Weather Situation and Outlook1
January-March 2015 Situation
The period was the peak of the Northeast (NE) monsoon season, locally
known as “Amihan”. Tropical cyclone activity was however at its minimum.
During the period, weak El Niño was present in the tropical Pacific
Ocean. Since October 2014, warmer than average sea surface temperature
anomaly (SSTA) of at least 0.5 degrees Celsius were observed. Recent computer
output from global climate models suggests that El Niño condition will likely to
continue until mid-2015 with the chances of strengthening toward the end of the
year.
The weather systems that affected the country were trough of low
pressure area (LPAs), easterlies, northeast (NE) monsoon, tail-end of the cold
front, ridge of high pressure area (HPAs) and the passage of two (2) tropical
cyclones (TCs) over the Philippine Area of Responsibility (PAR), namely;
Tropical Storm (TS) “Amang” (Jan. 15-19) and Tropical Depression (TD) “Betty”
(March 17-18). The emergence of the North Pacific High (NPH) during the later
part of March 2015 indicated the termination of the Northeast Monsoon (NE) and
a shift of wind direction from northeasterly to easterly.
April-June 2015 Outlook
The period covers the gradual shift of the season from NE monsoon to
Southwest (SW) monsoon.
Weather systems that may influence the country are the HPAs, LPAs,
Inter-tropical Convergence Zone (ITCZ) and one (1) to three (3) tropical cyclones
that are likely to develop/enter the Philippine Area of Responsibility (PAR). Cold
surges are expected during the period. The mean track of tropical cyclone is
located from Southern Luzon to Central Visayas areas, extending towards the
West Philippine Sea.

HIGHLIGHTS
Palay and corn outputs for January to March 2015 surpassed their 2014 levels by 1.41% and 3.97%, respectively. The positive growth was largely attributed to the expansion in harvest areas and improvement in yield of irrigated palay and yellow corn.
Forecasts on standing crops of both palay and corn indicate lower production in the second quarter of 2015. These may bring about reduction in outputs by 1.32% for palay and by 2.37% for corn in the first half of 2015.
Planting intentions of palay and corn farmers for July-September 2015 harvest indicate higher production levels compared to their respective records in 2014.
1.1 PALAY
January-June 2015 Forecasts
Palay production for January-
June 2015 may reach 8.27
million MT, 1.32% below the
8.38 million MT output in 2014.
Harvest area may contract from
2.10 million to 2.07 million
hectares, or by 1.49%. Yield
per hectare may increase by
0.17%, from 3.99 MT in 2014
to 4.00 MT in 2015.
The January-March 2015
palay production at 4.37 million
MT surpassed the 2014 output of 4.31 million MT by 1.41%. Harvest area
contracted to 1.15 million hectares from last year’s record of 1.16 million
hectares. Yield per hectare increased from 3.72MT in 2014 to 3.80 MT in
2015 or by 2.27%.

Significant increments in production were noted in MIMAROPA, Cagayan
Valley, Central Luzon and Ilocos Region.

the availability of seeds from
private suppliers resulted to
expansion in harvest area
while sustained usage of
hybrid and certified seeds
improved the yield.
- Stable supply of irrigation
water and more usage of
hybrid and certified seeds
boosted the yield of crops in
Cagayan Valley.
- In Central Luzon, higher
yield was attained due to
sustained usage of hybrid
seeds and sufficient water
supply in Bulacan, Zambales and Aurora.
- Sufficiency of water from restored and rehabilitated irrigation systems in
La Union and Pangasinan and availability of subsidized seeds under the
Roll-Over Bottoms-Up Program of the government encouraged more
plantings. Improvement in
yield was attributed to
sustained usage of quality
hybrid and inbred seeds.
The April-June 2015 forecasts on standing crop indicate production of 3.90 million MT, 4.21% below the 4.07 million MT output in 2014. Harvest area may contract from 939 thousand hectares to 918 thousand hectares, or 2.29%. Yield may drop from 4.34 MT per hectare in 2014 to 4.25 MT in 2015.

