The City of San Dimas

The City of San Dimas is home to approximately 33,340 residents, who enjoy its beautiful open spaces and small town charm. The City is a short commute to Los Angeles and other business centers in Southern California. It is a suburban City with planned business and shopping districts.

INTRODUCTION

The City of San Dimas (“City”) is seeking proposals from qualified firms (“Bidder(s)”) to rehabilitate the Horsethief Canyon Park Soccer Field Access Path (Project). The Scope of Work for the Project is listed in the Scope of Services section of this RFB document. Bids from qualified contractors must be received by email or post mail by Tuesday August 25, 2020.

The items identified with an asterisk (*) shall be filled out, signed by the appropriate representative of the company and returned with submittal.

2. INSTRUCTIONS TO BIDDERS

2.1 Pre-Proposal Meeting

There is no pre-bid meeting scheduled at this time. Please see Scope of Work for information on work scope and specification.

2.2 Examination of Bid Documents

The submission of a proposal shall be deemed a representation and certification by the Bidder that they: 2.2.1 Have carefully read and fully understand the information that was provided by the

City to serve as the basis for submission of this bid. 2.2.2 Have the capability to successfully undertake and complete the responsibilities and

obligations of the bid being submitted. 2.2.3 Represent that all information contained in the bid is true and correct. 2.2.4 Did not, in any way, collude; conspire to agree, directly or indirectly, with any

person, firm, corporation or other Bidder in regard to the amount, terms or conditions of this bid.

2.2.5 Acknowledge that the City has the right to make any inquiry it deems appropriate to substantiate or supplement information supplied by Bidder, and Bidder hereby grants the City permission to make these inquiries, and to provide any and all related documentation in a timely manner.

No request for modification of the proposal shall be considered after its submission on grounds that Bidder was not fully informed to any fact or condition.

2.3 Questions/Clarifications

Should discrepancies or omissions be found in this RFB or should there be a need to clarify this RFB, questions or comments regarding this RFB must be put in writing and emailed to [email protected] no later than Wednesday, August 19, 2020. Responses from the City will be communicated in writing to all recipients of this RFB. Inquiries received after the date and time stated will not be accepted and will be returned to senders without response.

2.4 Submission of Bids

All Bids shall be submitted to: City of San Dimas Parks & Recreation Attn: Steven Farmer 245 E Bonita Ave., San Dimas, CA 91733 or [email protected]. Bids must be received no later than Tuesday, August 25, 2020. Bidder

2.5 Bidder Withdrawal of Bids

A Bidder may withdraw its proposal at any time before the expiration of the time for submission of proposals as provided in the RFB by emailing a written request for withdrawal signed by, or on behalf of, the Bidder.

2.6 Rights of the City of San Dimas

This RFB does not commit the City to enter into a contract, nor does it obligate the City to pay for any costs incurred in preparation and submission of Bids or in anticipation of a contract. The City reserves the right to:

• Make the selection based on its sole discretion; • Reject any and all proposals; • Issue subsequent Requests for Bids; • Postpone opening for its own convenience; • Remedy technical errors in the Request for Bids process; • Negotiate with any, all or none of the Bidders; • Accept other than the lowest offer; • Waive informalities and irregularities in the Bids and/or • Enter into an agreement with another Bidder in the event the originally

selected Bidder defaults or fails to execute an agreement with the City. An agreement shall not be binding or valid with the City unless and until it is executed by authorized representatives of the City and of the Bidder.

4. INFORMATION TO BE SUBMITTED

These instructions outline the guidelines governing the format and content of the proposal and the approach to be used in its development and presentation. The intent of the RFB is to encourage responses that clearly communicate the Bidder’s understanding of the City’s requirements and its approach to successfully provide the products and/or services on time and within budget. Only that information which is essential to an understanding and evaluation of the proposal should be submitted. Items not specifically and explicitly related to the RFB and proposal, e.g. brochures, marketing material, etc. will not be considered in the evaluation.

The fee information is relevant to a determination of whether the fee is fair and reasonable in light of the services to be provided. Provision of this information assists the City in determining the Contractor’s understanding of the project, and provide staff with tools to negotiate the cost, provide in a table (See Table, Attachment D). Include any other cost and price information that would be contained in a potential agreement with the City.

