History

Hacienda Business Group (HBG) is a family operated company

established as Hacienda Agrivet Supply on March 15, 2003 by Mr. Nilo

M. Barandog with an objective of creating a chain of feeds, veterinary,

and agricultural retail stores across Negros Oriental and Siquijor. It

started its operations under the business name Hacienda Agrivet Supply

with three (3) branches located in Bais City, Bayawan City and Siaton.

After years of operations, the owner created Plantation Agrivet

Supply and Hacienda Enterprises to operate alongside with its existing

Agrivet stores. Today, Mr. Barandog owns a total of sixteen (16) stores all

over Negros Oriental and Siquijor province with nine (9) other affiliated

stores. Despite the existence of sixteen (16) fully operational stores, he

still aims to open more branches to reach more customers most

especially those located in agriculture-rich areas.

Mr. Nilo Barandog is not a stranger to this type of business. He

was a Coco Fed scholar throughout his four (4) years of college and

graduated with a degree of Bachelor of Science in Agri-Business from

Silliman University in 1981. He was previously connected with UNIVET

for sixteen (16) years holding positions as sales representative and

operations manager assigned in the areas of Cebu City, Davao City and

Metro Manila. Throughout his extensive experience and exposure, he

was able to build close personal working relationship with many potential

business associates.

Type of Organization

Hacienda Business Group (HBG) is a sole proprietorship duly

licensed and registered with the Department of Trade and Industry (DTI),

Bureau of Internal Revenue (BIR) and the City of Dumaguete under the

management of Mr. Nilo M. Barandog. HBG is currently engaged in the

merchandising of feeds, veterinary, and agricultural products.

A sole proprietorship is a type of business owned and run by one

individual and operated for his or her profit. It is considered the simplest

and easiest form of business organization wherein one person owns and

operates the business. Under this business structure, the owner, Mr.

Barandog, is solely responsible for providing the necessary financial

needs including having full control over the entity’s business assets and

liabilities, and all its business transactions. He will ultimately reap the

profits and bear the risk of losses.

Advantages of a Sole Proprietorship

Organizing an entity as a sole proprietorship has many advantages,

which encourages potential individuals to use such form of organization

for his or her chosen business. Being the simplest type of business

structure, a sole proprietorship is easy and cheap to organize.

Apparently, the proprietor has complete independence, control and

authority over all its decision-making needs. Furthermore, the business

venture is ultimately treated as an extension of the proprietor; thus, it is

not taxed separately from him or her, making the taxation process less

complex (Warren et al., 2009, p. 20).

Disadvantages of a Sole Proprietorship

In contrast to the previous discussion, a sole proprietorship also

has its weaknesses and disadvantages. In a sole proprietorship, an

owner has unlimited liability wherein his or her total wealth can be used

to satisfy the business’ debts. Since there is no legal separation between

the owner and the entity, he or she can be held personally liable for the

debts and obligations incurred by it. Furthermore, proprietorships are

faced with limited fund-raising power, which tends to inhibit its growth

(Gitman & Zutter, 2013, p. 58-59). It is oftentimes a challenge to raise

money because potential investors and banks are normally hesitant to

invest or lend credit due to the lack of financial credibility and assurance

of return and repayment. Moreover than not, sole proprietorship

imposes a certain degree of burden and pressure to the owner since its

success and/or failure ultimately rests on his or her shoulders.

Nature of Operations

Hacienda Business Group (HBG) is a merchandising company

engaged in the buying and selling of goods directly from manufacturing

companies or area suppliers and distributors with some other goods

sourced out from wholesalers. HBG adds value to the goods through its

reputable name and reliable supply chain, distributes them to its

different store branches and affiliates, and sells them to their various

customers.

An agricultural and veterinary supply store otherwise referred to in

layman’s term as an agrivet supply is an establishment generally engaged

in the distribution, wholesaling, and retailing of (1) veterinary drugs and

biologicals, (2) specialty feeds for pets and fighting cocks, (3) agricultural

feeds for commercial poultry, piggery and fish farms, (4) day old chicks

and ready to lay pullets such as broilers, layers and pet birds, (5)

chemicals and other farm inputs such as pesticides or herbicides, farm

implements, horticulture needs, and pet and fighting cock accessories,

and (6) fertilizers and seeds. It may also offer other services such as but

not limited to incubation, free grinding, wingband or leg band engraving,

and free consultation with veterinarian partners.

