1. Is the pre-proposal conference mandatory? And, can potential proposers participate in the pre-proposal conference via telephone?

A1: The pre-proposal conference is not mandatory. Participation by telephone is not an option.

2. Does the 75-page limit include all three sections (Technical Submittal, Disadvantaged Business Submittal, and Cost Submittal)?

A2: Revision to Part I, “General Information,” I-14, Economy of Preparation:

Offerors should prepare proposals simply and economically, providing a straightforward, concise description of the Offeror’s ability to meet the requirements of the RFP. The proposal should not be more than seventy-five (75) pages. This excludes table of contents, dividers, Appendices (both supportive and required which includes financial documents, resumes etc.). Resumes should be limited to two (2) pages for each individual resume. Duplex printing is acceptable and suggested.

3. The headers in the Appendix E tabs for “Itemized Cost Worksheet” and “Task Costs and Evaluation Sheet” request data for five years, but the spreadsheets are set up for 3 years. Should we alter the spreadsheets to add Year 4 and Year 5?

A3: Refer to Addendum 1.

4. The RFP specifies that the two electronic copies must be in Microsoft Office compatible files. This means it is editable and may change formatting once opened. Shouldn’t this submission be in an acceptable readable format such as Adobe (pdf)?

A4: Refer to Section I-12 of the RFP to review the requirements of the electronic copies of the submittal.

5. Please provide further info on how points will be given for the 20% Disadvantaged Business participation. For example, how many points would a firm receive for submitting a “Priority Rank 3” proposal?

A5: Each DB Participation Submittal will be rated for its approach to enhancing the utilization of Small Disadvantaged Businesses and/or Socially Disadvantaged Businesses. Each approach will be evaluated, with Priority Rank 1 receiving the highest score and the succeeding options receiving scores in accordance with the above-listed priority ranking. To the extent that there are multiple DB Participation submittals that offer subcontracting commitments to Small Disadvantaged Businesses, the proposal offering the highest total percentage commitment shall receive the highest score in the Priority Rank 3 category and

the other proposal(s) in that category shall be scored in proportion to the highest total percentage commitment offered.

6. The 70% rating necessary in order to have the cost section reviewed. That is I assume 70% of the Technical and DB combined?

A6: Section III-5 (1), Offeror Responsibility, explains that “The total score for the technical submittal of the Offeror’s proposal must be greater than or equal to 70% of the available technical points”. The 70% is applicable to the Technical submittal only. The Disadvantaged Business submittal will be evaluated after the Technical submittal evaluation.

1.To furnish you some of the background leading to the issuance of this request for proposals; 2.To emphasize those requirements of the RFP we consider especially important; 3.To point out some areas Offerors have had problems with in the past; and 4.To answer your questions concerning the RFP.

Our evaluation will be based almost entirely on what is submitted by you. Follow as completely as possible the proposal format given in Part II of the RFP; this will aid us in making our comparative evaluation.

GREEN PLAN POLICY STATEMENT As a direct result of our commitment to assuring adequate, safe and efficient intermodal transportation facilities and services at reasonable cost to the citizens of the Commonwealth of Pennsylvania, the Department of Transportation will play a leading role in the administration of environmental responsibility. The Department will demonstrate this leadership by committing to the following principles relative to the planning, design, construction, operation and maintenance of Pennsylvania's balanced intermodal transportation system: Principle 1 Plan, design, build, operate and maintain a statewide transportation system that protects the environment, prevents pollution and uses resources efficiently. Principle 2 Contribute to economic vitality and quality of life by applying sound environmental management practices which address the requirements of the public, users, carriers, industry and labor. Principle 3 Comply with applicable environmental legislation and regulations. Principle 4 Invest in transportation infrastructure to support the use of alternative fuels and vehicles and expand the use of Green Energy in our operations Principle 5 Establish a program of review and continual improvement of environmental performance which accounts for technical and economic developments, scientific understanding, and significant environmental impacts. Principle 6 Establish relevant and measurable objectives which endeavor to improve environmental performance and provide the means to gauge progress. Principle 7 Ensure employees understand these principles as well as their priority, and are furnished with the means to fulfill them. These principles are essential elements for the management of the Department as we enter the 21st century. As part of a fully integrated environmental management system, these principles should be incorporated into the policies, programs and practices of all Department of Transportation organizations.