Attachment B – Scope of Work

PROJECT DESCRIPTION

The City of San Dimas is requesting qualified Service Providers to submit Bids including a pricing schedule and a summary of qualifications for providing a horse trail rehabilitation improvement according to the City’s specifications and all other terms and conditions. The requested services consist of furnishing all labor, materials, supplies and equipment to perform a 5,900 sq.ft. access trail rehabilitation project spanning the south side of Horsethief Canyon Road to the entrance of the soccer field in the City of San Dimas, in accordance with the specifications and conditions specified in the Request for Proposal issued by the City of San Dimas. Request for Proposal documents are available on www.sandimasca.gov or by request to [email protected]. Proposals shall be received via email or post mail in the City of San Dimas, Parks and Recreation Department at the above indicated address on or before Tuesday, August 25, 2020.

SCOPE OF WORK

Bidder shall abide by all requirements imposed by the State of California and Los Angeles County in regards to Standard Specifications and General Provisions for the construction materials and construction methods as set forth in the "Standard Specifications for Public Works Construction," 2012 Edition. Please see Attachment C for Specification & Plan.

Notice is hereby given that the City of San Dimas, "City”, Los Angeles County, California will receive bids for the furnishing of Horsethief Canyon Park Soccer Field Access Trail Rehabilitation from the south side of Horsethief Canyon Road to the entrance of the soccer field.

SECTION 015639 TEMPORARY TREE AND PLANT PROTECTION

PART 1 - GENERAL

1.1 SUMMARY

A. General: Section includes Temporary Tree and Plant Protection of existing trees and plants that are affected by the execution of the Work in accordance with Contract Documents.

B. Summary of Work: Provide all labor, equipment and materials required for the procurement,

delivery and operations for temporary tree and plant protection as indicated on Drawings and as specified herein.

1. Section Includes:

a. Examination and preparation. b. Protection of trees and plants. c. Excavation. d. Root pruning. e. Crown pruning. f. Re-grading. g. Repair and replacement.

1.2 DEFINITIONS

A. Protection Zone: Area surrounding individual trees or groups of trees to be protected during construction.

A. Product Data: For each type of product indicated.

B. Samples: For each type of organic mulch in sealed plastic bags labeled with composition of materials by percentage of weight.

C. Tree Pruning Schedule: Written schedule detailing scope and extent of pruning of trees to remain that interfere with or are affected by construction.

D. Certification: From Certified Arborist, certifying that trees indicated to remain have been protected

during construction according to recognized standards and that trees were promptly and properly treated and repaired when damaged.

E. Maintenance Recommendations: From Certified Arborist, for care and protection of trees affected

by construction during and after completing the Work.

F. Existing Conditions: Documentation of existing trees and plantings indicated to remain protected-in-place, which establishes pre-construction conditions that might be misconstrued as damage caused by construction activities.

1.4 QUALITY ASSURANCE

A. Tree-Service Contractor Qualifications: An experienced landscape contractor or tree-moving Contractor with a minimum of ten (10) years experience that has successfully completed transplanting work similar to that required for this Project and that will assign an experienced and qualified Certified Arborist to Project during execution of the Work.

1. Certified Arborist Qualifications: Certified Arborist as certified by ISA.

B. Pre-Installation Conference: Conduct conference at Project Site.

1.5 PROJECT CONDITIONS

A. The following practices are prohibited within protection zones:

1. Storage of construction materials, debris, or excavated material.

2. Parking vehicles or equipment.

3. Foot traffic.

4. Erection of sheds or structures.

5. Impoundment of water.

6. Excavation or digging unless otherwise indicated on Drawings.

7. Attachment of signs to trees or plants unless otherwise indicated on Drawings.

8. Wrapping materials around trees or plants unless otherwise indicated on Drawings.

B. Do not direct vehicle or equipment exhaust toward protection zones.

C. Prohibit heat sources, flames, ignition sources, and smoking within or near protection zones and organic mulch.

PART 2 - PRODUCTS

2.1 MATERIALS

A. Topsoil: Natural or cultivated top layer of the soil profile or manufactured topsoil; containing organic matter and sand, silt, and clay particles; friable, pervious, and black or a darker shade of brown, gray, or red than underlying subsoil; free of subsoil, clay lumps, gravel, and other objects more than 1 inch in diameter; and free of weeds, roots, and toxic and other non-soil materials.

B. Topsoil: Stockpiled topsoil from location indicated on Drawings.

C. Organic Mulch: wood and bark chips free from deleterious materials.

PART 3 - EXECUTION

3.1 EXAMINATION AND PREPARATION

A. Erosion and Sedimentation Control: Examine the site to verify that temporary erosion- and sedimentation-control measures are in place. Verify that flows of water redirected from construction areas or generated by construction activity do not enter or cross protection zones.