- In SOCCSKSARGEN, some palay areas at vegetative stages were
damaged by the dry spell felt throughout the region. There were delayed
planting activities in South Cotabato and Sultan Kudarat due to temporary
closure of some NIA irrigation facilities.
- Cutbacks in harvest area are expected in MIMAROPA, Central Luzon and
Bicol Region due to insufficient water supply and intense heat in most of
the provinces.
- In Western Visayas, contraction in harvest area may be attributed to
insufficient water supply and shifting to other crops such as mongo and
watermelon.
- In Northern Mindanao, the on-going rehabilitation of irrigation canals and
dry spell may reduce plantings in irrigated and rainfed areas, respectively.
- Yield of standing crops in Caraga may be affected by insufficient soil
moisture and incidence of black bugs and leaf blight.
July-September 2015 Forecasts
The July-September 2015
forecasts based on farmers’
planting intentions points to
increase in production by
11.70%, from 3.03 million MT
in 2014 to 3.38 million MT.
Harvest area may expand from
774 thousand hectares to 872
thousand hectares, or by
12.73%. Yield per hectare may
decline from 3.91 MT in 2014 to
3.88 MT in 2015.
All regions except SOCCSKSARGEN and Central Visayas are foreseen to
increase production.
Expansion in harvest areas are probable due to continuous government
interventions such as provision of quality seeds thru the Community Seed
Banking and High Yielding Technology Adoption Programs, rehabilitation of
irrigation canals and provision of farm machineries.

3.40 million MT, 2.37% below
the 3.48 million MT output in
2014. Harvest area may contract
from 1.10 million hectares to
1.05 million hectares, or by
4.02%. Yield per hectare may
improve from 3.18 MT in 2014
to 3.23 MT in 2015, or by
1.72%.
Corn production in January-
March 2015 at 2.37 million MT
was 3.97 % higher than the 2.28
million MT record in 2014.
Harvest area expanded to 715
thousand hectares or by 1.41%
from the 2014 level of 705
thousand hectares.
The major contributors were
Cagayan Valley, Central Luzon,
MIMAROPA and Northern
Mindanao.
- In Cagayan Valley, higher
output was boosted by the
increase in yellow corn harvest area in Isabela and Quirino coupled with
sustained usage of high quality hybrid seeds.
- Increased planting intensity of white corn due to increasing demand for
green corn in Nueva Ecija, shifting from sugarcane to corn in Tarlac, and
advance harvests in Pampanga contributed to the upward trend of the
output in Central Luzon.

- In MIMAROPA, early harvests, availability of seeds and shifting from
palay to corn led to increased output.
- In Northern Mindanao, the availability of “sigue-sigue” corn variety and
sufficient rainfall during the planting period resulted to higher harvest area
and yield.
Yield per hectare increased from
3.23 MT in 2014 to 3.31 MT in
2015, or by 2.52%. This could
be traced to sufficient soil
moisture and sustained use of
quality hybrid and modern OPV
seeds. Higher yield compared to
last year were noted in Cagayan
Valley, MIMAROPA, Central
Luzon, Ilocos Region, Western
Visayas, Northern Mindanao,
and CAR.
The April-June 2015 forecasts
on standing crop indicates lower
production, harvest area and
yield by 14.38%, 13.84%, and 0.62% from their respective levels in 2014.
SOCCSKSARGEN, Davao Region, Cagayan Valley, Bicol Region and
Northern Mindanao may post significant reductions in production and harvest
area.
- In SOCCSKSARGEN, production may probably decrease due to delayed
cropping caused by insufficient water supply while some corn crops in
the vegetative stages were damaged by dry spell.
- Movement of harvest to the first quarter and the effect of dry spell to
some corn crops at vegetative stages may reduce the second quarters’
output in Davao Region.
- In Cagayan Valley, shifting from corn to cassava, tobacco and other
temporary crops in Isabela and the movement of harvests to the first
quarter in Nueva Viscaya may bring about lesser output in the region.
- Some yellow corn areas in Bicol Region were not planted due to dry spell.

