JOB OPPORTUNITIES The Southern Provincial Health Office under the US President’s Emergency Plan for AIDS Relief (PEPFAR) Project through a Cooperative Agreement (CoAg) with the US Centers for Disease Control and Prevention (CDC), is seeking for eligible, self-motivated and qualified applicants for the positions listed below for the various levels (Provincial, District, Facility and Community)
(A) PROVINCIAL LEVEL JOB TITLE: PMTCT COORDINATOR (01 POSITION) Purpose: The Position is part of the project management team whose main responsibilities will be to build and strengthen the District and Facility level capacity to deliver quality eMTCT and HIV services to pregnant and post-delivery women and their babies.
Responsibilities
Support provision of high quality PMTCT services in the districts and health facilities
Directly mentor health care workers at facility and district level Assist MOH to develop innovative approaches to retain Mother-Baby pairs in care Assist the facility with interfacing with community based care Assist the MOH to review and disseminate relevant educational materials, teaching
aids and clinic reference materials for the delivery of high impact interventions to improve Maternal and Infant HIV Care
Participate in monthly dashboard reviews of project clinical outcomes and utilize project data to prioritize interventions related to Maternal-Child HIV care
Prepare and submit monthly reports in a timely manner.
Qualifications:
Grade Twelve (12) Certificate with Five (5) O’ Levels Must be computer literate. MBCHB or BSc in Nursing, Registered midwife preferably with additional specialty
post graduate training or training in public health Training and/ or certification in family planning and reproductive health is an
advantage. At least 5 years recent clinical HIV care and treatment experience Knowledge and experience of PMTCT programmatic and technical issues highly
desired.
JOB TITLE: TB/HIV TECHNICAL OFFICER (01 POSITION) Purpose: Responsible for providing technical support to implement high quality care and support activities with primary focus on tuberculosis control and treatment as well as all issues surrounding TB/HIV co-infection and will also provide technical leadership and support related to TB/HIV collaboration. Responsibilities:
Serve as the liaison between the MoH and implementing partners/stakeholders including community based organisations, health care facilities, and the NTB National TB/HIV Coordinator on issues relating to the implementation of TB/HIV collaborative activities
Document gather, and analyse records of TB/HIV collaborative activities at supported facilities, as well as case-based information in electronic format
Provide support to the effective referral system of tuberculosis and HIV patients to ensure integration of TB and HIV services within the district
Conduct supportive and supervisory visits to TB and HIV care facilities, prepare reports on supervisory visits, and provide remedial actions on constraints to the district/regional/national and the facilities visited
Participate in all TB/HIV forums at local level and provide updates as required. Work with the district TB and leprosy coordinators, HIV focal nurses and other focal
persons and support them to provide regular updates to stakeholders regarding implementation of the TB/HIV collaborative activities.
Support local training efforts at district and regional level Coordinate and assist with supportive supervision and mentoring of community-
based and facility-based Health Care Workers in the day-to-day implementation of TB/HIV collaborative activities.
Liaise with Regional and District TB/HIV staff, focal persons, Clinical Mentors, quality improvement focal persons, laboratory technologists and other key staff involved in quality improvement, clinical mentorship and supportive supervision to integrate TB/HIV collaborative activities into existing health service delivery platforms and build sustainable systems for TB/HIV.
Compile monthly, quarterly, annual and ad-hoc reports in required formats Provide support for all aspects of data collection and reporting by all stakeholders,
and help to identify barriers/challenges and work with the DTLCs and regional TB/HIV Coordinator to address these in a timely manner
Qualifications:
Grade Twelve (12) Certificate with Five (5) O’ Levels Degree/Diploma in a Clinical Medicine At least two years of relevant work experience in the field of TB and HIV control
activities with at least one year in a supervisory role Experience with recording, reporting and other monitoring and evaluation activities Computer literate, with high competency in using Microsoft office applications
(Word, Excel, PowerPoint)
JOB TITLE: LABORATORY COORDINATOR (01 POSITION)
Purpose: Responsible for the coordination of Laboratory services including courier of samples from the facilities to the testing sites and result return to facilities
Responsibilities:
Coordinate the Provision of quality Laboratory HIV and TB Testing Services using medical technologies in use as prescribed in the current national testing profile in the province
Ensure that HIV testers in the Province are certified according to the national certification program;
Ensure that all sites in the province are enrolled and are participating and passing the national Proficiency Testing (PT) Program for all HIV/TB Laboratory (RT, CD4, TB, VL, PCR);
Undertakes routine Internal/External Quality Assurance programs for all HIV Laboratory Services in the Province
Spearheads Laboratory Quality Management Systems (QMS) activities towards regional/international accreditation
Ensures accurate reporting of Laboratory commodities to ensure that there are no stock outs;
Perform other duties assigned by supervisors in line with the jobholder’s ability and qualifications.
Participates in all technical reviews in the Province and provides accurate information for decision making
Qualifications:
Grade Twelve (12) Certificate with Five (5) O’ Levels Degree in Biomedical Sciences At least two years of relevant work experience at supervisory level in Lab services
Experience with recording, reporting and other monitoring and evaluation activities Computer literate, with high competency in using Microsoft office applications
(Word, Excel, PowerPoint Experience in the Logistics Management Information System (LMIS)
JOB TITLE: ART COORDINATOR - ADULT (01 POSITION) Purpose: The Position is part of the project management team whose main responsibilities will be to build and strengthen the District and Facility level capacity to deliver quality HIV services. The Position holder will work with all program Officers to ensure the SPHO meets its annual targets in the Key performance Indicators towards achieving epidemic Control. The jobholder will provide expert technical and leadership oversight and support in the province (Province, District, facility, and community) as needed to improve Adult HIV Case identification, linkage to treatment, retention, and viral suppression.
Responsibilities:
Work through existing MOH structures and systems to build the capacity of all health facilities in the province to provide quality HIV services;
S/he will support the technical staff serving under the project and other Ministry of Health staff and will review and monitor work plans and performance monitoring plans and provide timely feedback;
S/he will work with other staff within the ministry functionaries to guide health facilities, tracking progress against performance indicators as part of the project’s Performance Monitoring Plan and semi-annual and annual portfolio review processes;
The jobholder will work collaboratively with other staff within the ministry and project staff to build local capacity on implementation of special initiatives (e.g. Differentiated Service Delivery (DSD), and other HIV prevention, treatment, care and support strategies to improve Pediatric HIV services;
S/he will work with the provincial, district, and hospital technical leads for HIV programs to plan and monitor implementation of activities and ensure that CDC-supported activities are responsive to the national strategies for the areas;
The jobholder will be responsible for finding creative solutions to challenges identified at sites and Provide targeted and data-driven clinical mentorship to staff for HIV care services in health facilities and monitoring of improvement in services;
Qualifications:
Grade Twelve (12) Certificate with Five (5) O’ Levels Medical Officer/ Medical Licentiate / Clinical Officer Minimum of five years of work experience in HIV programming with progressive
responsibilities, with minimum of three years of working for programming interventions.
Experience in clinical management of HIV patients based on the Zambia Consolidated Guidelines for Prevention and Treatment of HIV infection
Demonstrated application of technical principles and concepts in HIV program coordination. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
Experience in facilitation and training applying adult learning principles and practices, clinical mentoring and coaching.
Experience with program monitoring and evaluation, including applying data collection tools and methodologies, data analysis, and data presentation.
Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.

