Meeting summary: METI’s mission is to develop Japan’s economy and industry by promoting economic vitality in the private sector and advancing international trade relationships. METI is responsible for securing stable and efficient supplies of energy and mineral resources for Japan and developing Japan’s Strategic Roadmap for Hydrogen and Fuel Cells, which has provided clear targets for technology development and investment into the sector. This meeting provided the opportunity to exchange views about the potential for Queensland and Japan to collaborate on the future of renewable energy, particularly with reference to renewable hydrogen. It was also an opportunity to increase confidence in Queensland as a source of renewable hydrogen to support Japan’s vision for a long-term hydrogen society. The Minister for State Development, Manufacturing, Infrastructure and Planning (the Minister) briefed METI on Queensland’s Hydrogen Industry Strategy and explained how the Queensland Hydrogen Industry Strategy can support Japan to meet their commitments for a renewable energy future.

Other discussion points included:

• the Queensland Government’s recent work on facilitating the hydrogen industry in Queensland

• Japan’s Strategic Roadmap for Hydrogen and Fuel Cells and exploration of links with the Queensland Hydrogen Industry Strategy

• available programs and support from the Japanese Government to support Japanese companies to invest in Queensland hydrogen projects

• how the Queensland Government can work with Japanese project proponents to provide facilitation services and/or assistance with approval processes

• affirmation of the importance of security of supply relating to metallurgical coal production in Queensland.

Meeting summary: JXTG was created in April 2017 through the amalgamation of Japan’s leading petroleum related companies, JX Nippon Oil and Energy Corporation and Tonen General Corporation. JXTG account for 50 per cent of petroleum sales in the Japanese market with business areas focusing on sourcing and marketing oil and petroleum products, gas, coal and the supply of electricity and hydrogen to customers. This meeting provided the opportunity to congratulate JXTG for their part in the world’s first successful delivery of renewable hydrogen from Queensland to Japan and promote the newly announced Queensland Hydrogen Industry Strategy. The Minister provided JXTG with an overview of the Queensland Hydrogen Industry Strategy and sought feedback from JXTG on the development of their hydrogen technologies. Other discussion points included:

• opportunities for continued collaboration with Queensland research organisations and companies to develop hydrogen from renewable energy sources

• opportunities for further collaboration between Queensland and Japan to develop a renewable hydrogen industry

• the Queensland Government’s commitment to support innovation to further the development of Queensland’s hydrogen industry

• JXTG’s future investment strategy in relation to hydrogen technology.

The Minister invited JXTG to provide a presentation on its hydrogen technology to the Queensland Government Hydrogen Interdepartmental Working Group. JXTG accepted the invitation, with plans now underway to arrange the visit.

Meeting summary: Tokyo Gas Corporation is Japan’s largest provider of city gas, procuring 14 million tonnes of gas per year and serving more than 11.6 million customers. Approximately 11 per cent of Tokyo Gas’ total imports are from their investments in Australia. This meeting provided the opportunity to thank Tokyo Gas for their early vision and long-term investment in the Queensland LNG industry, to brief Tokyo Gas on the newly announced Queensland Hydrogen Industry Strategy and provide an overview of Queensland’s renewable energy sector.

• Tokyo Gas’ future interest in hydrogen investment including their current hydrogen projects and current research and development activities

• potential opportunities for further investment in renewable energy and Queensland hydrogen including Tokyo Gas’ interest in the development of the Queensland hydrogen sector and future investment plans in Queensland

• challenges relating to the production of hydrogen with a renewable energy source

• opportunities for synthetic methane in Queensland’s LNG context.

Meeting summary: Sumitomo Corporation is one of Japan’s oldest trading companies with interests in metal products, transport and construction, infrastructure, media and digital, real estate and mineral energy resources. Through their Australian subsidiaries, Sumitomo Corporation have investments in several coal projects in Queensland which supply approximately 6 million tonnes of thermal and metallurgical coal to the Japanese market. With an increased focus on sustainability, Sumitomo Corporation have established a Hydrogen Supply Chain Working Group and have recently become a member of the Hydrogen Council (a global CEO-level initiative). This meeting provided the opportunity to thank Sumitomo Corporation for their long-term investment in the Queensland resource sector and to receive a briefing from Sumitomo Corporation on their pre-feasibility study on the potential for developing a commercial scale renewable hydrogen project in Gladstone, Queensland. The Minister provided Sumitomo Corporation with an overview of the newly announced Queensland Hydrogen Industry Strategy and Queensland’s renewable energy sector and also took the opportunity to encourage investment and collaboration with Queensland partners to develop a renewable hydrogen project in Queensland.