their 2014 levels by 4.25% and
6.26%, respectively. Yield per
hectare may decrease from 2.78
MT in 2014 to 2.75 MT in 2015,
or by 1.89%.
Cagayan Valley, SOCCSKSARGEN, CALABARZON, Central Visayas and
MIMAROPA may contribute to significant increments in production. This
could be attributed to farmers’ anticipation of continuous government
interventions such as Farmers’ Field School and provision of seeds.

2.1 PALAY/RICE
The average farmgate price of
palay in January to March 2015
was P18.11 per kilogram, 4.87%
lower than last year’s price of
P19.03. Monthly price decreased
from P18.50 in January 2015 to
P17.97 in March 2015.
At wholesale, average price of
rice was P38.97 per kilogram,
3.12% higher than last year’s
P37.79 per kilogram. From
P39.54 per kilogram in January
2015, price continuously
dropped to P38.53 per kilogram
in March 2015.
Average retail price of rice for
the first three (3) months of
2015 went up by 4.54%, from
P40.28 per kilogram in 2014 to
P42.11 in 2015. Monthly retail
prices exhibited downward trend
from P42.56 per kilogram in
January 2015 to P41.75 in
March.

In Metro Manila, the average
wholesale price of rice for the
first quarter of 2015 was P39.62
per kilogram. This was 6.28%
higher than last year’s price
quotation of P37.28 per
kilogram. Prices gradually
declined from P40.40 per
kilogram in January 2015 to
P38.77 in March 2015.
At retail, the three-month
average price of rice in Metro
Manila was P43.00 per
kilogram. This was 10.73%
higher than last year’s price of
P38.83. Price remained at
P43.00 per kilogram from
January 2015 to March 2015.
2.2 CORN
Yellow Corn
In the first quarter of 2015,
average farmgate price of
yellow corn at P12.45 per
kilogram grew by 3.38% from
last year’s P12.04. Monthly
price increased from P12.28 in
January 2015 to P12.66 in
March.

or 6.13% lower than last year’s
quotation of P15.82. From
P13.98 per kilogram in January
2015, wholesale price surged to
P16.04 in March 2015.
The average retail price of white
corn for the first three (3)
months of 2015 was P21.08 per
kilogram, 2.8% above last year’s
level of P20.50. Initially, retail
price was P20.38 per kilogram
in January 2015. It rose to
P21.65 per kilogram in March
2015.
2.3 FERTILIZER
The January to March 2015
average dealers’ price of urea
fertilizer was P1,062.07 per bag
of 50 kilograms or 3.33% lower
than last year’s price of
P1,098.61. Monthly prices
showed a decreasing trend from
P1,072.21 per bag in January
2015 to 1,053.46 in March 2015.

fertilizer for January to March
2015 was P604.78 per bag of 50
kilograms, 6.57% lower than the
2014 record of P647.28. From
January to March 2015, monthly
prices of ammosul were lower
than their respective quotations
in 2014.
For ammonium phosphate or
ammophos fertilizer, the average
dealers’ price for the first
quarter of 2015 was P1,008.63
per bag of 50 kilograms, 2.62%
below the 2014 quotation of
P1,035.75. This year’s monthly
prices were lower than their
respective quotations last year.
The January to March 2015
average dealers’ price of
complete fertilizer exhibited the
same price movement as urea,
ammosul and ammophos. The
three-month average price was
P1,187.15 per bag of 50
kilograms with monthly price
ranging from P1,185.80 per bag
in February 2015 to P1,188.73
in January 2015.

