Request For Proposals (RFP) To Complete an Advanced Industries Assessment and Implementation Plan for the Creation of a Sustainable Advanced Industries Manufacturing Institute [THIS DESCRIPTION MUST APPEAR ON ALL PROPOSALS AND RELATED CORRESPONDENCE.]

NOTICE: MONIES GRANTED TO OEDIT WILL BE USED TO FUND CONTRACTS EXECUTED UNDER THIS RFP. THE SELECTED CONSULTANT MUST SATISFY THE REQUIREMENTS OF ALL GRANTORS IN ORDER FOR FUNDS TO BE RELEASED.
THE CASH FUNDING FOR PROJECTS 1-9 OUTLINED IN THE SCOPE OF WORK CONTAINED HEREIN IS $6,544,000 THIS AMOUNT IS CONDITIONAL UPON RECEIVING FUNDING FROM THE DEPARTMENT OF DEFENSE AND NO WORK IS AUTHORIZED AND NO RIGHTS WILL BE CONFERRED UNTIL FUNDING IS RECEIVED BY THE STATE. PROPOSALS MUST REFLECT MATCHING CASH OR IN-KIND CONTRIBUTION REQUIREMENTS TOTALING AT LEAST $726,000. Section 2: Objectives
Introduction and Objectives
This RFP is issued by Colorado Office of Economic Development & International Trade (OEDIT) for the purpose of providing immediate and sustained support to Colorado’s manufacturing industry through implementation of Colorado’s Strengthening Manufacturing by Accelerating Research and Technology (SMART) initiative. The immediate objectives of the SMART initiative to be implemented are:
1. Development of SMART center strategic plan and implementation and creation of regional SMART Centers
2. Advanced Industries supply chain identification and planning for impacted sectors3. Outreach to impacted firms and workforce4. Development and deployment of diversification programs, tools, facilities, and
resources5. Coordination of manufacturing related federal opportunities for Colorado’s
Advanced Industries.
It is the intent of OEDIT to review and assess the RFP responses to determine if the response from solicited Proposers can meet the needs of the OEDIT.
Proposers are expected to provide their best and most competitive proposal. Proposals that offer no response on any section of the proposal or proposals that respond “to be determined” to any item will be deemed “non-responsive” and will not be scored.
Background of the Project
The project will be initiated and managed by the OEDIT. In creating an economic ecosystem around innovation in Colorado’s advanced industries, manufacturing and workforce development, we will tie together the 14 economic regions of the State – leveraging assets across all regions and expanding opportunities throughout. Through the supply chain identification and support provided, the planned impact is to reinvigorate Colorado’s manufacturing industry through creating a robust support system including:
o Connected manufacturing supply chains across Colorado’s Advanced Industrieso Skilled workforce trainingo Technology transfer to accelerate innovation to commercializationo Access to capital for Small and Medium Enterprises (SMEs) o Linkage between rural and urban communitieso Export training and support focused on the Advanced Industries that depend on
innovative, globally competitive manufacturing capabilities

Section 3: Information for Consultants
Disclaimer
This RFP does not form or constitute a contractual document. OEDIT shall not be liable for any loss, expense, damage or claim arising out of the advice given or not given or statements made or omitted to be made in connection with this RFP. Also, OEDIT will not be responsible for any expenses which may be incurred in the preparation of this RFP.
A State of Colorado Personal Services Contract will be required of the selected proposer and if the contract fails to be negotiated, OEDIT reserves the right to contract with another Proposer.
Instructions to Proposers
EXAMINATION OF DOCUMENTS
Before submitting the proposals, the proposer shall:
(a) Carefully review the terms of this request as well as the attachments;(b) Fully inform yourself of the existing conditions and limitations;(c) Include with the proposal sufficient information to cover all items required in the
specifications.
NON-RESPONSIVE PROPOSALS
Consultants are expected to provide their best and most competitive proposal. Proposals that offer no response or a “to be determined” response to any item will be deemed “non-responsive” and will not be scored.
PROPOSAL MODIFICATIONS
In addition to any other information and documentation requested in this RFP, any forms provided herein shall be included in the submitted proposal. Modifications, additions or changes to the terms and conditions of this request for proposals may be cause for rejection of the proposal. Proposals submitted without required forms may be rejected. No oral, telephone, email, fax or telegraphic proposals or modifications will be considered.
CERTIFICATION OF ALTERATION OR ERASURE

