CHAPTER I

THE PROBLEM AND ITS BACKGROUND

Introduction

A scholarship is an award of financial aid for a student to further his or her education. Scholarships are awarded based upon various criteria, which usually reflect the values and purposes of the donor or founder of the award. Scholarship money is not required to be repaid.

In every school or Universities there were some student scholar that are awarded in scholarship program, other have some requirement to be qualified in the scholarship program, thus some of the scholarship program have been funded by some of the local government agencies and/or in the different private organization.

Scholars qualification depends on the program likely some maintaining of grades, some working activities, or some student can apply some form given by the school.

There are a lot of type for scholarship program and it has some characteristics or procedure to be attain. Below are some common scholarship programs use by school and Universities

Merit-based: These awards are based on a student's academic, artistic, athletic or other abilities, and often factor in an applicant's extracurricular activities and community service record. The most common merit-based scholarships, awarded by either private organizations or directly by a student's intended college, recognize academic achievement or high scores on standardized tests. Most such merit-based scholarships are paid directly by the institution the student attends, rather than issued directly to the student.

Need-based: In the United States, these awards are based on the student and family's financial record and require applicants to fill out a Free Application for Federal Student Aid (FAFSA) to qualify if the scholarship is a federal award. Private need-based scholarships also often require the results of a FAFSA, which calculates a student's financial need through a formula that looks at the expected family contribution and cost of attendance at the intended college.

Student-specific: These are scholarships for which applicants must initially qualify based upon gender, race, religion, family and medical history, or many other student-specific factors. Minority scholarships are the most common awards in this category. For example, students in Canada may qualify for a number of aboriginal scholarships, whether they study at home or abroad.The Gates Millennium Scholars program is another minority scholarship funded by Bill and Melinda Gates for excellent African American, American Indian, Asian Pacific Islander American and Latino students who enroll in college.

Career-specific: These are scholarships a college or university awards to students who plan to pursue a specific field of study. Often, the most generous awards to students who pursue careers in high-need areas such as education or nursing. Many schools in the United States give future nurses full scholarships to enter the field, especially if the student intends to work in a high-need community.

College-specific: College-specific scholarships are offered by individual colleges and universities to highly qualified applicants. These scholarships, given on the basis of academic and personal achievement, usually result in either a full-ride to the college, or for a reduced rate of tuition.Some scholarships have a "bond" requirement. Recipients may be required to work for a particular employer for a specified period of time or to work in rural or remote areas; otherwise they may be required to repay the value of the support they received from the scholarship. This is particularly the case with education and nursing scholarships for people prepared to work in rural and remote areas. The programs offered by the uniformed services of the United States (Army, Navy, Marine Corps, Air Force, Coast Guard, National Oceanic and Atmospheric Administration commissioned corps, and Public Health Service Commissioned Corps) sometimes resemble such scholarships.

Athletic: Awarded to students for showing exceptional skill in a sport provided by the college.

Local scholarships

It is typical for persons to find scholarships in their home regions. Information on these can be found by asking local institutions and organizations. Typically, these are less competitive as the eligible population is smaller.

Guidance counselors: When starting to explore scholarship opportunities, most high school students check with their guidance counselors. They can be a reliable resource for local scholarships.

Non-profits and charitable trusts: Most non-profit organizations have at some point of their history founded scholarships for prospective students. The Good Schools Guide, a guide to schools in the UK, states "Charitable grant-making trusts can help in cases of genuine need," and goes on to outline several instances where this may be the case, including an "unforeseen family disaster" and a "need for special education".

Community foundations: Many counties and cities and regions have a local foundation dedicated to giving money in the form of grants and scholarships to people and organizations in the area.

Music teachers: Some music teachers offer reduced-cost or free lessons to help low-income children gain access to an arts education. In addition, some local non-profits provide free music classes to youths.