Other discussion points included:

• potential Queensland Government support available for Sumitomo Corporation’s project plans in Gladstone

• facilitation services and assistance available from the Queensland Government to Japanese project proponents with approval processes and land planning.

Event summary: The World Hydrogen Technologies Convention (WHTC) 2019 is one of the most prestigious conferences focusing on hydrogen energy technologies, bringing together scientists, researchers, students, industrialists and government officials to exchange ideas towards sustainability. The WHTC 2019 provided a forum to present research findings and technologies for realising a hydrogen society in Japan and outlined the vision of the 2020 Tokyo Olympic and Paralympic Games to be a showcase of hydrogen energy as an important science and technology innovation for the world. The Minister used WHTC’s global platform to promote Queensland’s competitive advantages for the production of renewable hydrogen, including the release of the Queensland Hydrogen Industry Strategy, by addressing an audience of over 100 guests with a 20-minute speech.

Event summary: This dinner provided the opportunity to thank Sumitomo Electric Industries, Sumitomo Corporation and University of Tokyo for their leadership in promoting the potential to export renewable hydrogen from Queensland to Japan. During the dinner, the Minister:

• promoted Queensland’s Hydrogen Industry Strategy

• signed a Statement of Intent to collaborate on hydrogen industry development with the University of Tokyo’s Research Centre for Advanced Science and Technology (RCAST)

• announced a funding contribution from the Queensland Government of $50,000 to RCAST to support hydrogen activities

• congratulated Sumitomo Electric Industries and QUT on their successful partnership to develop the concentrated solar photovoltaic trial at the Redlands research facility.

This meeting provided the opportunity to undertake a site visit and view a demonstration of Chiyoda’s innovative SPERA hydrogen technology that has the potential to make large scale export/transport of hydrogen a reality in the short-medium term. The Minister congratulated Chiyoda on the development of their hydrogen technologies and encouraged continued collaboration with Queensland to develop hydrogen from renewable energy sources. The Minister also took the opportunity to provide an overview of the Queensland Hydrogen Industry Strategy. Other discussion points included:

• how Chiyoda’s ground-breaking technologies enable hydrogen to be transported in a stable liquid state

• the development of a renewable hydrogen industry in Queensland

• Chiyoda’s future investment strategy in relation to hydrogen technology

• the Queensland Government’s commitment to research and technology to further the development of the Queensland hydrogen industry

• the Japanese Government’s Strategic Roadmap for Hydrogen and Fuel Cells and the potential market for Queensland renewable hydrogen in Japan.

Meeting summary: JOGMEC is responsible for securing a stable supply of strategically important resources (oil, gas, nonferrous metals and other minerals) for Japan through active exploration, development and investment. JOGMEC provides necessary funding and liability guarantees for the exploration and development of overseas resources. Hydrogen is a new industry for JOGMEC, which reflects the strong focus of the Japanese government and the expected need for programs to support development of commercial stage projects. The purpose of this meeting was to provide JOGMEC with an overview of Queensland’s Hydrogen Industry Strategy and acknowledge the recent re-signing of the Memorandum of Understanding on Comprehensive Strategic Partnership between the State of Queensland and JOGMEC to include sustainable and alternative fuels, including hydrogen. Other discussion points included:

• how Queensland’s Hydrogen Industry Strategy aligns with the recently released Japanese Strategic Roadmap for Hydrogen and Fuel Cells

• new opportunities for collaboration between Queensland and Japanese companies in the development of the Queensland hydrogen industry

• how Queensland and Japan can work together to meet their commitments for a renewable energy future

Event summary: This event provided the opportunity to further strengthen the relationship between the Queensland Government and JOGMEC and promote Queensland’s competitive advantages for the production of renewable hydrogen. Key attendees at the event included representatives from Japan’s Ministry for Economy, Trade and Industry (METI), Mitsubishi Corporation, Sumitomo Corporation, Marubeni Corporation and leading Japanese financial institutions. Minister Dick was the keynote speaker at the event and addressed an audience of more than 80 guests for 20 minutes to promote Queensland’s recently released Hydrogen Industry Strategy. During his speech, the Minister announced the appointment of Professor Masakazu Sugiyama as Queensland’s Hydrogen Envoy in Japan, as well as the signed Statement of Intent between the State of Queensland and University of Tokyo to collaborate on hydrogen. The Minister also provided Professor Sugiyama with a certificate commemorating his appointment at the end of his speech.