Location Map

The Hacienda Business Group is dispersely located throughout

Negros Oriental and Siquijor. Its main office and warehouse is situated

near the Bishop’s palace in Purok Tres, Rosas, Barangay Bagacay,

Dumaguete City.

Industry and Environmental Analysis

The environment of a business consists of market and nonmarket

components. The market environment of the firm is composed of forces

such as firms, suppliers, and customers. These forces are governed by

markets or private agreements such as contracts (Baron, 2003, p. 2). In

order for firms to become financially successful, they must effectively

function in the relative market environment. To succeed, management

must ensure that production and/or supply is efficient and responsive to

what is demanded by consumers. Moreover, firms must adapt to

changes in the environment and not resist them.

To better understand the agrivet supply industry in which

Hacienda Business Group operates, SWOT Analysis, PEST Analysis and

Porter’s Five Forces Analysis Framework are performed. These analyses

are presented and discussed below and on the succeeding pages.

It is empirical for companies to undertake SWOT Analysis. SWOT

Analysis is the process of analyzing both the internal and external

environment of the company. SWOT is the acronym for strengths,

weaknesses, opportunities, and threats. Strengths and weaknesses deal

with the internal environment while opportunities and threats deal with

the external environment of the firm. Strengths are positive factors that

help the company achieve its goals and objectives while weaknesses are

negative factors that hamper the company from achieving its goals and

objectives. On the other hand, opportunities are positive situations that

improve the company’s position in the industry while threats are negative

situations that would lead to sales or profit deterioration without

defensive marketing action.

PEST is the acronym for political/legal, economic, social/cultural,

and technological factors in the macro-environment of a firm. It is a

simple and effective tool used in situation analysis to identify key

external forces that might affect an organization in the macro-

environmental level. This tool aims to find out the current external

factors affecting an organization including identifying those factors that

may change in the future in order to exploit the opportunities or defend

the organization against threats (Makos, 2013; Mind Tools Ltd., 2011).

The outcome of PEST Analysis is an understanding of the overall picture

surrounding the company. The figure below illustrates the scope of the

PEST Analysis Model.

Political/Legal Environment. The political and legal

environments consist of systems that ensure government supremacy and

the enforcement of laws and ordinances. These are all about how and to

what degree a government intervenes in the economy. In this section,

government regulations and legal factors are assessed in terms of their

ability to affect the business environment and trade markets. Political

stability, tax guidelines, trade regulations, safety regulations, and

employment laws are some of the main issues addressed. These are

created to protect consumers from unscrupulous sellers and at the same

time protect resellers from unscrupulous suppliers. It is apparent that

political factors often have a major impact on organizations and on how

they do business. Therefore, it is imperative that organizations need to

be able to respond to the current and anticipated future legislation, and

adjust their marketing policy accordingly. Like any other business, HBG

must comply with both local and national laws and pay the

corresponding taxes and fees in order to operate as a business. Business

licenses and permits must be regularly filed with the Office of the City

Mayor and the Department of Trade and Industry among others. Since

HBG is on the process of incorporating, there is also a need to be familiar

with the provisions of the Corporation Code since it will form the basis

for how the business will be run. A lawyer may be consulted to provide

additional information and advise on important provisions of the code.

Furthermore, agrivet supply operators like HBG should have a working

knowledge of existing agricultural laws because of its potential impact on

its operations. This laws and regulations include but are not limited to

R.A. 1199 (Agricultural Tenancy Act of the Philippines), R.A. 3844

(Agricultural Land Reform Code), R.A. 6389 (Code of Agrarian Reforms of

the Philippines), R.A. 6657 (Comprehensive Agrarian Reform Law of

1988), R.A. 10601 (Agricultural and Fisheries Mechanization Law), R.A.

10000 (Agri-Agra Reform Credit Act of 2009), and R.A. 10068 (Organic

Agriculture Act of 2010).

Economic Environment. Through the economic environment

factor, businesses examine the economic issues that are bound to have

an impact on the company. Economic factors include economic growth,

interest rates, exchange rates, inflation, disposable income of consumers

and businesses and so on. These factors impact on how businesses

operate and make crucial decisions. They can be further broken down

into macro-economic and micro-economic factors. Macro-

economic factors deal with the management of demand in any given

economy. Governments use interest rate control, taxation policy and

government expenditure as their main mechanisms. Micro-economic

factors are all about the way people spend their incomes. The agrivet

business like any other booming business is greatly affected by the

above-mentioned factors. Sadly, any shifts in the Philippine or world

economy can greatly affect local business conditions. These critical

shifts in economic conditions are beyond our control.

