Revised POTF Motion

• Resolved that the WECC PCC endorse the POTF whitepaper "A New Paradigm for Path Operations": endorsement means general concurrence with the new paradigm; provided that concerns raised by the PCC, as provided by PCC Members by October 17, 2014 to WECC Staff, be addressed when moving forward with the new paradigm.