In the United Kingdom, QinetiQ has long-term agreements to operate Ministry of Defence facilities including test ranges for manned, unmanned and autonomous systems in air, sea and land. ImmersaView develops advanced software for complex visualisation applications in the defence, simulation, audio visual, education, energy and emergency services industries. Headquartered in Brisbane, ImmersaView’s continued success across global markets has led to the opening of three locations in Sydney, Orlando and London. In 2016, ImmersaView was acquired by PLEXYS, a global leader in modelling and simulation software and live, virtual and constructive training. The purpose of this meeting was to gain an understanding of QinetiQ’s expertise in developing and operating unmanned aerial systems’ (UAS) test sites, including receiving a briefing on QinetiQ UAS test capabilities and future plans. The meeting provided the opportunity to attend live, virtual and constructive capability demonstrations of UAS test flights at QinetiQ’s Farnborough site and to explore QinetiQ’s appetite for operating and investing in UAS sites in Queensland. A representative from Queensland company ImmersaView, which provides advanced simulation software at the QinetiQ facility, also attended the meeting. Other points of discussion included:

• the service and capabilities that a UAS test operator like QinetiQ can offer to realising the Queensland Government’s vision to create world class UAS facilities and industry in Queensland

• QinetiQ’s interest in potentially investing in aspects of a UAS test facility in Queensland, particularly instrumentation and telemetry, air traffic control in the test range and value-add services such as data capture and analysis

• ImmersaView’s capabilities in complex simulation software.

Meeting summary: The purpose of this meeting was to receive a briefing on the Airbus Defence and Space Zephyr High Altitude Pseudo Satellite (HAPS) Program and visit the manufacturing facility. The Airbus “Zephyr” HAPS is a solar-electric, stratospheric Unmanned Aerial Vehicle (UAV). It runs exclusively on solar power, flying above the weather and conventional air traffic. The Zephyr is designed to fill a capability gap complementary to satellites, UAVs and manned aircraft by providing affordable and persistent local satellite-like services. This meeting provided the opportunity to explore prospects for the Zephyr HAPS Program to conduct trials in Queensland with the possibility of relocating the program to Queensland in the future.

Other discussion points included:

• Queensland’s plans to be an international hub for unmanned and trusted autonomous systems, as articulated in the Advance Queensland Aerospace 10-Year Roadmap and Action Plan

• opportunities for Zephyr in emergency services and surveillance operations including in the Pacific.

Event summary: CWEIC was established in July 2014 with the support of the Commonwealth Secretariat and member governments to be the Commonwealth’s apex business organisation. CWEIC is aligned to the Commonwealth Heads of Government to promote intra-Commonwealth trade and investment and the role of the private sector across the 52 member countries. The Queensland Government’s strategic partnership with CWEIC provides a platform to promote Queensland and encourage UK businesses to look at opportunities in Queensland. Event summary: Queensland Day is a celebration of Queensland’s birthday and its official separation from New South Wales as an independent colony on 6 June 1859. Celebrated annually, Queensland Day is an opportunity to commemorate the state’s culture, heritage, people, places and industry. The annual Queensland Day VIP Music Recital and Networking Reception in London provided the opportunity to promote Queensland’s investment, tourism and education priorities to an influential UK and international audience. The Minister delivered a five-minute speech at the reception to celebrate the 160th Queensland Day, promote the historic and enduring relationship between Queensland and the UK and promote Queensland as the perfect destination for business, tourism and international education. More than 350 guests were in attendance, with key attendees including the Australian High Commissioner, senior UK and Australian government officials, the Secretary-General of The Commonwealth, members of the diplomatic community, senior business leaders including inward investors, community leaders and influential members of the Queensland, British and international public with close ties to Queensland.

Meeting summary: Remondis Group, headquartered in Lunen, is a family run, privately owned business with global revenues of approximately A$15 billion. It is one of the world’s largest recycling, service and water companies. With over 30,000 employees and around 800 business locations across four continents, the group serves more than 30 million people and thousands of companies. The Remondis Group operates in many fields of business. It recovers raw materials from waste, develops innovative recycled products, offers alternative fuels and plays an important role in the water management sector by supplying water and treating wastewater. In addition, Remondis removes pollutants from residual hazardous wastes, which are unable to be recycled with today’s technology, and disposes of them using eco-friendly methods. The purpose of this meeting was to view Remondis Group’s Energy from Waste and resource recovery facilities in Lunen and Oberhausen, Germany. This meeting provided the opportunity to gain a better understanding of the operation of these types of facilities and further understand the commitment Remondis may make in Queensland.

• the proposed $400 million Remondis Energy from Waste facility at Swanbank, Ipswich

• the establishment of Remondis Aqua, a subsidiary of Remondis Group’s water management division, in Brisbane

• overview of the Remondis corporate structure, history, growth and aspirations

• the support available from the Queensland Government for the proposed Energy from Waste facility at Swanbank, Ipswich.