Social/Cultural Environment. These are the areas that involve

the shared beliefs and attitudes of the population. These factors include

– population growth, age distribution, health consciousness, career

attitudes and so on. With the social factors, a business can analyze the

socio-economic environment of its market via elements such as customer

demographics, cultural limitations, lifestyle, attitude, and education.

With these, a business can understand how consumer needs are shaped

and what brings them to the market for a purchase. These factors are of

particular interest as they have a direct effect on how marketers

understand customers and what drives them. Today more people put so

much concern and importance on their health and safety. They prefer to

buy organic products and those processed with fewer chemicals. In

response to these social trends, businesses may be forced to improve

their management strategies to cater to such demands. As such, it is

necessary for businesses like HBG to be keen and observant of local

sociocultural attitudes that shape and dictate the buying habits of their

current and future customers. HBG must exert extra effort to familiarize

themselves with the local cultural beliefs and practices to be acclimatized

to local business practices.

Technological Environment. The technological landscape today

changes rapidly creating a great impact on the way businesses market

their products. These factors include technological advancements, life

cycle of technologies, the role of the Internet, and the spending on

technology research by the government. Agrivet businesses should make

use of new, emerging, and automated technological processes so as to

provide competitive world-class services to its current and future

customers. HBG should invest in adequate computer hardware and

software to speed up and hasten the processing of business transactions.

In view of this, business establishments including agrivet companies

need to maintain an active and updated online presence. It is important

for HBG to invest in new and emerging technological advances to stay

ahead of its competitors.

The Porter’s Five (5) Competitive Forces Model aims to gain a

thorough understanding of a particular industry by analyzing the

bargaining power of suppliers, the bargaining power of customers,

competition among existing firms or competitive rivalry, threat of new

market entrants or barriers to entry, and threat of substitute products.

This model was developed by Harvard Business School professor and

planning strategy tool to better understand an entity’s external

environment (Kurtz & Boone, 2010, p. 40-41).

A particular firm’s success relies much on how it reacts to market

signals and how it accurately predicts the evolution of the industry

forces. If and only if businessmen including agrivet supply operators

would be able to understand fully the effect of each industry force, they

can take either defensive or offensive actions that will bring them to an

advantageous position in response to the pressures exerted by these

important industry forces. These forces might either hamper their

business or improve their position in the relative industry. Figure 4

below illustrates the Five (5) Forces Analysis of Hacienda Business Group

and the agrivet supply industry.

Bargaining Power of the Suppliers. This relates to what the

suppliers can do in relation to the business enterprise. This refers to the

pressure suppliers can exert on businesses by raising prices, lowering

quality or, reducing availability of their products (The Strategic CFO,

2013). It is one of the forces that shape the competitive structure of the

industry. In the Philippines, the bargaining power of suppliers is low to

medium due to its agricultural landscape. Apparently, many competing

suppliers exist in the agrivet business so as to serve the farming needs of

the country.

The threat from suppliers is high when they can charge higher

prices for raw materials and finished goods. Threat arises when the

resources needed are available only from a small number of suppliers. If

the cost of switching from one supplier’s product to another is high, the

bargaining power of suppliers is high. Besides, if substitute products are

unavailable in the marketplace, supplier power is high.

Bargaining Power of Buyers. The bargaining powers of buyers

determine the industry’s ability to generate profit. If a business sells to a

few large buyers, the buyers will have significant leverage to negotiate

lower prices and other favorable terms because the threat of losing an

important buyer puts a business in a weak position. Moreover, buyers

have power if they can play suppliers against each other.

In the agrivet industry, the retailers’ power ranges from medium to

high because of the volatility of demand. When there are a few large

buyers who buy in large quantities, the retailers have less significant

power. On the other hand, when there are many smaller buyers, the

business will have greater control because each buyer constitutes a small

portion of its sales. Many small customers acting as a group can create

a strong force. Customer loyalty towards a specific business reduces the

bargaining power of buyers. The “suki system” may be in play here since

loyal customers will tend to patronize HBG’s products despite

asymmetric information and small price changes.

Barriers to Entry. Economic barriers to entry are part of the

reasons some companies thrive and others fail (Study.com). Barriers to

entry are the factors that prevent a business from entering a market.

