EXECUTIVE SUMMARY
The report provides a summary of the role of HRDF in enhancing and promoting labor market policies and increasing the number of new Human Resource market entrants, both male and female nationals. Further, the Report reviews the services and program which serve the labor market in the Kingdom of Saudi Arabia in partnership with the Ministry of Human Resourses and Social Development and other relevant institutions. To be in line with the National Transformation Program 2020 and the Kingdom’s Vision 2030, as well as with the updates in the labor market.The Report provides an overview of HRDF, the KSA labor force, and HRDF’s channels. The Report monitors the current context of HRDF and provides a review of the workforce in KSA, HRDF’s events, and achievements during The first quarter 2020..

This is HRDF
The Human Resources and Development Fund was established by Cabinet of Ministers’ Decision No. (107) of 29/04/1421, to support the endeavors of training and recruit the national workforce in the private sector.
To achieve its goals, HRDF focuses on the following:
1. Providing monetary incentives to support the upskilling, training, and employment of the national workforce in the private sector.
2. Contributing to the costs of upskilling and training the national workforce for private-sector jobs. The HRDF Board of Directors will determine the percentage of this contribution whereas the remaining cost will be paid by the employer benefiting from the training process.
3. Contributing a percentage of the salaries paid to those employed in private sector establishments after they receive upskilling and training and those who are employed in these establishments in coordination with the HRDF. The employer will pay the remaining part of the salary, and the HRDF will continue to pay this percentage of the salary for a maximum period of two years. The Board of Directors will set the conditions required to disburse these amounts of money.
4. Providing HRDF to field programs, projects, plans, and studies that aim to employ Saudis to replace expatriate workers.
5. Giving loans to private sector companies established in the Kingdom to upskill and train the national workforce as well as the companies which are keen on expanding their activities or introducing modern equipment in their operations.
6. Conducting research and studies on its activities that aim to upskill, train, and recruit the national workforce and providing technical and administrative advice to
the establishments involved in upskilling and training the national workforce.

The fund provides a range of paths that target employers and job seekers to support the employment and training efforts to increase labor force stability and development.
1- National Labor Gateway ( Taqat )
Taqat or the National Labor Gateway is an integrated platform for the labor market in the Kingdom of Saudi Arabia, both public and private sectors, and employment services suppliers. It works on translating human resource development policies and visions in the Kingdom into effective programs that support the national economy through qualified workforces. It aims to create a high-quality digital job market to urge the Saudi workforce’s competitiveness, to empower job seekers, and to enhance the nationalization rate among the workforce. The most important outcomes of this gate are:
Channels to support the recruitment and upskilling of the national workforce in the private sector
Providing a unified and integrated platform for all parties to the labor market
Enhancing labor market transparency and providing data to support decision-
making
Providing tools for managing the labor market and activating
its programs and policies

2- Job placement centers
These centers aim at promoting productive and continued employment by developing inclusive training and employment strategies for males, females, and people with disabilities. They enable employers to respond to labor market changes and implement policies that leave a positive impact on economic growth and investment. 3- Tele-job placement centers
These Tele-job placement centers aim to provide upskilling services, employment support, guidance, and training of job seekers according to the most recent standards followed. These centers also provide post-employment services that assist job seekers in job stability and development. 4- University employment offices
The offices aim to establish a strategic partnership between the Fund and the universities to achieve the common goals between them, which are the employment of university graduates and students expected to graduate from both genders, and job seekers, in order to raise the level of participation and the stability of the national forces in the labor market. The total beneficiaries of the program during The first quarter 2020 reached (171) male beneficiaries in the Riyadh region.
5- Fixed HRDF Branches
A branches network operated by HRDF in the various regions of the Kingdom amounting to (22) during the second quarter of the year 2020, and it provides various training and employment support services to clients, such as attracting enterprises owners and analyze their needs. Catering it by providing professional workshops and meetings. Preparing job seekers who are compatible with the requirements after providing career guidance services and human resource consultations. 6- Mobile HRDF brunches
A group of mobile branches (buses) aiming to reach customers gathering places to provide services for them, including:
Introduce clients to HRDF’s programs and services.
• Responding to clients’ inquiries about the training and employment services support provided by the HRDF.
• Solve the difficulties that prevent them from benefiting from the HRDF services.• Offer available job opportunities for job seekers.• Covering governorates and villages in which there are no fixed branches• Serving the owners of existing projects through field visits.