JOB TITLE: FINANCE OFFICERS (02 POSITION)
Purpose: Responsible for taking charge of the financial health of the institution by administering accounting operations to meet legal requirements and should be familiar with audits, invoices and budget preparations. Should also demonstrates interest in managing accounting activities, including bank reconciliations, accounts payable and accounts receivable.
Responsibilities:
Responsible for the day-to-day management of all financial transactions and procedures
Keep accurate records for all daily transactions in the cashbooks Record accounts payable and accounts receivable Update internal systems with financial data Prepare monthly, quarterly and annual financial reports Reconcile bank statements Participate in financial audits both internal and external Update the assets register Assist with budget preparation
Manage and track imprest/advances issued to Districts and personnel Review and implement financial policies Have excellent organizational skills and be able to handle time-sensitive tasks. Must be able to manage a payroll
Qualifications:
Grade Twelve (12) Certificate with Five (5) O’ Levels
Part 2 ZICA,ACCA or CIMA
Must be an active member of ZICA
Knowledge in Pastel Accounting will be an added advantage
Proven work experience as a Finance Officer or similar role managing USG funds
Solid knowledge of financial and accounting procedures
Advanced MS Excel, Word and PowerPoint skills
Knowledge of GRZ and USG financial regulations
Excellent analytical and numerical skills
Sharp time management skills
Strong ethics, with an ability to manage confidential data
Experience in handling/managing USG Funds is an added advantage
JOB TITLE: PROCUREMENT OFFICER (01 POSITION) Purpose: Responsible for evaluating vendors, negotiating contracts and preparing reports (e.g. on orders and costs.) and good knowledge of market research, along with solid analytical skills to make sure identifying the most profitable offers. Create and maintain good relationships with key suppliers to ensure merchandise is high quality and delivered on time. Responsibilities:
Research potential vendors
Compare and evaluate bids from suppliers
Negotiate contract terms of agreement and pricing
Track orders and ensure timely delivery
Review quality of purchased products
Enter order details (e.g. vendors, quantities, prices) into internal databases
Maintain updated records of purchased products, delivery information and invoices
Prepare reports on purchases, including cost analyses
Monitor stock levels and place orders as needed
Coordinate with warehouse staff/Stores Officers to ensure proper storage
Qualifications:
Grade Twelve (12) Certificate with Five (5) O’ Levels
Degree in Purchasing and Supply/CIPS Level 6
Member of ZIPS
Knowledge of GRZ and USG procurement regulations
Familiarity with the Procurement ACT
Proven work experience as a Purchasing Officer, Purchasing Agent or similar role
Good knowledge of vendor sourcing practices (researching, evaluating and liaising with vendors)
Hands-on experience with purchasing software (e.g. Procurify or SpendMap)

