1. Metropolitan Urban Forest
Strategy
By scaling and linking existing efforts to develop a metropolitan-wide urban forest and biodiversity strategy,
we will unlock city-wide benefits that cannot be achieved by looking at individual neighbourhoods, suburbs
and councils in isolation.
6. Local Government Renewables
Group Purchasing
Group purchasing of renewable energy will significantly increase the potential for councils and group
members to diversify their energy supplies, increasing desirable ‘redundancy’ and more distributed sources of energy into our shared system.
17. The Metropolitan Bike Path
Network
Developing a metropolitan bike path network will make cycling in metropolitan Melbourne a safer and more
practical alternative to commuting, as well as having intended health benefits.

10. DHHS-driven project to
understand the resilience of
response organisations
We rely in different ways on many community-based and non-profit organisations, as well as councils
themselves to deliver services following extreme events. This project will understand how well the 1,400
organisations that receive DHHS funding are equipped to withstand extreme events, and will advise on
preparedness activities.
23. Community of Practise:
Resilience data and indicators
Establishing an appropriate set of resilience indicators and gathering the data will improve our understanding
of our city’s strengths and vulnerabilities and assist in the direction of resources accordingly.
24. EMV’s Modern Emergency
Management System for Victoria
Working collaboratively to develop an approach to resilience that is understandable and aligned across local
government, communities, as well as emergency management volunteers and professionals will provide a
model for resilience planning for emergency events for Victoria.
25. Strategic Framework to
strengthen Victoria’s social cohesion
Developing a strategic framework to strengthen Victoria’s social cohesion will lead to greater strength across our communities, helping to be prepared for a larger, yet more diverse city, as well as reducing the likelihood
of threat of violent extremism, isolated acts of terror by disengaged networks and individuals.
26. Resilience in all policies
Embedding resilience terminology and cultures in council implementation mechanisms, key local government
plans and municipal strategic statements will help drive greater alignment across councils, State and other
actors to deliver better outcomes for our communities.

3. Neighbourhoods Project Identifying ways to improve neighbourhoods, the project will provide 12 months of training to participating
communities in how to turn under-utilised land into green spaces, including providing design and project
management skills.
4. Association of Bayside
Municipalities Adaptation Planning
Taking a ‘whole of bay’ approach to produce a regional coastal adaptation plan will result in longer term
political and community support for the range of climate change responses that will be required in order to
protect communities, physical assets, economic values and the natural environment.
5. New Apartments Trial Developing a new model to put home ownership within reach of more social housing tenants, and to provide
a funding stream for the development of more social housing stock, the first project will offer new two and
three bedroom apartments in inner Melbourne to existing social housing tenants who meet eligibility criteria.
7. Science, Technology,
Engineering and Mathematics
(STEM) integration across
Melbourne into TAFE and Upper
Secondary Schools
Building on a successful and recognised program, the STEM integration project will increase the
mathematical and scientific literacy of school leavers. This is important for equipping those who are unlikely
to pursue tertiary education at university with STEM skills that will likely be increasingly important in the
decades ahead.
8. Understanding the drivers of
community connectedness and
resilience
This project in its first phase will examine drivers of community action and interaction across metropolitan
Melbourne. This will be an important piece of research to help direct actions to further foster community
cohesion and connectedness.

Government
A resilience training module for local government practitioners based on global best practice in resilience
thinking will equip local government practitioners with the knowledge and resources to embed resilience
thinking in day-to-day decision making and implementation processes and cultures.
12. Community-based Resilience
Compendium
Developing a community-based Resilience Compendium with a focus on disasters and emergencies, will
provide Resilience practitioners in Melbourne with a centralised resource for accessing information on
resilience building efforts and a platform for promoting their own projects and useful resources.
13. Innovative insurance models A range of offerings are being developed, with the first focusing on Providing basic, affordable and accessible
home, contents and car insurance to socio-economically vulnerable people. This will assist individuals and
families to recover more effectively from natural disasters, crises and bad luck events.
14. Smarter Cities Challenge and
Twitter Data
Utilising global expertise and technology will assist Melbourne’s metropolitan councils to better understand how to use technology to communicate with citizens before, during and after extreme events.
15. Resilient Communities Pilot Working in partnership with companies across the property cycle, from development to management, to trial
community-led participatory planning approaches, considering models such as the Green Building Council of
Australia’s 6 Star Community rating, Eco-districts and others.
16. 100RC and Citymart Social
Cohesion Challenge
Identifying ways to improve social cohesion and simultaneously reduce congestion will take a proven, but
innovative approach, to identifying transformational projects that deliver desirable outcomes.

Building on a successful approach by Life Saving Victoria, this program will work alongside other agencies to
examine ways to equip new arrivals with important life skills while also increasing cultural understanding and
access of to social networks and employment opportunities.

Increased support from within Local Government Areas for emerging businesses, with a view supporting a
more adaptable, transformative business culture.
21. Resilient Melbourne Delivery
Office
Establishing a delivery office will provide a structure through which to raise funds and capitalise on the
investment made to date, implement projects, and embed resilience thinking and actions into the appropriate
institutions and organisations across metropolitan Melbourne.
22. Professorial position – City of
Melbourne Chair in Urban
Resilience
Creating a position specifically responsible for aligning resilience related academic work between the city and
universities across Melbourne will further strengthen Melbourne’s academic credentials in urban resilience and provide a central point of focus for ongoing research to improve our collective resilience.

Developing a Living Laboratory across a number of Melbourne’s regions to generate technological solutions
that help to address mental health issues among young people and increase social connectivity and well-
being.
