The Procuring Entity intends to apply a portion of the funds to eligible payments under the

contract for which this Request for Proposals is issued

(3) cost of office accommodation investigations and surveys

(4) cost of applicable international or local communications such as the use

of telephone and facsimile required for the purpose of the Services

(5) cost rental and freight of any instruments or equipment required to be

provided by the Consultants for the purposes of the Services

(6) cost of printing and dispatching of the reports to be produced for the

Services

(7) Cost of such further items required for purposes of the Services not

covered in the foregoing

37 (1) Amounts payable by the Client to the Consultant under the contract to

be subject to local taxation Yes

(a) the Client will reimburse the Consultant for any such taxes paid by the

Consultant as detailed below

1 The personnel of ConsultantSub-Consultant personnel (National and

International Resident staff) shall be subject to income tax The

remuneration quoted shall include income tax and other personnel taxes

as applicable in Afghanistan or outside Afghanistan Income tax and any

other personnel taxes if quoted separately shall be added for evaluation

If not quoted specifically then it shall be deemed to have been included

as part of remuneration It shall not be included during contract

negotiations Non-resident foreign personnel [as defined in Afghanistan

Income Tax Law] shall be identified in the Financial proposal If not

identified in the financial proposal all foreign personnel shall be

deemed to be treated as resident foreign personnel

2 The Financial proposal shall not include local taxes (Business Receipt

Tax (BRT) and Income-tax on non-Resident Foreign Personnel (as

defined in Afghanistan Income Tax Law) These taxes shall not be

included for evaluation Only these taxes shall be discussed during

contract negotiations and included

To facilitate the understanding and compliance with tax laws consultants

should refer to Ministry of Financersquos web site wwwmofgovaftax

37 (2) Subject to Afghan income tax under the ITL (2005)

[CONSULTANT] must comply with the laws of Afghanistan including

those relating to income tax and customs duties [CONSULTANT] is

responsible for

Determining and paying [hisherits] tax liability and applicable customs

duty under the laws of Afghanistan

37 (3) Subject to Afghan income tax under ITL (2005)

[CONSULTANT] is responsible for determining and paying [hisherits] tax

liability and applicable customs duty under the laws of Afghanistan

Notwithstanding the foregoing [MINISTRY] agrees to reimburse

[CONSULTANT] for local taxes (Business Receipt Tax (BRT) and Income-

tax on non-Resident Foreign Personnel) as mentioned in 37 (1) (a)

LOCATION

The Kabul New City as being approximately 15 times larger than the Existing Kabul City is placed in a Strategic location between Bagram Airbase and Kabul International Air-port It is mainly located in the Province of Kabul with an area from Parwan Province The area of Kabul New City is surrounded by Khwaja Rawash Safi and Marko Mountains The Kabul New City includes all of Dehsabz District and some villages of Shakardara Mirbachakot Qarabagh Kalakan and most parts of Barikab The first phase of KNC is planned in Dehsabz district Dehsabz is located in the north of current Kabul city It has 69ordm 36rsquo 18rsquorsquo longitude 34ordm 20rsquo 42rsquorsquo latitude and 1847 (MSL ) Dehsabz has the area of 410 Kmsup2 and this area is quite even

OBJECTIVES

The overall objectives of this ToR are to

establish QAQC policy for DCDA prepare Monitoring and Evaluation Procedures and prepare Safety Engineering Manual

One of the main achievements of the Kabul New City is to be a symbol of standardized quality assured and safe city that will attract investments and end users DCDA has no choice but to anticipate the future of the KNC to attempt to mold it and to balance short range and long range goals The future however depends entirely on what is done now The decisions actions resource allocation and work done now will create the future The present and immediate short range require strategic decisions as much as the long range The long range is based largely on short range plans and decisions Conversely unless the long range is considered when making short range plans and decisions the result will be a lack of direction that will eventually ruin the project

As per the Master Plan it is Private Sector who will share with the development of Kabul New City approximately 66 in financing point of view As well as the investments of Government of Afghanistan and Donors will be channeled through Private Sector as contracts with different fields of Private Sector such as development of roads power supplyhellipetc