B. Protect tree root systems from damage caused by runoff or spillage of noxious materials while

mixing, placing, or storing construction materials. Protect root systems from ponding, eroding, or excessive wetting caused by dewatering operations.

3.2 EXCAVATION

A. General: Excavate at edge of protection zones and for trenches indicated within protection zones according to requirements in Specification Section 312000 – Earth Moving.

B. Trenching near Trees: Where utility trenches are required within protection zones, hand excavate

under or around tree roots or tunnel under the roots by drilling, auger boring, or pipe jacking. Do not cut main lateral tree roots or taproots; cut only smaller roots that interfere with installation of utilities. Cut roots as required for root pruning.

C. Do not allow exposed roots to dry out before placing permanent backfill.

3.3 ROOT PRUNING

A. Prune roots that are affected by temporary and permanent construction. Prune roots as follows.

1. Perform root pruning under direction of Certified Arborist.

2. Cut roots manually by digging a trench and cutting exposed roots with sharp pruning instruments; do not break, tear, chop, or slant the cuts. Do not use a backhoe or other equipment that rips, tears, or pulls roots.

3. Temporarily support and protect roots from damage until they are permanently covered with soil.

4. Cover exposed roots with burlap and water regularly.

5. Backfill as soon as possible according to requirements in Specification Section 312000 –

Earth Moving.

B. Root Pruning at Edge of Protection Zone: Prune roots by cleanly cutting all roots to the depth of the required excavation.

C. Root Pruning within Protection Zone: Clear and excavate by hand to the depth of the required

excavation to minimize damage to root systems. Use narrow-tine spading forks, comb soil to expose roots, and cleanly cut roots as close to excavation as possible.

3.4 CROWN PRUNING

A. Prune branches that are affected by temporary and permanent construction. Prune branches as follows.]

1. Perform crown pruning under direction of Certified Arborist.

2. Prune trees to remain to compensate for root loss caused by damaging or cutting root system.

Provide subsequent maintenance during Contract period as recommended by Certified Arborist.

3. Pruning Standards: Prune trees according to ANSI A300 (Part 1).

4. Cut branches with sharp pruning instruments; do not break or chop.

5. Do not apply pruning paint to wounds.

B. Chip removed branches and legally dispose of off-site.

3.5 RE-GRADING

A. Lowering Grade: Where new finish grade is indicated below existing grade around trees, slope grade beyond the protection zone. Maintain existing grades within the protection zone.

3.6 FIELD QUALITY CONTROL

A. Inspections: Engage a Certified Arborist to direct plant protection measures in the vicinity of trees, shrubs, and other vegetation indicated to remain and to prepare inspection reports. One copy of the inspection report shall be submitted to the Landscape Architect and one copy shall be submitted to the owner.

3.7 REPAIR AND REPLACEMENT

A. General: Repair or replace trees, shrubs, and other vegetation indicated to remain or be relocated

that are damaged by construction operations, in a manner approved by Landscape Architect.

1. Have Certified Arborist perform the root cutting, branch pruning, and damage repair of trees and shrubs.

2. Treat damaged trunks, limbs, and roots according to Certified Arborist's written instructions.

3. Perform repairs within 24 hours.

4. Replace vegetation that cannot be repaired and restored to full-growth status, as determined by

Landscape Architect.

3.8 DISPOSAL OF SURPLUS AND WASTE MATERIALS

A. Disposal: Remove excess excavated material, displaced trees, trash and debris, and legally dispose of them off Owner's property.

SECTION 311000 SITE CLEARING

PART 1 - GENERAL

1.1 SUMMARY

A. General: This Section includes Site Clearing in accordance with Contract Documents.

B. Summary of Work: Provide all labor, equipment and materials required for site clearing as indicated on Drawings and as specified herein.

1. Section includes:

a. Protecting existing vegetation to remain. b. Removing existing vegetation. c. Clearing and grubbing. d. Stripping and stockpiling topsoil. e. Removing above- and below-grade site improvements. f. Disconnecting, capping or sealing site utilities. g. Temporary erosion and sedimentation control measures.

C. Related Sections:

1. Division 01 for Special Project Procedures.

2. Specification Section 015639 – Temporary Tree and Plant Protection.

3. Specification Section 329300 – Plants.

1.2 MATERIAL OWNERSHIP

A. Except for stripped topsoil and other materials indicated to be stockpiled or otherwise remain Owner's property, cleared materials shall become Contractor's property and shall be removed and legally disposed of off Owner's property

1.3 PROJECT CONDITIONS

A. Traffic: Minimize interference with adjoining roads, streets, walks and other adjacent occupied or used facilities during site clearing operations.

