Enclosed is a copy of my resume for your review and consideration.

I am currently a Technical Training Instructor at the Washington Metropolitan Area Transit Authority. I have acted as the lead trainer for establishing the requirements to maintain a productive and viable hands-on experience for the Track & Structure staff. I have continued to provide needed guidance in the development and installation of Track Equipment Training. Additionally, I have continued to create environments and opportunities for enhancing Track & Structures Training including maintaining a “Safety First” environment in all Track Equipment Operator Training. I understand and take advantage of all means available to enhance training materials and their relevance which is reflected in the Promotional Examinations, Classroom Testing and Field Performance Testing.

I am knowledgeable and have demonstrated the ability to perform all phases of track maintenance and repair work such as; switch and fastener rehabilitation, rail replacement, and special track work as assigned on both direct fixation and ballast track. Safely performed operation of various track equipment such as Track Prime Movers & Speed Swings (Pettibone), Tie inserter, Spot Tamper and transported Rail trains in accordance with the Rail Safety Operations Procedure Handbook. I have also demonstrated my ability to supervise a crew of track employees and contractors in a Leadman capacity. Additionally, performed and demonstrated my ability to conduct maintenance inspections using visual and various measuring instruments (i.e. rulers, tapes, inspections gauges, standard track gauges of various sizes) as a Track Walker (Inspections).

I am a military trained Administrative Specialist. I have over 17 years of increasingly advanced experience with the ability to operate a computer utilizing software such as: Microsoft Word, PowerPoint, and Excel with the ability to learn new software applications. I have the ability to work independently, confidentially, and consider myself to be honest and trustworthy.

I posses excellent supervisory/leadership experience; which I gained as a Staff Sergeant in the U.S. Army (Active Duty & Reserve). Over the years my responsibilities increased in many different avenues due to my willingness to learn, cross train in other positions, and being assigned additional duties while continuing to perform administrative responsibilities. I completed my training as a Certified Military Training Instructor & BNCOC Small Group Leader during my enlistment in the United States Army Reserve; which I taught the Basic Leadership Course (BNOC) at the Bethany Beach Delaware Reserve Center as a member of the 6th Brigade NCOES Detachment (Ft. Belvoir, VA). Additionally, I have been assigned to several security details during my military service. Please see additional prior service details at the end of my resume.

Develop and implement a comprehensive Technical Skills Training Program for entry level and advanced track maintenance skill level employees. Conducts classroom and practical field maintenance training for all equipment operators, inspectors, repairers, and supervisory personnel. Expounds upon Track Craft Theory. Conduct student analysis during training to establish experience levels. Assist other departments within the organization (labor relations, Central Control/ROC & Safety) with railroad and crane incidents, accident investigations and collective bargaining arbitrations to include providing requested training records. Serve as the liaison and escort (RWIC) to outside vendors when initial training on track equipment is required by the vendor. Supervise trainees while they are under the control of the Training Branch. This includes ensuring compliance with WMATA directives, standard operating procedures, safety and operating rules, time accountability, and complaint resolution. May recommend trainees for commendations or disciplinary action as appropriate. Other responsibilities include:

Conduct Track Operator Certifications. Safety training of personnel on Metrorail Safety Rules and Procedures Handbook. Develop and administer examinations post classroom and on-site training. Meet with management concerning training program needs. Maintain meticulous records of all training programs and personnel that attend the training. Research and prepare records, memos and training plans. Monitor vendor on-site courses. Develop, administer and revise promotional examinations for the Track and Structure Department. Utilize and incorporate actual incidents & accidents during training to engage new learners and give realistic examples of

operator errors. Conduct Student Evaluations Prepare and maintain current training aids, charts, view graphs, visual aids and mock up equipment simulations. Ensures

availability of classroom space and equipment specific for training programs. Make proper utilization of training techniques i.e., lecture methods, lectures and demonstrations, demonstration and student

participation. Coordinate with Track Superintendents and receive personal protective safety equipment for new hire issue. Ensure new hire track employees are fitted and receive required uniforms.

Track Equipment Operator for the Rail Track & Structures Department. Responsible for operating Track Prime Movers, Speed Swings (PETIBONES) safely in accordance with Rail Safety Operations Procedure Handbook.

Performed all phases of track maintenance and repair work such as switch and fastener rehabilitation, rail replacement, and special track work as assigned on both direct fixation and ballasted track.

Additional Employment Experience:

U.S. Army Reserve – Deployed January 1991) Operation Dessert Storm

In January 1991 I was deployed to Dhahran, Saudi Arabia to begin relief and restoration activities, as a member of the Humanitarian Assistance Team. During Operation Desert Shield, Desert Storm, and Provide Comfort my unit, the 354th Civil Affairs Brigade played a major role in providing humanitarian assistance to Kurdish refugees in Iraq and Turkey.

During this time I was involved in performing a full range of civil –military operations activities throughout the theater; minimizing civilian interference with military operations. As a part of the Humanitarian Assistance Team these activities/duties included: planning for and stock piling humanitarian relief supplies, planning for and administering dislocated civilian (DC) camps in southern Iraq and Saudi Arabia, camp construction, food distribution, and coordination of medical care of DC’s, assisting military police in enemy prisoner of war (EPW) screening, reestablishing security and public services in allied occupied areas, and directing port support activities.

On April 28, 1991 I was redeployed to Incirlik, Turkey in support of Kurdish refugees in Operation Provide Comfort. In Turkey and northern Iraq my brigade worked directly with United Nations High Commissioner for Refugees (UNHCR), USAID Disaster Assistance Response Teams, allied forces and many private voluntary relief organization in bringing refugees out of there high mountain retreats where they could be provided with access to humanitarian relief and security arrangements in temporary camps, and eventually returned to their homes.

1995 – December 2000/ United States Army Reserve

As a supervising Noncommissioned Officer (NCO) of the Basic Leadership Course, I was responsible for the training, evaluating, and all facets of the 15 military personnel’s performance assigned to this course, to include leadership in a garrison environment, inspections, drills and ceremonies, small group instruction, risk assessments, and administering Proctors Examination in accordance with Academy standard operational procedures. I also provided retraining and pre/post counseling to students as necessary and maintained detailed training records of each student.

As a supervising Noncommissioned Officer (NCO), I have demonstrated the ability to perform various assignments in hostile environments and have shown sound judgment and action within established guidelines. Additionally, I have demonstrated the ability to effectively communicate both orally and in written text.
