Dear Mr. Jennings:
Pursuant t o your 8 May 1966 l e t t e r , W h i t i n s v i l l e Redevelopment Trust (WRT) i n con j u n c t i o n w i t h K r o l l Environmental Enterprises, Inc. ( K r o l l ) have conducted a survey of various environmental matters. Our e f f o r t s have included a s i t e survey and assessment of each tenant's a c t i v i t i e s w i t h i n the Northbridge complex; a s i t e i n s p e c t i o n of the f a c i l i t y ; and a review of h i s t o r i c engineering documents t o i d e n t i f y e x i s t i n g PCB transformers, under and above ground storage tanks, and o n - s i t e disposal a c t i v i t i e s .
TENANT ACTIVITY
A complete l i s t of tenants and the buildings/areas t h a t they occupy are provided on the Enclosure 1. A questionnaire was sent t o each tenant requesting t h a t they i d e n t i f y i f they u t i l i z e d hazardous m a t e r i a l s , the annual volumes u t i l i z e d or stored w i t h i n the lease space, method of storage, volume of waste generated, and waste disposal p r a c t i c e s . Environmental Risk Management Questionnaires f o r those tenants which i d e n t i f i e d t h a t they were users/storers of hazardous m a t e r i a l s w i t h i n t h e i r lease space are also provided w i t h i n Enclosure 1.
PCB TRANSFORMERS
WRT has reviewed t h e i r records i n response t o Weston's i n q u i r y concerning the transformers present on the property at the time of ownership t r a n s f e r . Enclosure 2 contains a s i t e plan which i l l u s t r a t e s the l o c a t i o n of PCB transformers at the time t h a t Covich took ownership of the property. The enclosed t a b l e delineates the l o c a t i o n of each transformer present at the time of the property sale and the date t h a t the transformer was removed from service f o r d i s p o s a l .

STORAGE TANKS
Enclosure 3 provides a s i t e plan which i l l u s t r a t e s the l o c a t i o n of underground and above ground storage tanks on the p r o p e r t y a t the time of the pro p e r t y sale. The enclosed t a b l e d e l i n e a t e s the estimated s i z e , and contents of each tank.
PROPERTY IMPROVEMENTS
Since Covich acquired ownership of the b u i l d i n g s there have and there w i l l continue t o be improvements, changes and renovations t o the i n t e r i o r and e x t e r i o r of the b u i l d i n g s and property. There has been a minor m o d i f i c a t i o n t o B u i l d i n g 24 w i t h the a d d i t i o n of a loading dock. There have been no changes regarding the re-numbering of b u i l d i n g s . The only b u i l d i n g s t r u c t u r e s t h a t have been removed are as f o l l o w s :
B u i l d i n g 22 (Former transformer b u i l d i n g ) which was owned and demolished by Massachusetts E l e c t r i c ; The block storage b u i l d i n g (un-numbered) adjacent t o B u i l d i n g 19 (Power House) t h a t formerly contained a 30,000 g a l l o n above ground #6 heating o i l storage tank; B u i l d i n g 16A; B u i l d i n g 41; B u i l d i n g 9A; B u i l d i n g 25; B u i l d i n g 42; and Part of B u i l d i n g 10.
DOUGLAS ROAD PROPERTY
We are attempting t o locate s u i t a b l e s i t e plans which d e l i n e a t e the p r o p e r t i e s owned by WRT or the Arcade Realty Trust on the Douglas Road side of the Mumford River at the time of the t r a n s f e r of ownership. Since the ownership of t h i s property by WRT/Covich there has been no disposal of any ma t e r i a l on t h i s property. WRT and Covich have no i n f o r m a t i o n or knowledge regarding the type of mat e r i a l s or former disposal p r a c t i c e s o c c u r r i n g on t h i s p r o p e r t y p r i o r t o i t s ownership. Copies of a l l p e r t i n e n t plans w i l l be forwarded t o you i f they can be located.
