Bangladesh has a large amount of stranded gas. Most analysis recommends CNG as a
major downstream use for this gas. Dhaka is the capita city of Bangladesh; Dhaka has a
significant level of air pollution due to particulate matter. In 2001, two-stroke three-wheeler baby taxis were identified as one of the major causes of air pollution by the
different agencies and it was found that major portion of Hydrocarbon, Volatile Organic
compound, Carbon monoxide and Particulate Matters were emitted due to use ofexcessive quantities of low quality lube oil. The Ministry of Communications,
Government of Bangladesh decided to ban two stroke baby taxies from 1st December
2002. A new fleet of compressed natural gas (CNG) three-wheeler has introduced onJanuary2003.But after starting the business CNG owners, users and CNG station owners
are face a lot of problem. Initially we identify some problem and also during the survey
find out their business problem. Before beginning our research we had some
approximately idea about CNG business. So at last we try to find out their actual problemsolution for that kind of problem. We hope that our report play an important role among
the people who are read this research paper.

Part one
1.1
Introduction
CNG vehicle business creates an important opportunity among the people in our
country for saving environment and saves journeyAccording to RPGCL officials,
there are 110 authorized conversion workshops in the country and 80 of them are
in Dhaka. The total number of CNG filling stations across the country was 210and of them, about 100 are situated in Dhaka .workshops serviced around
138,000 converted vehicles About 10 years ago our environment was so polluted
and risky for baby taxi, which was used petrol and octane. But now- a- days we
fell very comfort by having the CNG vehicle. CNG use could save Bangladesh
significant amounts of foreign exchange. World Bank estimates savings of Tk4

core per station per year which is twice that of the investment cost. CNG vehicle
is a new generation of baby taxi. It saves our money and time. But few days ago
when we select our topic, we found various kind of problem- affect CNG owners,
driver and CNG stations owner. That kind of problems is not hopeful. These
create a cause effect relationship between the users and CNG stations owner. We
are going to know about details by explanation of our research paper at the end.
1.2
Background of the study:
Transportation has a great impact on human civilization. Day by day it is
becoming more and more modern and CNG (COMPRESSED NATURAL GAS) is
the modern version of energy resource for vehicles.In Bangladesh especially in
Dhaka there are many CNG stations which provide regular service to the
customers. But it has never been highlighted that what kinds of problems the
customers and CNG owners facing.As a part of our research project we want to
figure out those problems. So we have decided to conduct a research name-Study
on the problems and prospects of CNG station in Dhaka city.

Objectives:
To reach to the exact result of any study or analysis fixed up of the objectives ofthat study is must. Other than that study will not be able to reach to the exact
result.
Our main objective is:
To understand the problems and prospects of CNG station business in
Dhaka city.
Our secondary objectives of this research project is given bellow-
To understand the impact of load shedding on this sector.
To understand the satisfaction level of customer and owners.
To understand the future prospects of government on this sector

Purpose of the study:
There are so many CNG station available all over the Dhaka city. But there are
lots of problems that customers face while going for service and there are some
limitations of resources that make the CNG owners to provide poor service. So,
our main purpose to find out what kind of problems and limitations make this
sector questionable.

Scope:

Everything has a specific purpose and target. Behind doing this research we also
have our target. After reading this research we hope that everyone will come to
know details about the CNG station. Who are the owners, required qualification
for registration, government rules and all the problems that CNG owners and as
customers we faces. This is an overall study on CNG business

Methodology
INFORMATION SOURCES:
PRIMARYAs our primary focus is to determine the affecting factors from
customers prospective as well as owners prospective. So, its better to go for
survey resource from available sample.
SECONDARYWe will also collect data from internet, journal, newspaper,
magazine, Petrobangla and other related sources.
1.6.1
Study area:
Our study is going through around Dhaka city, but especially we collect data from
Uttara, Dhanmondi, Malibagh, Jatrabary, Aminbazar, Gabtaly, Rampura, Badda,
Kamalapur, and Motejheel, Sayedabad, Baridhara, Khilkhet.
1.6.2
Study Population:
For this research our basic concern is to focus overall view of the CNG business.
There is lots of CNG station available all over the Dhaka. Due to time constraints

we would not able to visit all the CNG stations in Dhaka city. We will try to visit
as many as we can.
1.6.3
Research Design:
As we are going to conduct a research on CNG station and there are lots of CNG
station in Dhaka city. So we have decided to go for survey research based on a
structured questionnaire, so that information is gathered from a sample of a
people.
1.6.4
Sampling:
Our study has some specific target and purpose. To avoid any kind of ambiguity
sampling has been selected to conduct the survey resource; and our sample of the
population would be CNG stations and Customers. We will go for simple random
samplining for selection of sample of CNG station and convenience sampling for
selection of sample of customer.
1.6.5
Technique of data collection
As we will use survey method, during this process we will go for fieldwork and
participate directly with the respondent. Filling questionnaire by the respondent
we will gather data. An uncompleted but actual method has been look after to
apply in this study. Our study is a kind of research so it was needed to series of
stages with some comparative information and data. And to collect this
information and data a survey work is conducted effectively. Our survey work has
been chosen as the technique of data collection because by this technique many
answered can be carried. We receive the answered directly from the people.

