Be it enacted by the SangguniangPanlungsodof GeneralSantos City that.

Section 1. Title and Scope. - This Ordinance shall be known as the Purok LabanKrimenOrdinanceof General SantosCity.

Section 2. Declaration of Policy. - It is hereby declared that the maintenance of.peace .and order, the .pr.atection .of .life, .Iiberty, .and .pr.operty, .and .promotlon .of the .gener.alwelfare are essential for the enjoyment by all the people of the blessingsof democracy.

Section 3. Definition of Terms. - For Purposes of this ordinance, the followingterms are hereby defined:

a. Purok Laban Krimen (PLK) - is a community-based advocacy programthat aims to empower communities to participate in the campaign for law andorder in the City of General Santos. It is further aimed to promote Culture ofPeace, prevent extremist Ideologies from proliferating, community involvementand.participation, and sectoral cooperation.

b. Pamilyang Ayaw sa Drogra (PADR) - a component of PLK wherefamilies/households and education learning hubs are to be accredited for themto develop health seeking behaviors, as well as become an education hub,especially for the young, thus become learning homes and peace protectingcitizenry.

c. Barangay Watch Project (B-WATCH) - a component of PLKwhere thecommunities of the all Barangays are empowered to take part in mattersconcerning peace and order through upholding security plans and singleprotocol mechanismin coordination with the law enforcement agencies.

d. Community Peace-Building Program (CPB) - Conflict ResolutionManagement below the jurisdiction of the Lupong Tagapamayapa and Pangkatng tagapagkasundo. Community Leaderswill be trained and accredited by DILGto resolve conflicts in the community brought to them by the constituents oftheir own purok.

e. Ipaa/am mo kay Mayor - an information and feed backing mechanismthat shall be accessible to all through the Public Information Officer of theBarangays.

Section 4. Legal Basis for Implementation. - The following are the legal basis forthe enforcement of this ordinance:

a. Republic Act No. 9165 otherwise known as the "Comprehensive DangerousDrug Act of 2002" provides that the government shall pursue an intensiveand unrelenting campaign against the trafficking and use of dangerous andother similar substances through an integrated system of planning,implementation and enforcement of anti-drug abuse policies, programs andprojects;

b. RepublicAct No. 7160, "The LocalGovernment of 1991, as amended";

c. ExecutiveOrder No.4 s., 2016, "Providing for the Establishmentand Supportof Drug Abuse Treatment and Rehabilitation Centers throughout thePhilippin@s";

d. DILGMemorandumCircular No. 2016-116, mandating all LocalGovernmentUnits to carry out and mainstream the implementation of MASAMASIDProgramor MamamayangAyaw sa Anomalya, MamamayangAyaw sa Ilegalna Droga;

e. Joint MemorandumCircular No. 2018-01 of DILGand DangerousDrug Board(DDB) regarding the Implementing Guidelines on the Functionality andEffectivenessof LocalAnti-Drug AbuseCouncils;

f. DDB Board Regulation No.3, series of 2017, "Strengthening theImplementation of BarangayDrug-Clearing Program";

g. DILG MemorandumCircular 2004-07, "Expansion of the BarangayAnti-DrugAbuse Committee (BADAe) through the Orqanlzation of BADAe AuxiliaryTeam and Other Purposes";

h. DILG Memorandum Circular 2009-09, "Unified Actions Against Illegal Drugsand Other Substances";

l, DILG Memorandum Circular 2017-103, "Support to the Integrated DrugMonitoring and Reporting System (IDMRIS)";

j. DILG MemorandumCircular 2017-151, "Monitoring BarangayCompliance onCertain Provision of DDB Regulation No.4, series of 2016 and DDBRegulationNO.3 series of 2017"; and

k. Board Resolution No.4, Seriesof 2016 of Dangerous Drug Board specifyingOPLAN SAGIP - Guidelines on Voluntarily Surrender of Drug Users andDependents and monitoring Mechanism of Barangay Anti-Drug AbuseCampaigns.

Section 5. Composition of the Technical Working Group for Purok Laban Krimen.The following shall compose the Purok Laban Krimen Technical Working Group (lWG), towit:

Section 6. Implementing Guidelines. - Purok Laban Krimen shall directly beimplemented and downloaded to the Barangays with the incorporation of Culture of PeaceSeminar/Training, Mind Education and Transformational Seminars/Trainings.

Section 7. Composition and Guidelines for Identification. - The Purok Laban Krimen(PLK)ForceMobilizersper component shall be composedof the following:

a. PAMIL YANG A YAW SA DROGRA (PADr). - The Force Mobilizers for thiscomponent shall be called the Anti-Illegal Drug Advocates (AIDAs).

Theguidelines for AIDIAs are as follows:

i. Any person designated by the Punong Barangay;II. Must not be a purok chairman, nor a worker or official of the

Barangay;iii. One (1) AIDA per Purok;iv. Must not be involved in any illegal drug activities;v. Must be willing to undergo trainings/workshops and do volunteer

works to campaign anti-illegal drug advocacy.

b. BARANGAY WATCH PROJECT (B-WATCH). - The Force Mobilizers for thiscomponent shall be called the B-WATCHERS.

Theguidelines for 8-Watchersare as follows:

i. The Purok Chairperson of each Purok duly designated by the PunongBarangay shall automatically become the point person for the BarangayWatch;

ii. Must be willing to undergo training/workshopand do volunteer wor~.sand organizing security plan;

iii. The Purok Chairperson, shall upon proper coordination with the PunongBarangay and the Chief of Police, assigned in their barangay, shallrecruit at least twenty-five (25) volunteers, who shall be their force.multipliers in the implementation of plans, programs and activities onpeaceand security matters in their respective puroks;

iv. All volunteers and Purok Chairperson shall be willing to undergotrainiogs.and group.team buildinqs, induding,. but nat limttedto lecturesand workshops on culture of peace and other development trainings,conducted/initiated by the Barangays,and/or the City Government.

c. COMMUNITY PEACE-BUILDING (CPB). - The Force Mobilizers for thiscomponent will be called Sarangay Peace Advocates (SPAs).

