TO: CORPORATE AND COMMUNITY SERVICES COMMITTEE -15 AUGUST 2016

SUBJECT: BANNER TRACK SYSTEMS

AUTHOR: COMMUNITY AND CULTURAL DEVELOPMENT MANAGER -LEON TRIPP

EXECUTIVE SUMMARY

Council has requested a costing for the purchase and installation of a banner track system that will alleviate the need for a cherry picker to install and remove banners. The track system is to be retro-fitted to six (6) existing light poles in Todd Street, outside the Civic Centre between the intersections of Gregory Terrace and Stott Terrace. A price will also be included to produce banners for the remaining thirty-nine (39) banner installation points, in Todd Mall.

RECOMMENDATIONThat it be a recommendation to Council:

A. That the Flagtrax banner track system be purchased from Flagworld, to fit to six (6) light poles in Todd Street (between the intersections of Gregory Terrace and Stott Terrace); and that six matching banners be purchased for that tracking system.

B. That thirty-nine (39) matching banners be purchased for the existing banner system in the Todd Mall.

REPORT

1. BACKGROUND

The Community and Cultural Development Manager has developed a series of general ASTC banners which will have “Welcome” printed on one side and “Werte” printed on the other.

The background image will be either: Indigenous art, images of local landscapes, or images of historical significance.

The banners are intended to be installed on existing banner installation points, as well as proposed banner track systems, creating visual interest and uniformity for the length of Todd Mall; and Todd Street, out the front of the Civic Centre.

2. DISCUSSION

Three banner track systems and system banners have been costed for the purposes of this report and comparisons have been made.

Companyname

Banner track system cost

Banners Total for 6 systems and 45 banners

Fitting

Bannerconda $1,145 per pole unit

double sides, read the same both ways - $170 per unit

$7,870 1 hour per system to fit by Depot staff

AFI Branding $833 per pole unit

single sided - $180 per unit double sided - $335

$7,008 1 hour per system to fit by Depot staff

Flagworld $820 per pole unit

double sided - $310

$6,780 1 hour per system to fit by Depot staff

Banners for existing banner installation pointsThe existing Christmas banners were supplied by Flagworld. They are double sided and were customised, to suit existing banner installation points. Cost per banner $145; total for 39 banners $5,655 plus freight of approximately $300.

SUMMARY

BannercondaMore expensive heavier construction track system that sits away from the pole, would be more durable and robust. Cheaper double sided banners that may be inferior in quality. Banners can be fitted from ground level.

Flagworld: Flagtrax SystemFlagworld employ the Flagtrax System manufactured by EvanEvans. This is a lighter and neater track system that sits tightly against the pole. Banners are more expensive and may be better quality.

If Council were to retro-fit the track system to shade structures and light poles in the top end of the Mall in the future, the Flagtrax system would be more suitable for this application. Have dealt with this company before with Christmas banners and are happy with their product and service. Banners can be fitted using a step ladder.

AFI Branding: Flagtrax SystemSame track system as Flagworld, with more expensive banners. Banners can be fitted using a step ladder.

7. PUBLIC RELATIONS

Council is seen to be providing an affordable marketing platform for events. Banners can be interchanged by organisations wishing to promote their event, without impacting on Council resources.

Further, locating banners in Todd Mall and Todd Street at the entrance to the Civic Centre will add to and enhance public amenity, place making and the aesthetic appeal of the Central Business District precinct.