A proposal shall be rejected should it contain any material alteration or erasure, unless, before the proposal is submitted each such alteration or erasure has been initialed in INK by the authorized agent signing the proposal.
SIGNATURE
All proposals shall be in word format, 8-point font, double sided printing and all signature pages must be signed in longhand with blue ink by the proposer or proposer’s agent or designee, with his/her usual signature. A proposal submitted by a partnership must be signed with the partnership name to be followed by the signature and designation of the partner signing. Proposals by corporations must be signed with the legal name of the corporation, followed by the name and signature of an authorized agent or officer of the corporation. Proposals submitted by a proprietorship must be signed by the owner and the name of each person signing shall be typed or printed legibly below the signature.
WITHDRAWAL OF PROPOSALS
Proposers may withdraw their proposal either personally or by written request at any time prior to the due date set for receiving proposals. No proposal may be withdrawn or modified after the due date and time, unless and until the award of the contract is delayed for a period exceeding ninety (90) days.
QUOTE VALID
The proposer must honor its quote for a period of ninety (90) days after the RFP due date.
CERTIFICATION
The proposer certifies that the proposal has been arrived at independently and has been submitted without any collusion designed to limit competition. The proposer further certifies that the materials, products, services and/or goods offered herein meet all requirements of the stated specifications and are equal in quality, value and performance with highest quality, nationally advertised brand and/or trade names.
DISPOSITION OF PROPOSALS
All materials submitted in response to this RFP become the property of OEDIT. One copy of each proposal submitted must be retained for the official files of OEDIT and will become public record.

Questions regarding the Request for Proposals contents may be sent to the contact person listed in Section 1 via email no later than the deadline date and time given for inquiries. OEDIT will make every effort to provide a written response within 5 business days all inquiries will be posted with answers on the VSS website under this RFP. Proposers must submit their questions using the “Master Q & A” form found in Attachment D, and provide, at a minimum, the following:

RFP Submission
Upon the submission of the RFP response, the Proposers acknowledge that all information is accurate and complete. Please send three (3) hard copies and one copy on a flash drive via mail to the point of contact listed in Section 1. This is a sealed BID. Proposer must ensure that Proposal is received before the Due Date and Time to the address on the contact list.

Section 4: RFP Evaluation and Selection Processes
Initial Evaluation
Proposals received will undergo an initial review by a three member steering committee to determine:
Compliance with instructions stated in the RFP; and Compliance with proposal submittal date.
Evaluation
The evaluation of consultant’s proposals may include, but is not limited to, the following criteria:
Familiarity and prior engagement with the Colorado Blueprint, Colorado’s statewide economic development plan, and OEDIT’s Key Industry Network Strategy, in order to be able to build on existing progress.
In-depth experience with the business community and industries in Colorado.

Ability to engage diverse stakeholders from industry, government and academia, including community colleges, workforce systems, federal research laboratories and more.
Knowledge about needs, issues and opportunities within the state manufacturing community.
Knowledge of the participants and supply within the manufacturing community across all regions of the state.
Flexibility and resources to work on a tight timeline

The proposals being requested will be scored on the following criteria:

Section 5: Scope of Work
Projects:
Project 1. Map specific Colorado Advanced Industries industry supply chain assets producing a web based directory of contractors, businesses, and suppliers as well as‐ related advanced industries businesses and suppliers.
a. Create advisory group made up of subject matter experts drawn from regional suppliers and buyers and other organizations familiar with the applicable Advanced Industry and the unique market dynamics related to defense

contracting, as well as individuals with expertise in the advanced industries more broadly.
b. Develop a comprehensive engagement strategy that will be employed prior to, during, and after the conclusion of specified milestones of the mapping effort
c. Map the supply chain and adjacent advanced industries supply chains across Colorado, paying particular attention to the region from Fort Collins to Pueblo known as the SMART Corridor.
d. Inventory and aggregate existing supply chain and potential suppliers.e. Create and maintain a web based directory tool.‐f. Specific outreach and promotion of supply chain and web based directory tool.‐
Project 2. Develop a statewide and regional plan and executive team focused on the Advanced Industries across Colorado beginning with a strategic growth plan for the SMART Corridor.
a. Identify sufficient contractor or partners that can assist with the necessary outreach;
b. Identify the SMART Colorado Executive Team;c. Prepare project plan;d. Conduct SMART Executive Team Sessions;e. Review and finalize Strategic Operational Plan with session results;f. Outreach to stakeholders
Project 3. Establish a plan for the creation of a Colorado Digital Manufacturing Commons to be considered as a potential pilot program in conjunction with the Digital Lab for manufacturing.1
a. Host Digital Lab seminars for manufacturers and advanced industries companies in Southern Colorado, Metro Denver and Northern Colorado.
b. Collect feedback to define scope of pilot.c. Establish a working group to plan for the pilot of the digital manufacturing
commons.d. Apply for pilot program or funding through the Digital Lab, what is the Digital
Lab? Would Proposers know this?e. Create relationship with the management team of the Digital Lab (attend
board meetings, technical advisory board meeting and other high level meetings)
Project 4. Working with existing regional teams and stakeholder groups, convene SMART Center teams representing Northern Colorado, Metro Denver, Southern Colorado and Western Slope regions for a 2-day event to develop implementation strategies identified as part of the SMART Colorado Executive Team session.
a. Identify regional SMART Center representatives for Northern Colorado, Southern Colorado, Metro Denver and Western Slope in order to create regional teams
b. Establish a SMART Executive Committee
1 The Digital Manufacturing & Design Innovation (DMDI) Institute is part of President Obama’s National Network for Manufacturing Innovation. The DMDI Institute will address the life cycle of digital data interchanged among myriad design, engineering, manufacturing and maintenance systems, and flowing across a networked supply chain.