These hindrances may include government regulations and patents,

startup cost, technology and challenges, or education licensing and

requirements.

Analyzing the threats of new entrants involve examining the

barriers to entry and the expected reactions of existing firms to new

competitors. Barriers to entry are the costs and/or legal requirements

needed to enter a market. These barriers protect the companies already

in business by being a hurdle to those trying to enter the market. In

addition to up-front barriers, a new competitor may inspire established

companies to react with tactics to deter entry, such as lowering prices or

forming partnerships. The chance of reaction is high in markets where

firms have a history of retaliation, have excess cash, are committed to the

industry, and when they are exposed to slow industry growth.

The presence of many existing and well-established agrivet

businesses well-patronized by the local community clearly poses a threat

to new entrants. This threat is high when an industry barrier to entry is

low. Established firms hold their position and discourage firms from

entering their market through price and margin reductions. This threat

is low when firms have established best practices in marketing,

management, production, and administration.

Threat of Substitute Products. This refers to the availability of

the product that a customer can purchase instead of the entity’s product.

A substitute product is a product from another company that offers

similar benefits to customer as the product produced by the firm in the

industry (Threat of Substitutes). The availability of a substitution threat

affects the profitability of an industry because customers can choose to

purchase a substitute instead of the entity’s product. If the substitute

product is cheaper then the risk is high. If the substitute product is of

equal or superior quality, the threat of substitution is high.

The presence of alternative products and the emergence of new

technology in the agricultural sector pose a threat to the retailers. Since

switching cost is low, customers may opt to transfer to another retailer,

making threat of substitutes high.

Competitive Rivalry. Rivalry among competitors is often the

strongest of the five competitive forces, but they can vary widely among

different industries. If the competitive force is weak, companies may be

able to raise prices, provide fewer products, and earn more profits.

The intensity of rivalry among competitors in an industry refers to

the extent to which firms within an industry put pressure on one

another and limit each other’s profit potential (Study.com). High

intensity of rivalry means competitors are aggressively targeting each

other’s markets and aggressively pricing products.

Rivalry among competitors is moderately high with all major

players having their own agrivet supply stores within the locality. This is

a major threat to existing agrivet businesses because rivals most likely

offer the same services and products while operating within the same

market and environment. There could also be new competitors entering

the market and the buyers may have the power to buy the services or

products at lower prices.

If there are many competitors, competitive rivalry will be more

intense. If the competitors have equal market share, the intensity of

rivalry will increase. Industry rivalry will be intensified if industry

growth is low, fixed costs are high, industry’s products are

undifferentiated, brand loyalty is insignificant, consumer switching costs

are low, and competitors are strategically diverse.

Organizational Chart

According to Robert Kreitner (2009, p. 221), an organizational

chart is a diagram of an organization’s official positions and formal lines

of authority. It is the visual display of an organization’s structural

skeleton. He also pointed out that the familiar pattern of boxes and lines

that connect them offers the company management an organizational

blueprint for deploying human resources. Organizational structures

provide a clear view of who are to perform a specific tasks and who are

responsible for whatever results.

Furthermore, Kreitner added that an organizational chart consists

of two dimensions namely: vertical hierarchy and horizontal

specialization. Vertical hierarchy establishes chain of command or who

reports to whom while horizontal specialization specifies the division of

labor. The lines that connect the boxes in an organizational chart signify

line and staff positions. Line positions are those in the formal chain of

command and are connected by solid lines. On the other hand, staff

positions are those that provide advice and support and are connected by

broken lines (p. 222).

Figure 5 on the page 19 shows the current organizational chart of

Hacienda Business Group. As can be observed from the diagram, the

company is family-operated. It is closely managed and supervised by Mr.

Barandog giving him the power to make all major business and operating

decisions concerning the company.

The ultimate responsibility for the screening and hiring of company

employees ultimately lies with the owner. There are no written guidelines

for the hiring of employees. Employees are hired based on the owner’s

sound judgment. Since the Animal Technician role is very technical in

nature, to qualify for such a position, interested applicants must be

graduates of any Agriculture degree.

Presented on Table 2 below is a summary of the current company

Market Description

Negros Oriental otherwise, known as Eastern Negros, is one of the

provinces of the Philippines strategically situated at the southeastern

half of Negros Island. It is separated from Negros Occidental by a chain

of rugged mountains with Dumaguete as its capital and most populous

city (Alojado Publishing International, 2016). Today, by virtue of Execute

Order No. 183 issued on May 29, 2015 by Pres. Benigno C. Aquino, III,

Negros Oriental is now part of the eighteenth (18th) Region in the country

otherwise referred to as Negros Island Region (NIR) together with Negros

Occidental.

