The AVL is served by a SCADA system that monitors several systems on the site such as pumps and reservoir levels. The details of the service will be provided to the successful respondent. It is assumed instrumentation needs will be powered by solar panels and batteries to be installed as part of this RFQ. Location

Flare

The following flare has been identified as suitable to the purpose. It does not include SCADA connectivity as supplied. Vendors are free to identify equivalent alternatives that may be substituted according to their expertise.

Site Viewing

The site is available for viewing by prior arrangement during regular facility hours,. Appropriate PPE is high vis vest and steel toe boots. Site COVID protocols current at the site are to be followed.

Re: Report on field investigation and remedial measures taken to alleviate landfill gas venting of monitoring well MW94-3 at Alberni Valley Landfill. Len Hanson of Norseman Engineering Ltd. was contacted by Jennifer Mancer of Piteau Engineering concerning safety issues associated with the above monitoring well, in particular with large amounts of landfill gas being emitted from this well. Norseman was provided with all of the information needed to assess, test and perform corrective measures on the above well including the original drilling log, a photo of the well, a topographical site plan of the area and a description of the situation. Norseman was requested to analyze the landfill gas, including testing for hydrogen sulphide. A Gem 2000 Plus instrument was rented which had the capability of measuring that as well as methane, carbon dioxide, oxygen, carbon monoxide and carbon dioxide. The description of the well as presented to Norseman was that of a 152 mm (6”) steel casing rising out of the landfill surface vertically to a height of 1.8 m (5.9’). Inside of the protective steel pipe were two 51 mm (2”) PVC piezometers; a deep one with slotted screen at 12.2 to 15.2 meters below the surface, and a shallow one with slot screen at 5.2 to 6.7 m below the surface. It was thought that it would be prudent to be prepared to be able to contain the landfill gas being emitted from the well and at the same time maintain access to the piezometers.

The site was visited on January 4, 2016. Upon arrival, Norseman was escorted to the well in question by Earl, the landfill operator, and was provided with a description of the site. Large amounts of landfill gas were being emitted from the well. It was unknown whether the majority of the landfill gas was being emitted from the 152 mm pipe or from the 51 mm piezometers. These were capped, and it was observed that the flow of landfill gas did not decrease appreciably. Thus it was concluded that the steel pipe was providing a path of least resistance for the landfill gas to escape into the atmosphere. The large amount of landfill gas escaping from the well provided a good opportunity to test the landfill gas for its component parts. The results are as follows: Chemical Component Instrument Reading Methane (CH4) 55.9 % Carbon Dioxide (CO2) 36.5 % Oxygen (O2) 1.0 % Balance (mostly Nitrogen) 6.8 % Carbon Monoxide (CO) 10 ppm Hydrogen Sulphide (H2S) 28 ppm It was then decided to cap the steel pipe while still maintaining access to the piezometers if necessary. A 152 mm PVC Drain, Waste and Vent (DWV) cap was used since this type of cap is constructed in Iron Pipe Size (IPS), which was assumed to be the size of the steel pipe. This proved to be correct. A hole saw was used to cut two holes in the cap the size of the OD of the two piezometers. Couplings and 51 mm (2”) pipe were used to extent these above the top of the steel pipe. The cap was then fitted over the extended pipes and pounded in to place. It was observed at this point that landfill gas was still being emitted from the piezometers, but at a greatly reduced rate.

In order to stop all landfill gas emissions while still having access to test the piezometers, 51mm (2”) male threaded adapters were glued to the pipes, and were then topped off with threaded 51 mm (2”) caps tightened hand tight for easy access. These pipes can now be tested if necessary one at a time with minimal landfill gas exposure, while preventing any landfill gas from escaping during non test periods. Conclusion The steel pipe of MW94-3 provided a point of easy escape for landfill gas into the atmosphere. Capping it will force the landfill gas to migrate slowly through the soil and cover before emerging from the ground surface. As the landfill gas migrates through the soil, much of the methane and other components of landfill gas will be oxidized and will become less harmful. This will reduce the amount of emissions of concern from going into the atmosphere and also correcting a potential safety and health hazard. Terms and Conditions of Proposals & Transactions

The following terms and conditions apply to proposals made by ZIRCO (1989) LTD., unless specifically modified in the main body of the proposal that they accompany. Proposals made by ZIRCO (1989) LTD. on behalf of our principal representatives will be subject to the terms and conditions of that principal at the time the order is accepted. 1. This proposal is firm for 30 days from date shown in proposal. 2. Delivery and delivery date shown is

contingent upon strike, stoppages of labour, accidents, fire, floods, acts of God or of the public enemy, riots, civil disturbances, martial law, acts of government, shortages of fuel and of raw material, delays or stoppages of transportation or other caused beyond our control and in the event of such occurrences, seller may at its election cancel this order or any part thereof.

3. Terms are net 30 days for approved accounts.

2% per month will be charged on all overdue accounts. Any account that is 60 days past due, will be subject to immediate credit hold.

4. Warranty: ZIRCO (1989) LTD. passes on the

manufacturer's warranty to the purchaser. ZIRCO (1989) LTD. does not in its own name underwrite the manufacturer's warranty. 9. NO credit will be allowed for return of

products of special design, finish or size, or for any products returned more than 60 days after shipment. Parts and subassemblies may not be returned. Any product that is not a standard stock item is considered to be of special design.

10. All shipping costs, to and from our

warehouse and/or factory, on all returned products, whether for credit, repair, or warranty, will be the responsibility of the purchaser.

11. Title to materials in this contract shall remain

with the seller until all invoices for the goods supplied are paid in full.

12. Clerical or typographical errors are subject to

correction. 13. All orders are subject to acceptance by

ZIRCO (1989) LTD. or by the manufacturer. 14. All prepaid and charge freight is subject to a

minimum 25% administration fee. 15. A minimum charge of $25.00 applies to all

orders.

EXCHANGE FLUCTUATION:

a) Quote to Order: If the USD/CAD exchange rate fluctuates by more than 2% between the date of quotation through the date of order acceptance, Seller reserves the right to adjust the prices for all goods manufactured in (or imported from) the United States. The adjustment will be determined using the value of all US goods, the Bank of Canada noon rate from day prior to the proposal date, and the Bank of Canada noon rate on the day prior to order acceptance. Seller will attempt to provide Buyer with confirmation, but it is not possible in all cases due to the urgency and time sensitive nature of our business.

b) Order to Shipment: If the USD/CAD exchange rate fluctuates by more than 2% between Order Acceptance and Product Shipment, Seller reserves the right to add a billable line to each invoice, adjusting the prices for all goods manufactured in (or imported from) the United States. The applicable rates to determine the value of the billable line will be the Bank of Canada noon rate from the day prior to Order Acceptance, and the Bank of Canada noon rate on the day prior to Invoice Date.