1. Do not close or obstruct streets, walks or other adjacent occupied or used facilities without

permission from Owner and authorities having jurisdiction.

2. Provide alternate routes around closed or obstructed traffic ways, if required by Owner or authorities having jurisdiction.

B. Salvable Improvements: Carefully remove items to be salvaged and store on Owner's premises as

indicated on Drawings or as directed by Landscape Architect or Owner.

C. Utility Locator Service: Notify utility locator service for area where Project is located 14 working days before starting site clearing operations.

D. Do not commence site clearing operations until temporary erosion control and sedimentation

control and plant protection measures are in place.

E. The following practices are prohibited within protection zones:

1. Storage of construction materials, debris or excavated material.

2. Parking vehicles or equipment.

3. Foot traffic.

4. Erection of sheds or structures.

5. Impoundment of water.

6. Excavation or digging unless otherwise indicated on Drawings.

7. Attachment of signs to trees or plants unless otherwise indicated on Drawings.

PART 2 - PRODUCTS

2.1 MATERIALS

A. Satisfactory Soil Material: Requirements for satisfactory soil material are specified in Specification Section 312000 – Earth Moving.

1. Obtain approved borrow soil material off site when satisfactory soil material is not available

on site.

PART 3 - EXECUTION

3.1 PREPARATION

A. Protect and maintain benchmarks and survey control points from disturbance during site clearing activities and construction.

B. Locate and clearly identify trees, shrubs, and other vegetation to remain or to be relocated.

C. Protect existing site improvements to remain from damage during construction.

1. Restore damaged improvements to their original condition, as acceptable to Owner.

3.2 TEMPORARY EROSION AND SEDIMENTATION CONTROL

A. Provide temporary erosion control and sedimentation control measures to prevent soil erosion and discharge of soil-bearing water runoff or airborne dust to adjacent properties, walkways and storm drains, as indicated on Drawings and as required by authorities having jurisdiction.

B. Verify that flows of water redirected from construction areas or generated by construction activity

do not enter or cross protection zones.

C. Inspect, maintain, and repair erosion control and sedimentation control measures during construction until permanent vegetation has been established.

D. Remove erosion and sedimentation controls and restore and stabilize areas disturbed during removal.

3.3 TREE AND PLANT PROTECTION

A. General: Protect trees and plants remaining on site according to requirements in Specification Section 015639 – Temporary Tree and Plant Protection.

B. Repair or replace trees, shrubs, and other vegetation as indicated on Drawings to remain or be

relocated, which are damaged by Contractor’s operations, in a manner approved by Landscape Architect.

3.4 EXISTING UTILITIES

A. Locate, identify, disconnect, and seal or cap utilities to be removed or abandoned in place as indicated on Drawings.

1. Arrange with utility companies to shut off utilities as necessary.

B. Interrupting Existing Utilities: Do not interrupt utilities serving facilities occupied by Owner or

others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated.

1. Notify Landscape Architect and Owner not less than 2 working days in advance of proposed

utility interruptions.

2. Do not proceed with utility interruptions without Owner's written permission.

3.5 CLEARING AND GRUBBING

A. Remove obstructions, trees, shrubs, and other vegetation to permit installation of new construction.

1. Grind down stumps and remove roots, obstructions, and debris to a depth of 18 inches below exposed subgrade. Backfill voids with approved soil. Do not place soil within the drip line of existing trees to remain protected in place.

2. Use only hand methods for grubbing within protection zones.

B. Fill depressions caused by clearing and grubbing operations with approved soil material unless

further excavation or earthwork is indicated.

1. Place fill material in horizontal layers not exceeding a loose depth of 8 inches (200 mm), and

compact each layer to a density equal to adjacent original ground.

3.6 TOPSOIL STRIPPING

A. Remove sod and grass before stripping topsoil.

B. Strip topsoil to the depth indicated on Drawings and in a manner that prevents intermingling with underlying subsoil or other waste materials.

C. Stockpile topsoil away from edge of excavations without intermixing with subsoil. Grade and shape

stockpiles to drain surface water. Cover to prevent windblown dust and erosion by water.

3.7 SITE IMPROVEMENTS

A. Remove existing above-grade and below-grade improvements as indicated on Drawings and as necessary to facilitate new construction.

3.8 DISPOSAL OF SURPLUS AND WASTE MATERIALS

A. Remove surplus soil material, unsuitable topsoil, obstructions, demolished materials, and waste materials including trash and debris, and legally dispose of them off Owner's property.

