Introduction
The developments of population public policies in the last decades in Colombiaqualify the processes of attention to governmental institutions make in order toattend the disfavored economical and social conditions that some social groups face, between them the youth. In this sense, Valle del Caucas government hasanticipated multiple efforts that allow improving the life conditions of differentsectors that are affected by phenomena such as poorness and social exclusionsuffered in the region. In the isolated case of the youth , important actions orientedto guarantee their wellness have Ben started, from focuses that are oriented toconsider the Young people as leading actors of their development, , idea that wasstrengthened by the making of youth public policy department
In this document some relevant aspects of the mentioned experience regarding itsformulation, implement and institutional evaluation during the period 2005 2009are presented.
Political and social context of the experience
Valle del Cauca s Young people has deserved especial attention by thedepartmental administration, especially by Social Development Ministry where hasbeen developed different strategies and programs oriented to guarantee theirwellness making progress in the institutional view overcoming the notion of theYoung as a risk, strengthening their participation in distinct spaces and sceneriesand noting down on the diaries the necessity of making a public policy.
Following this planning , in 2005 the administration leaded , through a participativeexercise, the formulation of Valle del Caucas Young people Public Policy (VYPP)initiative which contributed to the public debate on the matter and strengthen theprocesses of social intervention that are anticipated by, from and to the youngpeople in Valle del Cauca. The policy opened channels of social participation basedon the principle of collective decisions, which should be explained, discussed andargued.
From this view, the situation of Young people was analyzed and principles,objectives and lineaments of the policy and Strategic Plan 2005 2015 were made.In this process of making, around 2500 young people from 42 local authorities ofthe department participated through methodological exercises related to social
public policies which motivated their participation and training around mattersrelated to the exercise of social public policies. The policy counts on a generalframework that supports and orientates the process of implement.
What was consolidated at the end?
To conclude, a scheme that sums up the principles, objectives and foundations ofthis policy is presented and that condense the group work that the distinct actorsdeveloped during its formulation.

Objective
Consolidate Valle del Caucas Young people as socialactor sable to negotiate their representation in the differentcultural, political, social and economical applications togenerate conditions that insure their inclusion in an equalway.

The Young is recognized and included into all its complexity and diversity as a changingpotential actor in the present and future development in the department.

Stage of implement, a space for the group learning
Once made the policy, was achieved an approach to la AECID, organisation that wasestablished in 2006 an agreement of bilateral cooperation valid until march of 2010
for the development of the project Strengthening of processes of young valleucanas social participation and peaceful coexistence, which counts on Valle del CaucasGovernment compensation resources.
With these resources, actions are developed facing the three orientative lineamentsof the Young peoples policy which have proposals and punctual objectives. The oneof youth social participation has oriented its actions in two ways, on the one hand,to strengthen the diverse applications, mechanisms and instruments of youth socialparticipation in the department, and, on the other, to shape a system of socialinformation (childhood, adolescence and Young peoples observatory) as aninstrument of taking decisions, follow-up of the policy and evaluation of the localand department public business. The lineament of peaceful coexistence has focusedon two aspects; the first one on strengthening an institutional network and on youth
social organisations that promote the region Young peoples potentialities, throughthe development of citizen exercises aimed at fostering a peaceful andcoexistence culture in the department, and the second one , on generating meetingdynamics and youth coexistence through the cultural development , the training ofpublic critics, the use of public spaces and the articulation of local and regionalinstitutional offer on the matter. These two aspects are addressed throughcommunication to achieve social change. Young people are educated, a space forimplementation of their ideas was created as well, they can create Multimediaaudiovisuals, radial or articles.1
Last in the lineament of integration to the economical development has starteddiverse actions, aimed at recognizing and strengthening youth productiveinitiatives, especially those that hold the consecution of objectives of two last
lineaments and guarantee the equality of genders, and two, aimed at generatingpublic and private strategic alliances that strengthen the design, the start and thesustainability of new businessmens plans.
In general, the implement of youth policy has counted on economical resources andhuman talent, on planning of activities year by year and on the participation ofdiverse actors, so that it integrates the necessary elements that justify them: anarranged programmed sequence of actions and activities that entail manyreiterative, progressive, individual and collective operations and that search thespecific means to achieve the a planned objective. (Aguilar, 2001:46).
Some institutional learnings
1. The youth matter has achieved to maintain valid and has certain sustainability,due to high levels of decision or to the interest of the direct responsibly of thematter in the ministry which leads it.
2. The local civil servants have found a new way of communicating to the youngpeople facing challenges, overcoming institutional paradigms and youthproblems.
3. The youth public policy has generated a dynamic of own institutional work thatsometimes have been a compensation in the own governmental entity.

Some learnings from a youth view
1. The young people have achieved a level of political incidence in the departmentand the region (making of development and strategic plans, interlocution toinstitutional actors, boost of strategies arranged with institutions).
2. The Young people have achieved a recognising to their processes anddevelopments.
3. The Young people have the ability of interlocution and making of proposals byinstitutional actors from the difference or meeting points.