Therefore an effective management system of quality monitoring and evaluation and safety requirements is a must for DCDA to better manage the implementation of KNC The main issues There are two major stakeholders during the planning and implementation of Kabul New City

DCDA on behalf of the Afghan Government will be responsible for the planning and implementation of primary (at the city level) and secondary (at the phase level) infrastructure and public facilities within the KNC

Private sector will be responsible for the development of the tertiary (within the parcels) infrastructure and public facilities and vertical structures (housing units commercial centers hellip etc)

All the primary and secondary infrastructure and public facilities projects of KNC will be implemented by DCDA through private sector The tertiary projects which will be implemented by private sector shall be reviewed approved by DCDA before the construction phase and will be controlled and monitored during the construction phase to ensure the high quality of the process and products Private sector involved in the implementation of KNC shall be bounded up to comply the implementation process with the QAQC policy of DCDA and will be required to assure the occupational health and safety requirements of DCDA during the implementation DCDA to better manage and assure the compliance of quality and safety requirements should have clear procedures for the monitoring and evaluation of processes and products delivery by the private sector

The construction safety manual of DCDA shall include but not limited to the following items

5 AccidentsIncident investigations procedures (including the reporting templates)

6 Compensation policy

7 Tools and procedures for the promotion of safety culture including the training policy

Monitoring and Evaluation Procedures

The MampE procedures of DCDA shall include but not limited to the following items 1 Contract review procedures and required documentation checklist

2 Work schedule control procedures

3 Cost control procedures

4 Changes and variation control procedures

5 Project documentation (project journal) control procedures

6 Environmental safety control procedures

7 Stakeholdersrsquo Coordination and management control procedures

ELIGIBILITY

The following will be the criteria for eligibility

Knowledge and track record in quality assurance and control preparation of procedures

and manuals and safety engineering in the developing countries

The company must have or intend to have direct and continuous presence in Kabul during

the commission period

The key staff involved in the project must be highly competent professional with years of

experience in the field The Consulting Company must submit the CVs of all proposed key

staff who will be involved in the project

Recent experience of technical personnel with the development issues of Afghanistan will

be an advantage

Sufficient references in the management planning and development

WRITTEN MATERIALS

Final deliverables shall include a complete set of QAQC policy Construction Safety Manual and Monitoring and Evaluation Procedures in a combined binder in Dari and English Languages and ready for the DCDA Board approval The Final documents to be delivered in soft and hard copies Title annotation general information about the documents to be agreed with the DCDA leadership

The following will be the criteria for eligibility

Knowledge and track record in quality assurance and control preparation of procedures

and manuals and safety engineering in the developing countries

The company must have or intend to have direct and continuous presence in Kabul during

the commission period

The key staff involved in the project must be highly competent professional with years of

experience in the field The Consulting Company must submit the CVs of all proposed key

staff who will be involved in the project

Recent experience of technical personnel with the development issues of Afghanistan will

be an advantage

Sufficient references in the management planning and development

WRITTEN MATERIALS

Final deliverables shall include a complete set of QAQC policy Construction Safety Manual and Monitoring and Evaluation Procedures in a combined binder in Dari and English Languages and ready for the DCDA Board approval The Final documents to be delivered in soft and hard copies Title annotation general information about the documents to be agreed with the DCDA leadership

OBJECTIVES

The overall objectives of this ToR are to

establish QAQC policy for DCDA prepare Monitoring and Evaluation Procedures and prepare Safety Engineering Manual

One of the main achievements of the Kabul New City is to be a symbol of standardized quality assured and safe city that will attract investments and end users DCDA has no choice but to anticipate the future of the KNC to attempt to mold it and to balance short range and long range goals The future however depends entirely on what is done now The decisions actions resource allocation and work done now will create the future The present and immediate short range require strategic decisions as much as the long range The long range is based largely on short range plans and decisions Conversely unless the long range is considered when making short range plans and decisions the result will be a lack of direction that will eventually ruin the project