Foundations: Certain foundations in the United States offer scholarships for entrepreneurial endeavors.Labor/trade unions: Major unions often offer scholarships for members and their dependent children.Houses of worship: The local house of worship may or may not have any scholarships for their members, but the religious organization or headquarters may have some available. Of course, theology study is highly encouraged.

Chamber of commerce: Many chambers of commerce offer grants to students in the community, especially those planning on careers in business and public service. Even if they do not offer any themselves, one can usually get a listing of members, and many of them may offer small scholarships to local students.

Other volunteer organizations: Many organizations offer scholarships or award grants to students whose background or chosen field overlaps the field of the organization. For example, local chapters of professional societies may help the studies of exceptionally distinguished students of the region. Similarly, charity organizations may offer help, especially if the late parent of the student was a member of the organization. This kind of scholarship is mostly ad hoc.School: Old, well-known schools are often endowed with scholarship funds.University: Old, well-established universities may have funds to finance the studies of extremely talented students of little means. Eligibility often requires that a student belong to some special category or be among a nation's best. However, universities provide information on scholarships and grants, possibly even internship opportunities.

PSAT/NMSQT: In the United States, students are offered the opportunity to take the PSAT/NMSQT test, usually in their junior year of high school. National Merit Scholarship programs are initially determined by the scores received on the PSAT/NMSQT test. Some private scholarship programs require applicants to take the PSAT. The test can be used as preparation for the SAT.Enrichment Centers: In certain countries, enrichment centers have begun to provide scholarships.Disabilities: Students with disabilities may be able to apply for awards intended for people with disabilities. Those scholarships may be intended for disabled students in general, or in relation to a specific disability.

Theoretical FrameworkThis study will based on the records, rules and policy of the school, each different department, and on the types of the scholarship programs of the scholars.

More specifically, it sought to answer the following questions:

Hypothesis

There are no significant different in the utilization of scholars in the different department at Quirino State University, Cabarroguis Campus

Scope and Limitation

The study will be focused on every department in Quirino State University, Cabarroguis Campus in utilization of scholars. The study is limited to the scholars only in Quirino State University, Cabarroguis Campus and only selected scholars in different department will be the respondent. Only 5(five) for each department will become a respondent. There are only 10(ten) department, these are the following department,: AB, BEED, BSBA, BSCE, BSCS, BSCRIM, BSHRM, CTC, CSC,MIDWIFERY.

Significant of the Study

The result of the study serve as the reference to provide information for the future studies and plans for all scholars utilization in different department and basis for strategy to the University.

Significant to the following:

Students: this study will help the students to have an idea for becoming scholars and their benefits from them and to the schoolsEvery Department: this study will be the basis from utilizing and maintaining the interest of every department to accept and encourage them to have scholarship programsUniversity: this study will help them how to improve and help the scholars by supporting the scholarship program and the needs of all students.

REVIEW OF RELATED LITERATURE

This Chapter presents the review of research literature derived from the different sources such as, book, records sheet, journals, magazines and other references presenting facts and data that will enhance the study for utilizing of scholars in different department.

Foreign Literature The Cleveland Scholarship and Tutoring Program (CSTP), which began in the fallof 1996, provides new evidence which sheds light on these issues. CSTP is the firstprogram in the country to offer state-funded scholarships that can be redeemed at both secular and parochial schools. During the 1996/97 school year, 1,996 scholarship recipients attended fifty-five private schools, in grades kindergarten through grade 3. During the 1997/98 school year, CSTP has offered scholarships to 3,000 kindergarten through fourth grade students.