c. Determine specific agenda items and education/training needs in consultation with all partners
d. Create and publish SMART marketing materials promoting manufacturing and the SMART centers/programs
e. Indentify and invite speakers / facilitatorsf. Coordinate event logistics
Project 5. Work with the applicable city and county partners for each of the SMART Centers to conduct a defense diversification study that builds upon the aerospace sector.
a. Manage, project, and facilitate regional stakeholder meetings b. Create a steering committee of manufacturers and strategic partners to guide the
selection process in each region c. Hire consultant or create a team to create a regional advanced industries strategy to
improve and accelerate economic development in the advanced industries and develop strategy to create a SMART Center in each region as well as develop the advanced industries clusters in each region.
i. Review strengths and weaknesses of the advanced industries and communities
ii. Benchmark similar efforts in North Americaiii. Organize focus groups and interviews to help identify local and regional
strategic activities, regional clusters and major economic assets in the advanced industries--such effort will leverage the work completed by PriceWaterhouseCoopers and will also dovetail with surveys and focus groups being contemplated to be completed by Edison Welding Institute thus achieving economies of scale and leverage existing resources and initiatives.
iv. Identify advanced industries workforce needs and gaps and develop strategy to meet those needs/fill gaps
v. Identify industry and supply chain supplier needs and gaps and develop strategy to meet those needs/fill gaps
vi. Identify industry and supply chain technology needs and gaps and develop strategy to meet those needs/fill gaps
vii. Define, quantify, estimate and evaluate each of the above initiatives and develop implementation plan for each regional SMART Center
d. Identify SMART Center facility needs and potential facility options.e. Identify initial needed equipment for the SMART Centers based on current
industry demands.f. Identify additional equipment requirements through Advanced Industries
assessments and the supply chain mapping effort (Project 1). g. Identify and recruit additional public and industry partners to assist with
development of both the SMART Center and programming.h. Identify, recruit and hire needed personnel for the SMART centers
Project 6. Provide direct assistance to 30 firms identified during Project 1 and determined to be impacted or particularly susceptible to changes in defense procurement.

a. Market supply chain related programs to suppliers specifically affected by reductions in DoD procurement.
b. Hold information sessions on the program offerings.c. Contract, schedule and deliver Diagnostic, Change Readiness Assessments and
ISO Gap analyses to up to 30 DoD suppliers in both public and private settings.
d. Identify and prioritize impact based next steps for participating companies to ‐achieve desired business growth and recovery.
e. Contract, schedule and deliver project work and public sessions (ISO Implementation) to move suppliers to the next level in business development, growth and recovery.
f. Monitor, measure, track and report impacts of marketing measures and program and project delivery to all stakeholders.
Project 7. Establish and develop regional SMART Centers, beginning with a Denver Metro and Southern Colorado SMART Center facilities
a. Formalize SMART Center regional teams.b. Negotiate satisfactory lease terms for two facilities meeting the specification
requirements identified in Project 5 (above).c. Procure necessary equipment and physical resources necessary to deliver the
SMART Center programming in alignment with other training programs currently being funded by the Department of Labor. This programming will focus on hands-on training marketed and geared specifically to Colorado’s defense industry with focused training programs in order to deliver the business, technical and technology needed for defense-impacted firms to diversify into adjacent sectors. The curricula required for this training is developed in Project 9.
d. Create a process for monitoring and measuring to track dislocated workers and suppliers impacted from layoffs due to reductions in DoD procurement.
e. Monitor, measure, track and report impacts of planning to all stakeholders.Project 8. Provide technology adoption and assistance to Colorado small and medium
sized businesses, with particular emphasis on defense impacted firms.a. Develop business model for innovation assistance with goals, strategy and

c. Develop curricula and hiring of staff to support training activities beginning with necessary curriculum and staff related to additive manufacturing.
d. Purchase the materials needed for the conference room to accommodate training providers and workshops for supply chain dislocated workers.
e. Track how many DoD dislocated workers attended the workshops and used the conference room and equipment.
Project 10. 2 Coordinate federal opportunities for manufacturers within Colorado’s Advanced Industries.
a. Manage the disbursement of approved Advanced Industry Accelerator Infrastructure Grant funding designated for NNMI institution participation.
b. Working with necessary stakeholders, oversee and manage the projects and deployment of funding to ensure accomplishment of federal and state funded project objectives
c. Identify federal opportunities for additional financial or other support for Colorado advanced manufacturers.
d. Coordinate relevant stakeholders in pursuit of additionally available federal funding.

The purpose of this Statement of Understanding is to ensure you understand that the Strengthen Manufacturing by Accelerating Research and Technology (SMART) in Colorado is funded by both a Department of Defense Economic Adjustment Assistance Grant and multiple Colorado Advanced Industries Accelerator Program Infrastructure Grants.
II. In addition to Colorado Office of Economic Development and International Trade’s requirements, the selected contractor must satisfy the requirements of DOD in order for funds to be released.
