Review of East Staffs BC 5 Year Housing Land
Supply
July 2013
Alliance Planning has undertaken a review of the sites discounted by Barton Willmore for Planning
Appeal (APP/B3410/8/13/20189989/NWF). Site visits have been undertaken for all sites comprising
5 dwellings or more. A detailed review of the Council’s public access website has also been
undertaken to establish whether any reserved matters or extension of time applications have been
made.
An appraisal of each sites assessed is set out below along with our view with regards to the
likelihood of development coming forward and whether each site should be discounted.

Comments: Outline planning permission was granted for the erection of 11 houses and 9
apartments on the 26th August 2010. Reserved Matters are due to be submitted by the 26th

Having reviewed the Council’s online public access website, no reserved matters have been
submitted for the site which may be due to the proposal involving the delivery of apartments.
The Site is currently being marketed by Salloway Property Consultants for residential/
employment use. Given that it has been nearly three years since planning permission has been
granted, it is reasonable to discount this site.

Proposal: Erection of a three storey building to form five dwellings and six apartments
Comments: Planning permission was granted on the 2nd September 2010 with the S106
agreement also signed. Having reviewed the Council’s website, no details have been yet been
submitted for the discharge of the 6 pre-commencement conditions. The planning permission
for the site is due to expire on the 2nd September 2013.
Having spoken with the Architect they have confirmed that no progress had been made
recently with regards this the scheme.
It is also worth noting that a planning application was submitted for the change of use of the
site to Class A1 retail which was approved by the Council on 10th October 2012. This
permission will expire on the 10th October 2015.
Given the passage of time since planning permission was granted for the residential scheme
and in light of a more recent permission for retail use at the site, it is therefore considered
reasonable to discount this site.

Comments: Planning permission for the scheme was granted 13th July 2011 and the S106
Agreement has been signed. The Council’s website has confirmed that Reserved Matters

Having visited the site, existing uses are still operating from the employment units which
would be required to be relocated as part of the development proposals.
On this basis and on the assumption that a reserved matters application is forthcoming, it is
considered that this site is only able to deliver 43 dwellings in the first 5 years.

progress we believe the site is capable of competition within 5 years and make allowance for
all 212 units to come forward.

Comments: Planning permission was granted on the 21st June 2012 for the extension of time
application which proposed the development of land for up to 116 dwellings. A reserved
matters application was later submitted on the 11th December 2012 by Bellway Homes which
proposes the erection of 81 dwellings at the site. This application was approved on the 25th
March 2013 Work has commenced on site, therefore considered likely that the site has the
potential to deliver up to 81 dwellings in the next 0-5 years.

Comments: planning permission for the site was granted on 20th November 2009 for the
development of 12 flats at the site. An extension of time planning application was submitted

a number of conditions attached to the permission which require discharging before
development can commence. However, given that the applicant has sought to keep the
planning permission alive, we add all 12 units into the supply.