At the time the data reported below were collected, CSTP had been in place for only one year. Consequently, we cannot yet know the long term effects vouchers will have on student test scores, how many and what kinds of schools will emerge in response to new demand, or whether vouchers will stimulate reform within the Cleveland public schools. But it is not too soon to begin to evaluate important aspects of the program. In the summer of 1997, Harvards Program on Education Policy and Governance (PEPG)commissioned a survey of 2,020 voucher applicants in order to find out who participated in the program, who did not and how satisfied both were with the schools their children attended schools.The evidence collected has important implications for the contemporary school choice debate.This present five main findings. First, parents reported that their decision to apply for a scholarship was largely motivated by academic concerns. Second, a relatively small proportion of non-recipients claimed that an inability to secure admission to a preferred private school was an important reason in their decision not to participate in the program.

Third, parents of scholarship recipients who previously attended public schools were much more satisfied with every aspect of their choice school than applicants who did not receive a scholarship, but attended public school instead. Fourth, choice schools did well at retaining students in the program, both within the school year and from one school year to the next. And fifth, preliminary test score results in mathematics and reading show large gains for CSTP students attending the Hope schools. (Greene, Howell, Peterson, 1997)

The University Scholars Program was created in 1998 by the Office of the Vice Provost of Interdisciplinary Studies with a gift of $20 million from Duke University Trustee Emerita Melinda French Gates and her husband Bill Gates, through the William H. Gates Foundation, now called the Bill & Melinda Gates Foundation. Melinda French Gates graduated from Duke University with a double major in computer science and economics in 1986 and an MBA from Duke's Fuqua School of Business in 1987. The University Scholars Program at Duke was the first major philanthropic endeavor by the Gates' through the William H. Gates Foundation, prior to the establishment of the Bill & Melinda Gates Foundation.

The University Scholars Program is the first scholarship program of its kind in the United States. The program offers scholarship support to undergraduate, graduate and professional school students with a focus on interdisciplinary approaches to knowledge. The focus on interdisciplinarity derives in part from Melinda French Gates' own interdisciplinary melding of the fields of computer science, economics, and business, as does its emphasis on inter-generational collaboration and mentoring, given her experience as an undergraduate and professional school student at Duke University.

Significant financial need is one of the primary criteria for consideration by the USP, along with academic excellence and socioeconomic diversity. The USP's combination of financial need, inter-generational scholarship support, and commitment to funding educational opportunities to students from diverse backgrounds provided the preliminary framework for some of the Bill & Melinda Gates Foundation's subsequent philanthropic endeavors, notably the Gates Millennium Scholars, established in 1999 with a $1 billion grant.

The University Scholars Program works closely with the Duke Office of Undergraduate Students and Fellows and is one of several merit scholarships available to matriculating Duke students. It is the only merit scholarship program at Duke that includes a graduate and professional school community along with an undergraduate constituency.

Undergraduate University Scholars are given a grant to cover tuition, room, board, and fees associated with Duke for four years of undergraduate study. Every year, approximately 30 Duke applicants are identified for consideration by the University Scholars Program based their familys financial need and on their ability to explore new academic horizons. There is no direct application process to the University Scholars Program. Rather, Duke's Office of Undergraduate Admissions forwards those outstanding applicants applying for financial aid to the Office of Undergraduate Scholars and Fellows, who determines suitability for consideration by the USP. A reading committee including the Director of the University Scholars Program along with Duke faculty and advisors evaluates each application in detail. The applicants come to Duke for a finalist weekend in the spring of their high school senior year, during which they stay with current University Scholars, explore Duke, attend classes, and conduct an interview with a panel of faculty, graduate students, professional school students, and undergraduate students associated with the USP. According to the USP website, scholars represent a range of personal and intellectual backgrounds and share an excitement for original research, collaborative thinking, and innovative scholarship.Undergraduate scholars are also given the opportunity to use up to 7000 dollars for a summer enrichment program. Valid enrichment programs help the scholar grow intellectually and help the scholar prepare for a career, graduate school, or a senior thesis. The funding must be used for costs associated with travel, program fees, and living expenses.Graduate University Scholars receive tuition support for the first year of graduate school. They are selected from the top applicants to individual graduate programs at Duke University by departmental Directors of Graduate Studies who nominate and rank graduate applicants for several merit scholarship available to graduate student. These graduate merit scholarships include Duke's J.B. Duke Scholarship, the Dean's Graduate Award Fellowship, and/or the W.H. Gardner Society of Engineering Fellowship. The Graduate School reviews the nominations and provides details to the Director of the University Scholars Program. The USP Director selects graduate students based on a clear interdisciplinary agenda for graduate study along with experience or potential for mentoring undergraduate students. Graduate students participate in the University Scholars Program throughout their tenure at Duke. They are eligible to apply for additional funding to support travel and participation in interdisciplinary conferences as well as a Graduate Mentor Award for outstanding commitment and mentoring within the University Scholars Program.