Data processing and analysis:
Standard editing and coding procedures will be utilized. Simple tabulation and
cross-tabulation may be utilized to analyze the data.

Interview
We make this report based on interview and some other information. We take
interview face to face to the people. We went to the many CNG station and
discuss with them about their problem. We ask them some questions which we
made for taking their interview and write down the notes. We ask some openended question and some other questions were based on various scale. We ask
them question friendly and they also help us to give the answers.
1.6.8
Limitations
The subject matter of this study is A study on problem and prospects of CNG
station in Dhaka city. When we travel of the study has been started it would not
feel so difficult b because there are many CNG station in the Dhaka city. But the
problems were created when we starting data collection. Because some of the
questions were not answered by them. Also we could not went every where and
there in Dhaka city for survey, because our semester final was knocking at the
door.

2.1
Why CNG for Bangladesh?
Bangladesh has a large amount of stranded gas. Most analysis recommends
CNG as a major downstream use for this gas.
CNG use could save Bangladesh significant amounts in foreign exchange. World
Bank estimates savings of Tk. 4crore per station per year which is twice that of
the investment cost.
Maintaining air quality in metropolises like Dhaka has become the nation's top
most priority. CNG could cater to that need and make significant cross saving in
the health sector and reduce public hazard.

World Bank recently estimated that about Tk.117crore per year can be saved in
health costs in Dhaka city alone on account of PM reduction. This does not
include mortality estimates.
Cost of CNG is attractive could offer significant consumer savings to the average
consumer.
The government has an aggressive policy to ensure that engine power is
converted from oil based fuel to CNG. From the health and environment
perspective CNG is a much better combustible than oil based fuels. This supports
the efforts of improving life conditions in this heavily over-populated part of the
world. Legal measures force the change over to CNG as for example taxis in the
larger cities have been mandatory converted to CNG.
At the same time the government department Bangladesh Road TransportCorporation (BRTC) has imported dedicated CNG passenger busses to increase
the utilization of natural gas. Besides the government initiatives, private
entrepreneurs are also importing CNG dedicated passenger busses as the
operating cost is very attractive (70 percent less than gasoline).
2.2
Market approach
A specific approach should be followed depending on the local circumstances. In
the locations where a gas distribution network is available the best approach is to
add fast fill CNG units to already existing petrol pump stations on the main
highways and in and around the larger cities. Also new locations with dedicated
fast fill CNG outlets should be foreseen in busy metropolis areas. The market
does not recognize individual slow fill solutions as viable because the relative cost
of a slow fill unit seems too costly and mostly consumers or SME size enterprises
do not dispose of sufficient space to apply these concepts. Typical areas to

undertake sales efforts for the proposition of fast fill CNG units are Dhaka and its
suburban surroundings, Chittagong, Sylhet, Comilla and the station owners on
highways between these conglomerates. A typical CNG station is equipped with a
double hose dispenser with two double nozzles and would serve between 300
500 cars in 16 hours station access time
2.3
Influencing factors
The following factors will influence the pace in which CNG stations are required.
Gas distribution pipelines are not available to the whole country. Only 30-35
percent area is covered by the gas distribution network. Gradually a further
extension is foreseen. In the coming twelve months a further delivery capacity
from one of the two gas fields in exploration will start to operate. This is quite
urgent as gas stations observe a reduced gas pressure at peak hours.
The economic development in Bangladesh is comparatively slow also due to
political instability, a higher illiteracy rate and overpopulation. At the same time
natural disasters are hampering developments. Government permission must be
obtained to operate a CNG filling station. It takes a lot of effort to obtain
permission for private entrepreneurs. Also the safety of CNG stations requires a
lot of attention. Every CNG refilling station must have a certificate from the
government explosive department of Bangladesh to ensure full proof safety.
The addition of CNG fuelling equipment to the existing petrol filling stations is
problematic, because a large part of them are not having disposition over enough
ground space to accommodate a safe CNG compressor, dispenser and high
pressure gas storage installation.

The Government package for CNG consists further of:

Necessary information
Training for manpower engaged in running the station
Assistance in site selection and taking lease of government land Quick gas, water and electricity connections at CNG stations
Duty free import of CNG equipment and kits.

