Selection Process A qualification-based selection process conforming to Federal Aviation Administration Advisory Circular 150/5100-14E will be used to select a well-qualified firm. Fee information will not be considered in the selection process and must not be submitted with the statement of qualifications. The Selection Committee may shortlist two or more firms if it is deemed necessary. Shortlisted firms may be asked to respond to written questions and/or to participate in an interview. However, TAIT reserves the right to proceed directly to contract negotiations with the selected firm immediately after review of the Statements of Qualifications. Selection Criteria The Selection Committee will score each Statement using the following criteria. Each Statement should specifically address each criterion and any other information the engineer wishes to provide. Primary emphasis will be placed upon:

1. Capability to perform all aspects of the projects as demonstrated by recent comparable experience.

2. Key personnel’s proposed roles and individual experience in similar capacities. Who will be working on the project? What comparable experience do they have?

3. Understanding of the project’s potential challenges and TAIT’s special concerns.

a. The anticipated facility and location is based on limited planning. Firms are welcome to critique the assumption that a new facility is required as shown. For example, the existing Terminal Building is not at capacity. Is there a way to meet TAIT’s objectives partially or entirely by using existing facilities? Firms are welcome to share a variety of ideas as to how facilities might be developed and interact.

b. Experience obtaining variances to the US CBP Technical Design Standards. How has your firm been able to make this facility work with limited dollars in other markets?

c. Federal services seem to be moving to pay-per-use services. What risks do you see with the proposed investment in this redevelopment program? What mitigations do you recommend for those risks?

4. Experience incorporating and blending aesthetic and architectural concepts with the project design while accomplishing the basic requirements that transportation facilities be flexible, functional, and efficient.

Additionally, firms will be evaluated on: 5. Proximity to the geographic location of the project.

Submittal Requirements Submittals are not limited by volume. However, it is estimated that the average time spent reading any one submittal is about 20 minutes. Please format your submittal according to the criteria to facilitate fair scoring. Firms shall submit 5 copies, including a Certificate of Insurance, to Brian Aussieker, 7777 Airport Drive, Suite A211, Tulsa, OK 74115. Federal Requirements Prospective firms are advised that applied overhead rates must be in accordance with the cost principals established within Federal Regulation 48 CFR Part 31, Contract Cost Principles and Procedures. The successful firm will be required to submit a copy of their current overhead rate audit certification. The resulting contract(s) will be subject to the following federal provisions: Title VI of the Civil Rights Act of 1964 Title 49 USC § 50101 – Buy American Preferences (as applicable) 29 CFR Part 5 – Davis Bacon Requirements (as applicable) Section 520 of the Airport and Airway Improvement Act of 1982 49 CFR Part 18.36(i) – Access to Records