Professional School University Scholars also receive tuition support for the first year of professional school study. Professional school University Scholars are chosen by each of Duke's seven professional schools: The Divinity School, the Fuqua School of Business, the Nicholas School of the Environment, the School of Law, the School of Medicine, the School of Nursing, and the Sanford School of Public Policy. Many professional school University Scholars pursue joint degrees with other professional schools at Duke or within the Graduate School. They similarly demonstrate significant financial need, academic merit, and socioeconomic diversity. Like graduate students in the University Scholars Program, professional school students also participate in the USP throughout their time at Duke. They are also eligible to apply for interdisciplinary conference travel funding and the USP Graduate Mentor Award.

The University Scholars have a variety of activities to help develop a community of friendliness and intellectual discussion. Each fall, all USP scholars (sometimes called Unis) take a 2 day weekend retreat to discuss the principles of the program and the goals for the year. Throughout the semester, the USP hosts numerous seminars led by USP scholars or faculty members. Additionally, informal coffees are arranged to facilitate discussion of non-academic issues of interest, ranging from organic farming in Europe to senior theses.Each spring, the USP holds a daylong symposium that explores a specific topic from the perspective of a variety of disciplines. This typically involves a keynote speaker followed by panels of University Scholars who discuss a certain aspect of the topic from the perspective of their respective disciplines. (www.duke.edu)

Foreign Studies

The University's range of scholarships is aimed at supporting top students, including those from rural or disadvantaged backgrounds.Scholarships change lives. They are vital in supporting students, giving them the best possible chance of gaining a quality educational experience.Scholarships help to take the financial pressure off students. In some cases it means they don't need to get a job to support themselves while they study, helping them to focus on their education. In other cases it can pay for the essentials of their learning - such as textbooks or a new computer - or to relocate from rural areas to the city. Scholarships also act as an incentive for students to achieve excellence in their studies.

Local Literature

The STFAP(Socialized Tuition and Financial Assistance Program) is UP's primary financial assistance program for bona fide undergraduate Filipino students. Except for Law or Medicine, the applicant must not have a bachelors degree. For an incoming freshman or new student, the applicant must have a UP Notice of Admission. The STFAP brackets are primarily based on the annual family income and have corresponding fees or benefits. Students coming from families with annual family income of Php 80,000 or less may be eligible for free tuition, miscellaneous, and laboratory fees plus standard stipend.(http://stfap.up.edu.ph/stfaponline/)

UPLB implements hundreds of undergraduate scholarships and fellowship grants given by several donors and benefactors with benefits ranging from tuition, book allowances, living allowances and others. It also has the following: UP Presidential ASEAN Scholarships Program, UP Presidential Scholarships Program, and UP Scholarship Program for Foreign Students.

