CHAPTER 1 INTRODUCTION
Indian Railway is one of the biggest transportation organization among all other
transport organizations in the country. In fact the Railway is backbone of the national
economy. In recent time, Railway is facing tremendous competition from road and air.
Indian Railways begun to lose out freight to the Roadways since the last decade
despite its inherent advantages of being environment friendly and more reliable. Today
the Railway’s freight share stands at approximately 35% against 64% of two decades
ago. This slows down in freight loading eroded the Railways revenue. In the time of
competition transport system should not only the agile, prompt and amenable but also
financially viable. In order to bring economy in expenditure the optimum utilization of
man, machine and material will have to be ensured.
Productivity has acquired a new and broader meaning in the light of highly
competitive economic environment, increasing educational levels, degradation of

physical environment and increasing population creating pressure on the limited
available resources. To be relevant, the output dimension of the productivity equation
needs to be stressed more than before, because improvement in the use of resources
alone may not give the desired competitive advantage. Productivity should be viewed
as increasing value addition to be achieved by:-
i) Providing products and services that enhance customer satisfaction;
ii) Reducing costs; and
iii) Enhancing safety.
After introduction of new policies of parcel and passenger traffic over the period of
time various categories of Commercial department has lost their significance.
Due to ‘Comprehensive leasing policy’ most of the parcel vans over Indian Railway are
out source. Further, policy regarding receiving through traffic only, without any
transshipment has also restricted the parcel traffic to be handled by the department.
After introduction of various software programs for reserved/unreserved ticket booking,
parcel booking, goods booking and other latest mode of communications like E-dak
etc. role of messengers (Couriers) have become insignificant.
Facilities like waiting rooms and retiring rooms cannot be operated on loss basis
hence in absence of adequate earning either these facilities may be operated through
outsourcing or effort may be made to convert in to earning sources.
In light of above facts, it become essential to review the staff strength diminishing
categories like- Parcel Porter, Courier, Commercial Khalasi, Marker and Waiting Room
Attendant of commercial department.

2.2 Terms of Reference:
This study has been conducted under the following terms of reference:
i) Review of staff vis-a-vis workload on existing working conditions.
ii) Suggesting the ways and means for improving the system economically and
efficiently.
2.3 Methodology Adopted:
The following techniques of method study as well as work measurement have been
applied to conduct the study:-
i) Observing existing policies.
ii) Receiving relevant data from field units.
iii) Interaction with field officials
iv) Direct observation of the pattern of working.
v) Critical examination of the existing system of working and reassessment of
manpower requirement.
2.4 Field units visited:
Work study team has visited Divisional Office, Bikaner to receive the cadre and other
policy circulars. Work study team has also visited the –BKN, LGH, SOG, HMH, SGNR,
RTGH, CUR, SDLP, LHU, MBY, HSR, SSA and BNW stations to observe the working
conditions and procedures being adopted by the staff to perform the work.

CHAPTER 3 SYNOPSIS
Dy. CCM/PM & HQ vide his letter number C-358/Misc; dated: 21.02.2017 has
recommended carrying out the work study of Parcel Porters in Annual Programme of
Work Studies for the year 2017-18.
It has been observed by the work study team that in changing working scenario like
leasing out the parcel traffic, on line booking of Retiring Rooms and outsourcing of
cleanliness work at Stations etc., significance of various categories of commercial staff
like Parcel Porters, Courier, Marker and Waiting Room Attendant have reduced
remarkably. Therefore, permission was sought to review the staff strength of these
categories through work study.
SDGM/NWR has approved to carry out the work study. Approval of work study was
informed to Sr. DCM/BKN and requested to nominate the coordinator/coordinators.
According sectional CMIs were nominated to coordinate with the work study team.
Work study team has visited all the field units and as well Divisional Office, Bikaner. To
received relevant data and present working procedure.
After critical analysis of data received from various sources, assessing the existing
workload, observing the present working procedure and after thorough discussion on
these with the officials, work study team has given the recommendation for right sizing
the cadre. This will be going to help in optimization of resources.

4.2 Duties of Various Diminishing Categories of Commercial Staff:
4.2.1 Duties of Parcel Porters:
In Parcel Offices they are responsible for:
i) Loading and unloading parcels from trains.
ii) Transshipments of Parcels from one train to another.
iii) Handling of Parcels like- receiving parcel from consignor, stacking it at proper place
and handing over parcel to consignee.
iv) Any other work assigned by the higher officials.
4.2.2 Duties of Courier:

i) Receiving periodical, monthly, quarterly, half-yearly and annual returns, ROPD and
vouchers from nominated sections.
ii) Handing it over to the return checker.
iii) Informing higher officials about shortfall in the returns, ROPD and Vouchers
received.
iv) After due checks and entries by return checker, handing over these returns, ROPD
and vouchers to accounts department for further check.
4.2.3 Duties of Comml. Khalasi:
They perform multiple works assigned by the officials under whom they are
appointed.
4.2.4 Duties of Goods Marker:
There work is to mark the Parcel/Goods received from the consignor as per Railway
rules so that these Parcels/Goods can be connected and delivered at destination.
4.2.5 Duties of Waiting Room Attendant:
i) House-Keeping of waiting rooms.
ii) Ensuring entry of genuine passengers in waiting room.
iii) Doing needful entry of passenger details in the register.
iv) Ensuring no illegal activity in the waiting room.

