Agreement in lieu of an Erosion and Sediment Plan Form If a septic system and/or well are to be installed, you must submit a copy of the approved septic/well

permit from the Montgomery County Health Department Every effort is made to expedite your plan review. A site visit prior to the start of demolition or construction may be required for some projects as determined by the Building Official. Agreement in Lieu of an E&S Control Plan for Single Family Homes I agree to comply with requirements deemed necessary by authorized employees of the Planning and Building department of the Town of Blacksburg, Virginia. Requirements shall be based on chapter 10, Erosion and Sediment Control as stated in the “Code of the Town of Blacksburg, Virginia 1998”, as amended. Soil Testing Policy for Residential Construction

Large areas of Montgomery County, including the majority of the Town of Blacksburg, have expansive soils that have moderate to high shrink and/or swell. These soils have been identified in the “Soil Survey of Montgomery County, Virginia” which is produced by the Natural Resources Conservation Service and Virginia Tech (VPI&SU). Soils that are determined to have a rating of moderate or high shrink/swell potential may cause damage or failure of footings and/or foundations of buildings and other structures. An engineered design is required if expansive soils are encountered at a building site. Soil Testing Requirements: Prior to approval and issuance of a new residential building permit, soil testing is required to determine expansive (shrink/swell) soils, in accordance with the current Virginia Uniform State Building Code (VUSBC) and Virginia Residential Code (VRC). All soil tests shall be performed by a Virginia licensed Professional Engineer, a Virginia Certified Geologist or a Virginia Certified Soil Scientist. New Residential Construction Requirements: For new residential construction, which has been determined to have moderate to high shrink/swell potential, the footing, foundation, backfill and building pad material shall be designed per current edition of the VRC. The design shall be prepared by a Virginia licensed Professional Engineer or a Virginia licensed Architect. The design shall be sealed and signed by the professional. Once sealed, the soil test and footing design shall be submitted to the Building Official with the building plans and permit application for review and approval. Soil Testing Methodology: 1. Soil Test Requirements:

a) A minimum of two soil borings per site shall be performed within the footprint of the proposed structure at opposite corners of the building.

b) Laboratory testing shall be in accordance with the current edition of the VRC. 2. Soil Test Report Requirements:

a) Site sketch to scale which accurately locates the footprint of the building, all soil boring locations and all sample locations on the lot or parcel.

b) Soil profiles of each soil boring log. c) Copy of all laboratory test results obtained from soil samples. d) The professional seal and signature of the individuals who performed and/or supervised the

field tests, lab reports and report preparation. Exceptions:

a) Soil testing is not required for accessory buildings and structures if they are not intended for human occupancy.

b) Soil testing is not required for additions to one and two family dwellings or decks where there is no indication of settling or structural damage due to footing or foundation problems of the existing structure.

Required Inspections for Single Family Homes

• Posted address and permit(s) • Footings: Buildings and zoning setbacks per plans (CLS may be required see approved plans).

The grounding electrode conductor must be installed at this time. #4 copper minimum. • Retaining wall footings- additional inspections may be required depending on the type of

foundation construction • Temporary electrical service • Foundation wall inspection- concrete or masonry • Under slab electrical • Under slab plumbing water and Drain, Waste and Vent (DWV) piping and pressure test. DWV

piping is to be tested with water. 10’ of head to highest fixture. Water piping must be tested at 80 psi. Systems must hold for 15 min. without leakage.

• Slab preparation including insulation, if required • Foundation drainage • Sill plate inspection. CLS, if required, must be submitted prior to this inspection. • Sewer and water service piping and exterior underground electric (excluding Service lateral) • Drain, waste and vent (DWV) piping- 10’ head to highest fixture • Interior water piping system- 80 psi • Geo thermal piping system hydrostatic testing at 100 psi (15 minutes includes Header piping) • All portal frames nailing pattern and BWP Hold downs/Strapping - before house wrap is applied. • Combination rough-in inspection including Framing, Mechanical, Plumbing, and Electrical. All

trades are inspected at the same time and must be ready at the time of inspection. The following items are also required to be ready. -Deck connections at ledger and tension ties must be installed at this time. -All HVAC duct joints are inspected during or prior to rough-in inspection. -Gas piping must be tested at a minimum of 5 psi on a 15# gauge.