JOB TITLE: COMMUNITY COORDINATOR (01 POSITION) Purpose: The Position is part of the project management team whose main responsibilities will be to build and strengthen the District and Facility level capacity to deliver quality HIV services at community level by engaging all key community structures and implement the various DSD Models in the Province. The Position Holder will Coordinate District structures to engage key stakeholders in the community as well as community structures based at facility level. Responsibilities:
Build capacity of the District Health Office teams to manage the community component of the HIV services
Provide technical support and oversight in implementing the DSD Models across the Province
S/he will work with other staff within the ministry functionaries to guide health facilities, tracking progress against performance indicators at community level as part of the project’s Performance
The jobholder will work collaboratively with other staff within the ministry and project staff to build local capacity on implementation of special initiatives (e.g. Differentiated Service Delivery (DSD)
S/he will work with the provincial, district, and hospital technical leads for HIV programs to plan and monitor implementation of activities and ensure that CDC-supported activities are responsive to the national strategies for the areas;

JOB TITLE: QI/QA COORDINATOR (01 POSITION)
Purpose: To manage HIV Treatment, Care and Support Services in Southern Province
of the Republic of Zambia within the framework of the SPHO-CDC Cooperative
Agreement in particular, and the Health Sector in general.
Responsibilities;
Participate in the formulation, interpretation, dissemination and adherence to
Policies / Guidelines in HIV Treatment, care, and support services”.
In collaboration with the planning and budgeting team, undertakes preparation
of HIV Treatment, care, and support services action plans and budgets in line
with CDC Annual Planning and budgeting guidelines;
Participates in preparation of Country Operational Plans (COP) focusing on HIV
Treatment, care, and support objectives /targets, strategies and activities;
Undertakes effectively and efficiently, Coordination of HIV Treatment, care, and
support service provision in the Province in line with SPHO-CDC Cooperative
Agreement in particular, and Health Sector policies / SOPs/ Guidelines in
general.
Ensures provision of coordinated regular technical updates, trainings,
mentorships, and technical support supervision activities to health workers in
HIV Treatment, care and support services in line with CDC and Health Sector
guidelines in the Province.
Ensures accurate and timely preparation and submission of quality activity and
scheduled monthly, quarterly, and annual reports in HIV treatment, care and
support programs
Qualifications
Grade Twelve (12) Certificate with Five (5) O’ Levels
Diploma in Clinical Medicine/Nursing or Equivalent
At least 3-5 years work experience preferably in coordinating PEPFAR programs