The Scholarships and Financial Assistance Division (SFAD), Office of Student Affairs has 14 cash loan programs to further assist the students with their financial needs. Qualified students with good scholastic standing can avail P2,000-8,000 cash loan depending on the program they are applying for.DOST-ASTHRDP Scholarship Program,UPLB, as a member of the National Science Consortium, administers the ASTHRDP Scholarship Program of the Department of Science and Technology. The program grants scholarships for masters and doctorate degrees, and thesis/dissertation grants for the following priority fields of study: biological sciences, biotechnology, chemical sciences, materials science and nanotechnology, pure and applied mathematics, pure and applied physics, health and pharmaceutical sciences, information and communications technology, earth, atmospheric & space sciences, agriculture, forestry & natural resources, fisheries & marine science, and environmental sciences. The scholarship aims to improve the countrys global competitiveness and capability to innovate, through alternative approaches on human resource development in S&T; and to accelerate the production of high-level human resources needed for S&T activities particularly in research and development.(http://www.science-scholarships.ph/asthrdp.php)

Asia Pacific Scholarship Program, The APSC is a full scholarship program where successful applicant students will study at prestigious international universities in Hong Kong, Thailand, Malaysia or the Philippines. It is given by the Asia Pacific Scholarship Consortium, an informal network of universities in Thailand, Hong Kong, Malaysia and the Philippines that aims to facilitate scholarships in high quality postgraduate courses for individuals from Myanmar, Cambodia, Thailand and Laos PDR who require financial support to study. Scholars will undertake masters degrees by coursework. Courses typically take one to two years to complete. Scholars must complete the course within the specified time period on a full time basis. Because of the lack of available scholarships for students wanting to pursue degrees in the social sciences, APSC only focuses on supporting subjects related to: Education, Environment, Development, Community health, Policy, law & administration, Humanities & social sciences, and Media and social work.(http://apsconsortium.org)

Other Scholarships for Graduate Students,UPLB help provide scholarship benefits to graduate students who come from almost 50 public and private organizations and state colleges and universities. UPLB is also conduit to nearly 30 scholarship programs of international organizations and about 50 more programs of various universities from almost 20 countries.(http://gs.uplb.edu.ph)

Local Studies

Besides learning institutions, the government is usually one of the best sources of financial assistance for poor yet deserving students. In fact, certain departments have their names affixed to scholarship grants, making for easy sponsor identification.Speaking of which, the Commission on Higher Education (CHED) has its own State Scholarship Program (henceforth referred to as the SSP) for worthy applicants. Read on for more details.

Scholarship Details

1. Background:

Republic Act 4090 (aptly named the State Scholarship Law) CHED Order Number 23 are both responsible for bringing the SSP into being. Basically, the program was designed to assist financially challenged, yet diligent students attend and complete certain priority courses at select higher education institutions (HEIs).

2. Qualifications:

Applicants may qualify for the SSP provided they meet the following criteria:

They are Filipino citizens.They are about to attend their freshman year at college.They belong to the top 10 of their senior year high schools graduating class.They intend to enroll in any of the priority courses at selected HEIs.They are no older than 25 years old at the time of their application.The combined gross annual income of their parents or legal guardians is no greater than 120,000 pesos.

3. Required Documents:

The necessary paperwork is standard issue stuff. It includes:

Written certification of the applicants senior year high school class ranking prepared by the principal of the applicants high schoolWritten certification of the applicants good moral character, again prepared by the same principalThe most recent BIR statement (income tax return) of the applicants parents or legal guardian (s)Written certification of the applicants good health prepared by a licensed government physicianRecent 2 x 2 ID photos for the scholarship application form4. Procedure:Applying for the SSP is a pretty straightforward process. Your first order of business is to obtain your application form from the CHED regional office (CHEDRO) nearest you. Alternatively, you may also approach your high school principal and request for the application form from him or her.

Benefits, Privileges and CHED Contact DetailsThe good news is that the SSP will cover the tuition of every successful applicant. The bad news is that it doesnt cover other school fees and miscellaneous fees. CHAPTER IIIRESEARCH METHODOLOGYThis chapter deals with the research procedures used in the study. The following section represent these: (a) research design (b) respondents of the study (c) research instrument (d) data gathering technique , and (e) statistical treatment

Research DesignThe study utilize as a Observational Design type of research. This type of research design draws a conclusion by comparing subjects against a control group, in cases where the researcher has no control over the experiment. There are two general types of observational designs. In direct observations, people know that you are watching them. Unobtrusive measures involve any method for studying behavior where individuals do not know they are being observed. An observational study allows a useful insight into a phenomenon and avoids the ethical and practical difficulties of setting up a large and cumbersome research project.

