WHAT'S THE ISSUE?

• The EU committed to cut its greenhouse gas emissions to combat climate change. The

energy system must become low-carbon.

• Dependence on imports of oil and gas is growing. The EU needs to save energy and find new energy alternatives and to produce more of its own energy.

• Energy prices are rising. Citizens and businesses are entitled to have access to affordable energy.

WHO WILL BENEFIT AND HOW?

• All citizens will benefit from lower greenhouse gas emissions, more secure and affordable energy if strategic decisions and measures are taken now to save energy, invest in low carbon energy alternatives and build intelligent and diversified energy networks.

• The development of new energy alternatives will sustain Europe's competitiveness in growth and job-creating new industries.

• Saving energy will lower the energy bill for industries and households; it will lower the level of investments needed to replace aging capacity and infrastructure and it will increase our energy security.

WHY DOES ACTION HAVE TO BE TAKEN BY THE EU?

• EU countries' energy interdependence is growing. National energy decisions have an impact on other countries. Energy security needs a European policy on security of energy supply, the development of infrastructures and relations with transit and producing third countries.

• Policies for the development of renewable energy and research on new technologies are more efficient if coordinated at European level.

• The continental energy market offers much more efficiency and economies of scale.

• Energy infrastructure modernisation is needed to integrate growing renewable energy, increase energy security and develop intelligent networks. EU coordination is needed to fixpriorities, facilitate financing and speed implementation.

European Industrial Initiatives and SETIS works with the European Technology Platforms (ETPs), which examine how to reach Europe's energy targets through major technological advances. The ETPs, led by industry, help define research and technological development objectives and lay down concrete goals for achieving them.

Energy Efficiency as EU sees it

Energy efficiency is at the heart of the EU’s Europe 2020 Strategy for smart, sustainable and inclusive growth and of the transition to a resource efficient economy. Energy efficiency is one of the most cost effective ways to enhance security of energy supply, and to reduce emissions of greenhouse gases and other pollutants.

Energy Efficiency as EU sees it

'energy efficiency' means using less energy inputs while maintaining an equivalent level of economic activity or service;

'energy saving' is a broader concept that also includes consumption reduction through behavior change or decreased economic activity.

In practice the two are difficult to disentangle.

Why is the savings potential not achieved?

Energy Efficienfy as EU sees it • The target of consuming 20% less energy by 2020 was first presented by

the European Commission in October 2006. It was intended as a means to help counter climate change, make cost savings, and reduce Europe's dependency on imported oil and gas.

• The energy savings from the move were expected to allow Europe to reduce its CO2 emissions by 780 million tonnes and save €100 billion in fuel costs, all of which would far outweigh the initial outlay.

• The means envisaged ranged from efficiency standards for products such as televisions, refrigerators, and lighting and a recast of the Energy Performance of Buildings Directive to legislation limiting the CO2 emissions of cars.

• Member states also committed to submitting national action plans to the EU executive under the Energy End-Use Efficiency and Energy Services Directive by June 2007. The plans were supposed to outline how each country would reach a 16% savings target by 2016.

But progress has been slow and the Commission admits that on current trends, a far more modest saving of around 9-11% is more likely. 16

In 2013, the Commission will provide an assessment of the results obtained and whether the programmeswill, in combination, deliver the European 20% objective.

If the 2013 review shows that the overall EU target is unlikely to be achieved, then as a second stage the Commission will propose legally binding nationaltargets for 2020.

As in the case of renewable energy, it would then be necessary to take into account the individual starting points of Member States, their economic performance and early action undertaken in the field.

TRANSPORT

As well as the sectors covered in detail in this plan, transport – which accounts for 32% of

final energy consumption – is a key area for energy savings. It is the fastest growing sector in terms of energy use, with the strongest reliance on fossil fuel.

Energy efficiency should be highest priority

At the same time, the EESC places a particularly strong emphasis on the benefits which can flow from energy efficiency and energy saving and the important role of end-users Energy efficiency -Assessment of national action plans.

The EESC underlines that the highest priorities in the energy field should be the more vigorous promotion of energy efficiency and the expansion of the share of renewable energy in electricity production. 24