3.0 RAINFALL
The accumulated actual decadal rainfall for January to March 2015 was
4,188.80 millimeters, 37.6% lower than the 2014 level of 6,712.30
millimeters and 15.2% below the normal rainfall condition.
During the period, CAR, Ilocos Region, Cagayan Valley, NCR, Bicol
Region and ARMM got above normal rainfall condition while the rest of
the regions had below normal rainfall.
Western Visayas recorded the biggest drop in rainfall at 45% below the
normal rainfall condition followed by Central Visayas, Northern
Mindanao and Caraga.

3.0 RAINFALL
The accumulated actual decadal rainfall for January to March 2015 was
4,188.80 millimeters, 37.6% lower than the 2014 level of 6,712.30
millimeters and 15.2% below the normal rainfall condition.
During the period, CAR, Ilocos Region, Cagayan Valley, NCR, Bicol
Region and ARMM got above normal rainfall condition while the rest of
the regions had below normal rainfall.
Western Visayas recorded the biggest drop in rainfall at 45% below the
normal rainfall condition followed by Central Visayas, Northern
Mindanao and Caraga.

The average dealers’ price of
ammonium sulphate or ammosul
fertilizer for January to March
2015 was P604.78 per bag of 50
kilograms, 6.57% lower than the
2014 record of P647.28. From
January to March 2015, monthly
prices of ammosul were lower
than their respective quotations
in 2014.
For ammonium phosphate or
ammophos fertilizer, the average
dealers’ price for the first
quarter of 2015 was P1,008.63
per bag of 50 kilograms, 2.62%
below the 2014 quotation of
P1,035.75. This year’s monthly
prices were lower than their
respective quotations last year.
The January to March 2015
average dealers’ price of
complete fertilizer exhibited the
same price movement as urea,
ammosul and ammophos. The
three-month average price was
P1,187.15 per bag of 50
kilograms with monthly price
ranging from P1,185.80 per bag
in February 2015 to P1,188.73
in January 2015.

kilogram, 2.8% above last year’s
level of P20.50. Initially, retail

in January 2015. It rose to
P21.65 per kilogram in March
2015.
2.3 FERTILIZER
The January to March 2015
average dealers’ price of urea
fertilizer was P1,062.07 per bag
of 50 kilograms or 3.33% lower
than last year’s price of
P1,098.61. Monthly prices
showed a decreasing trend from
P1,072.21 per bag in January
2015 to 1,053.46 in March 2015.

2.1 PALAY/RICE
The average farmgate price of
palay in January to March 2015
was P18.11 per kilogram, 4.87%
lower than last year’s price of
P19.03. Monthly price decreased
from P18.50 in January 2015 to
P17.97 in March 2015.
At wholesale, average price of
rice was P38.97 per kilogram,
3.12% higher than last year’s
P37.79 per kilogram. From
P39.54 per kilogram in January
2015, price continuously
dropped to P38.53 per kilogram
in March 2015.
Average retail price of rice for
the first three (3) months of
2015 went up by 4.54%, from
P40.28 per kilogram in 2014 to
P42.11 in 2015. Monthly retail
prices exhibited downward trend
from P42.56 per kilogram in
January 2015 to P41.75 in
March.

- In Northern Mindanao, planting intentions were not realized due to dry
spell and some white corn areas were planted to cassava and cavendish
banana.
Probable yield per hectare may
drop from 3.08 MT in 2014 to
3.06 MT in 2015. This could be
attributed to the adverse effects
of dry spell on standing crops.
Based on farmers’ planting
intentions, the July-September
2015 forecasts on production
and harvest area may surpass
their 2014 levels by 4.25% and
6.26%, respectively. Yield per
hectare may decrease from 2.78
MT in 2014 to 2.75 MT in 2015,
or by 1.89%.
Cagayan Valley, SOCCSKSARGEN, CALABARZON, Central Visayas and
MIMAROPA may contribute to significant increments in production. This
could be attributed to farmers’ anticipation of continuous government
interventions such as Farmers’ Field School and provision of seeds.

