. Considerations will include,
but may not be limited to the following criteria.
A $25.00 application fee will apply with a copy of the plans.
Material, including brick and roofing, shall match existing house unless otherwise approved by committee. If approved by the
committee, it will be in writing and signed by the committee chair.
NO RECLAIMED WOOD, METAL STRUCTURES OR METAL ROOFS
Color of siding and trim shall match colors of existing house.
Shall be complementary to the architectural style of the house.
Shall be “screened” by a fence or vegetation. Vegetation must be evenly distributed on all exposed sides and shall not allow the
building to be viewed from neighboring properties. Shall be located in the most unobtrusive location possible to adjacent properties. Placement of playhouses shall meet setback re-quirement.
Any utilities to building shall be underground.
Playhouses located on lots adjacent to the lake must not obstruct view of the lake from adjoining lots. If you receive a letter of compliance and fail to comply within the 30 days given, a $ 150.00 administrative fee will be applied to your account with the POA.
PLAY STRUCTURES
A play structure refers to a swing set (with or without an attached play fort), jungle gym, or similar play apparatus. Play structures must be kept in good condition. If the play structure is not maintained the ACC Committee is given the right to have the owner bring the structure back into good condition or remove the structure at the owner's expense.

Reasonably conforms and harmonizes with surroundings. Does not obstruct or diminish the view of adjacent property owners. Play structures located on lots adjacent to the lake must not obstruct view of the lake from adjoining lots. Shall be “screened” by a fence or vegetation.