Second/ Employment support programsThese programs and services are aimed at increasing the employment opportunities of individuals to match the needs of the labor market, increasing Saudization, and supporting their continuation on the job.
1- Upskilling program The program aims to support the employment of male and female jobseekers in the private sector and raise their skills while they are at work.The program aims to support the employment of researchers and job seekers in the private sector and raise their skills and they are at the top of the work. The program focuses on the employment of researchers and job seekers registered on the National Action Portal and employment in various professions in the private sector, and employment in the cities and villages, and the employment of females and persons with disabilities, The support in this program is through incentivizing private sector enterprises to hire and train on the job, with the contribution of the fund.
The fund bears a percentage of the employee’s monthly wage and training services in accordance with the mechanism to support training. Where the Fund provides in the employment support program to raise skills in support of employment begins with a subsidy of 30% of the salary for the first year, 20% for the second year and 10% for the third year. The minimum wage for the subsidy is SAR 4,000 and the maximum wage is SAR 15,000. So that the establishment bears the remaining percentage of the salary. The total beneficiaries of the program are (4,621) beneficiaries in The first quarter 2020.

2- The National Job-Seeker Support Program (Hafiz)
This program supports job seekers to find appropriate and sustainable jobs and provide them with the necessary skills and resources to join the labor market. It consists of the Hafiz Searching for Employment Program and the Hafiz Difficulty Finding Employment Program. Each program targets a certain segment of job seekers according to certain eligibility requirements for receiving benefits. The National Job-Seeker Support Program (Hafiz) consists of:

The Hafiz searching for employment program provides monthly financial assistance of up to SAR 2,000 for 12month period, targeting young job seekers between 20-35 years who fulfill the subsidy eligibility requirements.

Second/Hafiz Difficulty Finding Employment Program
The Hafiz difficulty finding employment program provides financial assistance reaching up to SAR 1,500 for the first fourth months, SAR 1,250 for the next fourth months, and SAR 1,000 for the last fourth months. It targets job-seekers who are over 35 years or those who completed the Hafiz Searching for employment program without being able to find an appropriate job up to the age of 60 years.

3- Freelance subsidy program
The freelance subsidy program provided by the Human Resources Development Fund aims to provide social protection to the self-employed and to promote self-employment as a non-traditional method in support of Saudization. The total beneficiaries of the program reached (2) beneficiaries (1) male and (1) female in 2020 The first quarter. Note that the program was suspended on May 2018, and all current beneficiaries have completed the regular period of support in the program, and accordingly the support in this version of the program has been terminated.
4- Direct employment support program
This program aims at recruiting job seekers in private sector establishments who wish to employ male and female job seekers by providing a salary up to 50% and not exceeding SAR 2,000 per month for the period of support (24 months). Receiving requests in the program was stopped as of September 2017. The number of beneficiaries of the program is (6,402) beneficiaries in 2020 The first quarter

5- Additional support for wages
This program aims to stimulate enterprises to enable Saudi job seekers to join the opportunities available in the private sector. The program offers financial support for the recruitment of Saudi nationals in facilities classified in the platinum and green ranges of the Nitaqat program. A business entity can enroll a maximum of 20% (in the platinum range) and 15% (in the green range) of its Saudi employees in the additional support program provided that the beneficiaries are qualified according to the eligibility requirements of a candidate. 6- Employment of people with disabilities program (Tawafuq)
This program supports and enables job seekers with disabilities to be employed in the private sector. The core principles of the program are right to equal opportunity, inclusion, skills, disability confidence, and services. These principles are implemented by adopting standards to achieve inclusiveness (compatible with consensus), developing policies and procedures, developing practical tools for implementation on the ground, and training those in charge to work on them, monitoring and they are documenting private information. 7-Subsidizing the wage of dialysis days
The program aims to stimulate private sector enterprises to employ patients with renal failure and continue their work to achieve job stability. The HRDF compensates private sector establishments for the days of leave taken by employees to perform dialysis for blood purification. The total beneficiaries of the program are (4) beneficiaries in 2020 The first quarter.

