Digital  Agenda  for  Europe  (DAE)  

• Europe's  strategy  for  a  flourishing  digital  economy  by  2020

• Based  on  seven  pillars  

The  Seven  Pillars

ageing  popula<on,  public  services)    

DAE  -­‐  Ac<ons  

• Not  only  a  policy  document,  but  also  opera<ve  • Series  of  concrete  ac<ons  to  reach  the  objec<ves  

outlined  in  the  seven  pillars    • Ac<ons  involve  the  governments  as  well  as  

companies  and  other  stakeholders  • 78  ac<ons  are  to  be  taken  by  the  Commission  (including  31  legal  proposals)  and  23  ac<ons  are  

proposed  to  the  member  states  (MS)  

13  key  performance  targets  

• Seven  pillars+101  related  ac<ons  =>  13  numerical  key  performance  targets  

• Aim:  to  show  whether  Europe  is  making  progress  in  s<mula<ng  a  virtuous  circle  of  investment  in  and  

usage  of  digital  technologies    

• The  en<re  EU  covered  by  broadband  by  2013  • The  en<re  EU  covered  by  broadband  above  30  megabit  

per  second  by  2020    • 50  %  of  the  EU  to  subscribe  to  broadband  above  100  

megabit  per  second  by  2020  • 50  %  of  the  popula<on  to  buy  online  by  2015  

• 20  %  of  the  popula<on  to  buy  online  cross-­‐border  by  2015  

• 33  %  of  small  and  medium-­‐sized  enterprises  to  conduct  online  purchases/sales  by  2015  

• The  difference  between  roaming  and  na<onal  tariffs  to  approach  zero  by  2015  

 

• To  increase  Internet  usage  from  60  to  75  %  by  2015,  and  from  41  %  to  60  %  among  disadvantaged  people  

• To  halve  the  propor<on  of  popula<on  that  has  never  used  the  Internet  from  30  %  to  15  %  by  2015  

• 50  %  of  ci<zens  to  use  e-­‐Government  by  2015,  with  more  than  half  of  them  returning  filled-­‐in  forms  

• All  key  cross-­‐border  public  services  available  online  by  2015  

• To  double  public  investment  in  ICT  R&D  to  €11  billion  by  2020  

• To  reduce  energy  used  for  ligh<ng  by  20  %  by  2020