A complete CNG refueling station includes following items:

High pressure tube and fittings
Electrical cables
Spare parts (4000 hrs operation)

Existing & projected growth rates:
The Government licensing authority the Rupantarito Prakitik Gas Company
Limited [RPGCL] has given about 80 licenses for CNG conversion workshops to
private owners. Another 224 application for conversion workshop are being
processed. Except for a few, major conversion workshops are under equipped and
mechanics are not trained according to the conditions of the licensing authority.
However, due to increasing fuel prices, more than 15000 vehicles are being
converting to CNG annually.

RFID to Ensure Safe Refueling of Natural Gas Vehicles
In order to improve air quality and deal with rising fuel costs, many nations
especially in Asia, and particularly in India, Bangladesh and Pakistanhave
mandated that conventional gasoline-powered vehicles be replaced by (or
converted to) CNG engines. In these countries, Patterson says, hundreds of
thousands of CNG buses and other vehicles, such as three-wheeled auto-
rickshaws, are currently in use.
And while these nations have set safety standards requiring that specific types of
cylinders be used in vehicles, and that safe dispensing practices be followed, these
standards and practices are often ignored. As a result, the number of deaths and
injuries linked to the unsafe refueling of CNG vehicles has risen steadily, along
with their popularity.
"In many countries, people are trying to save money, and they might get a
cylinder that isn't up to spec," Patterson says. "And if the cylinder isn't designed
for compressed natural gas, it'll fail. In Bangladesh alone, there have been 17
people killed in explosions" while fueling vehicles with CNG.

To ensure that only valid tagsand
cylindersare accepted during refilling, the Viridis software encrypts the datawhen it is encoded to the tag. The software controlling the fuel dispenser later
decrypts this information upon reading the tag. Because the fueling stations are
often located in rural areas where the dispensers lack a constant, reliable link to
an Internet connection, Patterson says, the software that reads and verifies the
tag ID number is designed to operate offline. In addition, the vehicle owner could
choose to associate a credit card account with the tag ID, so that the fueling
station could process a payment transaction at the same time that the vehicle is
being fueled.

Basically to set up a CNG station minimum required land is 60*60 sft.In our study we
have found that in Dhaka most of the CNG station hardly manage the minimum required
land.

Though it was really difficult to get the exact answer whether to set up a CNG station

In our study we have found there is a lengthy process for approving license. This increase
the dissatisfaction level of owners. So most of the owners are very dissatisfied with these

After analyzing the data we have found that customers who were very satisfied and
satisfied with old price now they are very dissatisfied and dissatisfied with new price.
This is because they are paying almost two times more than previous price. This increase
the dissatisfaction level of customers.

Findings
In our study we have found some specific problems. These are given bellow:
We have found that at the same location there are many CNG station.
There is some political influence for approving the license.
We have found that license applicant face bureaucratic problem when they
applied to get license.
In the pick hour the CNG station authority face load shedding problem.
Another major problem is that set up cost a generator is very high.
When government took decision to set a new price, they face problem.
They can not take proper care for maintaining the queue thats why create
traffic jam.
After field work we have identified these sorts of findings.

Recommendation

Every research has specific purpose. Behind this research we have also specific
purpose. As our main objective is to find out the problem and prospects of CNG
stations in Dhaka city based on this objectives we have done our research. After
gathering and analyzing all the data we have identified some problems.
Based on our analyzing and findings we would also like to recommend some
additional actions that we think will make the CNG station business more
efficient and reliable.
We have the following recommendation for CNG station business
Government should maintain a standard distance to approve license for a
new CNG station.
This sector should be free from any kind of political influence.
License approving procedures should not be lengthy but has to be on well
judgments that make sure less harassment.
During the pick hours in different locations government should minimize
the load shedding as much as possible.
Government should reduce the tax on CNG equipment (Generator). BSTI should improve monitoring system on CNG stations to maintain
quality full service.
Government should set a new mutual price that makes sure both parties
will be benefited.
CNG station management should take proper action to maintain the queue
so that would not affect on traffic jam.
So, if above mentioned recommendation can be implemented in proper way, we
believe that Government, CNG owners and customers will be benefited. It will be
possible to minimize the dissatisfaction level of all related parties.

Transport plays a significant role in the overall development of a nations
economy. However, this sector also accounts for a substantial and growing
proportion of air pollution in cities and for that reason CNG business comes in
our country. Now these businesses bring a new ear in our country. In initial stage
it was not that much larger in number and very few company start this business.
But now a days huge number of company, as well as individual person launches
CNG station in Dhaka and all around Bangladesh. Potential beneficiary of the
CNG program will be the CNG filling station operators because the demand for
CNG as fuel is going to increase and they will earn from the increased sale of CNG
In our study we find some important issue which is very important in CNG
station business. Mainly we focus the relation between consumer and CNG
station business, how customer consider the price increase of the gas, what arethe factors and problems in CNG business, how load shedding impact on CNG
station business, their capabilities as well as their limitation.