8- Teacher subsidy program in private schools
This program is aimed at improving the working conditions and to increase the functional ability of teachers in private and foreign schools. HRDF supports this program through financial means by fulfilling the minimum wage requirement of SAR 5,000 and a transportation allowance of SAR 600. And in the implementation of Royal Decree No. (47632) and the date 4/10/1437 AH, which state that the regular period of the approved support program was limited to five years. The program stopped taking support applications in September 2017, but there are still beneficiaries during this quarter. The total beneficiaries of the program are (10,269) beneficiaries in 2020 The first quarter .

9- Women’s work support programs (feminization of shops and feminization of factories program)
The objective of this program is to increase the opportunities for women to work in private sector establishments in line with their qualifications as per the needs of the labor market and according to the women employment regulation decisions issued by the Ministry of Labor and Social Development through a unified recruitment and training support mechanism for up to three years in accordance with the specified controls. It includes the following programs: (stores that sell women’s supplies, women work in factories) where the employee works for benefit of a specific establishment in a full-time method, the employee is considered one of the employees of benefiting establishment. The program targets all female job seekers who wish to work in private sector establishments. The total beneficiaries of the program reached (110) beneficiaries in 2020 The first quarter, (83) beneficiaries of feminization of shops and (27) beneficiaries of feminization of factories. The program stopped taking support applications in October 2017.

10- Small enterprises owners support program
This program is aimed at supporting and encouraging Saudi nationals who operate small businesses. Through the program, financial support is provided for the management of these small businesses. The program stopped taking support on July 2018. The total beneficiaries of the program reached (222) beneficiaries in 2020 The first quarter.

11- Children hospitality (Qurrah)
Improving the children’s hospitality system to meet the need for high-quality centers at a reasonable cost, to improve the working environment of the child’s hospitality centers, and improve job opportunities for female employees and job seekers in the Saudi’s labor market as a result for that. 12- Worker women transfer program (Wusool)
This program aims to empower Saudi female workers and sustain their jobs by providing them with transport to and from their workplace. These transportation means are affordable, highly safe, available in most cities and districts, and of high quality and reliability. Wusool supports the increased participation of women working in the private sector through improving and developing female transportation and contributing 80% of their transportation costs. To meet the benefits of this program for the largest possible segment of Saudi women working in the private sector, the support mechanism has been modified as follows:

The Human Resources Development Fund realizes that the training and development of the Saudi national workforce represents a major focus in efforts to prompt the employment process. Accordingly, the HRDF offers many training programs to qualify and develop the national workforce to enhance their employment opportunities and support its stability in the private sector.
The following is a review of the programs and statistics of training support programs, which are as follows:
1- Training program in institutes of strategic partnerships
The program aims to train and employ job-seekers in specializations that are rare and available at private sector institutions, in one of the training agencies licensed by the Strategic Partnerships Department at the General Organization for Technical and Vocational Training as non-profit training bodies. Through training support mechanisms related to employment in some specializations required in the labor market, to cover the high demand for employment in the target sectors such as oil, construction, drilling, electricity services, industry, dairy and food, electronics, and others. 3- National e-learning platform (Doroob)
Doroob is a national platform for electronic training, and one of the initiatives of the Human Resources Development Fund “Hadaf”, that seeks to develop the capabilities and skills of national forces (job seekers - those who are on the job - students), providing them with the job skills that support them getting the right job and settling in it according to the requirements of the Saudi labor market. .