In a study conducted by Prof. Wilma E. Tejero of Silliman

University, she pointed out based on surveys conducted that Negros

Oriental is one of the poorest provinces in the country ranking ninth (9th)

among the top sixteen (16) poorest provinces all over the Philippines with

poverty incidence of 50.1 percent. Despite this fact, the province boasts

of its vast fertile land resources. Apparently, agriculture is one of the

major industries in the locality. There are a number of old and new

haciendas located throughout the province that engage in veterinary and

agricultural enterprises. Opportunities for agricultural ventures include

contract farming, orchard and industrial tree farming, aquaculture,

livestock, cut flowers and ornamental plants, and food processing.

Among the major local produces are copra, sugar, molasses, dehydrated

fruits, sugarcane, corn, coconut, rice, fruits, root crops, legumes,

vegetables, and other industrial crops. Furthermore, the local folks are

also involved in cattle ranching, fish pond farming and logging

(Department of Tourism Philippines, 2002).

With all these in mind, Negros Oriental and even Siquijor Island

are very potential and lucrative spots to put up an agrivet supply store.

Customers

It has been said that customers are the lifeblood of every business

organization may it be for-profit or not-for-profit. They are the ones

responsible for telling the company what types of products or services

they want, and when, where, and how they want to buy them (Kotler &

Keller, 2011, p. xvii). Customers are considered to be one of the most

important elements of the company’s internal environment who have to

be treated with utmost care. All company activities must revolve around

satisfying, delighting and enticing customers in order for them to

patronize the company’s products or services and also make repeat

purchases. Once satisfied and delighted, they will endorse the

company’s products and services to their friends and relatives. A

company that fails to satisfy the needs and wants of its customers will

Generally, Hacienda Business Group’s primary target markets are

those entities into chicken and poultry farming, piggery, as well as

private individuals. Their secondary markets are those individuals who

raise poultry, hogs and livestock for personal consumption. Moreover, it

is HBG’s intention to reach out more to the lower class consumers.

Suppliers

Suppliers play a vital role in the success of any business

enterprise. They provide stocks and supplies, raw materials, component

parts, equipment, services or other resources the company needs in

order to produce and sell its final product to end users (Zikmund &

d’Amico, 1999, p. 103). One must consider its suppliers as its partners.

In fact, some business organizations go to the extent of backward

integration with their suppliers especially if the products they provide are

very important inputs to the company’s product or business operations

that without them, there will be stoppage of production and eventual

sales.

To date, Hacienda Business Group (HBG) has numerous suppliers

to cater to all their needs. According to HBG management, they

maintain a number of suppliers for each of their needs to prevent the

hampering of their business operations. Furthermore, Mr. Nilo Barandog

makes it his policy to foster good business relationships with all his

suppliers. He also maintains alternative suppliers to ensure availability

of materials, supplies, and equipment whenever they are needed. Each

of these suppliers provides the company with all the needed quality and

durable products for daily store needs. Furthermore, the management

believes that a good business relationship with these suppliers is

essential to their business’ success.

Given the nature of the agricultural and veterinary business, there

are four (4) major distributors of feeds, medicines, and other agrivet

supplies in Negros Oriental. HBG may have close direct business

relations with the major producer-suppliers in the Philippines, but it

must go through these marketing intermediaries to get their products

and supplies. Orders may be placed directly through company-hired

sales agents, who however course through all company orders to the local

suppliers. The four (4) major marketing intermediaries are Tennessee

Feedmill, Odessa Marketing, Pacifica Agrivet Supply and Joebon

Marketing.

Competitors and Competitive Position

Like any other retail business, an agricultural and veterinary

(agrivet) supply store has its own share of tough competition. To stay on

top, every agrivet store operator must establish and foster good working

relationships with veterinarians, product manufacturers, and feed

suppliers to get the best products and workable credit line out there.

Initial capitalization may not be as much for as long as one can obtain

supplies and products at reasonable credit terms. The market may be

saturated with various competitors but it is the store operator’s skill,

knowledge, attitude and charisma that will allow the business to flourish

and survive. Location in strategic and well-populated areas is also

fundamental so as to attract potential customers.

