1. BACKGROUND

The Forest Growth Organization of Western Canada (FGrOW) is a newly formed association that began operating April 1, 2015. It is the result of a merger of the Alberta Forest Growth Organization (AFGO), the Foothills Growth and Yield Association (FGYA), the Mixedwood Management Association (MWMA) and the Western Boreal Growth and Yield Association (WESBOGY), with WESBOGY scheduled to join in January 2016. Like the FGYA and AFGO, FGrOW operates as an association under the Foothills Research Institute (fRI; formerly the Foothills Model Forest).

FGrOW is currently accepting proposals to establish a network of permanent sample plots (PSPs) which will monitor development in predominantly pine stands that have been attacked by mountain pine beetle (MPB). The initial measurements will be spread across two field seasons to ensure the contractor workforce is capable of completing it. The awarded contract(s) will cover the initial measurements done in fall/winter 2015/16 (phase 1) and summer/fall 2016 (phase 2). We have split the candidate plot selections into North and South groupings. Bidders may bid on the Northern grouping, the Southern grouping or both. FGrOW reserves the right to award the work to one or two contractors. The contract(s) awarded will be for 2 years. Note there are some priority plots which must be completed before May 2016.

2. DESCRIPTION OF PROJECT

The objectives of this project are:

1. To create a permanent sample plot network in pine dominated stands (>50% of stand) with existing high rates of MPB‐caused mortality (>20% of total basal area) that have not had any post‐MPB attack treatment. This will provide statistically sound data regarding stand dynamics, regeneration recruitment, and growth rates across a range of natural sub‐regions and ecosites at varying rates of mortality. The plots are intended to be measured at 5‐year intervals to capture the dynamic change in MPB-killed stands. This RFP is for one measurement.

2. To provide predictive ability for assessing recovery rates for ecosystem function through analysis of the plot data through time. This is critical for prioritizing stands for rehabilitation.

There will be 102 new plots established according to procedures outlined in the attached Forest Management Branch MPB AFS PSP manual, 13 existing industry plots re-measured and 29 existing ESRD plots re-measured. Potential plot locations and plot/tree information regarding existing plots, can be found in Appendix 2.

Based on geographic locations of existing and potential plots, they have been split into North and South groupings. Proponents may bit on one or both groups of plots, and groups may be awarded individually. Approximate dates for work to be completed are November 2015 to May 2016 for phase 1 and August 2016 to December 2016 for phase 2. One day of training will be provided upon commencement of work by the successful proponent (s).

3. DELIVERABLES

The project deliverables include:

All measurement data (both establishment and remeasurement) as described for the project (Appendix 1) must be submitted in a digital format as required for uploading to the Provincial Growth and Yield (PGYI) database. This format information will be provided to the successful bidder.

Completion of all 102 plot establishments according to the Forest Management Branch MPB AFS PSP manual, described in Appendix 1.

Completion of plot maintenance and re-measurements on the 42 existing PSPs according to the Forest Management Branch MPB AFS PSP manual, described in Appendix 1.

A measurement report, describing completion dates and any issues encountered during measurements.

GPS coordinates for each plot centre and buffer corners collected in NAD 83 to an accuracy of <3m (typically differentially corrected Trimble). Meta data including UTM zone must be included. This level of accuracy is required for registering the plot reservations with Disposition Services. Lower precision coordinates (e.g. Garmin) are not acceptable.

Digital pictures for each plot: two, taken facing east and west across plot centre.

4. PROPOSAL AND PROJECT TIMELINE

The selection decision for the winning bidder will be made no later than October 31, 2015. If additional information is needed from any bidders during the selection process, the bidder(s) will be notified. Notifications to bidders who were not selected will be completed by November 10, 2015.

Project Timeline:

Measurements must be completed during the following time frames:

Phase 1 Establishment or re-measurement of half the planned plots: November 2015 to May 2016. There are 9 existing GOA plots which are marked as priority and must be completed by May 2016.

Phase 2 Establishment or re-measurement of the other half the planned plots: July 2016 to December 2016.

In their proposal, contractors should specify which plots they intend to do in each phase.

All deliverables must be provided no later than December 2016.

5. PROPOSALS

Proposals must include all costs to complete the tasks described in the deliverables section, and in Appendix 1. Proposals must clearly indicate is the quote is for the North Group or South Group. If quotes are being provided for both groups, they must be separate.

Bidders should provide the following items as part of their proposal for consideration:

Description of corporate experience with plot measurements, particularly forestry PSPs or related work (research trials, genetics trials, etc). Provide two corporate references.

Anticipated personnel you will assign to this project (total number, role, title, experience). Document the PSP, TSP, forest health assessment or related experience of the field and data staff. References should be provided.

Timeframe for completion of the project, and anticipated plots to be completed in phase 1 (2015/16) and phase 2 (summer/fall 2016).

6. EVALUATION CRITERIA

FGrOW will evaluate all proposals based on the following criteria.

Organizational experience: Bidders will be evaluated on their relevant corporate and personnel experience

Previous work: Bidders will be evaluated on references from past clients