6- Training to employment subsidy program outside the establishment
This program aims to stimulate private sector enterprises to hire unqualified job applicants and train them through a training program delivered by licensed training entities outside the enterprise for period of (24) months. By the end of 2016, receiving the new support requests was stopped. The total beneficiaries of the program are: (617) beneficiaries in 2020 The first quarter distributed across the kingdom.
7- Job seekers training program (Maher)
It is a job seeker training program aimed at training and qualification in many professions required by the labor market and increasing the supply of qualified specialists. 8- Refresher program for health diploma holders – MOH
Support execution upskilling program diploma Emergency Medicine for (400) technician emergency medicine through a four-month theoretical training program within the Prince Sultan Centre for Health Studies. And four-month hands-on training is carried out in collaboration with the Saudi Red Crescent Authority, then recruiting those who have passed the training period in one of the centers affiliated to the Red Crescent organization for a position as an (emergency medical service technician), The program targets graduate job seekers of governmental and private health diplomas for the required specialties in the Saudi Red Crescent Authority. Subol is an interactive, online, educational platform for vocational guidance for students, teachers, partners, job seekers, employers, and employees. It is a hub for career guidance, professional, and educational material offering in-depth information through interactive and visual content. Its goal is to effectively assist its audience. 1- An agreement with the Real Estate Authority to train and employ 11,000 job seekers within the real estate sector professions nationalization program
The HRDF signed a cooperation agreement with the General Real Estate Authority on Monday, March 09, 2020, to train and employ more than 11 thousand job seekers for the work of wishing to work in the real estate sector in the nationalization careers program, in an effort to support the rehabilitation and employment of national manpower efforts in the private sector and raise the skills of researchers for work. The agreement states for the authority, through the Saudi Real Estate Institute, to prepare the training packages and implement training for the following programs: Owner union manager, facilities manager, real estate brokerage, and marketing specialist. To join the program, the following eligibility requirements apply to the trainee. To be a Saudi national, holds a national identity valid, and not less than 18 years of age and not more than 60 years, and the applicant should not be a student or an employee in the public sector or private or has a commercial record, and should not have already benefited from the training programs specified in this agreement. In accordance with the agreement, the authority will coordinate with private sector establishments operating in commercial activities targeted for nationalization, in order to mount suitable job opportunities for the beneficiaries, employing training outcomes in proposed job opportunities and monitoring the beneficiary’s stability on the job.While the HRDF is obligated to pay training costs according to its approved justifications for disbursement. And participation in controlling the quality of the training program, through field visits to follow up the implementation of the training process, and providing observations, if any, on the outputs resulting from the implementation of the agreement.

The HRDF signed into a cooperation agreement with the Bab Rizq Jameel Company on March 09, 2020. To implement training and employment programs that aim to qualify a number of male and female job seekers, and to enroll them in employment opportunities in the private sector; the agreement contributes to the national program to combat commercial concealment. It also aims to qualify and empower the national workforce and raise the level of their participation and competitiveness in the labor market, through specialized training, qualification and employment support programs, and employing their outputs from national cadres in the private sector, and follow-up of its sustainability and continuity at work, achieving the objectives of the National Transformation Program and the Kingdom’s 2030 vision in this path.

8- Memorandum of cooperation with "Abyat Academy" to train and qualify national cadres through the "Doroob" platform
The HRDF signed a memorandum of cooperation with the Saudi Abyat Company Academy for Building Materials to train and qualify national cadres in the construction sector and prepare them for the labor market by conducting online training courses in the same sector on the platform of “Doroob” as a national e-training platform. The memorandum aims to support the training and qualification of the national workforce in building and construction sector and to provide them with the skills and vocational capabilities required through the electronic training program “Doroob”. Based to this

And coordination with the private sector establishments operating in the tourism and hospitality sector to count suitable job opportunities for the beneficiaries. And employment training outputs in career opportunities and monitoring the continuity of the beneficiary on top of work, in addition to the employment agencies offering their job opportunities through the National Labor Portal (Taqat).

The HRDF signed into a cooperation agreement with the Imam Muhammad ibn Saud Islamic University on January 1, 2020 to employment support of university graduates and students expected to graduate from both genders with aim of increasing their competitiveness in the labor market and raising employment rate, as part of the Fund’s initiative in the program to support employment offices for graduates in universities. The agreement comes within the framework of the joint efforts between the two parties to support the training and employment of the national workforce in the private sector enterprises through the numerous programs and appropriate support mechanisms provided by the Fund. The agreement also establishes a strategic partnership between the HRDF and the University to achieve their common goals of training, qualifying and employing university graduates and students expected to graduate from both genders and job seekers to increase their competitiveness in the labor market, increase the employment rate, develop the skills of national cadres and provide them with individual and basic skills and experience in line with the goals of national transformation and the vision of the Kingdom 2030.