Hacienda Business Group (HBG) may have started the business

with a small amount of initial capitalization because of the owner’s close

working relationship with established suppliers and distributors.

Through the owner’s familiarity with the actual agricultural business

landscape, this gave him a competitive edge among his competitors.

Competitors are those businesses engaged in the same business

with another company. They technically offer similar products.

Competition is good because consumers will have a wide array of

products to choose from. It also enables one company to improve

existing products or services. Competitors fall into two categories: direct

competitors and indirect competitors.

HBG has a handful of direct competitors within Dumaguete City,

Negros Oriental and Siquijor. Taking into consideration their current

location, there are a number of similar small and big agrivet stores

within the area offering more or less similar products. Through

familiarization and keen observation of the locality and its business

landscape, the following competitors’ profiles have been obtained.

Marketing Approach

Many people think of marketing only as selling and advertising.

This is a narrow view of what really marketing is. According to Philip

Kotler et al. (1998, p. 6), marketing is a social and managerial process by

which individuals and groups obtain what they need and want through

the creation and exchange of products and value with others.

Owners and managers should make it their mission to identify

their target market. Having a clear target audience on hand will give rise

to effective marketing efforts. The target audience may be individuals,

groups, special publics or the general publics (p. 472). These target

audiences will greatly affect their decisions.

Since an organization do not have all the resources to satisfy the

needs and wants of all consumers, it is necessary that it concentrates all

its efforts on satisfying certain needs for a specific group of potential

customers. The organization then must select a target market, which is a

subset of the total market, and direct its marketing program to this

chosen segment.

Hacienda Business Group (HBG) is currently not engaged in any

marketing strategies to attract customers. The owner believes that

through the company’s reputable product offerings and reliable services,

they will be able to entice more customers through the traditional word of

mouth advertisement. Furthermore, he believes that his reputable

name, as a former agricultural and veterinary sales agent and UNIVET

operations manager is enough to foster trust and patronage from his

former clients.

Status of Internal Control

Hacienda Business Group (HBG), despite being in business for

almost eighteen (18) years, has no formal written policies and company

manual to guide daily operations. It also does not have any formal

means of implementing internal control. Notwithstanding the owner’s

close supervision of business operations and familiarity of the office staff

and department heads of the ins and outs of the business, internal

control problems are bound to happen. Certain general key areas of

concern are pointed out below.

Segregation of Duties. Segregation of employee duties is an

important physical control activity to minimize incompatible functions. It

is particularly implemented to protect an entity against the possible risk

of any fraud scheme. Proper segregation of duties may require that at

least two (2) persons be involved in record keeping and custodial

responsibilities. In HBG however, it is clear that there is a defined

violation of proper segregation of duties. Generally, certain employees

perform multiple incompatible functions and responsibilities, thus

providing greater opportunity for fraud to be committed.

Sales Controls. It is very clear that HBG sales controls are weak.

It can be pointed out that management has too much trust in their

employees most especially those handling cash. Store cashiers are not

closely monitored and supervised given that there is no centralized POS

system being used. Furthermore, checking of daily sales report and cash

retrieval are usually done at least twice a week. Given the location of

some store branches in far-flung areas, sales control should at least be

modified and strengthened. In addition, having the office staff perform

sales receipts and recording violates the correct sales control function.

There should be a clear demarcation between these two tasks.

Inventory Controls. HBG inventory controls are also weak.

Having no warehouse manager or point person greatly impedes proper

inventory management. A warehouse manager should be in place to

manage receipt of goods, inventory count, and its eventual release during

delivery or sales. Furthermore, the office staff should not be given the

task of performing inventory count. Since it is within her job function to

record inventory, she should not be the one to receive and disburse goods

as the case maybe. Also, having affiliate store operators perform

stevedoring tasks and deliveries can be considered a control weakness.

These acts clearly shows that current controls in place are poor.

Asset Management Controls. Asset management should not

solely lie with the owner/manager. An employee should be designated to

perform such task for as long as it does not violate segregation of duties

principle. Having a person knowledgeable about the company’s fixed

assets will greatly enhance asset controls and iron out record keeping

needs of the accountant.

Financial Controls. HBG has no in-house bookkeeper or

accountant. Record keeping is not clearly defined. Apparently, it can be

construed that financial controls are weak. HBG solely relies on their

external auditor to act as their accountant in the preparation of

government required financial records and reports. This clearly shows

their strong dependence on outside parties.