Theguidelines for 8PAsare as follows:

i. He/Shemay be a Pastor, member of UBAS,or an Elder in the Purok;II. Any person known to have moral ascendancyin the community;iii. Must be designated by the PunongBarangayto represent the Purek;iv. Must not be designated of any PLKforce mobilizer (e.g AIDA);v. Must be willing to undergo trainings/workshop on Conflict Management

Skills and do volunteer works;

d. IPAALAM MO KAYMAYOR!. - The Force Mobilizers for this component wil'-becalled BarangayPublic Information Officers (BPIOs).

Tl7eguidelines for BPIOs are as follows:

i. The BPIO Chief is preferably a Sangguniang Kabataan official or anyperson duly appointed by the PunongBarangay;

ih The SPIOChief shan have a- representative per purok:iii. The BPIORepresentativeshall directly report to the BPIOChief;iv. Shall be knowledgeable in Information technology, basic lay-out,

journalism, and social media;v. Must be willing to undergo trainings/workshop for capacity

enhancement and do- volunteer works.

Section 8. Roles and Responsibilities. - The Force Mobilizers, upon theirappointment, shall perform the following roles and responsibilities:

a. Anti-Illegal Drug Advocates (AIDAS)

i. Shall conduct at least one IEC per month on Anti-Illegal DrugAdvocates in respective purok;

ii. Shall help in the community organizing to conduct FamilyOrientation for PADRin coordination with the CSWDO;

iii. Shall work in cooperation with the initiatives and programs of theDepartment of Health, City Health Office, and City Social Welfareand Development Office;

iv. Coordinate with BADACand IBA for the activities;v. Submit Monthly Report to the Barangay.

b. Purok ChairpersonBarangay Watchers (B-WATCHERS)

I. Shall organize the networks for the Security Planof the Purok;ii. Shall conduct community orientations for the BarangayWatch;~i.i. Submit the Security Plan to the Barangay as well as the montbJ.y

report;iv. Coordinatewith the PunongBarangayand IBA for the activities.

c. Barangay Peace Advocates (BPAs)

i. Shall be given the authority by the DILG to settle petty conflicts inthe purok level to decrease the number of cases filed in thebarangay;

ii. May also conduct at least one IEC per month on Barangay JusticeSystemand Culture of Peacewith the LupongTaqapamaya;

iii. Shall submit monthly report to the Barangay;iv. Shall coordinate with the PunongBarangayand IBA for activities.

d. Barangay Public Information Officer (BPIO)

i. Shall take charge in the IEC of Purok Laban Krimen Program andactivities to the Barangay, focusing on good practices andinnovations by the Barangays;

ii. Shall also tap the SKCouncilors to do write-up through social medianetworks about PLKactivities in the Barangay;

iii. The BPIO Chief and his/her representatives shall consolidate,accomplish, and publish publicity matters (pubmats) showing theevents, projects, and good news happening in the barangay;

iv. Coordinate with the Barangay and IBA for activities;v. Submit Monthly report to the Punong Barangay.

Section9. Functions and Responsibilities of the Key Players of the Program.-

a. TechnicalWorkingGroup.- The lWG for Purok Laban Krimen (PLK) shallexercise the following actions:

I. Serve as focal point through which various agencies, organizations,community sectors and jndj.vjduaJsinvolved- per component cooperate­and work together in the implementation of plans and projects;

ii. The team will serve as the social facilitator and steer the implementationof PLKcomponents;

iii. Shall be responsible in convening, organizing, training and mobilizingPLK pfogFams and dellverables to the bafangay level- who- shal~ Deresponsible on (a) Advocacy and Education Campaigns; (b) InformationGathering and Reporting; (c) Community-BasedRehabilitation.

b. PunongBarangays.- The Punong Barangays shall exercise the followingactions:

I. Serve as the point person of the barangay in terms of programimplementation;

ii. The PunongBarangaywill automatically become the BADACChair;iii. Oversee the PLK programs and make sure that each component is

functioning appropriately;iv. Approve consolidated reports prepared by the program in-charge per

PLKcomponent;v. Report to the secretariat progress and concerns regarding the program.

c. BarangayOfficials. - The barangay officials shall exercise the followingactions:

i. Serve as the main support of the Punong Barangay in theimplementation of the program;

ii. Assist in the supervision of the implementation of PLKcomponent;iii. Support to the component where one's committee is related;iv. Report to the barangay progress and concerns regarding the program.

Section, to..Reporting System. - The.Punang.Barangay, as.the. supervisor Qf theforce mobilizers, shall submit a consolidated report, strictly observing the given format ortemplate to the PLK Program Coordinator on or before the 5th day of the succeedingmonth.

Section 11. Funding. - The City Government shall allocate funds for the wholeimplementation of this ordlnance. An allocation of at least Php500,OOO.OOper barangayshall be provided annually by the city. The Barangays shall also consider appropriateamount to augment resourcesneeded for the program.

Section 12. Separability Clause. - 1ft for any reason, any part.Of prQvision of thisordinance is held to be unconstitutional or invalid, other parts or provisions hereof notaffected thereby shall continue to be in full force and effect.

Section 13. Repealing Clause. - Any ordinance, resolution or any order or part!thereof which are inconsistent with the provisions of this ordinance is hereby amended,repealed or modified accordingly.

Section 14. Effectivity. - This ordinance shall take effect fifteen (15) days after itscomplete publication in any newspaper or general circulation within the city.