JOB TITLE: DRIVERS (03 POSITION AT PHO AND 06 AT DISTRICT LEVEL) Purpose: Responsible is to drive project vehicles in order to facilitate mobility of officers and material and equipment. Responsibilities:
Drives safely and regularly the Program officers on official duty
Prepares timely accidents reports in order to facilitate decision making
Completes timely logbooks in order to enhance accountability of the trips
Undertakes regularly basic vehicle inspection in order to ascertain its road worthiness
Qualifications:
Grade twelve school certificate
Proven experience as a Driver
A valid driver’s license (Class B or C)
A clean driving record
(B) DISTRICT LEVEL
JOB TITLE: DISTRICT PREVENTION & HTS OFFICER (06 POSITIONS) Purpose: The Position is part of the project management team at District level whose main responsibilities will be to build and strengthen the District and Facility level capacity to deliver quality Prevention and HTS services. The Position holder will work with all program Officers to ensure the SPHO meets its annual targets in the Key performance Indicators towards achieving epidemic Control. The job holder will provide expert technical and leadership oversight and support in the District. Responsibilities:
Develop and manage partnerships with the District/Sub-district Department of Health and the Non-government sectors
Provide technical support and oversight in the provision of HIV Testing services as well as Prevention services in the District.
Coordinate and liase with other Implementing partners Accurately report the HTS data to the District health Office and the M&E Team at
SPHO. Coordinate the HIV workplace Policy Coordinate VMMC Programs in the District Coordinate the scale up of HTS and HIV services to Key populations in the District. Provide technical oversight on HIV testing modalities for maximum yields Communicate daily with field mobilisers to ensure they are all meeting targets for
the day Provide support at campaigns as and when required and trouble shoot
Work with the district support partner within the district to ensure HIV stock levels are maintained and raise any concerns should stock levels drop below required minimum
Communicate stock related issues with the District management team. Work with the district support partner to strengthen and increase linkages to care Provide ongoing training and support to existing field teams Provide training and support to new field teams
Qualifications:

JOB TITLE: COMMUNITY COORDINATORS (06 POSITIONS) Purpose: The jobholder will provide expert technical oversight and support at Site, and community levels as needed to optimize demand for HIV Prevention Services in order to meet targets. The jobholder will be responsible for finding creative solutions to challenges identified in health promotion; and Provide targeted and data-driven interventions aimed at reaching out to unserved populations (children, Adolescent girls and young women (AGYW), Key populations, and adult men) with HIV prevention, care and treatment services Responsibilities:
Implementing creative and aggressive data-driven promotion programs/activities at the facility aimed at creating demand for HIV Prevention, care and treatment services;
Quantification of populations classified as “Populations at high risk” (FSW, MSM, IDU and prisoners), and priority populations focusing on Adolescent Girls and Young Women (AGYW) and devise age specific health promotion programs/activities;
Coordinating community HIV prevention, care and treatment services in collaboration with Community Implementing Partners in order to accelerate HIV Case Identification, linkage to care, maximal retention, and viral load suppression
Coordinate Community Adherence Support Groups (CAG) in the District by ensuring that all support districts and facilities have targets and are implementing and scaling up;
Coordinate activities of the community sub-grantee (DAPP) in assigned districts;
Manage data and provide monthly reports on the number of patients served under the CAG model; and
Perform other duties assigned by supervisors at district and provincial levels
Qualifications:

Bachelor's degree/Diploma in Social Sciences.
Preferred experience of 3-5 years working in HIV setting at community level Communities.

Strong knowledge of social media and other basic social marketing platforms. JOB TITLE: MOTOR BIKE RIDDERS (12 POSITIONS) Purpose: Responsible is to Ride project Motorcycle in order to facilitate transportation of samples and other Logistics.
Responsibilities:
Rides safely and regularly the Samples from the facilities to the District hubs Prepares timely accidents reports in order to facilitate decision making Completes timely logbooks in order to enhance accountability of the trips Undertakes regularly basic Motorbike inspection in order to ascertain its road
worthiness Qualifications

Riding experience for a minimum of 2 years.