Observational studies are usually flexible and do not necessarily need to be structured around a hypothesis about what you expect to observe (data is emergent rather than pre-existing). The researcher is able to collect a depth of information about a particular behavior. Can reveal interrelationships among multifaceted dimensions of group interactions. You can generalize your results to real life situations. Observational research is useful for discovering what variables may be important before applying other methods like experiments. Observation researchd esigns account for the complexity of group behaviors.

Reliability of data is low because seeing behaviors occur over and over again may be a time consuming task and difficult to replicate. In observational research, findings may only reflect a unique sample population and, thus, cannot be generalized to other groups. There can be problems with bias as the researcher may only "see what they want to see."There is no possiblility to determine "cause and effect" relationships since nothing is manipulated. Sources or subjects may not all be equally credible. Any group that is studied is altered to some degree by the very presence of the researcher, therefore, skewing to some degree any data collected (the Heisenburg Uncertainty Principle).

Local PopulationThe respondents of the study included 5 scholars in each department. This 5 respondents was choose in a randomize type. In a total, there are 40 respondents overall in Quirino State University, Cabarroguis Campus. This are the respondent that are willing to cooperate with this study. The other scholars that have not been in the respondents has a conflict of time and availability because of some circumstances. This study was conducted at Quirino State University, Cabarroguis Campus in Different Department such as AB, BEED, BSBA, BSCE, BSCS, BSCRIM, BSHRM, CTC, CSC and MIDWIFERY. The respondent were grouped according to the moderating variables which are, Types of the scholarship programs, Criteria in the selection of scholars, Requirements to be maintained to the selected scholars, Courses of the Scholars and Year level of the scholars.

Research InstrumentThe data were gathered, through a questionnaire developed by the researcher. This type of instrument allowed the respondents to answer every single question with one or more option .This type of instrument required the respondents to choose and check only the appropriate data. The questionnaire consisted of two parts.

Part I included the profile of the respondents such as Types of the scholarship programs, Criteria in the selection of scholars, Requirements to be maintained to the selected scholars, Courses of the Scholars and Year level of the scholars.

Part II This was likely a survey Questions that contains 15 items which covered the suggestion and improvement of the utilization of scholars at Quirino State University, Cabarroguis Campus.

Data Gathering Procedure The data gathering procedure was divided into two phases:Phase I was a social preparation- the researcher asked permission to the school administration to conduct an interview to the scholars in every department at Quirino State University, Cabarroguis Campus.Phase II Data Gathering. The researcher started the data gathering process through personal administration of the questionnaire. The purpose and importance of the study were explained to the respondents. The instruction in accomplishing the questionnaire was given and questions or clarification from the respondents were answered by the researcher.

Statistical Treatments of Data To answer the specific problems and to test the hypothesis of the study, the researcher utilized the following statistical treatments: (a) Percentage, (b) Mean of independent means.Percentage - this determines the proportion of a part of a whole such as given number of respondents in relation to the sample population. Hence, this was utilized in determining the respondents profile such as the proportion of the number of respondents ,Types of the scholarship programs, Criteria in the selection of scholars, Requirements to be maintained to the selected scholars, Courses of the Scholars, Year level of the scholars with that of total number of samples were determined.The formula for percentage to answer specific listed below P ___f x 100N Where: P percentage F frequency of responses N total number of samples respondents Mean - Refers to the sum of all given values or items in a distribution divided by the number or items values found. This was used in the study to analyze the utilization of scholars in the different department at Quirino State University, Cabarroguis Campus.