- In MIMAROPA, early harvests, availability of seeds and shifting from
palay to corn led to increased output.
- In Northern Mindanao, the availability of “sigue-sigue” corn variety and
sufficient rainfall during the planting period resulted to higher harvest area
and yield.
Yield per hectare increased from
3.23 MT in 2014 to 3.31 MT in
2015, or by 2.52%. This could
be traced to sufficient soil
moisture and sustained use of
quality hybrid and modern OPV
seeds. Higher yield compared to
last year were noted in Cagayan
Valley, MIMAROPA, Central
Luzon, Ilocos Region, Western
Visayas, Northern Mindanao,
and CAR.
The April-June 2015 forecasts
on standing crop indicates lower
production, harvest area and
yield by 14.38%, 13.84%, and 0.62% from their respective levels in 2014.
SOCCSKSARGEN, Davao Region, Cagayan Valley, Bicol Region and
Northern Mindanao may post significant reductions in production and harvest
area.
- In SOCCSKSARGEN, production may probably decrease due to delayed
cropping caused by insufficient water supply while some corn crops in
the vegetative stages were damaged by dry spell.
- Movement of harvest to the first quarter and the effect of dry spell to
some corn crops at vegetative stages may reduce the second quarters’
output in Davao Region.
- In Cagayan Valley, shifting from corn to cassava, tobacco and other
temporary crops in Isabela and the movement of harvests to the first
quarter in Nueva Viscaya may bring about lesser output in the region.
- Some yellow corn areas in Bicol Region were not planted due to dry spell.

January-June 2015 Forecasts
The January-June 2015
production of corn may reach
3.40 million MT, 2.37% below
the 3.48 million MT output in
2014. Harvest area may contract
from 1.10 million hectares to
1.05 million hectares, or by
4.02%. Yield per hectare may
improve from 3.18 MT in 2014
to 3.23 MT in 2015, or by
1.72%.
Corn production in January-
March 2015 at 2.37 million MT
was 3.97 % higher than the 2.28
million MT record in 2014.
Harvest area expanded to 715
thousand hectares or by 1.41%
from the 2014 level of 705
thousand hectares.
The major contributors were
Cagayan Valley, Central Luzon,
MIMAROPA and Northern
Mindanao.
- In Cagayan Valley, higher
output was boosted by the
increase in yellow corn harvest area in Isabela and Quirino coupled with
sustained usage of high quality hybrid seeds.
- Increased planting intensity of white corn due to increasing demand for
green corn in Nueva Ecija, shifting from sugarcane to corn in Tarlac, and
advance harvests in Pampanga contributed to the upward trend of the
output in Central Luzon.

- In SOCCSKSARGEN, some palay areas at vegetative stages were

planting activities in South Cotabato and Sultan Kudarat due to temporary
closure of some NIA irrigation facilities.
- Cutbacks in harvest area are expected in MIMAROPA, Central Luzon and
Bicol Region due to insufficient water supply and intense heat in most of
the provinces.
- In Western Visayas, contraction in harvest area may be attributed to
insufficient water supply and shifting to other crops such as mongo and
watermelon.
- In Northern Mindanao, the on-going rehabilitation of irrigation canals and
dry spell may reduce plantings in irrigated and rainfed areas, respectively.
- Yield of standing crops in Caraga may be affected by insufficient soil
moisture and incidence of black bugs and leaf blight.
July-September 2015 Forecasts
The July-September 2015
forecasts based on farmers’
planting intentions points to
increase in production by
11.70%, from 3.03 million MT
in 2014 to 3.38 million MT.
Harvest area may expand from
774 thousand hectares to 872
thousand hectares, or by
12.73%. Yield per hectare may
decline from 3.91 MT in 2014 to
3.88 MT in 2015.
All regions except SOCCSKSARGEN and Central Visayas are foreseen to
increase production.