JOB TITLE: MEDICAL MENTORS (05 POSITIONS – NAMWALA, SINAZONGWE, SIAVONGA, MONZE AND CHIKANKATA) Purpose: The District HIV/ TB Medical l Mentor will work in collaboration with the District
Medical staff in designated clinics to mentor facilities staff to provide quality patient care
and support the clinical management of HIV infected individuals including the provision
of anti-retroviral therapy (ART). The District HIV/TB Medical Mentor will also work with
SPHO technical staff to address and improve all issues affecting the quality of the care,
provide mentorship and supervision as well as Technical support to facility staff.
Responsibilities:
Provides appropriate clinical care, interprets test results and provides appropriate treatment as per Zambian ART guidelines.
Work with facility In-charge to support the delivery of HIV related clinical care services along with the national goal to achieve the 90:90:90 strategy.
Liaises with HIV/TB District Mentor to support the delivery of HIV-related services in all areas of support within designated catchment area.
Supports the prevention and Control of HIV/ TB activity strategies at facility level and provides feedback to the district and Provincial Health Office team.
Works in collaboration with the HIV/TB District Mentor to provide mentorship and capacity building for smooth implementation of quality clinical care services.
Works with the Public Health Specialist to ensure high quality screening for HIV/TB and STI treatment according to national guidelines.
Responsible for coordinating with Laboratory focal point person to ensure rapid turnaround of Lab results or missing samples and documentation of results put on patients files.
Works with Clinic Staff to identify and carry out Quality improvement projects. Supports the facility teams in organizing patient flow as well as data flow ensuring
minimum standard of record keeping. Organize monthly Clinical and Quality Improvement meetings. Establish a system
of identifying, recording and tracking critical lab results. Work with facility staff to improve phlebotomy techniques, labelling and storing of
specimens, and other problems related with lab logistics. Work with pharmacists to ensure the supply chain of commodities is not
interrupted. Compiles weekly, monthly, quarterly and annual reports from the clinic and share
with the HIV/TB District Mentor and Provincial Health Office. Perform any other duties as maybe assigned by the supervisor.
Required Skills and Experience
Grade Twelve (12) Certificate with Five (5) O’ Levels Degree in Medicine Must be registered with the Health Practitioners Council of Zambia Minimum 3 years’ experience in clinic environment Trained in Adult and/or Peadiatric ART management with clinical experience in
ART Good understanding of the HIV/AIDS technical areas Must be computer literate and have a valid practicing license. Must have strong understanding of the reporting hierarchy at district and facility
levels;
Good Communication and interpersonal skills;

JOB TITLE: LABORATORY COORDINATORS (06 POSITIONS) Purpose: Responsible for Monitoring, planning, arranging and delegate duties and responsibilities to staff members in respective section. Responsibilities:
Monitor all collected specimen processing related to concerned shift. Conduct technical procedures associated with lab section. Perform all activities under direction and cooperation of Section Supervisor,
Laboratory Medical Director, Pathologists and Laboratory Directors. Oversee bio-medical laboratory in hematopoietic malignancies and gene
regulation field. Manage laboratory, monitor directly research technicians and train students, post-
doctoral fellows and lab members. Supervise and manage lab expenses and budgets. Negotiate order’s prices for reagents and machinery. Coordinate orders of laboratory. JOB TITLE: MIDWIVES (15 POSITIONS) Job Purpose: The incumbent is part of the front-line health care team involved in the
provision of Direct Service Delivery (DSD) at health facility level focusing on: (1)
Enhanced HIV Case Finding; (2) Improved Linkage to treatment services; (3) Retention;
and (4) Viral Load Suppression I the maternal and child health environment.
Responsibilities:
Provision of HIV Testing Services (HTS) to clients either directly or indirectly through trained Lay Counsellors focusing on Provider Initiated Testing and Counselling (PITC) using existing screening tools;
Ensure that all HIV positive patients are initiated on appropriate Antiretroviral Treatment (ART);
Ensure that patients current on treatment are retained in care by daily monitoring of appointments and ensure prompt tracking of patients missing appointments;
Ensure that all eligible patients current on treatment are provided with Viral Load Testing Services;
Ensure that all HIV positive patients current on treatment are screened for TB and those diagnosed with TB are immediately commenced on TB Treatment while those without active TB are commenced on TB Preventive Therapy (TPT);
Determine stable patients current on ART and ensure that they are put on appropriate Differentiated Service Delivery (DSD) models in order to decongest health facilities;

of Laboratory services to support HIV diagnosis and disease monitoring.
RESPONSIBILITIES
Provide expert scientific input to diagnostic and therapeutic procedures
Maintain high quality standards of laboratory services
Provides timely advice to clinicians on the appropriateness of diagnostic investigations and their interpretations.
Reviews and improves the diagnostic procedures for quality control for lab services
Ensures safety practices are adhered to and corrective actions taken according to SOPs
Provides onsite mentorship and supervision to lower lever staff
Participates in technical support to other labs in the province
Performing analysis of all Laboratory samples
Organizing own workload and within framework of the agreed algorithms, determining and performing the investigations required to determine the true status of the referral samples.
Play an active role in any other areas of investigations or evaluations performed by the Laboratory.
Conducting Laboratory checks and issuing of reports as may be required by the Head of the Department.
Maintain and ensure calibration Laboratory equipment used in the Laboratory as per manufacturer requirements and national standards.