B. Separate recyclable materials produced during site clearing from non-recyclable materials. Store or

stockpile recyclable materials without intermixing with other materials and transport them to recycling facilities. Do not interfere with other Project work.

SECTION 321516 STAY LOCK STABILIZED DECOMPOSED GRANITE PAVING

PART 1 - GENERAL

1.1 SUMMARY

A. General: This Section includes the Stay Lock/Stabilizer Solutions stabilized decomposed granite in accordance with Contract Documents.

B. Summary of Work: Provide all labor, equipment and materials required to procure and install

stabilized decomposed granite, complete, as indicated on Drawings and as specified herein.

1.2 QUALITY ASSURANCE

A. Installer Qualifications: An installer with a minimum of 7 years of experience who has completed stabilized decomposed granite work similar in material, design, and extent to that indicated on Drawings for this Project and whose work has resulted in construction with a record of successful in-service performance.

B. Design Intent: Finished stabilized decomposed granite shall be accessible by wheelchair,

Contractor, stable, and slip resistant. It shall not show signs or tracks of pedestrian foot prints or significant vehicle tracks when used. Surface movement of stabilized decomposed granite shall be minimal.

1.3 SUBMITTALS

A. Sample: Provide current sieve analysis and 1/4 cubic foot sample of stabilized decomposed granite material to Landscape Architect for approval.

B. Mock-Up: Provide a 4-foot by 4-foot minimum on-site mock-up of the approved stabilized

decomposed granite material. The mock-up is to be reviewed and approved by Landscape Architect prior to installation of work. Approved mock-up shall be protected and remain on site until stabilized decomposed granite work is complete and approved. Approved mock-up that adheres to the size and location as indicated on Drawings may be kept as a portion of the final site work with approval of Landscape Architect.

C. Provide Manufacturer’s data on Soil Stabilizer.

PART 2 - MATERIALS

2.1 SOIL STERILANT

A. Treflan Emulsifiable Concentrate or equivalent.

2.2 BASE COURSE

A. 3/4-inch minus compacted crushed rock.

2.3 STAY LOCK STABILIZED DECOMPOSED GRANITE (DECOMPOSED GRANITE)

A. Clean 1/4-inch minus stabilized decomposed granite with fines.

B. Stabilized decomposed granite shall meet the following sieve analysis: Sieve Size % Retained

2.4 WATER

A. Water: Clean and potable water.

2.5 GEOTEXTILE FABRIC

A. 100% polypropylene needle-punched engineering fabric, non-woven, by Grace, Mirafi or approved equal. Physical properties as recommended by product manufacturer.

PART 3 - EXECUTION

3.1 INSPECTION

A. Prior to starting all work of this section, carefully inspect work installed by other trades and verify that all such work is complete to the point where this installation may properly commence. Start of work denotes acceptance of existing conditions.

3.2 PREPARATION

A. Make all necessary measurements in the field to ensure conformance to dimensions and finish

elevations as indicated on Drawings.

B. Soil Sterilant:

1. Mix soil sterilant in sprayer tank with clean water according to manufacturer's latest printed specifications. Use sprayer that will apply the solution uniformly, without disturbing the soil.

2. Apply solution to dry soil surface at a rate of 3.5 gallons per 1000 square feet.

a. Do not apply when wind velocity exceeds 10 mph or during or a minimum of 24 hours after a rain event.

3. Shake or stir the spray solution prior to each application.

4. Avoid spraying on walls or over-spraying into areas to receive planting.

5. Immediately after application of spray solution, thoroughly incorporate the solution into the

soil to a depth of 2 to 4 inches per manufacturer's recommendations. 6. Do not use sterilant within 4 feet of tree planting locations or within the drip lines of

existing trees.

C. Do not install during rainy conditions.

3.3 STABILIZED DECOMPOSED GRANITE (DECOMPOSED GRANITE)

A. Verify that all related work is completed before starting placement of stabilized decomposed granite including concrete or metal edging.

B. Place stabilized decomposed granite roughly into position. Place sufficient material to allow for

compaction.

C. Level surface.

D. Keep people, bicycles, vehicles and construction equipment off of the compacted stabilized decomposed granite until it dries to stable moisture content.

3.4 PROTECTION

A. Protect all adjacent work by others, reference points, monuments and markers. Replace or repair damaged items at no cost to Owner and as acceptable to Landscape Architect.

3.5 CLEANING

A. Remove from site and legally dispose of surplus construction materials and waste material including excavated soil, trash and debris off of Owner’s property.