Significant increments in production were noted in MIMAROPA, Cagayan
Valley, Central Luzon and Ilocos Region.
- In MIMAROPA, the government seed distribution program thru LGUs and
the availability of seeds from
private suppliers resulted to
expansion in harvest area
while sustained usage of
hybrid and certified seeds
improved the yield.
- Stable supply of irrigation
water and more usage of
hybrid and certified seeds
boosted the yield of crops in
Cagayan Valley.
- In Central Luzon, higher
yield was attained due to
sustained usage of hybrid
seeds and sufficient water
supply in Bulacan, Zambales and Aurora.
- Sufficiency of water from restored and rehabilitated irrigation systems in
La Union and Pangasinan and availability of subsidized seeds under the
Roll-Over Bottoms-Up Program of the government encouraged more
plantings. Improvement in
yield was attributed to
sustained usage of quality
hybrid and inbred seeds.
The April-June 2015 forecasts on standing crop indicate production of 3.90 million MT, 4.21% below the 4.07 million MT output in 2014. Harvest area may contract from 939 thousand hectares to 918 thousand hectares, or 2.29%. Yield may drop from 4.34 MT per hectare in 2014 to 4.25 MT in 2015.

HIGHLIGHTS
Palay and corn outputs for January to March 2015 surpassed their 2014 levels by 1.41% and 3.97%, respectively. The positive growth was largely attributed to the expansion in harvest areas and improvement in yield of irrigated palay and yellow corn.
Forecasts on standing crops of both palay and corn indicate lower production in the second quarter of 2015. These may bring about reduction in outputs by 1.32% for palay and by 2.37% for corn in the first half of 2015.
Planting intentions of palay and corn farmers for July-September 2015 harvest indicate higher production levels compared to their respective records in 2014.
1.1 PALAY
January-June 2015 Forecasts
Palay production for January-
June 2015 may reach 8.27
million MT, 1.32% below the
8.38 million MT output in 2014.
Harvest area may contract from
2.10 million to 2.07 million
hectares, or by 1.49%. Yield
per hectare may increase by
0.17%, from 3.99 MT in 2014
to 4.00 MT in 2015.
The January-March 2015
palay production at 4.37 million
MT surpassed the 2014 output of 4.31 million MT by 1.41%. Harvest area
contracted to 1.15 million hectares from last year’s record of 1.16 million
hectares. Yield per hectare increased from 3.72MT in 2014 to 3.80 MT in
2015 or by 2.27%.

Weather Situation and Outlook1
January-March 2015 Situation
The period was the peak of the Northeast (NE) monsoon season, locally
known as “Amihan”. Tropical cyclone activity was however at its minimum.
During the period, weak El Niño was present in the tropical Pacific
Ocean. Since October 2014, warmer than average sea surface temperature
anomaly (SSTA) of at least 0.5 degrees Celsius were observed. Recent computer
output from global climate models suggests that El Niño condition will likely to
continue until mid-2015 with the chances of strengthening toward the end of the
year.
The weather systems that affected the country were trough of low
pressure area (LPAs), easterlies, northeast (NE) monsoon, tail-end of the cold
front, ridge of high pressure area (HPAs) and the passage of two (2) tropical
cyclones (TCs) over the Philippine Area of Responsibility (PAR), namely;
Tropical Storm (TS) “Amang” (Jan. 15-19) and Tropical Depression (TD) “Betty”
(March 17-18). The emergence of the North Pacific High (NPH) during the later
part of March 2015 indicated the termination of the Northeast Monsoon (NE) and
a shift of wind direction from northeasterly to easterly.
April-June 2015 Outlook
The period covers the gradual shift of the season from NE monsoon to
Southwest (SW) monsoon.
Weather systems that may influence the country are the HPAs, LPAs,
Inter-tropical Convergence Zone (ITCZ) and one (1) to three (3) tropical cyclones
that are likely to develop/enter the Philippine Area of Responsibility (PAR). Cold
surges are expected during the period. The mean track of tropical cyclone is
located from Southern Luzon to Central Visayas areas, extending towards the
West Philippine Sea.
