Financial fallout stalls top endEUROPE may seem far way, butthe effect of its property marketis being felt right here along ourcoast.

According to Propell NationalValuers valuations manager TravisColeman, in European countrieslike Ireland house prices have fall-en by more than 30 per cent inrecent years and,as a result, inter-est in Perth’s coastal suburbsamong these overseas buyers hasdeclined.

“Overseas migrants coming toPerth are therefore conditionedto a more subdued internationalproperty market and are not inthe same financial position as theywere several years ago,’’ he said.

“As a result of this trend,cashed-up overseas migrants arebecoming scarce in the Perthproperty market, especially forhomes priced above $1 million.

“Propell National Valuers isfinding that properties pricedabove $1 million which are cor-

rectly priced will sell, but proper-ties which are over priced byeven 1 per cent in this segment ofthe market are not finding a will-ing buyer.”

The latest ABS population fig-ures for the March 2010 quarterrevealed that overall,WA’s popu-lation grew by 2.3 per cent,whichwas well above the nationalgrowth rate of 1.8 per cent.How-ever, the number of migrantscoming into the State haddropped.

“Some 7662 overseas migrantsmoved to WA, which was a dropof nearly half compared to theMarch quarter 2009 when 13,448

overseas migrants came to theState,’’ Mr Coleman said.

“The surge in overseas migra-tion over recent years has had avery positive impact on WA prop-erty values by boosting demandfor homes. It is also important tonote that a large proportion ofthese overseas migrants werecoming from countries such asthe United Kingdom and Ireland,where property prices had risenvery strongly over the pastdecade.

“These migrants were sellingtheir homes at a large profit andthen taking advantage of afavourable exchange rate to buy

competitively priced propertiesin Perth.”

Mr Coleman said new bench-mark prices were being set inPerth coastal suburbs, in particu-lar, over the past six yearsbecause overseas migrants werehaving a major influence on thesesub-markets.

“Economic circumstances havenow significantly changed, withproperty values in many Euro-pean countries declining and theexchange rate with the Australiandollar now less attractive,’’ hesaid.

He advised sellers of moreexpensive properties to take amore pragmatic approach to pric-ing because they will increasinglyhave to focus on local buyers whohave greater local knowledge ofcomparative property values.

In the long term, Mr Colemansaid overseas migration to WAwas expected to rise as a resultof the booming resources sector.

In comparison to renovating, Mr Kirkhamsaid the cost to build a high-quality finishbrand new single or double storey home wasbetween $1100m2 and $2000m2, dependingon total area and complexity of design.

“These rates can increase significantlydepending on the level of builder youchoose,’’ he said.

Q: We recently put an offer in for aproperty subject to the sale of theproperty that we’re currently in. Weare still waiting for it to be acceptedor rejected, but our agent said hecouldn’t give us a definite responseuntil he knows whether he will be sell-ing our current property. Is this right?We would prefer to use anotheragent, but we don’t want to compro-mise the purchase.

A: Well, first of all, the two con-tracts are unrelated as far as theagent is concerned.You have the rightto choose who you like to sell yourproperty, and this should have no influ-ence on the purchase of your newproperty. If your agent is coercing youinto selling with him, I would be callingthe Real Estate Business AdvisoryBoard (REBA) and lodging a formalcomplaint.Q: I fell in love with this house a cou-ple of weeks ago and put in an offerstraight away which was very close tothe asking price, so I expected itwould be accepted. Then the agentrang me and said another offer wascoming in and I should amend my offerupwards. I took his advice, and got myoffer accepted, but I suspect there wasnever another offer. Can I ask to seeevidence of the other offer?

A: You can ask, but the agent isunder no obligation to divulge detailsof any other offers that were made byother parties. It would be very unwisefor an agent to “invent” another offer,as this contravenes the Act, so I’m surehe was probably acting in your bestinterests. Celebrate that you got thehouse you loved! After all, there is avery good chance someone else lovedit, too.

Q: Is it common practice for anagent to send his or her assistant toattend home opens and inspections? I

was very disappointed when someyoung thing turned up to do my homeopens – it certainly wasn’t the agent Ihired.

A: I wouldn’t say it was commonpractice, but many agents do haveassistants these days. Personally, I pre-fer to do my own home opens, butsometimes you can get caught with alarge number of listings and want toensure all of your properties get agood time slot. Obviously one canonly be in one place at any one time,so other agents within the company,or assistants, may help out.

Rest assured they should be experi-enced, and completely capable in deal-ing with your prospective buyers. Ide-ally, all other inspections and follow-ups should be conducted by yourlisting agent.We need to balance thepersonal touch with ongoing efficiencywhich can be tricky at times. Havefaith!