• House Wrap/Window Flashing Inspection. May not be inspected prior to Rough-in inspection. • Shower pan test: Must hold a minimum 2” of water at the threshold. • Duct test. Must be submitted prior to final. We do not witness test. Person certified must

perform the test. • Insulation- building envelope and mechanical • Permanent electrical power (meter) to structure- Town of Blacksburg zoning ordinance requires

all new electrical services to be installed underground • Blower door test. The individual performing the test must be certified. • Final

Additional inspections may be required if other-than-IRC prescriptive construction methods are used or as deemed necessary by the Building Official. 24 hour notice is required for all inspection reservation. SETBACK REQUIREMENTS FOR SINGLE FAMILY HOMES Filed Certification of Setback Compliance for Single Family Homes or Additions to Single Family Homes For all permits issued on or after September 15, 2007, a foundation check plat (prepared and sealed by a licensed Surveyor) shall be submitted to the Building Official prior to the scheduling of a foundation inspection for any new single family home or addition to a single-family home on which either of the following applies:

1) The lot upon which the home is located is 7000 square feet in size or smaller, or

2) The house, addition or roof eave lies within 2 feet of the minimum setback on any side of the lot, or

3) There is any other circumstance relative to the construction or the lot for which, a

building permit was issued, which the Building Official deems a survey necessary to confirm compliance with the Town Code.

The foundation check plat shall include the following information:

ZONING REVIEW FOR BUILDING PERMITS

When you are increasing the square footage of a house on a lot (or building a new one) we need a scaled plot plan or survey that will allow us to review the following information: 1. Information on Setbacks (setback distances vary based on the zoning district) Setback--The minimum distance by which any building or structure must be separated from a street, right-of-way or lot line. 2. Information that will allow us to calculate lot coverage. Lot Coverage--That portion of a lot, which when viewed from directly above, would be covered by any building or structure, parking and loading areas and other surface which is impermeable or substantially impervious to storm water. Gravel parking areas shall be considered impervious. Decks are also considered impervious structures. 3. Information that will allow us to calculate Floor Area Ratio. Floor Area Ratio--The ratio of gross floor area of all structures on a lot to total lot area. Gross Floor Area--The sum of the horizontal areas of the several stories of a building measured from the exterior faces of exterior walls, or in the case of a common wall separating two buildings, from the centerline of such common wall. Gross floor area shall exclude basements and attics. The surface area of tennis courts, swimming pools, driveways, surface parking spaces, decks, patios, and porches is not included in the total gross floor area. Basement--Any floor at least half of which is sub grade (below ground level). Attic--The part of a structure which is immediately below and wholly or partly within the roof framing. Where there are dormers greater than 50% of the length of the roof, then this area is not an attic.

Therefore: Gross Floor Area (sq. ft.)/Area of Lot (sq. ft.) = Floor Area Ratio

4. Height- Height of the building of the building you are constructing. (Measured from the adjoining grade at the front entrance of the building or structure to the highest point of the structure.) 5. Utility easements: show any utility easements on property 6. Lot size: provide the existing lot size in units of square feet or acres Extra Zoning Tidbits: *Decks and patios may project beyond the front building line or into a required rear yard setback not to exceed five feet. *Eaves, cornices, window sills and belt courses may project into any required yard a distance not to exceed two feet. *Driveways must be paved with concrete, brick, or other approved surfaces, and must maintain a 3-foot setback from the property line. Town of Blacksburg Re-Inspection Fee Policy Effective March 1, 2012 the following re-inspection fees will apply to all construction projects within the Town of Blacksburg, Virginia. A $50.00 re-inspection fee will be charged for the following violations.

Approved plans are not on site. Truss drawings not on site. Soils reports, engineered documents and/or repairs not on site. Failure to post issued building permits. Failure to post address. Failure to cancel an inspection when not ready. Failure to correct all noted violations. Second and subsequent failures for the same violation. Not ready for inspection when inspector arrives on site. Failure to supply required equipment to perform the inspection (ladders, hoses

etc). Additional re-inspection fees as determined by the Building Official.

TIPS to AVOID Re-INSPECTION FEES: This office will make every attempt to work with you to avoid re-inspection fees. If you have questions prior to scheduling your inspection or if you have scheduled an inspection and will not be ready - please call or email [email protected] to cancel the inspection and avoid unnecessary fees. Once the inspector has arrived on site and the determination has been made that you are not ready, a re-inspection fee may be charged. Make sure your construction site has all approved plans, engineered documents and details, soils reports, truss drawings and other pertinent informtion on site to assist in the inspection. Make sure you provide on site any necessary equipment needed to perform your inspection.