As per the Master Plan it is Private Sector who will share with the development of Kabul New City approximately 66 in financing point of view As well as the investments of Government of Afghanistan and Donors will be channeled through Private Sector as contracts with different fields of Private Sector such as development of roads power supplyhellipetc

Therefore an effective management system of quality monitoring and evaluation and safety requirements is a must for DCDA to better manage the implementation of KNC The main issues There are two major stakeholders during the planning and implementation of Kabul New City

DCDA on behalf of the Afghan Government will be responsible for the planning and implementation of primary (at the city level) and secondary (at the phase level) infrastructure and public facilities within the KNC

Private sector will be responsible for the development of the tertiary (within the parcels) infrastructure and public facilities and vertical structures (housing units commercial centers hellip etc)

All the primary and secondary infrastructure and public facilities projects of KNC will be implemented by DCDA through private sector The tertiary projects which will be implemented by private sector shall be reviewed approved by DCDA before the construction phase and will be controlled and monitored during the construction phase to ensure the high quality of the process and products Private sector involved in the implementation of KNC shall be bounded up to comply the implementation process with the QAQC policy of DCDA and will be required to assure the occupational health and safety requirements of DCDA during the implementation DCDA to better manage and assure the compliance of quality and safety requirements should have clear procedures for the monitoring and evaluation of processes and products delivery by the private sector

Recent experience of technical personnel with the development issues of Afghanistan will

The Kabul New City as being approximately 15 times larger than the Existing Kabul City is placed in a Strategic location between Bagram Airbase and Kabul International Air-port It is mainly located in the Province of Kabul with an area from Parwan Province The area of Kabul New City is surrounded by Khwaja Rawash Safi and Marko Mountains The Kabul New City includes all of Dehsabz District and some villages of Shakardara Mirbachakot Qarabagh Kalakan and most parts of Barikab The first phase of KNC is planned in Dehsabz district Dehsabz is located in the north of current Kabul city It has 69ordm 36rsquo 18rsquorsquo longitude 34ordm 20rsquo 42rsquorsquo latitude and 1847 (MSL ) Dehsabz has the area of 410 Kmsup2 and this area is quite even

OBJECTIVES

The overall objectives of this ToR are to

establish QAQC policy for DCDA prepare Monitoring and Evaluation Procedures and prepare Safety Engineering Manual

One of the main achievements of the Kabul New City is to be a symbol of standardized quality assured and safe city that will attract investments and end users DCDA has no choice but to anticipate the future of the KNC to attempt to mold it and to balance short range and long range goals The future however depends entirely on what is done now The decisions actions resource allocation and work done now will create the future The present and immediate short range require strategic decisions as much as the long range The long range is based largely on short range plans and decisions Conversely unless the long range is considered when making short range plans and decisions the result will be a lack of direction that will eventually ruin the project

As per the Master Plan it is Private Sector who will share with the development of Kabul New City approximately 66 in financing point of view As well as the investments of Government of Afghanistan and Donors will be channeled through Private Sector as contracts with different fields of Private Sector such as development of roads power supplyhellipetc

Therefore an effective management system of quality monitoring and evaluation and safety requirements is a must for DCDA to better manage the implementation of KNC The main issues There are two major stakeholders during the planning and implementation of Kabul New City

DCDA on behalf of the Afghan Government will be responsible for the planning and implementation of primary (at the city level) and secondary (at the phase level) infrastructure and public facilities within the KNC

Private sector will be responsible for the development of the tertiary (within the parcels) infrastructure and public facilities and vertical structures (housing units commercial centers hellip etc)

All the primary and secondary infrastructure and public facilities projects of KNC will be implemented by DCDA through private sector The tertiary projects which will be implemented by private sector shall be reviewed approved by DCDA before the construction phase and will be controlled and monitored during the construction phase to ensure the high quality of the process and products Private sector involved in the implementation of KNC shall be bounded up to comply the implementation process with the QAQC policy of DCDA and will be required to assure the occupational health and safety requirements of DCDA during the implementation DCDA to better manage and assure the compliance of quality and safety requirements should have clear procedures for the monitoring and evaluation of processes and products delivery by the private sector