Parcel Porter-01 He is being utilized as Rest Giver.
Parcel Porter-01 He is being deployed at Parcel Office, Lal Garh for purpose of
Parcel handling.
6.1.4 Description of parcel handling work being performed through Imprest Cash:
To meet out with additional need of parcel handling, imprest cash of amount Rs.
25000.00 per month has been issued to the Parcel Office, Bikaner.
6.1.5 Observation:
01 Parcel Porter in each shift is not sufficient to meet out with the existing
need of parcel handling. Therefore part time Parcel Porters are engaged
though imprest cash. They are successfully performing the parcel handling
work. It is being advised that additional impreset cash should be created so
that complete parcel handling work may be performed through outsourcing.
All the 07 posts of Parcel Porter at BKN has been considered surplus and
advised to surrender.
6.2 Deployment of Parcel Porter at LGH Railway Station:

15000.00 per month has been issued to the Parcel Office, Lalgarh.
6.2.5 Observation:
As such 01 Parcel Porter of Bikaner is performing work at LGH against Nil
cadre of Parcel Porter. This has already considered surplus in cadre of Parcel
office, Bikaner. Therefore, it is advised that parcel handling work at Lalgarh
should be performed by engaging the staff through Imprest cash.

CPS/CUR has informed that 01 person cannot handle the heavy luggage
moreover after opening of CUR-SIKR section workload will be increased and
it will require to load and unload the TC safe. He has requested to create
appropriate cash imprest for proper handling of Parcel. Work study team
has considered his suggestion and advice to create appropriate imprest cash
for Parcel Office, Churu to manage the parcel handling work. 01 post of
Parcel Porter with Parcel Office, Churu has been considered surplus and
advised to surrender forth with.

6.5.5 Observation:
CPS/SDLP has informed that large number of trains are passing from the
station, therefore 01 person cannot handle the parcel. In addition to 01
departmental Parcel Porter, 03 part time parcel porters are engaged through
imprest cash of Rs. 15000 per month. As such the work of parcel handling is
partially being performed through outsourcing without problem, therefore it
is advised to give appropriate rise in the monthly imprest cash. 02
sanctioned posts of Parcel Porters at SDLP have been considered surplus
and advised to surrender forthwith.

departmental Parcel Porter, part time parcel porters are engaged through
imprest cash of Rs. 15000.00 per month. As such the work of parcel
handling is partially being performed through outsourcing without problem,
therefore it is advised to give appropriate rise in the monthly imprest cash.

6.11.5 Observation:

CPS/SSA has informed that large number of trains are passing from the station,
therefore 02 staff cannot handle the parcel. Therefore, they require additional
manpower for parcel handling. A process for creating imprest cash for engaging
part time parcel porter is in the process. It is being advised to give appropriate
monthly imprest cash, so as to complete parcel handling work should be performed

passenger entering in. A Commercial Khalasi is already working at Lalgarh
station. Hence, this 01 post of WRA should be shift to Bikaner against the
vacancy and here may be utilize as per need only.

exiting arrangements are able to manage both waiting room and retiring

At present there is neither any Waiting Room nor Retiring Room at Bhiwani
station as old building has been dismantled. Construction of new building
for Waiting Rooms and Retiring Rooms will be initiated soon and it is
expected that construction of the building will be completed up to
31.12.2017. Presently these WRAs are being used against the vacancies of
SM Khalasi. Almost 02 years have passed from the date of dismantling of
the old building and these 02 WRAs are being used at the station without
any justification resulting in to financial losses to the Railway. Hence, Work
Study has considered these resources as surplus and advised to surrender 01
post of WRA with immediate effect. Whenever new assets will be developed
according for manning of these assets manpower should be outsourced.

CHAPTER 11 CRYTICAL ANALYSIS
11.0 Critical analysis of Parcel Porter, Courier, Commercial Khalasi, Goods Marker
and Waiting Room Attendant is given below:
11.1 Parcel Porter:
The parcel working over the railways has undergone various reforms. The
emphasis now is more on leasing of the SLRs, AGCs & VPUs where
loading/unloading etc. is to be organized by lease holders. Gauge conversion of
the most of the MG sections to BG has resulted into elimination of need for
transshipment of packages at brake-of-gauge locations. Speeding up of trains
has resulted into curtailment of stoppages/halt at many of the stations. A large
number of stations have since been closed for parcel traffic on NWR.
Presently there is sanctioned strength of 23 staff in the cadre of Parcel Porters
over Bikaner division out of which only 13 staff is on roll i.e. 10 vacancies are
existing in the cadre. Appropriate Imprest cash amount almost at all the
locations of Parcel offices have been created for parcel handling. Therefore,
there is almost negligible work left for Parcel Porters.
It is further advised that appropriate Imprest cash must also be created for
parcel handling at Churu and Sirsa.
Hence, all the 23 posts (13 on roll+10vacant) of Parcel Porters have been
considered surplus and advised to surrender forthwith.
11.2 Courier:
At present there is no on roll staff to perform the work of courier. However, in
the section there are booking clerks are working as the return checker. They

over Bikaner division has been considered surplus and advised to surrender
forthwith.
11.5 Waiting Room Attendant:
The sanctioned strength of WRA over BKN division is 10 out of which 09 WRA
are on roll. After thorough analysis of uses of Waiting room and Retiring
room cadre of 06 WRA have been considered appropriate and 04 (01 vacant)
posts of WRA have been considered surplus and advised to surrender
forthwith.
